Motorists Urged to Lock It or Lose It this Weekend

Folks have been keeping more of their stuff.

That’s the good news as thefts from motor vehicles have decreased 19% compared to the same time last year. However, there are still too many people leaving valuables in their cars – and not locking their car doors.

Earlier this month the Department launched a campaign to urge people to remove valuables from their cars and lock their doors. Colorful signs have been posted in parks, parking decks and at entry points to the James River Park System. An electronic road sign has been moved to different locations in the city to spread the message. Media interviews and social media posts have reached many people with the helpful information.

“We are encouraged with the results – incidents of thefts from motor vehicle are down – but there are still too many people leaving items in cars,” said Major John O’Kleasky, Area 2 Commander. “Locking your vehicle is also critical, especially with so many great events and festivals drawing people to Richmond this time of year. Remember: Lock It or Lose It.”

If you see someone walking down the street or in a parking lot checking door handles – yeah, that’s suspicious, so please call 911.




Suspects Sought in Fonicello/Carter Jones Park Homicide

Richmond Police detectives are asking for the public’s help in identifying three suspects in the murder of 9-year-old Markiya Dickson and the shooting of a young boy over Memorial Day weekend.

At approximately 7:23 p.m. Sunday, officers were called to Fonticello/Carter Jones Park in the 2700 block of Bainbridge Street for the report of a shooting. Officers arrived and found that Markiya Dickson and a juvenile male had each been shot and were taken to a local hospital in a personal vehicle with life threatening injuries. Dickson succumbed to her injuries at the hospital.

Suspect Descriptions:
  • ·         Suspect 1: A young black male who was seen with no shirt on and wearing a white towel or T-shirt on his head. He is believed to have braids that are shoulder length.
  • ·         Suspect 2: A young black male with a medium build and short cropped hair. He was seen wearing blue shirt and grey or dark colored pants.
  • ·         Suspect 3: A young black male wearing dark clothing.


“We believe there are eyewitnesses who have information on these suspects,” said Major Crimes Lt. Faith Flippo. “We are asking you to come forward and help us bring closure to these families. These are young children who are victims of senseless violence.”

Police Athletic League to Fundraise with Spring Recital

BACKGROUND:        The young musicians of the Police Athletic League, along with PAL officers and guest artists, are showing r-e-s-p-e-c-t to Aretha Franklin by highlighting her music during the PAL Band Spring Recital fundraiser tonight.
                                   
This concert is part of a continuing effort by PAL to connect with the region’s youth by sponsoring events, sports and functions that encourage the young men and women of Richmond to excel at whatever they pursue.

“All the PAL events across the year deliver excitement and joy as young people collaborate to achieve a success that cannot be accomplished alone,” said Community, Youth and Intervention Services Captain Michael Bender. “This concert, however, is definitely a highlight of the year – and by focusing on the powerful music of Aretha Franklin it’s all the more thrilling.”

Tickets in support of PAL can be purchased at the door for $7.

Victim Identified, Detectives Still Seeking Information in Fonticello/Carter Jones Park Homicide

The Richmond Police Department has identified the victim from Sunday night’s homicide and shooting in Fonticello/Carter Jones Park as Markiya Dickson, 9, of the 7500 block of Bannock Barn Drive, Chesterfield. The family of Markiya Dickson has allowed RPD to release her name in hopes of people coming forward with information about this tragic incident.

At approximately 7:23 p.m. Sunday, officers were called to Fonticello/Carter Jones Park in the 2700 block of Bainbridge Street for the report of a shooting. Officers arrived and found that Markiya Dickson and a juvenile male had each been shot and were taken to a local hospital in a personal vehicle with life threatening injuries. Dickson succumbed to her injuries at the hospital.

“Every homicide is a tragedy, but it is especially tragic when it takes the life of someone who had so much to live for,” said Interim Chief William Smith. “The Department has received a number of tips, but we need more. We need people to come forward and provide information, no matter how minor the detail is.”

Information Sought in Fonticello/Carter Jones Park Homicide

The Richmond Police Department is asking for the public’s help to provide information, photos, and videos regarding the homicide of a young girl in Fonticello/Carter Jones Park last night.

At approximately 7:23 p.m. yesterday, officers were called to Fonticello/Carter Jones Park in the 2700 block of Bainbridge Street for the report of a shooting. Officers arrived and found that a juvenile female and a juvenile male had each been shot and were taken to a local hospital in a personal vehicle with life threatening injuries. The female succumbed to her injuries at the hospital.

“This is a heartbreaking case where a young child’s life was taken and another child was injured due to gun violence,” said Major Crimes Lieutenant Faith Flippo. “We believe there were many people in the park last night and we’re asking anyone with information, photos or videos to provide it to detectives. Even the smallest bit of information could help us bring closure for both of these families.”

The Medical Examiner will determine cause and manner of death.

Victim Identified in West Cary Street Homicide

The Richmond Police Department has identified the victim in last night’s homicide on West Cary Street as
Jerson S. White, 37, of the 2100 block of West Cary Street.

At approximately 10:17 p.m. yesterday, officers were called to the 2000 block of Parkwood Avenue for the report of random gunfire. When officers arrived, they were told that a shooting occurred in the rear alley between Parkwood and West Cary Streets. Officers located Jerson S. White behind the 2100 block of West Cary Street. White was transported to a local hospital where he succumbed to his injuries.

The Medical Examiner will determine the cause and manner of death.

Shooting in Carter Jones Park

The Richmond Police Department is investigating a double shooting that occurred in Carter Jones Park.

At approximately 7:23 p.m., officers were called to Carter Jones Park for the report of a shooting. Officers arrived and found that a juvenile female and a juvenile male who had each suffered a gunshot wound had been transported in a personal vehicle to a local hospital with injuries that were considered life threatening. The female succumbed to her injuries at the hospital.

The Medical Examiner will determine cause and manner of death.

Major Crimes detectives are investigating. Detectives believe many people were in the park at the time of the shooting and ask that they provide information to detectives about this incident.

Suspect Sought in Commercial Burglary on North Lombardy Street

Richmond Police detectives are asking for the public’s help to identify the suspect in a commercial burglary that occurred earlier this week.

At approximately 4:23 a.m. on Wednesday, May 22, officers were called to a business in the 200 block of N. Lombardy Street for the report of burglary.  The owner of the business told police the suspect broke in and used a trash bag from the store to steal cash and approximately $1,000 worth of cigarettes. 

Surveillance footage shows the suspect wearing a white mask and white gloves during the burglary.  The suspect fled on foot.

Search Warrant Results in Significant Drug Arrest on Stockton Street

Richmond Police detectives have arrested a Richmond man in connection to a drug seizure that occurred on Stockton Street last week.

On Friday, May 17, narcotic investigators conducted a search warrant in the 3100 block of Stockton Street after an investigation into drug distribution and prostitution.

Rodney T. Harris, 46, of the 3100 block of Stockton Street was charged with possession with intent to distribute, possession of a firearm while in possession of a controlled substance, and possession of a firearm by a convicted felon. Additional charges are pending. His booking photo is attached.

The following items were seized inside the home:

·         75 grams of crack/cocaine
·         16 grams of heroin
·         3 firearms
·         Cell phones
·         Over $1,000 in cash


“This residence was a large threat to the surrounding community,” said Sector 211 Lt. Lewis Mills. “I commend the officers involved in this operation and I am so glad that the people who live in this neighborhood will now have some peace of mind.”

Persons of Interest Located in Stuart Avenue Homicide

With the help of multiple tips, detectives have located and arrested two persons of interest in the homicide on Stuart Avenue that happened earlier this month.

Nicole P. Andrews, 41, of the 8200 block of Elswick Drive, Henrico and Donnell A. Young, 38, of the 3400 block of Maury Street were arrested Thursday and charged with possession of stolen property, conspiracy to commit robbery, and robbery. Additional charges are pending. At approximately 11:23 a.m. on Tuesday, May 7, officers were called to a residence in the 2000 block of Stuart Avenue for a welfare check.  Once on scene, they found Charles P. Smith dead inside the residence.

Second Arrest Made in Chateau Drive Homicide

The Richmond Police Department, with the assistance of the United States Marshals Service, has made a second arrest in connection with a homicide on Chateau Drive last month.

Timothy A. Ward, 19, of the 8000 block of Marwood Drive, surrendered to RPD and the U.S. Marshals Regional Fugitive Task Force this morning at the Richmond City Justice Center.  He was charged with conspiracy to commit murder and conspiracy to commit robbery.  His mugshot is attached.

His younger brother, Timon A. Ward, 18, of the 8000 block of Marwood Drive, was arrested for the same crime by the U.S. Marshals Regional Fugitive Task Force yesterday in Chesterfield County.

RPD detectives have determined that on the evening of Tuesday, April 30, the Ward brothers were involved in a robbery that led to the shooting death of Reginald K. Addo, 40, inside his home in the 2200 block of Chateau Drive.

Arrest Made in Chateau Drive Homicide, Second Suspect Still Being Sought

The Richmond Police Department, with the assistance of the United States Marshals Service, has made an arrest in connection with a homicide on Chateau Drive last month.

Timon A. Ward, 18, of the 8000 block of Marwood Drive, was arrested by the U.S. Marshals Regional Fugitive Task Force this morning in Chesterfield County. He was charged with conspiracy to commit murder and conspiracy to commit robbery.  His mugshot is attached.

“We want to thank the public for providing information and tips that helped with the search,” said Major Crimes Lt. Faith Flippo.  “We are now focused on finding the second suspect in this case.”
Timon Ward’s older brother, Timothy A. Ward, 19, of the 8000 block of Marwood Drive, is still being sought by RPD for the same crime.

Suspect Sought in Commercial Burglary on Walmsley Boulevard

Richmond Police detectives are asking for the public’s help to identify the suspect (photos attached) in a commercial burglary that occurred earlier this week.

At approximately 11:38 p.m. on Sunday, May 19, officers were called to a Dollar General store in the 3900 block of Walmsley Boulevard for the report of burglary.  When police arrived, they found the front doors shattered.  

Surveillance footage shows the suspect breaking into the business.  Once inside, he opens an unlocked case and stuffs cigarettes into a large tote bag.  The suspect then walks out the back door of the business.

The suspect fled on foot toward Walmsley Boulevard.  He was last seen with a white cloth tied on his head, wearing a navy and white t-shirt, dark pants, and black running shoes.

Arrest Made in Animal Cruelty/Arson Investigation – Tommie’s Case Solved

The Richmond Police Department has made an arrest in a case of animal cruelty
that occurred several months ago in the city when a pit bull was tied to a fence and set on fire. The dog, named Tommie by rescuers, was treated for severe burns, but died five days later.

Jyahshua A. Hill, 20, of the 1300 block of St. Peter Street was arrested without incident shortly before 3 p.m. today by the U.S. Marshals Regional Fugitive Task Force.  A booking photo is not yet available.

The incident sparked widespread outrage. Investigators are crediting an outpouring of information and assistance from the general public that helped them solve this crime.

“There are a lot of people to thank, but I’d like to single out all the citizens who contributed tips that pointed us in the right direction” said Interim Police Chief William C. Smith. “That, plus the excellent job done by arson investigators who did the bulk of the work, major crimes detectives, forensics technicians and animal control officers who all built a strong case to present to the grand jury.”

Hill was indicted by the Multi-jurisdictional Grand Jury on May 8th on one count of felony animal cruelty.

At approximately 7:05 p.m., February 10, 2019, Richmond Fire Department units were called to Abner Clay Park, 200 West Clay Street, for a report of a dog being set on fire. Firefighters located a male pit bull dog with severe burns to his body. He had been tied to a chain-link fence, doused with a flammable liquid and set on fire.

Richmond Animal Care and Control officers transported the dog, who they named Tommie, to the Cary Street Veterinary Hospital for treatment. With burns over 40 percent of his body, Tommie rallied briefly, but eventually succumbed to his injuries on February 15, 2019.

The Commonwealth’s Attorney’s Office has assigned two attorneys to the case; one has expertise in arson and the other in animal cruelty prosecutions.

Floral Avenue Homicide

The Richmond Police Department has identified the person who was shot and killed yesterday on the city’s south side.

At approximately 11:21 a.m., RPD officers were called to the 1100 block of Floral Avenue for a report of a shooting. They quickly located the body of William Reed, Jr., 22, of the 300 block of Erich Road, Richmond, lying in the roadway.

There is no suspect description to share at this time.

Second Suspect Sought in Chateau Drive Homicide

The Richmond Police Department has identified a second suspect in a homicide that occurred last month in the city as
Timothy A. Ward, 19, of the 8000 block of Marwood Drive, North Chesterfield, VA.

He is the brother of Timon A. Ward, who is also being sought by the RPD for the same crime.

RPD detectives have determined that on Tuesday evening, April 30, Ward was involved in a robbery that led to the shooting death of Reginald K. Addo, 40, in his home in the 2200 block of Chateau Drive, Richmond, VA.

“We have reason to believe the brothers may be hiding out together,” said Major Crimes Captain James Laino. “They may have fled the Richmond area. Our best bet now is to act on tips that may come to us through Crime Stoppers.”

Ward is described as a black male, 6’ tall, weighing 160 pounds, with a medium complexion, brown eyes and black hair.

Suspects Sought in Broad Rock Boulevard Armed Robbery

Richmond Police detectives need the public’s help to identify the two suspects in the photo who are suspected of robbing three people on Broad Rock Boulevard earlier this month.

At approximately 2:25 a.m. on Saturday, May 4, officers responded to the 1700 block of Broad Rock Boulevard for the report of a robbery that had just happened. When police arrived, the victims told police the unknown suspects stole wallets, iPhones, and an undisclosed amount of money while they were in their vehicles. One victim told police that a suspect held a firearm while demanding the items.  The suspects then fled the scene.

  • Suspect 1: Last seen wearing a light blue and orange T-shirt, black shorts, and blue Air Jordan 5 Retro “Laney” shoes.
  • Suspect 2: Last seen wearing a green T-shirt, tan shorts, and block shoes.

Suspects Sought for Credit Card Fraud

Richmond Police detectives need the public’s help to identify the suspects in the attached photos who are suspected of stealing a credit card last month and using it to make fraudulent purchases at several locations.

On Wednesday, April 3, detectives believe a credit card was stolen from a McDonalds in the 7000 block of Mechanicsville Turnpike in Mechanicsville. 

On the same day, an unknown female was seen on surveillance video using the stolen credit card at The Family Dollar in the 1400 block of East Brookland Park Boulevard. An additional unknown female was also seen on surveillance video on April 3 using the same card at the Virginia Alcoholic Beverage Control (Virginia ABC) store in the 2400 block of Venable Street.

The woman at the Family Dollar was last seen wearing a gray hat, black jacket with white embroidery on the back, blue jeans and white tennis shoes.

The woman at the Virginia ABC Store was last seen wearing a blue head scarf, white shirt, pink jacket, light blue jeans, and black sneakers.

Tanglewood Road Death Investigation Reclassified as a Homicide

The Richmond Police Department has reclassified its investigation into the death of Tanglewood Road resident Suzanne A. Fairman as a homicide.

At approximately 11:07 p.m. on Thursday, RPD officers responded to the Fairman’s home in the 7400 block of Tanglewood Road for a welfare check. When officers arrived, they found her unresponsive inside her residence.

She was pronounced dead at the scene.

Official Unveiling of Street Name Change

BACKGROUND:    Following a unanimous decision by the Richmond City Council last year, the street in front of the relocated Police Memorial statue in Byrd Park, Trafford Road, has been re-named “Police Memorial Way”. Mayor Levar M. Stoney, CAO Selina Cuffee-Glenn, Interim Chief William Smith and the Richmond Police Department will officially unveil the new name of the street at a brief ceremony on Tuesday afternoon. The event was rained out last year and has been rescheduled to coincide with this year’s Police Memorial Week.

Family members of fallen officers, other dignitaries and members of the public will be present at the event.

The public and members of the media are welcomed to attend.

This unveiling is part of the Department’s week of events commemorating National Police Week. Events include this morning’s Bike for the Blue, a memorial bicycle ride to Washington D.C. and the annual Police Memorial Ceremony, being held at 10 a.m., Thursday May 16 at the Richmond Police Department Training Academy, 1202 W. Graham Road.

Pedestrian Identified in Broad Rock Train Fatality

The Richmond Police Department has identified the pedestrian who was struck by a train Saturday afternoon in the city’s south side as
Michael S. Branch Sr., 53, of the 2200 block of Chalfont Drive.

At approximately 12:45 p.m. yesterday, officers responded to the 1800 block of Broad Rock Boulevard for the report of a person struck by a train. When officers arrived, they located Michael Branch Sr. and a scooter. Investigators believe Branch Jr. was attempting to stand the scooter up when he was struck.

Branch Sr. was transported to a local hospital with life threatening injuries. He succumbed to his injuries Saturday evening.

The Medical Examiner will determine the cause and manner of death.

Victim Identified in Tanglewood Road Death Investigation

The Richmond Police Department has identified the victim of Thursday night’s death investigation on Tanglewood Road as Suzanne A. Fairman, 53, of the 7400 block of Tanglewood Road. A photo of Ms. Fairman is attached.

At approximately 11:07 p.m. on Thursday, officers responded to the 7400 block of Tanglewood Road for a welfare check. When officers arrived, they found Fairman unresponsive inside the residence. She was pronounced dead at the scene.

“After speaking with family members, detectives hope providing a photo of Ms. Fairman will prompt people to come forward with any information they may have on this case.” said Major Crimes Captain James Laino. “Any information, no matter how small the detail may be, could assist in solving this case.”

The Medical Examiner will determine the cause and manner of death.

Midlothian Turnpike Homicide

The Richmond Police Department is investigating the death of a toddler in an incident that occurred Wednesday night on Midlothian Turnpike.
 At approximately 7:40 p.m. on Wednesday, officers received a call for a report of a child that had been assaulted in the 6400 block of Midlothian Turnpike. Officers responded to a local hospital where the toddler was being treated for life threatening injuries. On Friday afternoon, the toddler succumbed to their injuries.

The Richmond Police Department needs the public’s help to identify
the man and the woman in these photos.  They are being sought for questioning in reference to Tuesday’s Stuart Avenue homicide.

The couple was last seen walking out of a business in the 2400 block of Sheila Lane.  They left the area on foot, towards a neighboring apartment complex. 

“It’s early in the investigation, but we think these individuals could be helpful in the case,” said Major Crimes Detective Sgt. M. Mocello.

The Richmond Police Department is conducting a death investigation that occurred last night on Tanglewood Road.

At approximately 11:07 p.m. yesterday, officers responded to the 7400 block of Tanglewood Road for a welfare check. When officers arrived, they found an adult female inside the residence. She was pronounced dead at the scene.

Bike for the Blue Remembers Fallen Officers

WHAT:                       Bike for the Blue Memorial Ride

WHEN:                       6 a.m., Monday, May 13

WHERE:                     Virginia State Capitol

BACKGROUND:      As part of National Police Week, officers of the Richmond Police Department join others in law enforcement to pedal in a pilgrimage to Washington, D.C. in honor of officers who have died in the line of duty.

   A contingent of over 100 officers representing jurisdictions from Virginia and federal law enforcement agencies will participate.

     “We are proud to have 27 members from the Department making the ride this year. We organize this ride every year to honor those who lost their lives protecting the citizens and making the communities safer,” said Richmond Police Lieutenant Anthony Papaleo.

                              Bike for the Blue participants will ride 109 miles on Route 1 to the nation’s capital to meet their colleagues from across the country for the Law Enforcement Memorial ceremony. Richmond Police will remember 29 RPD officers who have given their lives for the city as the Department participates for the 24th year.

                                    Members of the public and the media are invited to attend.

RPD Officer Indicted

On March 16, 2019, the department received a complaint that initiated an Internal Affairs investigation into alleged misconduct involving Richmond Police Officer Michael Bryson.  A thorough investigation was conducted.  As a result of that investigation, the Department submitted the Investigation to the Commonwealth’s Attorney’s office for review.  As a result of their review, the investigation was presented to the Grand Jury who indicted Officer Bryson on one count of misdemeanor sexual battery.

“Professional conduct and accountability are the basis of community trust of the Richmond Police Department.  I am disappointed in the alleged actions of Officer Bryson, should they be found true during trial,” said Interim Chief William Smith. “I appreciate the work of the Richmond Commonwealth Attorney’s office in reviewing the investigation and pursuing the indictment.” 

Bryson has been with the department since July 21, 2008. He is currently on leave without pay.

Victim Identified in Stuart Avenue Homicide

The Richmond Police Department has identified the victim of yesterday’s homicide on Stuart Avenue as
Charles P. Smith IV, 48, of the 2000 block of Stuart Avenue.

At approximately 11:23 a.m. on Tuesday, May 7, officers were called to a residence in the 2000 block of Stuart Avenue for a welfare check.  Once on scene, they found Smith dead inside the residence. 

The Medical Examiner will determine cause and manner of death.

At this time, Richmond Police believe this is an isolated incident and there is no ongoing threat to the Fan District neighborhood.
