Richmond Police and Partner Law Enforcement Agencies Complete Advanced Active Attack Training Module

Richmond Police and Partner Law Enforcement Agencies Complete Advanced Active Attack Training Module

The Richmond Police Department, in collaboration with the Virginia Commonwealth University Police Department, the University of Richmond Police Department, and the Virginia Division of Capitol Police, has nearly completed a reinvigorated Active Attack training module modeled after the nationally recognized Advanced Law Enforcement Rapid Response Training (ALERRT) program developed by Texas State University.

The Virginia Department of Criminal Justice Services’ Crisis Incident Preparedness and Response (CIPR) Program generously invested approximately $56,000 in the Train-the-Trainer model that prepared RPD instructors to teach this enhanced active-attack training module. This support enabled RPD to build the internal expertise needed to train every sworn RPD officer—as well as personnel from partner agencies—using RPD resources and training budget.

Although the curriculum draws from the nationally recognized ALERRT program, DCJS has solely supported this training with only limited logistical assistance from ALERRT to deliver this instructor-level training. All instruction for the Train-the-Trainer session was provided by a highly skilled cadre of Virginia-based DCJS instructors and funded entirely through DCJS.

DCJS CIPR is the only program in the nation authorized to conduct ALERRT Train-the-Trainer courses outside of Texas State University. That distinction reflects years of partnership and consistently high performance dating back to 2007.

Projects like this help illuminate the statewide preparedness impact of DCJS outreach and training efforts achieved in the Richmond metro area.

“This program enhances how we respond to active attack incidents,” said RPD Training Academy Captain Faith Flippo. “By aligning tactics, communication, and response strategies across all partner agencies, we can secure scenes more rapidly, save lives, and ensure survivors receive critical aid sooner.”

“The Active Attack training provided an invaluable opportunity for surrounding agencies to work together and strengthen our coordinated response,” said VDCP Officer Eric Lynch. “It reinforced how to respond effectively while prioritizing officer safety while maintaining control of the incident. This training enhanced our readiness and communication, ensuring we can operate seamlessly during critical situations.”

The Active Attack training module emphasizes:

Unified Tactics, Techniques, and Procedures: Officers across all agencies are trained under one operational language and coordinated approach.

Faster Scene Security: A consistent response framework that increases the survivability of victims during active attack situations.

Enhanced Interagency Coordination: Shared command structures and real-time communication improve joint response effectiveness across jurisdictions.

The Richmond-based program ensures that officers across the city and at educational and government campuses are prepared to respond cohesively should a violent critical incident occur.

Advisory: Richmond Police Charge Multiple Individuals in Reckless Traffic Disruptions

Richmond Police Charge Multiple Individuals in Reckless Traffic Disruptions

The Richmond Police Department has charged several individuals following a large “car club” gathering that disrupted traffic and caused injuries across the city late Saturday night, October 18.

“This kind of reckless driving is not just dangerous – it’s criminal,” said RPD Chief Rick Edwards. “If you choose to endanger others with these illegal, dangerous acts, you risk losing your vehicle. The Richmond Police Department will continue to make arrests and, in coordination with the Office of the Commonwealth’s Attorney, will seek to seize and forfeit the vehicles used. We will not allow a few reckless drivers to threaten the safety of our community.”

At approximately 11:32 p.m., an off-duty officer near West Broad Street and Arthur Ashe Boulevard observed vehicles driving recklessly. Responding officers found numerous vehicles and pedestrians blocking the intersection. One vehicle fled at a high rate of speed, and the Metro Aviation Unit was called to assist.

With aerial support, officers located and stopped several drivers involved in the activity near South 9th and East Canal streets.

The following individuals were charged:

1.      Jabez Ray, 20, of Virginia Beach — reckless driving and failure to display front license plate.

2.      Roderick McCree, 22, of Woodbridge, VA — racing or exhibition driving; aiding or abetting. His vehicle was towed.

3.      Tyler Outlaw, 21, Moyock, NC – summons issued for failure to display rear license plate.

Warrants were also obtained for two other individuals who were involved and stopped that night. The two offenders reside in other jurisdictions and officers are working with law enforcement to serve those warrants.

At approximately the same time on Saturday, officers responded to reports of other reckless motorists in the 4800 block of Forest Hill Avenue blocking the intersection. Drivers were reportedly performing burnouts in the street and driving dangerously with over 200 total participants including involved spectators.

With assistance from the Metro Aviation Unit, officers stopped Michael Suarez Rivero, 22, of Springfield, VA, who was charged with reckless driving and having an altered license plate. His vehicle was towed for investigation.

Detectives are also investigating a felony hit and run that occurred at the Forest Hill Avenue location. An adult male called police on Friday, October 24 and reported that he was struck by a vehicle that was driving recklessly during this incident.

When injured, he was transported to a local hospital in a private vehicle with injuries that were not considered life threatening. The delay in reporting was due to the victim seeking out medical treatment for his injuries.

Anyone with information about this incident is asked to call Hit and Run Investigator Detective Sergeant R. Misegades at (804) 646-3135 or call Crime Stoppers at (804) 780-1000 or use the P3 Tips app. All tips remain anonymous.
