Pedestrian Identified in Forest Hill Avenue Collision

A pedestrian involved in a fatal collision with a vehicle last week on Forest Hill Avenue and Shelia Lane has been identified as Franklin M. Cram, 79, of the 7800 block of Forest Hill Avenue.

At approximately 6:50 p.m. on Wednesday, Oct. 18, a Pontiac Bonneville was traveling in the right lane heading westbound on Forest Hill Avenue approaching the intersection of Sheila Lane with a green traffic light. Cram was attempting to cross Forest Hill Avenue in the crosswalk from the center median headed northbound when he was struck.

On Wednesday of last week, he was transported to a local hospital. Cram succumbed to his injuries the following day.

Charges are pending after the completion of the investigation and consultation with the Commonwealth’s Attorney’s Office.

Suspects Sought in Midlothian Turnpike Robbery

Richmond Police detectives need the public’s help to identify the suspects in the attached photos wanted in connection to a robbery in the city’s south side.

At approximately 5:20 p.m. on Saturday, Sept. 30, police were called to a hotel the 6300 block of Midlothian Turnpike for a robbery. The victim was outside of his hotel room when two suspects approached him. One of the suspects, who was wearing an orange shirt, said, “I need to talk on your cell phone.” After a brief exchange of words, the suspect struck the victim and the second suspect, wearing a gray shirt, struck him afterward. They took a wallet and cash from the victim pocket and fled the scene toward a nearby gas station on Midlothian Turnpike.

The suspects are described as:

·        Suspect 1: A black male. He is approximately 5’7” to 5’8” tall, 170 to 200 pounds. At the time he wearing an orange and gray hooded sweatshirt, blue jeans, and black and white sneakers.

·        Suspect 2: A black male. Approximately 5’4” to 5’7 tall, 200 to 220 points. He was wearing a gray hooded sweatshirt with the number 10 on the front, black pants and white sneakers.

Fatal Forest Hill Avenue Collision

A pedestrian involved in a fatal collision with a vehicle earlier this week on Forest Hill Avenue and Shelia Lane has died.

At approximately 6:50 p.m. on Wednesday, Oct. 18, a Pontiac Bonneville was traveling in the right lane heading westbound on Forest Hill Avenue approaching the intersection of Sheila Lane with a green traffic light. A pedestrian was attempting to cross Forest Hill Avenue in the crosswalk from the center median headed northbound when he was struck.

On Wednesday, he was transported to a local hospital. He succumbed to his injuries the following day. The name of the pedestrian will be released once next of kin is notified.

Charges are pending after the completion of the investigation and consultation with the Commonwealth’s Attorney’s Office.

Crestview Road Homicide

The Richmond Police Department is now classifying the Crestview Road shooting which occurred last week as a homicide.

At approximately 12:29 p.m., Thursday, Oct. 5, police were called to the 3900 block of Crestview Road for a report of a person shot. When police arrived, they located Hakeem W. Winston, 24, of the 800 block of Admiral Gravely Boulevard suffering from a life-threatening gunshot wound.

Winston was transported to a local hospital where he succumbed to his injuries shortly after. The medical examiner will determine the cause and manner of death.

A second call was received at approximately 12:36 p.m. that afternoon for an adult male who arrived at a local hospital with a life-threating gunshot wound.

Detectives have determined the two incidents are related. At this time, police are not actively seeking any suspects.

Arrest Made in Charity Street Shooting

Richmond Police detectives with the assistance of the U.S. Marshals Regional Fugitive Task Force have arrested a suspect in connection to the shooting which occurred last week in Gilpin Court.

Yesterday, Rod’Que L. Hoggard-Johnson, 24, of the 200 block of West Charity Street, turned himself in to the U.S. Marshals Regional Fugitive Task Force in connection with the shooting. He has been charged with attempted murder and use of a firearm in commission of a felony.

At approximately 9:20 a.m., on Thursday, Oct. 5, officers responded to the 900 block of Chamberlayne Parkway for the report of a person shot. When officers arrived, they located a victim inside a building suffering from a non-life threatening gunshot wound. The victim was taken to a local hospital to be treated. Police determined the incident occurred in the 200 block of West Charity Street.

Officer Involved in Fatal Shooting Returned to Active Duty

The Richmond Police Department was involved in a fatal shooting last May in which Jaison Fitzgerald was killed. RPD Officer Cleophas Williams was placed on administrative leave immediately following the shooting.

Chief Alfred Durham met this week with Fitzgerald’s family to express his condolences in person.

“This has been a difficult time for everyone involved in this case,” said RPD Chief Alfred Durham. “Mr. Fitzgerald’s family, Officer Williams and his family, and the Department have all been deeply affected by what happened. A life was lost, and for that I am sorry.”

The Department will conduct an administrative investigation into the case now that the Commonwealth Attorney’s Office has declined to prosecute Officer Williams. He returned to active duty September 20 following that notification.

The shooting occurred shortly after 6 p.m., Monday, May 15 during a traffic stop in the 3800 block of Lynhaven Avenue.

Officer Williams was not wearing a body-worn camera. The RPD has been unable to locate any video of the shooting, either from other officers or bystanders.

Man Wanted in Shockoe Bottom Double Homicide

Richmond Police detectives are asking for the public’s help to locate a man wanted in connection to a double homicide that took place in Shockoe Bottom early Sunday morning.

Dominique D. Brockenbrough, 40, of Richmond, is wanted on charges of aggravated malicious wounding, possessing and transporting a firearm by a convicted felon, and use of a firearm in the commission of a felony. Additional charges are pending. A recent photo is attached.

At approximately 1:16 a.m., Sunday, officers patrolling in the area heard gunfire. When police arrived to the 1700 block of East Main Street they located Deonte M. Bullock, 29, and Oscar W. Lewis II, 25, suffering from life threatening gunshot wounds. Lewis was pronounced dead at the scene. Bullock was transported to a local hospital where he succumbed to his injuries Sunday afternoon. Brockenbrough fled the area on foot after the shooting.

Brockenbrough is described as a black male, 5’6” tall, weighing approximately 190 pounds with black hair, a dark full beard, and brown eyes. He has tattoos on both arms, chest, and back.

He is considered armed and dangerous and should not be approached. Anyone who sees him is asked to call police immediately.
