Police Seek Help to Identify Man

Richmond Police has developed a composite sketch in an ongoing effort to identify a man found deceased last Wednesday.

Around 9:30 a.m. Nov. 23, a man was found deceased in a wooded area near the 2000 block of Mecklenburg Street in the Whitcomb neighborhood. There was no identification on his body and no signs of foul play.

The composite sketch shown at right provides the best resemblance of the man. He is a black male between 20 and 30 years of age. He was wearing a long-sleeve black shirt, blue jeans and black boots. His hair is dreadlocked. He has an old scar on his forehead and his left wrist was bandaged.

Holiday Events Close Some Streets; Restrict Parking

Richmond’s holiday season begins this weekend with the Grand Illumination on Friday, Dec. 2, and the Dominion Christmas Parade on Saturday, Dec. 3. Downtown traffic patterns and parking will be adjusted to make way for these events.

Motorists and residents are reminded to pay close attention to street signage indicating detours, street closings and parking restrictions.

For Friday’s Grand Illumination at 6 p.m., the following will be in effect:

· No parking will be allowed on the south side of East Cary Street between Ninth and 12th streets.

  • Tenth Street will be closed between East Cary and Canal streets.
  • Expect traffic delays on East Cary Street from 9th to 12th streets from
    5 p.m. to 9 p.m. as pedestrians and motorists view the light display at the James Center.

For Saturday’s Dominion Christmas Parade, the following will be in effect:

  • The eastbound and westbound lanes of West Broad Street will be closed to traffic between North Davis Avenue and Strawberry Street from 5 a.m. to 2 p.m.
  • The westbound lanes of West Broad Street will be closed to traffic from Robinson Street to 8th Street from 9 a.m. to 1 p.m.
  • DMV Drive from Leigh Street to West Broad Street will be closed from 7 a.m. to 1 p.m.
  • Leigh Street from Hermitage Road to North Boulevard will be closed from
    7 a.m. to 1 p.m.
  • Seventh Street from East Broad Street to Jackson Street will be closed from 9 a.m. to 1 p.m.

The parade is scheduled to begin at 10 a.m. Saturday at the Science Museum of Virginia, 2500 W. Broad St., and travel east on Broad Street, ending at the intersection with 7th Street.

Parking restrictions will be enforced from 7 a.m. to 1 p.m. Saturday along the following streets:

  • Broad
  • DMV Drive
  • Leigh
  • Harrison
  • Lodge
  • Marshall
  • Grace
  • Sixth
  • Seventh
  • Eighth

No-parking signs will be posted along these streets and the parade route. All parking restrictions will be strictly enforced. Vehicles parked in restricted areas will be towed at the owner’s expense.

Citizens should also be aware of the Lincoln movie filming around the Capitol area and Governor’s mansion. Starting at 10 a.m. Friday and continuing through 2 a.m. Saturday, there will be intermittent traffic control, such as stopping all traffic for brief periods of time, on East Broad Street between 9th and 14th Street.

Motorists coming into the city on the Downtown Expressway should also be aware that ongoing construction has reduced the number of lanes into the city at night to three lanes.

The Department urges everyone to have patience and plan for a little extra time in trying to get to their destinations.

Recognize This Shooting Suspect Vehicle?



Richmond Police need the public’s help to identify a vehicle used during a shooting last week in Gilpin Court. The vehicle can be seen in the below photos.

At approximately 11 a.m. on Wednesday, Nov. 23, a male reported he was shot twice by an unknown person traveling in a brown Chevy Blazer in the 1300 block of St. Peter Street. The victim’s injuries are not life-threatening.

Gilmer Street Persons of Interest Sought



Richmond Police detectives need the public’s help to identify two men involved in the robbery of two VCU students at gunpoint on Gilmer Street recently

Two persons of interest are pictured in the below photos using the victims’ stolen credit cards.

At approximately 2:45 a.m. on Friday, Nov. 18, two men were walking in the 400 block of Gilmer Street when they were robbed at gunpoint by two unknown men. Detectives also believe two additional men acted as lookouts during the robbery. The suspects stole the victims’ iPhones, credit cards and small amount of cash

The two primary suspects are described as black males, about 5’8” to 5’10” with a thin to medium build. They were last seen wearing dark clothing and fled the scene on foot.

Arrest Made in Weekend Homicides

The Richmond Police Department has cleared the two homicides from the past weekend with the arrest of an individual. The suspect was identified and arrested yesterday afternoon without incident.

The suspect in both homicides is a 16-year-old male. He is charged with two counts of murder, two counts of robbery and use of a firearm in the commission of a felony.

“Our Major Crimes detectives worked through the weekend to resolve both homicides, investigating leads and processing evidence,” Major Steve Drew said. “With cooperation and assistance from citizens in the community, we quickly developed a suspect and we were able to make this arrest. We would like to thank the citizens for their ongoing support of Richmond Police and our efforts.”

The first homicide occurred around 8:15 p.m. Friday, Nov. 25. Officers responding to a report of a person shot at the BP at 1 Westover Hills Blvd. found Blaine Tyler, 48, of the 4000 block of Midlothian Turnpike with a gunshot wound. Tyler died at the scene.

In the second homicide, Richmond Police received several calls for random gunfire in the 1700 block of Edwards Avenue around 2:51 a.m. Saturday, Nov. 26. Officers investigating the calls found Pierre Walter Cosby, 32, shot to death inside a car. Cosby lived in the 2500 block of Columbia Street.

Movie Filming to Close Several Downtown Streets

The Richmond Police Department asks motorists to be aware of the following major street closures and traffic disruptions in the downtown area in the next few weeks.

Because of the Lincoln movie filming around the Capitol area and Governor’s mansion, the following streets will be closed or traffic stopped intermittently during the designated times:

On Tuesday, Nov. 29:
• There will be intermittent traffic control, such as stopping all traffic for brief periods of time, on East Broad Street between 9th and 14th Street from noon to midnight

On Wednesday, Nov. 30:
• There will be intermittent traffic control, such as stopping all traffic for brief periods of time, on East Broad Street between 9th and 14th Street from noon to midnight

On Thursday, Dec. 1:
• Ninth Street from East Main to East Broad streets will be closed from 9 a.m. to midnight
• Bank Street from 9th to Governor streets will be closed from 9 a.m. to midnight
• There will be intermittent traffic control, such as stopping all traffic for brief periods of time, on East Broad Street between 9th and 14th Street from noon to midnight
• There will be intermittent block closures and traffic control, such as stopping all traffic for brief periods of time, on East Grace Street, East Broad Street, East Franklin Street and 8th Street around the Capitol area from noon to midnight

Richmond Police needs the public’s assistance identifying a man found deceased on Nov. 23.

Suspicious Fire Investigation Update

The Richmond Police Department has charged the occupant of the Grove Avenue apartment that caught fire Saturday.

Jeff S. Prillaman, 51, of the 3500 block of Grove Avenue, has been charged with the manufacture of methamphetamine. His photo will be released when it is available.

Saturday at approximately 9:30 p.m. the Richmond Fire Department responded to a fire in the 3500 block of Grove Avenue. After the fire was extinguished, chemicals were found in the apartment that are consistent with the production of methamphetamine. The Richmond Police Department was called to the scene.

Arson investigators were called to the scene along with the Bomb Squad as a precaution. The scene was rendered safe and the chemicals were sent to the State Lab for analysis.

Prillaman remains at VCU Medical Center and is still being treated for his injuries.

The investigation is continuing.

Pursuit and Wreck - Suspect Photo



Attached and below is the photo of the vehicle operator in Saturday’s pursuit and wreck.

Leroy K. Maclin, 30, of the 1300 block of Cedar Lawn Avenue in Henrico has been charged with driving under the influence, driving on a revoked license and attempt to elude.

Saturday night at approximately 10:30 p.m., an officer on foot received information about a vehicle being driven dangerously in Shockoe Slip. The officer observed the vehicle and attempted to stop it in the 1400 block of East Cary Street but the vehicle continued eastbound.

Officers in the area observed the Chevrolet Cavalier being driven eastbound on Dock Street and attempted to make a traffic stop. The vehicle increased speed and several blocks later lost control and wrecked against a parking structure in the 2300 block of Dock Street.

The Richmond Fire Department extricated Maclin from the vehicle as the Police Department Crash Team responded to investigate. Maclin was transported to VCU Medical Center.

At approximately 9:30 p.m. last night the Richmond Fire Department responded to a fire in the 3500 block of Grove Avenue. After the fire was extinguished, chemicals were found in the apartment that are consistent with the production of methamphetamine. The Richmond Police Department was called to the scene.
Arson investigators were called to the scene as well as the Bomb Squad as a precaution. The scene was rendered safe.

The occupant of the apartment, Jeff S. Prillaman, 51, of the same address, was transported to VCU Medical Center with severe burns that are considered life threatening.

Evidence will be submitted to the State Lab. The investigation is ongoing.

A vehicle wrecked while being pursued by the Richmond Police Department Saturday evening.

At approximately 10:30 p.m. an officer attempted to stop a vehicle while it was being driven eastbound on Dock Street.

The vehicle increased speed and lost control and wrecked against a parking structure in the 2300 block of Dock Street. Dock Street was closed to traffic to allow the Department Crash Team to investigate the scene and to allow time for the vehicle to be removed.

A male, the sole occupant of the vehicle, was transported to VCU Medical Center with injuries that are not considered life threatening.

The Department Crash Team is continuing the investigation.

This time, along with its message of prayer and empowerment, the Faith Leaders Partnership also will bring clothing, furniture and several Thanksgiving baskets to distribute in the community.

In addition, Mosby Court residents will have the opportunity to participate in health screenings as well as receive information on parenting resources and job opportunities.

SWAT Team Call Out – Shooting Suspect Sought

Last night, at approximately 9:45 p.m., the Richmond Police Department responded to a call of a robbery and shooting in the 3400 block of Jefferson Davis Highway.

Two adult males were found suffering from gunshot wounds and were transported to VCU Medical Center with injuries that are not considered life threatening.

Detectives and investigators worked through the night developing leads. Those leads led investigators to the Jefferson Davis Motel located in the 3300 block of Jefferson Davis Highway.

Due to the potential for violence the SWAT team was called to the scene.

Precautions were taken and guests were moved from the area as SWAT members searched for the suspect. SWAT members checked the area but the suspect was not located.

Detectives are looking for a black male in his 30’s, five feet five inches tall and weighing 175 pounds. He has thinning hair and a slight goatee.

Richmond Police Graduates 18 from Hispanic Academy

BACKGROUND:
The Richmond Police Department graduates the 18 members of its ninth Hispanic Academy tomorrow evening. The graduates took part in a six-week course that met twice weekly.

Topics covered during the course included robbery prevention, personal safety, DUI prevention, gang awareness and immigration laws. Public safety partners from the Richmond Commonwealth’s Attorney’s Office and Richmond Fire and Emergency Services assisted in teaching several topics.

A majority of the course topics were taught in Spanish by several of the Department’s bilingual officers. Other classes were taught with the assistance of a translator from the City’s Hispanic Liaison Office.

Richmond Police partnered with the Sacred Heart Center to host the classes in a central location for the Hispanic residents.

Young Adults, Faith Leadersas Resources to Build Relationships in the Community

Community policing encompasses all aspects and demographics of the community. Two demographics that Chief Bryan T. Norwood has tapped into as resources are Richmond’s young people and its faith leaders.

When Chief Norwood came to Richmond in November 2008, he brought the idea of having a group of young adults to serve as liaisons between the city high school population and Richmond Police. The Young Adult Police Commissioners was born out of that idea.

Since then there have been two classes of commissioners who have contributed to the community and community policing, from feeding the homeless to hosting a teen forum and talent shows. These teens are selected by their peers to serve as volunteer representatives of their schools, as well as their neighborhoods, for Richmond Police.

The third class of commissioners will be sworn in 3:30 p.m. Thursday, Nov. 10, at the Richmond Police Training Academy, 1202 W. Graham Road. This is the largest class since the group’s inception, with 28 new commissioners coming on board.

The Department also plans to combine the resources of the Young Adult Police Commissioners with its other valuable resource – the Richmond Police Faith Leaders Partnership. Together, the two groups serve as important voices for the community. They speak for those who are unwilling or unable to speak for themselves on issues involving law enforcement. They also serve as support groups for the demographics they represent – high school students and parishioners.

“With YAPC and the Faith Leaders, we are building a winning team in the ongoing push for public safety,” Chief Norwood said. “We need more residents like them.”

Business Watch Just Like Neighborhood Watch

BACKGROUND:

Business owners have to look out for their property just like the residents of Richmond do with a Neighborhood Watch.

In an effort to assist local businesses in protecting their property and employees, the Richmond Police Department’s Community Care Crime Prevention Team will host a Business Watch Forum on crime prevention strategies and measures they can take.

Crime prevention presentations for businesses will be made by the Virginia Attorney General’s Office, Henrico Police, Richmond Police and area loss prevention specialists.

Richmond and Henrico Police will present strategies for businesses to harden themselves as a target for robbers, burglars and shoplifters. The Attorney General’s Office will cover fraud and counterfeiting.

Watch for Runners, Street Closings during Saturday Marathon

The Richmond Police Department asks motorists to be mindful of runners, parking restrictions and street closings because of the Richmond SunTrust Marathon this Saturday.

Drivers need to be patient and on the lookout for runners along the routes.

Please be aware of signs restricting parking and detours throughout the city starting at 4 p.m. Friday and continuing through 5 p.m. Saturday.

The following streets will be closed during the designated times:

  • Cary Street will be closed between 3rd and 12th Streets from 4 a.m. to 5 p.m. The recommended detour is southbound 2nd Street to Byrd Street. Byrd Street will bear left and intersect Canal Street. Follow Canal east to 14th Street.
  • Broad Street (both eastbound and westbound) between 5th and 11th Streets will be closed to traffic from 4am to 9am. Westbound traffic will be detoured north onto 11th Street and west on Leigh Street.
  • Broad Street (both eastbound and westbound) between 5th Street and N. Boulevard will be closed from 6 a.m. to 9am. Eastbound traffic will be detoured north on Sheppard Street, east on Marshall Street, north on the Boulevard, east on Leigh Street, south on 10th Street, east on Marshall Street, south on 12th Street back to Broad Street.
  • Grace Street from Allen Ave. to 3rd Street will be closed from 6 a.m. to 3 p.m.
  • 3rd Street from Broad Street to Cary Street will be closed from 6 a.m. to 3 p.m.
  • Mulberry Street between Broad St. and Monument Ave. will be closed from 6 a.m. to 9 a.m. for the HCA Virginia 8K.

  • Semmes Ave. Westbound from Cowardin Ave. to Roanoke St. will be closed from 8:30 a.m. to Noon
  • Belvidere Street northbound at Grace Street will be closed from 7 a.m. to 3 p.m. The recommended detour will be east on Byrd Street to the Downtown Expressway eastbound to I-95 northbound.
  • West Main Street, from Belvidere to Boulevard will be closed from 9 a. m. 1 p.m. Westbound traffic Main St will be detoured North on Belvidere, East on Franklin, and South on 1st Street to the Westbound Downtown Expressway.
  • Belvidere Street southbound between Broad and Grace Streets will be closed from 7 a.m. to 3 p.m. The recommended detour for southbound Belvidere Street will be onto I-95 southbound just north of Leigh Street
  • The southbound exit ramp from the Powhite Parkway to Forest Hill Avenue and the northbound entrance ramp from westbound Forest Hill Avenue onto the Powhite Parkway will be closed to traffic from 8 a.m. until approximately 11 a.m.
  • There will also be numerous and frequent lane closures along the Marathon, Half Marathon & 8k routes, including closures on: Broad Street, North Boulevard, Monument Avenue, Grove Avenue, Maple Avenue, Cary Street Road, River Road, Scottview Drive, Forest Hill Avenue, Semmes Avenue, the Lee Bridge, Belvidere Street, West Main Street, Hermitage Road, Fauqier Avenue, Brook Road.

West Franklin Street Assault

At approximately 3:19 a.m. today, Richmond Police responded to the 700 block of West Franklin Street for a call of a large group of disorderly people with shots fired.

When officers arrived, they found one male victim was assaulted and suffered minor facial injuries. A second male victim was taken to the hospital with what was believed to be a gunshot injury to his hand. That second victim was later identified as a Virginia Commonwealth University student.

Based on follow-up information from attending physicians, investigators determined the victim had not been shot, but instead suffered a laceration to his hand.

Investigators are following up on strong leads to identify the suspect.

Thanks to the media attention and community support, Richmond Police detectives have been able to identify and arrest the people involved in a brutal, home invasion assault on Bowe Street this summer.

At approximately 4:30 a.m. on Sunday, July 31, two men climbed the victim’s balcony in the 800 block of Bowe Street, kicked in the door and assaulted the victim with a stove pan and a TV.

The victim was taken to VCU Medical Center to recover from his injuries.

After detectives asked the public for help in August, they received several credible tips that helped them identify everyone involved in the crime and arrest Jimmy L. Wilson Jr., 36, of Chester, and Robert B. Pennington, 26, of Chesterfield. Both men have been charged with aggravated assault and conspiracy to commit burglary.

“If it were not for the media stories and the great support we have from the community, we may not have been able to identify and arrest these offenders,” Capt. Brian Russell said.
