Arrest Made in North 26th Street Homicide

The individual sought in connection to the homicide that occurred on North 26th Street on September 9, 2021, has been arrested and charged by Richmond Police Department detectives.

Warren Bagley, 25, of Richmond was charged with first degree murder and use of a firearm in the commission of a felony.

On Thursday, September 9, 2021, at approximately 6:38 p.m., Richmond Police were called to the 900 block of North 26th Street for the report of a shooting. Officers arrived and located an adult male who was later identified as 27-year old Davvion M. Graham of Chesterfield who was pronounced deceased on scene from a gunshot wound.

Victim Identified in Coalter Street Homicide

Richmond Police detectives have identified the victim in yesterday’s homicide on Coalter Street as Rishard Watkins, 38, of Richmond

Yesterday at approximately 4:54 p.m., Richmond Police were called to the 1300 block of Coalter Street for the report of a shooting. Officers arrived and located Watkins with an apparent gunshot wound. He was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

Maurice Avenue Homicide

Yesterday at approximately 2:10 p.m., Richmond Police were called to the 3100 block of Maurice Avenue to check on the welfare of a resident. Officers arrived and located an adult male who had suffered an apparent gunshot wound. He was pronounced dead at the scene.

Arrests Made in Adam Oakes Death Investigation

Today, eight of 11 individuals have been arrested on charges related to the death of Adam Oakes. Of those arrested, seven were taken into custody by Virginia Commonwealth University Police and one by Virginia State Police, each facing misdemeanor charges. Seven remain in custody at the Richmond Justice Center, being held without bond. Enayat W. Sheikhzad was arrested by Virginia State Police in Prince William County and was released on bond. 

The remaining three individuals are expected to turn themselves in within the coming days. (photos attached)

On February 27, 2021, Richmond Police officers responded to a call in the 100 block of West Clay Street and found Oakes unresponsive and he was pronounced deceased on the scene.

On May 25, the Medical Examiner ruled the cause of death as ethanol toxicity.

The seven month long investigation was led by the Richmond Police Department in collaboration with VCU Police, and the Commonwealth Attorney’s Office.

Victim identified in Hull Street Homicide

Richmond Police detectives have identified the victim in Sunday’s homicide on Hull Street as Jer’maurri Gilliam, 26, of Richmond.

Sunday at approximately 1:44 p.m., Richmond Police were called to the 3400 block of Hull Street for a report of a person shot. Officers arrived and located Gilliam with an apparent gunshot wound. He was pronounced dead on the scene.

Richmond Police detectives have identified the victim in Tuesday’s homicide on Lodge Street as Kenneth Dunn, 63, of Richmond. 

Tuesday at approximately 7:57 a.m., Richmond Police were called to the 800 block of Lodge Street for the report of a person down. Officers arrived and located Dunn who had suffered an apparent stab wound. He was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

Richmond Police detectives have identified the victim in Tuesday’s homicide on Richmond Highway as Eric Powell, 39, of Richmond. 

Tuesday at approximately 4:26 a.m., Richmond Police were called to the 1200 block of Richmond Highway for report of a person shot. Officers arrived and found Powell suffering from an apparent gunshot wound. He was transported to a local hospital where he succumbed to his injury.

Pedestrian Identified in Fatal Collision on South Belvidere Street

The Richmond Police Crash Team has identified the pedestrian in Saturday’s fatal collision on South Belvidere Street as William Ashlock, 61, of Richmond.

At approximately 8:50 p.m., officers were called to the intersection of South Belvidere and Holly streets for the report of a vehicle striking a pedestrian. Officers arrived and found the adult male pedestrian, Ashlock, down and unresponsive in the roadway. He was pronounced dead at the scene. Both directions of South Belvidere Street and the span over the James River were closed for the investigation.

The Medical Examiner will determine cause and manner of death.

Investigators with the RPD Crash Team responded to the scene. It has been determined that Ashlock was crossing South Belvidere Street from west to east at the intersection of Holly Street when a southbound vehicle struck him while Ashlock was in the left travel lane.

The driver of the striking vehicle, an adult male, remained on the scene. At this time, no charges have been filed.

Suspect Sought in Westover Hills Boulevard Commercial Robbery/Aggravated Assault

Richmond Police detectives are asking for the public’s help to identify the individual in the attached photos who is a suspect in a commercial robbery and aggravated assault at a business on Westover Hills Boulevard last week.

At approximately 10:32 p.m., Friday, September 10, a male suspect wearing a black ski mask entered the business, located in the 1200 block of Westover Hills Boulevard, wielding a large edged weapon and demanding cash from the register. The suspect assaulted and stabbed an employee before stealing cash and fleeing on foot.

The employee was transported to a local hospital with injuries that were not considered life threatening.

Upcoming Road Closures and No Parking near Capitol

For approximately one hour, 1 – 2 p.m. on Friday, September 17, several roads around Capitol Square will be closed to accommodate the March for Life demonstration march. Three roads will not be available for street parking.

The planned beginning and end location of the march is East Main and 12th streets. The following streets will be closed as needed:

  • East Main Street between North 9th and North 14th streets
  • North 9th Street between East Main and East Broad streets
  • East Broad Street between North 9th and North 14th streets
  • North 14th Street between East Broad and East Main streets


The following roads will have no parking zones in effect from
6 a.m. – 4 p.m.

Public Help Sought in Puppy Theft

Richmond Police detectives are asking for the public’s help to identify the person or persons involved in the theft of two bull dogs from the Highland Park area.

On September 8, 2021, at approximately 9a.m. officers responded to a call of breaking and entering in the 600 block of Pensacola Avenue. Two, six-week old bull dogs were taken from their litter. Photos of the puppies are attached.

RPD would like to alert anyone buying or selling puppies as well as the veterinarian community to be on the lookout for these puppies.

One adult and two teen-juveniles shot on Creighton Road

Richmond Police detectives are investigating a shooting that occurred yesterday, at approximately 5:55pm., Tuesday, September 14, 2021, in the 2000 block of Creighton Road involving two juvenile males in their mid-late teens and one adult male.

Officers responded to the call for service and all three victims were transported to a local hospital to receive treatment for their injuries. One juvenile male sustained an injury that was considered life threatening. The adult and other juvenile male sustained non-life threatening injuries.

This is an ongoing investigation.

Suspect Still Sought in Series of Tire Slashings

Richmond Police detectives are still seeking information about the suspect who slashed many vehicle tires in the Church Hill area late last month. Detectives have released a new video and photos which show the suspect. The photos are attached and the video can be viewed and downloaded here:

Overnight between Saturday night and Sunday morning, August 28 and 29, the adult male suspect slashed the tires of Subaru vehicles that were parked in the streets of the Church Hill neighborhood. The suspect damaged multiple tires on over a dozen Subaru vehicles.

Suspects Sought in Stencil Vandalism

At approximately 1:37 a.m., Tuesday, August 24, the male and female suspects placed stencils on the pavement in front of a business in the 1600 block of West Main Street and applied black paint to display the words “Clean Kids Die”. This stenciled vandalism has been placed at several locations throughout the city.

Upcoming Road Closures and No Parking Zones

In preparation of the Commonwealth’s upcoming operation on Monument Avenue, several roads will be closed and several no parking areas will be in effect starting 6 p.m., Tuesday, September 7.

 

The closures will remain in effect until 6 p.m., Saturday, September 11. Roads may be re-opened sooner depending on circumstances.

 

The following roads will be closed and no parking zones will be in effect during that time period:

 

·                 Monument Avenue between North Meadow and Lombardy streets

·                 North Allen Avenue between Park Avenue and West Broad Street

·                 West Grace Street between North Meadow and Lombardy streets

 

The following roads will have no parking zones in effect during that time period:
