Mosby Victim Identified

Richmond Police have identified the man who was shot to death early this morning as James L. Louis, 36, of the 1900 block of North 20th Street.

At just after 3 a.m., officers heard gunshots as they were on walking patrol in Mosby Court. When the officers arrived in the 1900 block of Accommodation Street they found Louis suffering from a gunshot wound.

Louis was taken to VCU Medical Center where he later died.

Detectives have been working throughout the day in their attempt to identify witnesses and gather information.

Gilpin Shooting Suspect Surrenders

The Richmond Police Department wants to thank the media for helping it locate Jabril Ahmad Neville, wanted in connection with a shooting in Gilpin Court last week.

Neville, 21, of the 3400 block of Decatur Street surrendered shortly after the media reported police were looking for him.

Neville has been charged with aggravated malicious wounding, a felony.

‘Red Ribbon’ Reminds Students to Say No to Drugs


The men and women in blue of Richmond Police are upholding another symbolic color to remind fifth-graders across the city of the dangers of drugs as they promote Red Ribbon Week, today through Oct. 31.

The annual drug awareness and prevention campaign was created in 1986 by parents concerned about the destruction caused by alcohol and drug abuse. The goal is to educate young people about the dangers of illegal use of such substances. The red ribbon became the symbol of the movement in honor of Enrique “Kiki” Camarena, a U.S. DEA agent who was killed investigating drug traffickers. The theme of this year’s campaign: “I Am Drug-Free.”

“We still want our children to say no to drugs,” Community, Youth and Intervention Captain Sybil El-Amin said. “We’re taking this message to our fifth-graders as they prepare to leave elementary school and, hopefully, they will take these reminders with them when they move on to middle school and beyond.”

Visits to all Richmond elementary schools are planned throughout the week.

Gilpin Shooting Susepct Wanted


The Richmond Police Department is asking for the public’s help in locating Jabril Ahmad Neville. (pictured) He is wanted in connection with a shooting in Gilpin Court last week.

Neville, 21, of the 3400 block of Decatur Street has a felony warrant on file for aggravated malicious wounding. He is known to frequent West Baker Street in Gilpin Court.

Richmond Police made one arrest in this shooting late last week. Darryl Lekendrick Welch, 21, of the 2400 block of Lambert Avenue is charged with felonious assault. A photo of Welch is unavailable at this time.

Just before 6 p.m. Tuesday, Oct. 19, Richmond Police officers received a call for a shooting in the 1000 block of Hickory Street. When officers arrived, they found a man and a woman who had been shot. Their injuries were not life threatening.

Bank Robbery Suspect Still Sought



Richmond Police would like to ask again for the public’s help in identifying the man (pictured below) who robbed the SunTrust Bank at 1101 Azalea Avenue in August.



At approximately 3:15 p.m. on Aug. 26, a man walked into the bank and slipped a teller a note demanding money. He did not display a weapon and was last seen walking west on Azalea Avenue. Detectives believe the suspect may have used a white pick-up truck that was observed at the scene.



The robber is described as a black male with a thin goatee, approximately 5’10” to 6’ tall and weighing about 210 pounds. He was last seen wearing a black t-shirt, faded blue jeans, a New York Yankees baseball cap and red and black sneakers.

East Brookland Park Boulevard Homicide

Richmond Police have identified the man who was shot to death last night as Brandon T. Thomas, 25, of the 500 block of Arnold Drive.

Officers were called to the 1300 block of East Brookland Park Boulevard at approximately 7:30 p.m. Wednesday after receiving a call for a shooting.

Thomas was taken to VCU Medical Center with life-threatening gunshot wounds and died of his injuries just after 8 p.m.

Gilpin Court Shooting Update

Arrests are pending after Richmond Police investigated through the night when three people were shot in Gilpin Court.

Just before 6 p.m. Tuesday, officers received a call for a shooting in the 1000 block of Hickory Street. When officers arrived, they found an adult male and adult female who had been shot.

Both were taken to VCU Medical Center with non-life-threatening injuries. A short time later, another adult male arrived at Community Hospital with gunshot wounds. He is now in stable condition at VCU Medical Center.

Investigators have determined the shooting was in reference to an altercation earlier in the week. It was not a random incident, and investigators have identified suspects and arrests are pending.

The swift action occurred thanks to the great partnerships between Richmond Police, Richmond Redevelopment and Housing Authority and the Gilpin Court community.

Body Identified

Richmond Police have identified the body found inside a shed in the 2100 block of Redd Street on Oct. 1 as that of Richard Reid, 54, of the 2100 block of Redd Street.

The death investigation is ongoing. The cause and manner of death will be determined by the Medical Examiner’s Office.

Richmond Police need the public’s help to identify the man in the photo in connection with the assault and robbery of a woman in the Fan.

The man is a suspect in the assault and robbery of a female on Oct. 6 in the 2100 block of Floyd Avenue.

The robber is described as a black male, age 28 to 30, about 6 feet tall and weighing 160 pounds to 170 pounds.

Officer Injured in Early-Morning Accident

A Richmond Police officer is recovering from minor injuries and two men are under arrest today following a two-car accident early this morning.

At 1:17 a.m. a Richmond Police officer driving west on Brauers Lane was struck in the driver’s door side by a 1990 Buick Century traveling north on 20th Street.

The results of the Richmond Police Crash Team investigation indicate the driver of the Buick disregarded a stop sign and hit the police vehicle at the intersection of 20th and Brauers.

The Buick’s driver, Devon Markee Byrd, and his passenger, Japorium Antonio Straughter, both ran from the scene of the crash. Richmond Police officers found them hiding in a nearby yard.

Byrd, 21, of the 700 block of Stockton Street and Straughter, 18, of the 2100 block of Creighton Road are both charged with felony hit-and-run.

Fatal Shooting on Chamberlayne Avenue

A shooting on Chamberlayne Avenue last night resulted in the death of a Richmond man.

Richmond Police officers responding to a call of a person down around 9:30 p.m. Thursday, Oct. 14, found Tyler Andrew Franks, 45, of the 3600 block of Chamberlayne Avenue with a gunshot wound. Franks was taken to VCU Medical Center, where he died about an hour later.

Detectives are in the early stages of the investigation and do not have any suspect information to release at this time. Anyone with information about Franks’ murder is asked to call the Richmond Police Tips Line at 514-TIPS (8477) or Crime Stoppers at 780-1000.

Two Arrested in Argyle Terrace Murder

Richmond Police has made two arrests in Tuesday afternoon’s fatal shooting of Terrance J. Robinson on Argyle Terrace.

Correy Lee Davis, 23, of the 500 block of Harrow Road was arrested Tuesday night. Raishaud Jaemon Chavis, 22, of the 1700 block of Colorado Avenue was arrested Wednesday afternoon. Both are charged with conspiracy to commit murder.

“Richmond Police detectives worked nonstop to identify, locate and quickly arrest those involved in this incident, with the St. John’s Wood community assisting every step of the way,” said Major Crimes Captain Steve Drew.

Robinson, 31, of the 1800 block of Oak Hill Lane was found shot in a parking lot of the St. John’s Wood apartment complex just before 2:30 p.m. Tuesday, Oct. 12, when officers responded to reports of shots fired. Robinson was taken to VCU Medical Center, where he was pronounced dead.

Recognize this Fas Mart Robber?




Richmond Police need the public’s help to identify the man who robbed a local Fas Mart on Saturday. He’s pictured in the below three surveillance photos.

At approximately 6:40 a.m. on Saturday, Oct. 9, a man walked into the Fas Mart at 2107 Semmes Ave. and asked the clerk for a carton of cigarettes.

When the clerk went to get them, the robber pulled out a gun and robbed the store. He stole an undisclosed amount of money as well as five cartons of Newport cigarettes.

The robber is described as a black male between the ages of 23 and 25; approximately 5’10” to 6’02” in height and weighing between 180 pounds to 200 pounds. He was armed with a small, black handgun, possibly a revolver.

He was last seen wearing a tan-colored, medium-sized jacket with dark brown fur trimming, a large, dark-colored knit cap, sunglasses, dark-colored jeans and light brown shoes.

Victim Identified in Argyle Terrace Homicide

Richmond Police have identified the victim in yesterday’s homicide in the 500 block of Argyle Terrace as Terrance J. Robinson, 31, of the 1800 block of Oak Hill Lane.

Robinson was found shot in the St. John’s Wood housing community just before 2:30 p.m. when officers responded to reports of shots fired. Robinson was taken to VCU Medical Center where he later died.

Detectives are gathering information and have made progress in the investigation.

Richmond Police Looking for Cigarette Bandit

The Richmond Police Department is looking for a suspect in three larcenies targeting Fas Mart convenience stores for one item – cigarettes.

The suspect usually walks up to the counter, requests two cartons of Newport cigarettes, snatches them when the clerk puts them on the counter and runs from the store. The Fas Mart stores at 5200 Hull Street Road and 2107 Semmes Ave. have been hit, with the Semmes Avenue location targeted twice.

No weapon was displayed during any of the incidents.

The suspect is a black male in his mid to late 30s with a bald head. During the incidents he wore a black T-shirt, black pants, dark shoes and a black coat or jacket. Photos from store surveillance accompany this advisory.

Pssst…Wanna Make An Arrest?



If you’re going to steal items from vehicles, it might not be such a good idea to try to sell them to a police officer.

But that’s exactly what two men did recently in the 1000 block of Hull Street.

Off-duty Richmond Police Officers Glendon Cox and Larry Boxley had just stepped outside of a restaurant when two men approached them and asked if they’d like to buy a GPS unit for $20.

Officer Cox agreed and asked the men to wait while he grabbed his wallet. Instead, he grabbed his badge and gun and arrested the men on the spot.

Lawrence D. Loflin, 39, of Sandson, and Justin W. Hunter, 29, of Silver Springs, Maryland, have both been charged with three counts each of larceny and vandalism of the vehicles.

Information Sought in Traffic Crash

Richmond Police need the public’s help to learn more about a fatal car accident this morning.

At approximately 2:30 a.m. today, officers responded to a single vehicle crash in the 5000 block of Warwick Road near Alaska Drive. When officers arrived, they found Jose G. Rivera, 22, of the 1400 block of Clarkson Road, dead at the scene.

Rivera’s vehicle had been going north on Warwick when it ran off the road and struck a tree. Investigators are seeking information about a blue Mustang and its operator who may have knowledge about what happened.

Crash Team investigators would also like to interview two men Rivera was seen talking with at the 7-11 on Broad Rock Boulevard just 10 minutes prior to the accident.

Carjacking Arrest


Thanks to some good investigative work and help from Henrico Police, Richmond Police have charged a man who carjacked a woman last week on Westwood Avenue.

Just after 1 p.m. Friday, a man walked up to a woman sitting her car in the 1600 block of Westwood Avenue and demanded she get out of the vehicle. He then stole the car. Thankfully, no one was hurt.

Detectives responding the scene were quickly able to develop a possible suspect from the victim’s description, and followed up on numerous leads.

With the assistance of Henrico Police who located the robber last night, Corey M. Price, 30, of Danville, has been charged with carjacking.

The Richmond Police Department Community Partnership for Domestic Violence Awareness will host the following events this week under the theme “Journey for Justice” to promote domestic violence awareness and prevention:
  • 6 p.m. Thursday, Oct. 7, Byrd Park Roundhouse: Candlelight vigil to mourn those who have died as a result of domestic violence.
  • 6 to 9 p.m. Friday, Oct. 8, Cedar Street Baptist Church, 2301 Cedar St.: Domestic Violence Forum featuring a panel discussion and community resources to raise awareness about the issue of domestic violence and educate the public about its effects.
  • 10 a.m. to 1 p.m. Saturday, Oct. 9, Byrd Park Roundhouse: Journey for Justice 5K Walk and Awareness Festival begins at 10 a.m., with registration for the walk until 10:30 a.m. Registration for the walk also available online at www.journeyforjustice.eventbrite.com. Following the 5K walk, family activities and resources on domestic violence and martial arts demonstrations will be presented.

Business Robber Sought

Richmond Police need the public’s help to identify and catch a man who robbed a Southside business this morning.

Shortly after 9 a.m. today, a man walked into the Harbor Freight store at 6500 Hull Street Road and demanded to speak with the manager. He did not display a weapon, but acted as if he had one. He demanded cash and left the store on foot with a large amount of money.

The robber is described as a black male, age 25 to 30, about 6 feet to 6 foot 4 with a thin to average build. He was last seen wearing baggy black pants, a white t-shirt and a black baseball cap.
