Ford Avenue Homicide

The Richmond Police Department is investigating a homicide that occurred last week in the city’s east end.

At approximately 1:18 p.m., Thursday, June 25th, RPD officers were called to the 2600 block of Ford Avenue for a report of a person who had been shot. When they arrived, they found an adult male outside on the ground with multiple gunshot wounds. He was pronounced dead at the scene at 1:22 p. m.

The victim has been identified as Dominic Thompson, 31, of Richmond.

The first Unlawful Assembly Announcement was made at 10:25 p.m. to the crowd gathered inside the circle at the Lee Monument after an officer was shot several minutes earlier by a paintball. Several other officers were subsequently shot by paintballs and struck by other hard objects. One of those officers was transported to the hospital – treated and released - for a possible head injury/concussion.

One RPD officer deployed pepper spray. No RPD officer deployed tear gas.

Arrests Made in Uppingham Road Incident

The Richmond Police Department has made 15 arrests in connection to a “sit-in” in the Huguenot neighborhood last night.

At approximately 9:30 p.m., RPD received the first call for disorderly conduct in the 4100 block of Uppingham Road.  Upon arrival, officers found dozens of protesters conducting a “sit-in”, blocking the roadway and obstructing traffic.  Over the next 45 minutes, the RPD received four more calls for service in the same area about the situation.

At approximately 10:25 p.m., RPD first announced that protesters were violating § 18.2-419 (Picketing or disrupting the tranquility of a home).  More than a dozen of those announcements were made via loud speaker over the next 20 minutes, giving protesters ample time to leave without being arrested.

No Unlawful Assembly was declared.

The following 11 individuals were arrested for Picketing (Class 3 misdemeanor) and released on summons. Booking photos are unavailable.

Benjamin Madlinger, 25, W/M, of Mechanicsville, VA was arrested for Trespassing (Class 1 misdemeanor) after running to the backyard of a residence as officers were making arrests.  Officers recovered a loaded firearm from his vehicle and a separate loaded magazine from one of his pockets (photos attached).  Madlinger was also charged with Picketing.

Dometrius Holden, 23, W/M, Winston-Salem, NC and Gabrielle Heinlein, 27, W/F, of Pembroke, VA were arrested for Assaulting a Law Enforcement Officer (Class 6 felony)

Danka Padilla, 24, W/F, Whitesville, WV was arrested for Obstructing Justice (Class 1 misdemeanor).  She was released on a summons. A booking photo is unavailable.

One RPD officer was injured and treated and released at a local hospital for his injury.

Protest Vandalism

The Richmond Police Department is investigating several acts of vandalism that occurred during last night’s protests. They occurred as protesters were moving away from the Lee Monument.

An Unlawful Assembly declaration had been issued at 11:28 p.m., Wednesday, June 24th at the Lee Monument after rocks were being thrown at police officers. Protesters had already begun leaving the area, but after the declaration was announced, the rest dispersed with many of them heading westbound where the vandalism occurred.

Property crimes detectives have identified major acts of vandalism to two businesses in the:
·       2000 block of West Broad Street
·       1900 block of West Main Street

Surveillance video and eyewitness reports document the vandalism and will be used by the detectives to identify which protesters were responsible for the damage.

At about the same time, an arson occurred at the Starbucks in the 400 block of W. Robinson Street and will be investigated by the RPD/RFD Arson Team.

Starbucks Arson

The Richmond Police Department/Fire Department Arson Team is investigating a fire that was set overnight at a Starbucks in the Fan.

At approximately 11:30 p.m., Wednesday, June 24th, RPD officers and RFD firefighters were called to the establishment in the 400 block North Robinson. They discovered a window had been broken and several road flares were burning on the floor inside the building. They were quickly extinguished.

Damage consisted of the broken window and scorch marks on the floor. (photos attached.)

The incident appears to be related to the on-going protests in the city since it occurred as protesters were vandalizing several buildings as they marched through the area several blocks away.

Investigators are seeking any surveillance video or photographs that might have captured the arson.

Forest Hill Avenue Death Investigation x2

The Richmond Police Department is investigating the deaths of two individuals who were involved in a single vehicle wreck last night.

At approximately 1:17 a.m., RPD officers were dispatched an area near the intersection of Forest Hill and Semmes Avenues for several reports of shots fired. When they arrived, they found a vehicle that had left the roadway at the bridge over Reedy Creek in the 3600 block of Forest Hill Avenue. It had come to rest on an embankment at the creek.

All of the occupants of the vehicle were adult males. Two were transported to a local hospital. One of them died there. The other remains hospitalized in serious but stable condition. The third occupant was pronounced at the scene. The two deceased individuals have been identified as:

·       Cinque Johnson, 24, of Richmond – pronounced at the scene
·       Larry Branch, Jr, 24, of Richmond – pronounced at the hospital

In addition to the injuries they received in the crash, the three men appear to have been shot.

Suspects Sought in Looting of Restaurant

Richmond Police Department detectives need the public’s assistance to identify the three individuals in the photos who looted a restaurant during the recent unrest.

At approximately 7:30 a.m. on Sunday, May 31, officers were called to a restaurant in the 700 block of North Lombardy Street which had been damaged by rioters. The three individuals in the photos were seen on security cameras entering the restaurant and stealing cash and other items.

Unlawful Assembly Arrests – City Hall

The Richmond Police Department last night declared an Unlawful Assembly during an occupation of the Marshall Street approach to the entrance to City Hall, blocking the public right of way to through traffic. Protestors threw traffic cones, barricades and concrete trash cans into the street, used vehicles to block off the street and set up tents in front of the entrance doors. The protestors also threw rocks and other objects at the officers.

At approximately 12:00 a.m., Tuesday, June 23rd, officers arrived at city hall to deal with the occupation, which had been growing in size for several hours. Protestors were distributing fliers which indicated they planned to stay in place long-term. (flier attached).

Approximately forty minutes after the officers arrived, the first Unlawful Assembly announcement was broadcast to the crowd and then repeated several times. The announcement was also posted on Twitter. After another 45 minutes had passed, officers began arresting those who had not dispersed.

Twelve people were arrested and charged under state code 18.2-406, taken to the Justice Center for processing and then released. They are:

Victim Identified in Stoney Run Road Homicide


June 22, 2020            
The Richmond Police Department has identified the victim of this morning’s homicide as Willie L. Johnston, 81, of Richmond.
At approximately 2:34 a.m., officers responded to the 1400 block of Stoney Run Road  for the report of a person shot.  Once on scene, police found Johnston unresponsive in the driver’s seat of a vehicle.  He suffered apparent gunshot wounds and was pronounced dead at the scene.
There is no suspect description at this time.

Unlawful Assembly Arrests

The Richmond Police Department last night declared an Unlawful Assembly during a protest at the J.E.B. Stuart Monument. The action was taken as protesters threw objects at the officers and tied a rope to the statue in an apparent attempt to pull it down – an action that would have put many people at risk of being hit.

Six people were arrested under state code 18.2-406, taken to the Justice Center for processing and then released. They are:

·       Robert W. Wood, 20, white male, Henrico – photo not yet available

Posner was re-arrested after she returned to the statue. She was charged with another, related offense - under state code 18.2-407.

One RPD officer was injured when he was struck on the arm by a thrown brick. He was treated at the scene.
