The walk-through starts 6 p.m. in the parking lot of George Wythe High School, 4314 Crutchfield Street. Groups will fan out through the complex and speak with residents and citizens they encounter about their concerns.

Broad Street Shooting Update
The Richmond Police Department would like citizens to know that investigators are following up on multiple leads after a shooting Friday night in the 1600 block of West Broad Street.
After receiving a call for a fight with shots fired just after 10:30 p.m., officers found a 19-year-old male with a gunshot wound. He was taken to VCU Medical Center for his injuries and he is currently in critical but stable condition.
During their investigation, officers arrested Quionte D. White, 18, of the 1000 block of Edgehill Road, and charged him with possession of a firearm by a convicted felon. At this time, he has not been charged in connection with the shooting.
Based on officers’ quick response, evidence was recovered at the scene, and investigators are still interviewing witnesses. Fourth Precinct officers will increase patrols in that area, and have also met with business owners to see how they, and the Department, can improve security in the area.

Sexual Assault
The Richmond Police Department is asking for help identifying two males involved in a domestic-related sexual assault.
The assault occurred about 9 a.m. on Saturday, February 13th in the 4000 block of Midlothian Turnpike.
The female victim reported two men forced their way into her apartment where one man beat her and the other sexually assaulted her. This incident is related to an on-going domestic dispute.
The victim was treated at VCU Medical Center for non-life threatening injuries.

Robbery Suspect Sought
The Richmond Police Department needs the public’s help in identifying the suspect pictured in the attached photos.
The man is wanted in connection with the robbery of a Wachovia Bank at 1800 Chamberlayne Ave. around 4:42 p.m. today.
The suspect is described as a black male, medium build, age 30 to 40 with a short haircut, 5’7” – 5’9” tall, and wearing thick glasses. He was last seen wearing a black baseball cap with white stripes, a black plaid jacket with white, a black t-shirt and plaid matching trousers.
Anyone with any information is asked to call Crime Stoppers at 780-1000.

SWAT Team arrest
SWAT Team arrest Newell Road
At 12:51 this morning the Richmond Police Department was called to 1130 Newell Road for a report of a shot fired inside the residence.
Police took a report of an argument that had occurred between two people living in the residence resulting in one person firing a shot inside the structure. When the suspect would not surrender to officers the SWAT team was called to assist.
Richmond Police negotiators and SWAT Team made contact and the suspect, John Oules, 64, of the above address, surrendered without further incident at approximately 3:00 a.m. Oules has been charged with attempted murder.

Chief Bryan T. Norwood awarded Second Precinct Officer Daniel Awad the Rookie of the Year. It was a busy first year for Officer Awad who was fired upon by a fleeing suspect; apprehended an armed suspect who left the scene of a robbery; and even helped save the life of a shooting victim.
Fourth Precinct, led by Commander Jimmy Horn, also had the overall largest crime reduction in 2009. Great work! Congratulations to Sector Lt. Brian Corrigan and all the officers of Sector 412, which was named Sector of the Year for having the largest crime reduction of 2009.
Executive Director Evelyn McGill awarded Dominic Tabb as the 2009 Communications Officer of the Year. In 2009, Tabb distinguished himself as a communications officer by responding to 3,820 phone calls—totaling 520 hours—in the 911 Center, with an average ring time rate of 0.04 percent; 352 hours dispatching calls on the police radio; 200 hours dispatching calls on the fire radio, with 104 hours in Teletype; and 32 hours dispatching calls on the Department of Public Works radio.
Assistant Chief David McCoy congratulates one of the Department's most vital units, Crime Analysis, who received a Unit Citation for all of their hard work in 2009. These professionals don't just capture crime information after it occurs, they are instrumental in providing the timely and pertinent crime pattern, trend and series info that the Department depends on. They then use this data to assist operational and administrative personnel in planning resource deployment in the prevention and suppression of crime.

Commerce Road Fatal Accident
At approximately 11:30 a.m. today Richmond Police responded to a single-vehicle accident in the 1200 block of Commerce Road near Ingram Avenue. A van had struck a utility pole. The driver, Barbara L. Gray, 69, of Highland Springs, died at the scene.
The Department’s Crash Team Investigators are still working to determine the cause of the accident.

Department Awards to Recognize Citizens, Officers
After an armed man violently robbed a local coffee shop, Officer Daniel Awad didn’t hesitate to go after the man. As Officer Awad chased the robber down an alley, the man turned and fired his gun at Awad. Though he had no place to hide, Officer Awad didn’t falter, instead pursuing the man until he was caught.
For those selfless actions and in light of a great first year for the Department, Officer Daniel Awad will be honored as the Rookie of the Year.
Awards like these and commendations for community efforts and service to the Richmond Police Department will be recognized and honored at the Department’s Quarterly Awards Ceremony at 1 p.m. Thursday, Feb. 4, at the Richmond Police Training Academy, 1202 W. Graham Road.
The Department will also recognize the Precinct and Sector of the Year for having the largest crime reductions in 2009. Chief Bryan T. Norwood will give two Chief Citations for the hard work necessary to document and secure another 4-year term of Accreditation for the Department.
In addition to these awards, law enforcement officers from other agencies and civilian personnel will receive awards for their contributions to the Department.
“We like to take this opportunity to thank our officers and our citizens for all they do,” Chief Norwood said. “We want our officers and citizens to know that we appreciate all the hard work that makes this city and this community safer for all of us.”

Have You Seen Oswaldo Ramirez?
Richmond Police need the public’s help in finding Oswaldo Ramirez in connection with the murder of Leoncio Deleon on Jan. 24.
After further investigation, detectives have determined Deleon, 43, was stabbed after an altercation with a known offender inside an apartment in the 4600 block of Southwood Parkway around 2 a.m. yesterday. He later died at VCU Medical Center.
Ramirez, 24, is described as 5’6” and weighing about 150 pounds. His last known address is the 1700 block of Clarkson Road. His photo is attached to this advisory.
He is wanted on a charge of first degree murder and failure to appear for court.
Richmond Police ask anyone with any information on Ramirez’s whereabouts or this homicide to contact Crime Stoppers at 780-1000 or the Latino Tip Line at 239-4209.

If you’ve ever wondered how the Richmond Police Department operates, now’s your chance to find out.
The Department will offer a nine-week Citizen Police Academy for those interested in learning about Richmond Police community policing strategies and law enforcement-related topics. There will be eight, two-hour classes held every Thursday, beginning March 11 through May 6. Classes will be 6:30 to 8:30 p.m. at the Richmond Police Training Academy, 1202 W. Graham Road. The academy will culminate the ninth week with a graduation ceremony. This will be the Department’s 15th Citizen Academy.
First Precinct Officer Mary Gary has gone through two academies with Richmond Police. The first one inspired her. The second one hired her.
When Gary was in the 13th Citizen Academy, she was working as a bank teller. She was interested in law enforcement and wanted to learn more about what police work involves. The Citizen Academy provided the answers to all of her questions.
“The experience was awesome – there’s no other way to describe the Citizen Academy,” Gary said. “It convinced me that this was the career for me.”
Gary graduated in December as a member of the 103rd Basic Recruit Class.
The Citizen Academy sessions are diverse and range from the Department’s organizational structure to forensics, criminal investigation, narcotics and firearms. Anyone who lives or works in Richmond can attend the academy. You must be at least 18 years old with no felony convictions. Misdemeanor convictions will be reviewed and considered by Chief Bryan T. Norwood. The deadline to register for the academy is March 4. Space is limited.
“I don’t know anyone else who we’ve ‘recruited’ in that manner,” said GiTonya Parker, coordinator for the Department’s Citizens Academies. “But it is a testament to the Citizen Academy experience. We do our best to give the full picture of policing from behind the scenes.”

Quick Robbery Arrests
Shortly after 1 a.m. Saturday, four people were robbed at gunpoint as they walked in the 800 block of Norton Street.
Within minutes of the robbery, Richmond Police stopped the getaway vehicle in the 2000 block of Chamberlayne Avenue and arrested the five individuals inside.
Romique R. Radcliffe, 19, of the 4000 block of Mallard Creek Circle, and Bianca D. Walker, 18, of the 3900 block of Meadowview Lane, were charged with armed robbery. Three other juvenile offenders were also arrested and charged.
The arrest yielded a total of 32 felonies charged, the recovery of three firearms and may lead to further arrests.
