Suspect Sought for Stealing License Plates

Richmond Police detectives need the public’s help to identify the man in the photos who is suspected of stealing license plates last week.

On Friday, Dec. 4, at approximately 4:14 p.m., the suspect removed several license plates from vehicles in a parking lot in the 6300 block of Midlothian Turnpike.

The suspect left the scene in the minivan which is also pictured.

Anwar Phillips Charged in Two Homicide Cases

Richmond Police detectives have charged Anwar Phillips in connection with two homicides that occurred last month in the city’s south side. He has been in custody since November 20.

Anwar R. Phillips, 30, of the 2200 block of Keswick Avenue, was charged Monday night with two counts of conspiracy to commit murder related to the November 16 homicide of Frank McCray and the November 10 homicide of Rolando Salas. No booking photo is available at this time.

Detectives believe Phillips was known to at least one victim in each incident and that the cases are related. Neither shooting is believed to be random.

Phillips, who was wanted for the November 16 shootings at Blue Ridge Apartments, was taken into custody last month in Henrico County and transported to a local hospital with life-threatening injuries. He remains in the hospital in the custody of the Richmond Sheriff’s Office.

At approximately 9:25 p.m. on November 16, officers responded to the 300 block of Red Ash Road for a report of shots fired. They quickly located three individuals suffering from apparent gunshot wounds.

Frank A. McCray, 49, of the 5700 block of Kendall Road, was found unresponsive in the rear yard of the building. He was pronounced dead at the scene. The two other victims – an adult male and a juvenile girl under age 10 – were found inside the residence.

The second charge stems from a homicide that occurred about a week prior on Talbert Drive.

Around 9:53 p.m. on November 10, officers responded to the 1400 block of Talbert Drive for a report of shots fired. Upon arrival they found the body of Rolando D. Salas, 30, of the 6900 block of Beulah Oaks Lane in Chesterfield County, lying on the side of the roadway. He had suffered multiple gunshot wounds.

Johnathan P. Moseley, 26, of the 4600 block of Keithwood Drive in Petersburg, has also been arrested in connection with the November 10 homicide. He is charged with conspiracy to commit murder.

Arrest Made in Talbert Drive Homicide

The Richmond Police Department has arrested a Petersburg man in connection with the homicide of Rolando Salas, which occurred in early November.

Johnathan P. Moseley, 26, of the 4600 block of Keithwood Drive in Petersburg, was arrested this morning and charged with conspiracy to commit murder. His photo is attached.

  

At approximately 9:53 p.m. on November 10, officers responded to the 1400 block of Talbert Drive for a report of shots fired. Within minutes they discovered the body of Rolando D. Salas, 30, of the 6900 block of Beulah Oaks Lane in Chesterfield County, lying on the side of the roadway. He had suffered multiple gunshot wounds.

Missing Woman Sought

The Richmond Police Department is asking for the public’s help in locating a missing woman, Andrea Watkins-Simmons. Her photo is attached.

Watkins-Simmons, 35, of the 1400 block of Clarkson Road, was reported missing on November 25. However, she has been seen as recently as yesterday. Her 2-year-old stepdaughter, Ariellisa Simmons, is currently in her custody, but she is not considered missing. Her photo is attached as she and her stepmother are likely to be seen together. 

Watkins-Simmons is a black female, 5-foot-3-inches tall and approximately 150 pounds.

Suspect in Church Hill Robbery Arrested

With the help of the community, the Richmond Police Department has identified and arrested a Richmond man in connection with a robbery that occurred last week.

Kenneth L. Artis, 49, of the 3100 block of M Street, was arrested Wednesday and charged with robbery and use of a firearm in the commission of a felony. Both charges are felonies.

“We would like to thank the community that came forward and gave us a clearer picture of what happened, and ultimately helped us solve this case,” said First Precinct Lt. Dan Minton following a public appeal Richmond Police made for surveillance photos and video that could help clarify the incident.

Around 1 a.m. on November 25, a female driver was stopped in the Chimborazo neighborhood when the suspect approached her vehicle and got into the passenger seat.  The pair drove a few blocks away to Chimborazo Park, where the suspect stole cash, a mobile phone and credit cards before fleeing on foot through the park towards the dog park area.

Investigation revealed that there was a connection between the suspect and victim. Detectives believe this was an isolated incident.

There were no injuries.

Arrest Made in Finchley Place Homicide

A Hanover County man has been arrested and charged in connection with a homicide that occurred last month on the city’s south side.

Jeffrey L. Michaux Jr., 24, of the 11000 block of Cobbs Road in Glen Allen, was arrested yesterday and charged with conspiracy to commit murder and possession of a firearm by a convicted felon.

At approximately 12:09 a.m. on November 16, officers responded to a call of shots fired in the St. John’s Wood apartment complex. Upon arrival they discovered the body of Ashley Davis, 33, of the 1000 block of Finchley Place, lying in the woods across the parking lot from an apartment building in the 1000 block of Finchley Place.

While off duty, a Richmond Police officer spotted Jeffrey Michaux, who was wanted in connection with the homicide, at a business in Hanover County. The Hanover County Sheriff’s Office coordinated with Richmond Police to take the suspect into custody and serve both warrants for the above charges.

Arrest Made in Bradford Road Homicide

The Richmond Police Department has arrested a Richmond man in connection with the March homicide of David Briggs.

Alexander S. Briggs, 19, of the 2400 block of Flint Street, was arrested Tuesday and charged with conspiracy to commit murder. He is not related to the victim.

At approximately 1:38 p.m. on March 29, officers responded to the 2100 block of Bradford Road for a report of a person shot. They located David L. Briggs, 28, of the 3400 block of Frank Road, lying on the ground with an apparent gunshot wound. Briggs was transported to a local hospital where he died of his wounds.

On Monday, December 1, officers working in the area of Ruffin Road observed Alexander Briggs, who was wanted in connection with the homicide. He attempted to flee from the officers, but was taken into custody without incident.
