Victim Identified in Garber Street Death Investigation

Richmond Police detectives have identified the victim in last week’s death investigation on Garber Street as Edward Agurs, a male in his thirties.

At approximately 3:30 p.m., on Monday, November 9, officers were called to the Fulton neighborhood for the report of shots fired. Officers arrived and found Edward Agurs in the 1300 block of Nelson Street who had suffered an apparent gunshot wound. Detectives determined the shooting occurred nearby, in the 1400 block of Garber Street.

Agurs was transported to a local hospital where he succumbed to his injury.

The Medical Examiner will determine cause and manner of death.

Victim Identified in Hull Street Homicide

The Richmond Police Department has identified the victim in last week’s homicide on Hull Street as Nicholas Yarborough, a male in his twenties.

At approximately 11:17 a.m., on Wednesday, November 11, officers were called to the 3000 block of Hull Street for the report of a person shot. Officers arrived and found Nicholas Yarborough in a front yard of a structure down and unresponsive suffering from an apparent gunshot wound. He was pronounced dead at the scene.

The Medical Examiner will determine the cause and manner of death.

Hull Street is a major thoroughfare and detectives ask anyone who may have seen anything suspicious that morning in that Hull Street area, near the intersection of Broad Rock Road, to contact detectives.

The Richmond Police Department is asking for the public’s help in locating a missing man.

Gregory L. Lewis was last seen on Friday, November 13, 2020 leaving his residence in the 2700 block of Semmes Avenue.

Lewis is likely operating a beige 2007 Buick Lucerne with the license plate WTG-3341. Photos of the vehicle are attached. The vehicle was last seen the same day at approximately 10:25 a.m. on Interstate 95 in Fairfax County, headed back towards Richmond.

Lewis is approximately 6’ and weighs about 185 pounds.

Blank Ballot Envelopes Stolen from Business -- UPDATED 11/19/2020

We have an update regarding the stolen blank ballot envelopes:

The reported stolen box of blank ballot envelopes were located this morning and no ballot envelopes appear to be missing. The box was found several blocks away from the business. At this time, no arrests have been made. Anyone with information about the identity of the suspect is asked to call Fourth Precinct Detective P. Cho at 804-646-2939.

Richmond Police detectives are currently investigating a post-election theft of unused voting ballot envelopes that were stolen from a business on High Street.

Around 7:40 a.m. yesterday, an unknown suspect stole a box of unused blank ballot envelopes from a business in the 1500 block of High Street. No ballots were in the envelopes. The business does not supply ballot envelopes to the City of Richmond Registrar’s Office. A photo of the ballot envelope is attached.

Anyone with information about the identity of the suspect or whereabouts of the ballot envelopes is asked to call Fourth Precinct Detective P. Oliver Hill Way Death Investigation

At approximately 3:16 p.m., officers were called to the 900 block of Oliver Hill Way for the report of a person shot. Officers arrived and found an adult male in an apartment down and unresponsive suffering from an apparent gunshot wound. He was pronounced dead at the scene.

The Medical Examiner will determine the cause and manner of death.

The Major Crimes division’s detectives are investigating this incident. The Chief of Police, Command Staff, First Precinct leadership and the Forensics Unit also responded to the scene.

Richmond Police Earns CALEA Reaccreditation

The Richmond Police Department received its fourth Advanced GOLD Standard Reaccreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) on Thursday, November 12. The accreditation period pertains to the timeframe of April 2016 to April 2020.

“The CALEA Gold Standard Reaccreditation with Excellence Award recognizes the hard work of the members of the Richmond Police Department and their commitment to public safety,” said Chief Gerald Smith. “Accreditation ensures the department has consistent policies, formalizes management practices, and provides accountability through checks and balances through all levels of the agency.”

CALEA accreditation signifies that an agency has met specific standards of excellence. The Richmond Police Department had to demonstrate compliance with close to 500 standards to earn re-accreditation status. A team of CALEA assessors from around the country visited Richmond this past March. They interviewed Department personnel, citizen police academy graduates, retired officers, city directors, Richmond residents and other mutual agreement partners. Due to the ongoing pandemic, the assessors were unable to hold a public forum, but still received feedback from the public.  The use of technology was expanded to include remote work capabilities. Agency leadership communicated frequently to address any department concerns, responses and protocols.
