Jefferson Davis Highway Victim Identified

The Richmond Police Department has identified the victim in last night’s shooting as Milton F. Jackson, 51, of the 2100 block of Lauderdale Drive, Henrico.

Last night at approximately 10:30 p.m., the Richmond Police Department received a call of a shot fired in the 3100 block of Jefferson Davis Highway. Officers arrived within one minute and found Jackson in his vehicle suffering from a gunshot wound.

An ambulance rushed the victim to VCU Medical Center where he succumbed to his injuries.

The Medical Examiner will determine cause of death.

Jackson was an employee of the Family Dollar store and was found in the parking lot of the business. The store was closed at the time of the incident. Detectives believe three suspects approached Jackson’s vehicle and attempted to rob him.

The three suspects were seen leaving the area on foot after the shooting. They are all described as black males, between 5 feet ten inches and six feet tall. The first suspect was wearing a grey t-shirt and tan trousers. The second suspect was wearing a white t-shirt and dark blue jeans. The third suspect was wearing a black t-shirt and white trousers.

They fled southbound on Jefferson Davis Highway.

Richmond Police detectives need the public’s help to identify the man in the below photo who robbed a Wells Fargo Bank this afternoon.

At approximately 12:20 p.m., the man walked into the bank at 7021 Marlowe Road and passed the teller a note demanding money. He did not display a weapon.

The robber is described as a black male in his late 20’s to early 30’s, about 5’10 to 5’11 tall and weighing between 200 to 220 pounds. He has short black hair and a large puffy beard. He was last seen wearing a black t-shirt with writing on it and light, khaki-colored pants.

Richmond Police Promote 24 Officers Within Its Ranks

The Richmond Police Department is pleased to announce the promotions of 24 officers to the ranks of sergeant, lieutenant and captain at 1 p.m. on Monday, July 23, at the Richmond Police Training Academy, 1202 W. Graham Road.

Chief Bryan T. Norwood will promote the largest group of officers under his leadership since his tenure began in November 2008, with three lieutenants being promoted to the rank of captain, eight new lieutenants and 13 new sergeants.

“The men and women included in this group of some of the best officers in the Richmond Police Department and I’m proud to announce their great achievement,” Chief Norwood said.

Help Police Identify Shoplifting Suspects

Richmond Police needs the public’s help to identify several people suspected of shoplifting at the CVS at 2738 W. Broad St.

The shoplifting incidents span from April 21 through July 2, and occurred at various hours of the day.

The suspects include four men and a woman. The initial investigation indicates one of the men and the woman worked together as a team. Photos of the suspected shoplifters accompany this advisory.

Richmond Police K-9 Dies After Medical Issue

The Richmond Police Department is mourning the loss of one of its own this week: K-9 Koda of the Department’s K9 Unit.

K-9 Koda, a 6-year-old German Shepherd, began showing signs of distress and discomfort on Saturday and was taken to the emergency vet. After emergency treatment, Koda peacefully passed away after a terminal illness was discovered.

Our thoughts and prayers are with Koda and his handler, K-9 Officer Montague Agee, who have been assigned together since 2007.

“Koda loved to work. He loved tracking, he was excited about his job and he loved catching bad guys,” Agee said.

“There was nothing more important to him than to find something or catch that suspect and get his toy as a reward. His favorite toy was a purple octopus that squeaked. It’s funny because he’s supposed to be this “vicious” dog and yet the best thing in the world to him was to run around with this purple octopus that squeaked.”

Agee was proud of the fact that Koda was one of the Department’s first K-9 teams with the temperament that allowed him to be deployed with the Department’s SWAT team during incidents.

“It was an honor to be in the K-9 Unit and I thank everyone for their support,” Agee said. “They're more than just animals. We put our lives in their hands. I never had a doubt. If a suspect was hiding somewhere, he’d find him and do what he had to do.”

Chief Bryan T. Norwood said the pair was a great team.

“Koda and Officer Agee are reflective of the high quality of our K-9 Unit,” Chief Bryan T. Norwood said. “We will miss the team of Officer Agee and K-9 Koda and their dedication to the K-9 Unit, Richmond Police Department, the City of Richmond and to the law enforcement community. 

K-9 Koda and his partner Agee graduated from patrol school together in December 2007 and have worked together ever since. Since then, K-9 Koda has made 55 apprehensions and located approximately 25-plus pieces of evidence, including firearms, clothing and items belonging to suspects. He was also certified in smokeless, meaning he was specifically trained to find firearms, shell casings and bullets.

K-9 Koda will be recognized during the Department’s Salute to Excellence Awards on Aug. 9.

UPDATE Park Avenue Death Investigation

Richmond Police investigators do not suspect foul play in the death of a man found Sunday morning.

Investigators have identified the man found deceased outside 4015 Park Ave. as Patrick J. Kelly, 32, of the same address. A passerby spotted Kelly in the yard of the residence at approximately 8:49 a.m. and called police.

Join Richmond Police for a ‘Night Out’ on Aug. 7

National Night Out – America’s Night Out Against Crime – will be celebrated Tuesday, Aug. 7. In preparation for the big “night out,” Richmond Police is inviting all residents and neighborhood associations to be part of the party.

“National Night Out is an awesome time for neighbors to meet and greet one another,” Community, Youth and Intervention Captain John Hall said. “They can organize small block parties, host simple backyard barbecues or fellowship at one of the larger community events. And if they’re unable to attend an event, they can participate by simply turning on their porch lights.”

Last year, Richmond ranked in the top 10 among cities its size across the country for National Night Out participation. The goal for 2012 is the top five. “We want groups – large and small – to join with us on Aug. 7,” Captain Hall said. “The more the merrier.”

Key to our ranking is registered participants. The deadline to register an event to have a Richmond Police officer stop by on National Night Out is Friday, July 27. Richmond Police and Target stores will join forces for a National Night Out kickoff event from noon to 4 p.m. Saturday, Aug. 4, at the city’s Target, 7107 Forest Hill Ave. Officers will be on hand with crime prevention materials and children’s fingerprinting ID kits. The festive atmosphere also will include free food.

This year marks the 29th Annual National Night Out, sponsored by the National Association of Town Watch.

Park Avenue Death Investigation

This morning at approximately 8:49 a.m., the Richmond Police Department received a call from a passerby who had spotted a male face down in a rear corner yard at Park and Malvern avenues.

Officers arrived at 4015 Park Avenue in two minutes and pronounced the male dead.

The Medical Examiner will determine cause of death.

The victim is a white male in his early 30’s.

Detectives are gathering evidence and speaking with neighbors while the forensics team processes the scene.

Shockoe Hit and Run Arrest

Richmond Police detectives arrested a woman today in connection with a hit and run crash in Shockoe Slip.

At approximately 2 a.m. on June 23, the 40-year-old female victim was crossing the street at 14^th and East Cary streets when she was struck by a vehicle that left the scene.

The victim suffered serious injuries and is now recovering in a critical care treatment center.

The Department’s Crash Team Investigators arrested Doreen L. Johnson, 55, of the 1400 block of Georgia Avenue, today and charged her with felony hit and run. She will be arraigned later this week and further charges are pending.
