Tow Truck Pirate - UPDATED

UPDATE: Tow Truck Determined to Have Engaged in Lawful Tow

Following new information received by detectives – the tow truck featured in today’s release about a possible vehicle theft has been identified and it has been determined the vehicle was lawfully towed.

While RPD officers were following the proper procedure for taking a report of a stolen vehicle, information provided by the tow company, which alerts public safety agencies to a legal tow, was not immediately forwarded to RPD. Therefore, RPD officers and detectives were not made aware the vehicle had been lawfully towed while investigating the missing vehicle.

While investigating the stolen vehicle report, detectives released a surveillance video to alert the public to the potential safety issue.

The Richmond Police Department is alerting the public to an unlicensed tow truck that is being used to quickly steal vehicles throughout the city. Late morning on Sunday, October 24, the tow truck, black in color, backed towards a parked vehicle, lifted it with the tow gear and, within seconds, towed the vehicle away. A photo of the tow truck is also attached.

There are no logos or lettering on the truck, which is required by state code for tow trucks for hire.

Detectives ask the public to call 911 if they see this tow vehicle or any tow truck without company name, lettering or logo.

Suspects Sought in Armed Robbery

Richmond Police detectives are asking for the public’s help to identify the individuals in video and the attached photos who are suspects in an armed robbery last week.

At approximately 1:23 a.m. on Friday, October 22, the two males in the photos approached a female in a parking lot located in the 2400 block of West Cary Street, displayed a handgun and robbed her personal items. The suspects then fled on foot. There were no injuries.

The suspects were described as a black male with dreadlocks and a white male with long hair pulled up in a bun.

There were two other armed robberies reported in nearby locations on Sunday, October 3. At approximately 2:40 a.m., a female in the 2300 block of West Main Street reported she was robbed as she was exiting her vehicle by an unknown male with a handgun – and at approximately 3:10 a.m. a female sitting on steps of a building in the 3300 block of Rosewood Avenue reported she was robbed by an unknown male with a handgun. There were no injuries in either incident. Detectives are still investigating possible connections.

Detectives ask that individuals, especially in the late night and early morning hours, be alert to their surroundings and call 911 if they observe any suspicious activity.

Community Walk in the Museum District - Carytown Neighborhood

WHAT:                 Richmond Police Department Community Walk

WHERE:               Walk will begin at Fresh Market, 10 N. Nansemond St.

BACKGROUND: Chief Gerald M. Smith, RPD Command Staff and other Richmond Police officers will visit with community members about safety concerns and hear their input.

Additionally, RPD will distribute helpful information to protect neighbors from property theft and theft from motor vehicles.

This event is the latest in a series of community walks hosted by the Richmond Police Department in neighborhoods throughout the city for the purpose of connecting with and listening to members of the community while educating the public on crime prevention.

Arrest Made in Walmsley Boulevard Hit and Run

Richmond Police Hit and Run investigators have made an arrest in the hit and run that occurred on Walmsley Boulevard this month. Investigators arrested Austin Snipes, 33, of Richmond, and charged him with felony hit and run and reckless driving. His booking photo is attached.

At approximately 5 p.m., on Saturday, October 16, officers were called to the 3600 block of Walmsley Boulevard for the report of a hit and run. Officers arrived and found an adult male who reported he was walking eastbound alongside Walmsley Boulevard when he was struck by a vehicle that was traveling eastbound on Walmsley Boulevard. The vehicle did not stop at the scene.

Thanks to information provided by the community the striking vehicle was identified and the driver, Snipes, located.

Westover Hills Boulevard Death Investigation

At approximately 9:53 p.m., Richmond Police responded to the 400 block of Westover Hills Boulevard for the report of a shooting. Officers arrived and located an adult male with an apparent gunshot wound. He was pronounced dead at the scene.

Richmond Police Department Recruiting for Chaplain’s Academy

-Community Meet & Greet Set for Interested Applicants-

The Richmond Police Department is working to provide faith leaders an opportunity to assist department employees, their families’ and the community with spiritual support, counseling and/or guidance. To accomplish this, a Chaplains Academy will be offered to area faith leaders.

The Chaplains Academy will provide an overview of operations, policy and procedures.  In addition, sessions will focus on health and wellness, grief, stress management and the handling of public safety crises. Real-life scenarios also will be used to reinforce the role of chaplain in an emergency response environment.

Licensed or ordained leaders from all religious backgrounds are invited to join us. The academy classes are scheduled to start on Thursday November 4, 2021, where weekly in-person sessions will be facilitated from 6:30 p.m. to 8:30 p.m. over the course of nine weeks. The training location will vary each week.

RPD is hosting a “Meet & Greet” from 10 A.M. – 12 P.M. on Saturday October 30, 2021 at 200 W. Grace St., to answer all questions. The deadline to apply is Monday, November 1, space will be limited to 15 participants.

“We hope to recruit religious leaders who are willing and eager to support our most vital resources, police personnel,” said Chief of Staff Spence Cochran.

Richmond Police Department Awarded National Public Safety Grant to Prevent and Combat Violent Crime

The Richmond Police Department has been selected as one of ten departments in the nation to receive grant funding as a participating agency in the U.S. Department of Justice’s (DOJ) National Public Safety Partnership (PSP).  RPD will receive intensive training and technical assistance (TTA) from DOJ in the areas of gun violence, criminal justice collaboration, investigations, constitutional policing, community engagement, federal partnerships, crime analysis, and technology to identify, assess, and implement collaborative strategies and a lasting coordination structure to prevent and combat violent crime, especially related to gun, drug, and gang violence. PSP supports DOJ’s commitment to advancing work that promotes civil rights, increases access to justice, supports crime victims, protects the public from crime and evolving threats, and builds trust between law enforcement and the community.

“This comes at a pivotal time in Richmond and at RPD, where we’re facing unprecedented challenges”, said Richmond Police Chief, Gerald M. Smith. “No single factor is more important in reducing crime than the partnership between law enforcement agencies and the communities we serve, we simply cannot do it alone. This partnership is a force multiplier for RPD that affords us the opportunity to grow and learn as a department, apply proven strategies, and develop long-lasting relationships in service to our community”, said Smith.

It is critical that the Richmond Police Department invests in what works.  Over the next three years, RPD will develop a collaborative network consisting of stakeholders from all corners of our community including Richmond residents, public/private businesses, coalition and community leaders, and social service and law enforcement agencies to develop comprehensive solutions to violent crime reduction.  Our vision for this work is to gain better insight into the unique violent crime challenges in Richmond and determine system-wide approaches to implement crime reduction strategies and enhance public safety.

Streets Closed, No Parking Areas on Saturday for Political Event

Several roads will be closed and No Parking areas will be in place for a political event on Saturday as former President Barack Obama and others visit Virginia Commonwealth University’s Monroe Park campus.

A ticketed rally at the Compass area of the campus will take place between noon and 3 p.m., Saturday, October 23.

The following streets will have No Parking from 6 a.m. – 6 p.m. on Saturday:

  • 1000 block of Grove Avenue between North Harrison and North Linden streets;900 block of Park Avenue between North Harrison and North Linden streets;
  • 00 block of North Harrison Street between Park Avenue and West Main Street;
  • 00 block of South Harrison Street between West Main and West Cary streets;
  • 800 and 900 blocks of West Franklin Street between North Harrison and North Laurel Streets 
  • Cathedral, North Cathedral and South Cathedral Place.

The following streets will be closed to public traffic from 6 a.m. to 6 p.m. on Saturday:

  • 900 block of Park Avenue
  • 1000 block of Grove Avenue
  • Cathedral, North Cathedral and South Cathedral Place
  • 100 block of North Linden Street

In the planning and coordination of major events taking place in and around the university, the Richmond Police Department continues to coordinate with VCU Police and university leadership to assist in the safety of community members.

Richmond Police Responds to Vandalism and Hatred

Earlier today at approximately 10:42 a.m., Richmond Police officers responded to the 2800 block of Dupont Circle at the mural site of Richmond’s icon, Arthur Ashe. There, officers discovered the mural had been defaced with paint in the form of the insignias associated with the white nationalist group, Patriot Front.

“Hate will not be tolerated in Richmond”, said Police Chief Gerald M. Smith. “We are asking for the public’s help by being another set of eyes on the murals and monuments of Richmond.”

RPD will be monitoring monuments and murals city-wide.

Today’s reported incident is the second this week, following a report of vandalism of a mural on a structure in the 3000 block of Meadowbridge Road, which was defaced with similar markings.

RPD is in coordination with other law enforcement agencies and city departments as the investigation continues. The RPD takes investigations of vandalism seriously and if damage from vandalism is $1,000 or more the person(s) responsible can be charged with a felony.

Victim Identified in Rogers Street Homicide

Richmond Police detectives have identified the victim in Tuesday’s homicide on Rogers Street as Dontae Grissom, 29, of Richmond.

At approximately 3:29 p.m., October 19, Richmond Police responded to the 1800 block of Rogers Street for the report of a shooting. Officers arrived and located an adult male, Grissom, with apparent gunshot wounds. He was transported to a local hospital where he succumbed to his injuries.

Driver and Vehicle Sought in Walmsley Boulevard Hit and Run

Richmond Police Hit and Run investigators are seeking information about a driver and vehicle which struck and injured a pedestrian last week before leaving the scene.

At approximately 5 p.m., on Saturday, October 16, officers were called to the 3600 block of Walmsley Boulevard for the report of a hit and run. Officers arrived and found an adult male who reported he was walking eastbound alongside Walmsley Boulevard when he was struck by a van that was traveling eastbound on Walmsley Boulevard. The van did not stop at the scene. The victim was transported to a local hospital with injuries that were not considered life threatening.

The vehicle was described as a work van, white in color, with ladders attached. The van was last seen heading towards Richmond Highway. A photo of the vehicle is attached.

Victim Identified in Accommodation Street Death Investigation

Richmond Police detectives have identified the victim in Sunday night’s death investigation on Accommodation Street as William Trent, 32, of Richmond.

Sunday at approximately 10:34 p.m., Richmond Police responded to the 2100 block of Accommodation Street for the report of a suspicious situation.  Officers arrived and located Trent with a stab wound. He was transported to a local hospital where he succumbed to his injuries.

The Medical Examiner will determine cause and manner of death.

This is a domestic related incident and detectives are speaking with everyone involved. No additional parties are being sought.

Arrest made in North Jefferson Street Homicide and Aggravated Assault Victim of Homicide Identified

Richmond Police detectives have identified the victim in last Friday’s homicide on North Jefferson Street as Natalie Simmons-Price, 60, of Richmond.

At approximately 12:52 p.m., on October 8, officers were called to the 100 block of North Jefferson Street for the report of a stabbing. Officers arrived and found two adult females in a structure who were suffering from stab wounds. They were both transported to a local hospital with injuries that were considered life threatening. One victim, Simmons, succumbed to her wounds at the hospital.

The Medical Examiner will determine cause and manner of death.

The offender, Quincy Rawlings, 53, of Richmond was charged with Malicious Wounding and Stabbing during the commission of a felony. Additional charges are pending. His booking photo is attached.

Photos Needed to Identify Perpetrator of Residential Burglaries in Museum District

Richmond Police Department is seeking the public’s help in capturing photos or video of a possible perpetrator of residential burglaries taking place in the Museum District.

To prevent residential theft in your community, RPD reminds us of the following safety precautions:

  • Keep windows and doors locked
  • Check perimeter locks on gates, fences, and windows
  • Enjoying cooler weather? Open windows can leave you susceptible to break in’s
  • Check every window in the house and make sure they’re locked
  • Keep purses, keys and wallets away from doors or windows

Memorial Service for Richmond’s Fallen Officers

-Mayor Levar Stoney, Chief of Police Gather with Families for Ceremonial Tribute-

The City of Richmond Police Department will honor and memorialize police officers who lost their lives in the line of duty and will pay tribute to departed members of the RPD family from 1869 to 2021 during the annual RPD Memorial Service on Thursday, October 14, 2021, at 10:00 a.m. at the Richmond Police Training Academy, 1202 W. Graham Road.

In recognition of National Police Week, the Department pauses to honor and recognize the fallen officers in a ceremony to include family of the officers, the traditional presentation of colors, roll call of fallen officers, the ceremonial placement of the wreath followed by the rifle volley and taps. National Police Week is a time-honored tradition for Americans to recognize and honor the accomplishments of law enforcement officers across the country.

“It’s important that we as a community and a department dedicate time to reflect on the tremendous personal sacrifice made by officers and their families every day to keep our communities safe,” said Police Chief Gerald M. Smith. “We stand in unity with the families who have lost their loved ones in the line of duty and we honor their legacy that lives on today.”

Richmond Mayor Levar M. Stoney will issue a proclamation at Thursday’s memorial service commemorating the week as Richmond Police Week honoring officers’ dedication and patriotic service community wide.

Suspect Sought in Destruction of GRTC Property

Richmond Police detectives are asking for the public’s help to identify the individual in the attached photos who is a suspect in destruction of GRTC property that occurred last month.

At approximately 9:13 a.m. on Thursday, September 23, the male boarded a GRTC bus and became disruptive. He was asked to leave the bus by the operator and exited the bus in the 4700 block of West Broad Street. After he left the bus from the side exit door, the suspect walked to the front bus door and struck the glass door, damaging it. An image of the damaged door is also attached.

Lamb Avenue Death Investigation

Yesterday at approximately 9:16 p.m., Richmond Police responded to the 1700 block of Lamb Avenue for the report of a shooting. Officers arrived and located an adult male who had suffered an apparent gunshot wound. He was pronounced dead at the scene.

A second adult male, suffering from a gunshot wound, was located nearby and was transported to a local hospital where he succumbed to his injuries.

The Medical Examiner will determine cause and manner of death.

Detectives believe these shootings are related and are investigating them as one incident.

North Jefferson Street Homicide and Aggravated Assault

At approximately 12:52 p.m., officers were called to the 100 block of North Jefferson Street for the report of a stabbing. Officers arrived and found two adult females in a structure who were suffering from stab wounds. They were both transported to a local hospital with injuries that were considered life threatening. One victim succumbed to her wounds at the hospital.

The Medical Examiner will determine cause and manner of death.

A suspect, an adult male, was taken into custody near the scene and detectives are not looking for any other suspects at this time. When made available by detectives, information about the suspect and identity of the victim will be released.

Suspect Sought in Commercial Burglary, Stolen Vehicle and Theft from Vehicle on West Marshall Street and Cutshaw Avenue

Richmond Police detectives are asking for the public’s help to identify the individual in the attached photos who is a suspect in a commercial burglary, stolen vehicle and theft from a motor vehicle that occurred last month.

At approximately 2 a.m. on Wednesday, September 22, a suspect stole tools from a work truck located in the 3100 block of West Marshall Street. Shortly after, a business in the 3100 block of Cutshaw Avenue was burglarized and a vehicle was stolen. The stolen vehicle was recovered in Henrico County. Photos of the suspect were captured on a surveillance video inside a local store. The photos of the suspect are attached, along with a stock photo of the sweatshirt and cap the suspect was wearing.

Richmond Police detectives are asking for the public’s help in locating a suspect in a homicide that occurred on September 19, 2021.

Ryan Edmonds, 29, is wanted for murder, use of a firearm in commission of a felony and possession of a firearm by a felon for the September 19th homicide in the 3400 block of Hull Street.

Edmonds is 6’ tall, weighs approximately 220 lbs and is also known as “Red or Rhino”.

If you see Edmonds or know of his whereabouts call 911. Do not approach him. He should be considered armed and dangerous.

Victim Identified in Cypress Street Homicide

Richmond Police detectives have identified the victim in Sunday’s homicide on Cypress Street as Michael Gregory, 18, of Richmond.

Sunday morning at approximately 5:11 a.m., Richmond Police responded to the 1100 block of Cypress Street for the report of a shooting. Officers arrived and located Gregory with apparent gunshot wounds. He was transported to a local hospital where he succumbed to his injuries.

The Medical Examiner will determine cause and manner of death.

Cypress Street Homicide

Early this morning at approximately 5:11 a.m., Richmond Police responded to the 1100 block of Cypress Street for the report of a shooting. Officers arrived and located an adult male with apparent gunshot wounds. He was transported to a local hospital where he succumbed to his injuries.

The Medical Examiner will determine cause and manner of death.

North 12th Street Homicide

Last night at approximately 11:56 p.m., Richmond Police were called to the 400 block of North 12th Street for the report of a shooting.  Officers arrived and located an adult male inside of a vehicle near VCU Medical Center with an apparent gunshot wound. The victim was shot at an unknown location and driven to the hospital where he was discovered by EMS.  The victim was pronounced dead at the scene.

Reward Offered for Information in Terrence Easter Homicide

Total Possible Reward Up To $12k

RICHMOND, VA— The Richmond Police Department announced today that additional reward money is being offered for information leading to the arrest and conviction of the individual(s) responsible for the murder of 20 year-old Terrence Easter of Richmond, Virginia.

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Washington Field Division is offering a reward of up to $10,000, in addition to the family of Easter who is offering up to $1,000 along with Crime Stoppers’ $1,000 reward, for a total of up to $12,000.

On August 21, 2021, Richmond Police officers responded to the 1300 block of Coalter Street for the report of a shooting. Officers arrived and located an adult male, Easter, with gunshot wounds. He was pronounced dead at the scene. The crime is being investigated jointly by RPD and ATF.
