Made in Hull Street Road Homicide Investigation
Richmond Police detectives have made an arrest in the homicide that occurred last month on Hull Street Road.
Shawn Carter, 34, of Richmond, turned himself in on January 9, on charges of maliciously shooting into an occupied dwelling and possession of a firearm by a convicted felon. Detectives have since charged him with first degree murder, use of a firearm in the commission of a felony, attempted armed burglary, and brandishing a firearm. His booking photo is attached.
At approximately 8:57 p.m., Sunday, December 28, 2025, officers responded to the 2700 block of Hull Street Road for the report of a domestic disturbance. The call was soon updated to a shooting call. Officers arrived and located an adult female, Porshia Williams, 34, of Richmond, inside of a structure down and unresponsive. She had suffered an apparent gunshot wound and was pronounced dead at the scene.
