Drive Safely as Students Head Back to School

As students in Richmond head back to school on Tuesday, motorists are reminded to use extra caution on the roads.

School buses will be back on the roadways, picking up students from bus stops and ferrying them to schools across the city. Children will also be walking to school along city sidewalks.

“School safety is always a top priority,” said Lt. Darlene Duncan. “With the new school year starting, will be back in the schools and interacting with students to help facilitate a safe learning environment for everyone.”

Police ask motorists to drive safely at all times, especially in school zones, and to be aware of students at bus stops. Drivers are reminded that passing a stopped school bus with its lights flashing is a traffic violation that could result in a significant fine.

Driver Identified in Westover Hills Boulevard Single Vehicle Crash

The Richmond Police Department’s Crash Team investigators have identified the male driver killed in a single vehicle fatality that occurred on Westover Hills Boulevard Wednesday night as Steven P. Richards Jr., 34, of the 700 block of Trevor Terrace.


At approximately 8:48 p.m., Wednesday, officers were called to the 1700 block of Westover Hills Boulevard for the report of a single vehicle collision, a motorcycle, with a single rider. Richards Jr. was heading southbound when he lost control of the motorcycle and appears to have struck a tree.

Richards Jr. was transported to a local hospital where he succumbed to his injuries.

Investigators with the RPD Crash Team responded to the scene and conducted the investigation, which continues.

Officer-Involved Shooting Statement

The Richmond Police Department has learned that the Commonwealth’s Attorney’s Office has completed its review of all evidence and investigative reports in the officer-involved shooting of Marcus-David Peters that occurred May 14, 2018.

“The review of this incident by Commonwealth Attorney Michael Herring and his staff is a critical phase in the criminal investigation of this incident.  I appreciate the thorough efforts of Mr. Herring and his staff and we respect the decision they have made.  This incident will forever remain a tragedy for all those involved.”

Now that the review by the C. A.’s Office has been completed and a decision has been made, the RPD’s Internal Affairs Unit will open an administrative investigation into Officer Nyantaki’s actions to determine his compliance with departmental policies. The I.A.U. detectives will use elements of the Department-generated Force Investigation Team (FIT) report as the basis for their investigation.  The findings of this second investigation will be reviewed internally and may be referred to the Disciplinary Review Office and to Chief Durham for action, if necessary. If personnel action is warranted, it will be taken at that time.  Meanwhile, Officer Nyantaki, who has been on administrative leave during the criminal investigation, will be placed in an administrative assignment in a non-public contact position while the investigation is completed.

The Police Department will host a discussion on use of force, crisis intervention, and defensive tactics with the public during a town-hall style community meeting.  A date, time and location has not yet been set for the event.

Suspects Sought in Stolen Credit Card Investigation

Richmond Police detectives need the public’s help to identify the two females in the photos who are suspected of stealing a credit card earlier this month and using it to make fraudulent purchases.

Detectives believe the two suspects stole a credit card on Saturday, August 18, while at Stony Point Mall in Richmond and used the card in several shops in Chesterfield County in the following days. They charged several thousand dollars of purchases to the card.

Information Sought in Single Vehicle Traffic Fatality

The Richmond Police Department’s Crash Team investigators are seeking information regarding a single vehicle fatality that occurred last week on Chamberlayne Avenue.

At approximately 12:43 p.m. on Thursday, August 23, a moped was traveling along the 4800 block of Chamberlayne Avenue when it struck a utility pole. The driver was transported to a local hospital with life threatening injuries. He succumbed to his injuries on Saturday.

The crash remains under investigation.  There are no charges at this time.

Missing Person – Elias Khoury

The Richmond Police Department is asking for the public’s help to locate a missing person.
 Elias Khoury, 22, of the 1700 block of E. Main Street was last seen on Monday, August 27th when he left his apartment on foot.

Khoury is described as a white male, 5’ 9”, 170 pounds with curly brown hair and a short beard, brown eyes, and an olive complexion. He has a scar on his neck.

Victim Identified in Hull Street Homicide

The Richmond Police Department has identified the victim who has succumbed to her injuries in a double shooting that occurred Saturday evening on Hull Street.

At approximately 8:58 p.m. on Saturday, officers responded to the 4000 block of Hull Street for the report of a shooting. When police arrived, they located a vehicle that had crashed into a utility pole. Inside the vehicle, they found Krissia Henderson-Burrus, 21, of the 1100 block of Starview Lane, North Chesterfield and an adult male suffering from apparent gunshot wounds. Henderson-Burrus’ injuries were life threatening.

Both victims were transported to a local hospital to be treated. Henderson-Burrus succumbed to her injuries early Sunday morning.

The Medical Examiner will determine cause and manner of death.

P Street Homicide

The Richmond Police Department is investigating a fatal shooting that occurred this afternoon in Church Hill.
 At approximately 5:19 p.m., RPD officers were called to the 3000 block of P Street for the report of a shooting. After they arrived, they located Michael Allen, 41, of the 3000 block of P Street lying the grass between two apartment buildings. He’d been shot.

Allen was transported to a local hospital where he was pronounced deceased at 5:41 p.m.

Peyton Avenue Fatal Stabbing

The Richmond Police Department is investigating a fatal stabbing that occurred early this morning on the city’s south side.
 At approximately 5:52 a.m., RPD officers were called to respond to a domestic incident at a home in the 3800 block of Peyton Avenue. After they arrived, they located the body of Shirley Washington, 78, of the same address, inside the residence with apparent stab wounds to the body. She was pronounced deceased at the scene. Her adult son was also located at the residence with an apparent stab wound to the body that is considered to be non-life threatening. 

The daughter of Ms. Washington, Janice Tyler, 59, of the same address, has been charged with malicious wounding for the assault on her brother.  Charges related to the homicide are pending. A booking photo is not yet available.

Shockoe Bottom Armed Robbery Injures Six People The Richmond Police Department is investigating

The Richmond Police Department is investigating an armed robbery that occurred early this morning in Shockoe Bottom.

At approximately 5:12 a.m., RPD officers were alerted to an armed robbery that had occurred at the Liquid Café in the 00 hundred block of North 18th Street. After they arrived, they located six people who had been inside the establishment at the time of the robbery who were injured; five by gunfire, one by other means. All of them were taken to a local hospital with non-life threatening injuries.

Although it is early in the investigation, RPD detectives have determined that two armed individuals with their faces covered entered the establishment and announced a robbery. Shots were fired. An inventory of what they took is still being conducted.

“I am certain that we can all agree that this increasing gun violence in Shockoe Bottom is unacceptable – this cannot be the norm,” said RPD Chief Alfred Durham. “Someone knows the perpetrators of this crime and we need the public’s help. We need people to call us when they hear or see something. We are already working with several stakeholders in the Shockoe Bottom community and we will continue to develop public safety strategies to reduce violence and bring a sense of calm to the area.”

Arrest Made in Armed Robbery of USPS Letter Carrier

First Precinct officers and detectives from the Richmond Police Department have made an arrest in the armed robbery of a United States Postal Service letter carrier.

After detectives developed a suspect from information provided by a witness, officers assigned to a walking unit in the Creighton Court community observed the suspect yesterday at approximately 5:30 p.m. in the 2000 block of Creighton Road and detained him. The suspect, a juvenile male, confessed to the robbery and was charged with robbery and use of a firearm in the commission of a felony.

The U.S. Postal Inspection Service had offered a reward of up to a $5,000 for information leading to the arrest and conviction of the suspect – and that organization will make the determination on the reward outcome.

At approximately 11:45 a.m., on Monday, August 20, a U.S.P.S. letter carrier was delivering mail in the 3400 block of R Street in the Oakwood neighborhood when the juvenile male approached the letter carrier, brandished a firearm and robbed the letter carrier of cash. There were no injuries.

Richmond PAL to host Stop the Violence Event

BACKGROUND:     Richmond PAL, along with community leaders are proud to host the annual “Stop the Violence” picnic on Sunday.

                                The event is part of a continuous effort to bridge the gap between the community and the Richmond Police Department. The event is free and open to the public.

Officers and community members will be giving away free school supplies to the children to make sure they are ready for the upcoming school year. There will also be free food and beverages.
                                   
“This is a way to bring everyone from all the different neighborhoods together,” said Lt. James Killingsworth. “We want the community to know that we are here for them and we can put an end to violence if we’re all in this together.”

Bank Robbery Suspect Arrested

Richmond Police Department detectives from the Third and Fourth precincts have arrested the person suspected of robbing one bank in Richmond yesterday and attempting to rob two others.

Detectives arrested Levy G. Monroe, 34, of the 100 block of West Federal Street, and have charged him with attempted robbery and use of a firearm in the commission of a felony in connection with the attempted robbery of the SunTrust bank on West Broad Street yesterday. Additional charges are pending in connection with the attempted robbery of the SunTrust bank on East Grace Street and the bank robbery of the Well Fargo bank on West Broad Street. His photo is attached.

At approximately 12:03 p.m., detectives believe Monroe passed a note demanding cash to a teller in the SunTrust bank, located in the 400 block of East Grace Street. He left the bank without receiving any cash and fled the area on foot.

At approximately 2:10 p.m., detectives believe Monroe passed a note demanding cash to a teller in the SunTrust bank, located in the 1800 block of West Broad Street. No cash was received and he left the bank.

Approximately 12 minutes later, detectives believe Monroe handed a note to a teller demanding cash in the Wells Fargo bank, located in the 3500 block of West Broad Street. During this attempt he received cash from the teller and walked out of the bank.

No weapon was displayed in any of the three incidents and there were no injuries.

The first bank is located in Fourth Precinct and the other two are in Third Precinct. Detectives from both precincts investigated this case. This morning, the investigation led detectives to the Gilpin Court neighborhood where they located Monroe and arrested him without incident.

Reward for Information about Armed Robbery of USPS Letter Carrier

The U.S. Postal Inspection Service is offering a reward of
up to a $5,000 for information leading to the arrest and conviction of the suspect who robbed a United States Postal Service letter carrier in Richmond this week.

At approximately 11:45 a.m., on Monday, August 20, a postal worker was delivering mail in the 3400 block of R Street in the Oakwood neighborhood. A male approached the letter carrier, brandished a firearm and robbed the postal worker of cash. The suspect fled on a blue mountain bike. There were no injuries.

The suspect is described as a black male, 18-23 years of age, 5’9” with a thin build and short hair. The suspect was wearing a white tank top and dark-colored basketball shorts.

Suspect Attempts Three Bank Robberies – One Successfully

Detectives believe the male in the attached photos – and the subject of today’s earlier advisory – attempted three separate bank robberies (one successfully) in Richmond today. Detectives are asking the public for information about his identity and whereabouts.

At approximately 12:03 p.m., officers were called to the SunTrust bank, located in the 400 block of East Grace Street, for the report of an attempted robbery. The suspect passed a note to a teller demanding cash. No weapon was displayed. He left the bank without receiving any cash and fled the area on foot.

At approximately 2:10 p.m., officers were called to the SunTrust bank, located in the 1800 block of West Broad Street, for the report of an attempted robbery. The same individual, this time wearing a lemon-lime-colored shirt, passed a note to a teller demanding cash. No weapon was displayed, no cash was received and the suspect left the area on foot.

Approximately 12 minutes later, the suspect handed a note to a teller demanding cash in the Wells Fargo bank, located in the 3500 block of West Broad Street. No weapon was displayed. During this attempt the suspect received cash from the teller and left the bank on foot.

The suspect was described in the first incident as a black male with a goatee who wore a plaid shirt, black trousers, white cotton gloves and a stocking cap under a khaki cap. He wore sunglasses and carried a green construction-type helmet. The photos below show the suspect in the plaid shirt from the earlier bank robbery attempt and the lemon-lime-colored shirt from the two later incidents.

Arrest Made in Triple Shooting

Richmond Police Department officers have arrested a Chesterfield man in connection to the shooting this morning of three people on East Main Street.

Darroll G. Allen, 25, of the 6000 block of Cricklewood Drive, Chesterfield, has been charged with malicious wounding and use of a firearm in the commission of a felony. Additional charges are pending. His photo is attached.

This morning at approximately 2:02 a.m., officers were called to the 1700 block of East Main Street for the report of a shooting. Officers arrived and found two males and a female who were suffering from apparent gunshot wounds. The victims were transported to a local hospital. None of the injuries were considered life threatening.

Shortly after the incident, a member of the public called to provide information on the description and possible location of the suspect. A patrol K-9 officer was nearby and observed someone in a vehicle in the 1700 block of East Broad Street matching the description of the suspect. With assistance of First Precinct officers, Allen was arrested without incident.

All three victims were shot outside a business in the 1700 block of East Main Street. One of the male victims was an employee of the business.

RPD and Community Partners to host Career Expo

BACKGROUND:     As part of a continuous effort to assist the citizens of Richmond, and those who have experienced obstacles in their past during their pursuit of employment, the Richmond Police Department is proud to partner with Richmond Public Schools, Project Give Back to Community, and the Carol Adams Foundation to host the inaugural Career Opportunities and Expo.

The event is free and anyone from the public is encouraged to attend. There will be over 40 employers on site to speak with citizens interested in employment opportunities and offer resume assistance. There will be giveaways every hour.

“This event is another way the Department is working with partners in our community to empower people of all ages and background,” said Chief Alfred Durham. “We want to assist in providing resources and opportunities for returning citizens so they do not resort back to a life of crime.”
Along with career guidance, there will also be representatives on site to speak with citizens about affordable housing options.

Officer Identified in Officer-Involved Shooting in Henrico County

The Richmond Police Department has identified Officer Gregory Helfrecht as the officer involved in the shooting that occurred Saturday evening in Henrico County.

Officer Helfrecht, a four-year veteran of the Richmond Police Department, remains on administrative leave while the investigation is continuing.

The Henrico County Police Department is leading the investigation.

Victim Identified in Providence Park Homicide

The Richmond Police Department has identified the victim of this morning’s homicide in the Providence Park neighborhood as
Leon M. Chandler II, 24, of the 3500 block of Meadowbridge Road.

At approximately 12:15 a.m., officers received a call for a person shot in the 3500 block of Meadowbridge Road. When police arrived, they located Leon M. Chandler II outside a residence suffering from an apparent gunshot wound. Chandler II was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

Jefferson Davis Statue Event Advisory

The Richmond Police Department would like to alert the general public to an event that is expected to take place on a portion of Monument Avenue this weekend.

The Department has been informed that from noon until 4 p.m. on Sunday, August 19th, a southern heritage group will gather at the Jefferson Davis Statue to protest a recommendation by the Monument Avenue Commission that the statue and surrounding structure be removed.

“We anticipate a peaceful event,” said Captain John O’Kleasky of the RPD’s Special Operations Division. “We ask anyone who shows up on Sunday to remain calm and respect each other, regardless of their position on the issue. RPD officers will be present to maintain public safety while allowing everyone to exercise their First Amendment right to speak freely.”

RPD officers will not permit anyone to block traffic or act in a disruptive manner.

Monument Avenue will remain open to vehicular traffic.

Community Walk in the Elkhardt Neighborhood

BACKGROUND:     Chief Alfred Durham, Command Staff and other Richmond Police Department officers will walk at 5:30 p.m. today through the Elkhardt neighborhood. During the walk, officers will speak with community members about safety concerns they may have and what they would like to see from the Richmond Police Department.

                                Sector 212 Lt. Kimberly Mooney said the area has seen an increase in property crimes, specifically theft from motor vehicles and motor vehicle thefts.

“During this community walk, we will go door-to-door and speak with residents and discuss ways to help prevent these types of property crimes,” said Lt. Mooney. “We will also work to continue building trust with residents.”

This event is the latest in a series of walks conducted by the Richmond Police Department in neighborhoods throughout the city.

                                 “This program is fundamental to the Department’s efforts in bridging the gap and strengthening community relations,” said Capt. Daniel Minton. “Our officers love participating, the joy they see on a child’s face when they get new clothes for school and the opportunity to talk to them about the importance of an education brings it all together.”
                                    
                                 Along with helping a child prepare for the upcoming school year, the annual event continues building the foundation of community trust and the youth.
                                    
                                 Bright Beginnings is the largest outreach program, servicing over 2,000 children in Central Virginia.

Richmond Police detectives need the public’s help to identify the two male suspects who shot one person and assaulted another in a robbery early Saturday morning.

At approximately 12:10 a.m., two males were approached by the two suspects in the 1700 block of Clarkson Road. One of the suspects brandished a firearm. The two victims attempted to flee on foot. The suspects assaulted one victim and shot the other. The suspects then left the area on foot. Officers were called and the shooting victim was transported to a local hospital with an injury that is not considered life threatening.

The first suspect was described as a Latino male with a dark complexion and a mustache who wore a black shirt and black trousers. The second suspect was described as a Latino male with a light complexion who wore a white shirt, black trousers and a beanie-style hat.

Dog, Suspect Sought in Shockoe Bottom Motor Vehicle Theft

The Richmond Police Department is asking for the public’s help locating a vehicle that was stolen in Shockoe Bottom yesterday morning. During the time of the incident, a toy poodle was inside the vehicle.

Sometime between 9:15 a.m. and 9:30 a.m. on Sunday, August 12, an unknown male stole a vehicle parked at the McDonald’s in the 1800 block of East Broad Street. The victim’s dog, a white toy poodle named “Skippy” was inside the vehicle at the time. The victims told police they went inside for approximately 15 minutes and had left the vehicle running.

The vehicle is described as a champagne colored 2017 Ford Escape. The vehicle has North Carolina tags and the license plate number is EDR9177. A photo of the make and model of the vehicle is attached.

The suspect is described as a black male who was wearing all dark clothing at the time of the incident.

“This couple is missing a member of their family,” said First Precinct Detective Calvin Layne, “We want to locate the suspect and the vehicle, but we want to make sure we return Skippy to his owners unharmed.”

Victim Identified in Peyton Avenue Homicide

The Richmond Police Department has identified the person killed in a shooting overnight as Sherece Cook, 21, of the 100 block of Pine Ridge Drive, Louisa, VA.
 At approximately 9:23 p.m., Friday, August 10, RPD officers responded to a call for a person shot in the 3900 block of Peyton Avenue. When the first officer arrived, he located Cook’s body in the driver’s seat of an SUV-style vehicle sitting in the middle of the street. Two children, under the age of three years old, were found unharmed sitting in the back seat of the vehicle.

Cook had been shot.

The medical examiner will determine the exact cause and manner of death.

Victim Identified in Joplin Avenue Death Investigation

The Richmond Police Department has identified the victim of this morning’s death investigation on Joplin Avenue as
Eyahlamar L. Davis, 19, of the 5700 block of Lorieville Lane.

At approximately 12:52 a.m., officers were called to the 1800 block of Joplin Avenue for the report of a shooting. Officers arrived and found an adult male suffering from an apparent gunshot wound.

A few minutes later, officers received another call for a person down in a grass lot in the 2100 block of Joplin Avenue. Officers found Davis, with an apparent gunshot wound, down and unresponsive. He was pronounced dead at the scene.

The injured male was transported to a local hospital with an injury that was not considered life threatening. The Medical Examiner will determine the cause and manner of Davis’ death.

Persons of Interest Sought in Westover Hills Boulevard Shooting

Richmond Police detectives need the public’s help to identify two persons of interest in the photos who may have information about a shooting which occurred on Westover Hills Boulevard last week.

At approximately 11:17 a.m., on Thursday, August 2, officers received a call for a person shot in the 400 block of Westover Hills Boulevard. When police arrived, they located an adult male suffering from an apparent gunshot wound. He was transported to a local hospital with non-life threating injuries.

Persons of Interest Sought in Jefferson Davis Corridor Robberies

Richmond Police detectives are investigating a string of robberies that occurred on the Jefferson Davis corridor last month and need the public’s help to identify the males in the photo who are persons of interest in the investigation.

Between midnight and 2 a.m. on Saturday, July 21, officers were called to the Jefferson Davis corridor in the Ampt Hill neighborhood for three separate reports of robberies. Each incident reportedly involved a robbery by two unknown males with a handgun. There were no injuries. Detectives believe the males in the photos may have information about the robberies.

National Night Out

The Richmond Police Department is gearing up to celebrate National Night Out tonight, the biggest city-wide party of the year, and all city residents are invited to participate.

The annual event, to be held Tuesday, Aug. 7, 2018, brings police and neighbors together in support of crime prevention during an evening full of fun for all ages. A strong partnership between the citizens and law enforcement is a powerful tool in fighting crime which begins with building a sense of community.
