 ATF Access to RPD License Plate Readers Terminated

 

In June, administrators of the Richmond Police Department’s license plate reader program learned an analyst with the Bureau of Alcohol, Tobacco, Firearms and Explosives had been granted access to the RPD system and had made queries for immigration enforcement in violation of RPD’s operational standards. The ATF analyst’s access was immediately terminated and, moving forward, no federal agencies will have access to RPD’s license plate reader program.

 

“ATF is a valued partner in our efforts to combat violent crime in Richmond. But their analyst should not have been granted access to our system — and absolutely should not have used it for immigration enforcement purposes,” said RPD Chief Rick Edwards. “I’ve been clear with the public, with city leadership, and within this department: the Richmond Police Department does not enforce federal immigration law, and we do not investigate a person’s immigration status. If ATF had formally requested access for that purpose, I would have denied it.”

 

Facts and details:

 

  • The ATF analyst requested access to the RPD license plate reader program on February 7, 2025, to “assist our agents and TFOs [Task Force Officers] with investigations in and around Richmond.”
  • At that time of their request, the ATF was not actively involved with immigration enforcement.
  • The RPD administrator of the program granted access to the ATF analyst.
  • The RPD administrator of the program has since separated from the department.
  • In March 2025, the mission of the ATF changed to include immigration enforcement.
  • In early March, four detainees from an ICE detention facility in Farmville, Virginia escaped. In the effort to assist the investigation, the ATF analyst made numerous inquiries to RPD’s license plate reader program in an effort to apprehend the escapees.
  • Overall, the ATF analyst queried 49 unique license plates receiving over 400 results to those inquiries.  Over a quarter of the results received related to the incident in Farmville. 
  • The cases involved in the ATF analyst’s queries were a mixture of a) cases that the ATF traditionally investigates with RPD and other partners, e.g. firearms offenses and/or violent crime, regardless of a subject’s immigration status (35 of the 49 unique license plates) and b) cases that Homeland Security Investigations (HSI) pursues regarding immigration enforcement (14 of the 49 unique license plates).  According to the ATF, all of those cases in the second group involved individuals that had committed a crime or had a criminal background.
  • The analyst did not include the name of the state for a license plate query which produced a result from a different state for the same license plate numbers and letters. According to the ATF, all queries made using the system were for investigations in the state of Virginia. Pursuant to the new Virginia law taking effect on July 1, 2025, other states no longer have connections to Virginia license plate information.
  • On June 11, the new RPD administrator received an alert from Flock Safety, the vendor of the license plate readers, that two searches from the ATF analyst inadvertently accessed Illinois vehicle data with “ICE” in the query field which is a violation of Illinois law.
  • Within five minutes of the new RPD administrator recognizing the ATF analyst had access to the RPD system and was using it in violation to RPD guidelines, the administrator terminated the ATF analyst’s access to the system.
  • An immediate audit was conducted to ensure no other federal partner or other user outside of RPD personnel had access to the license plate reader program. No other user was found to have access.
  • The new administrator began an internal investigation on how and when access was granted to the ATF analyst by the previous, departed manager.
  • Last Wednesday, RPD received a media request to discuss “a set of Flock license plate searches the Richmond PD ran from around March 31- April 9, 2025. These searches show ‘ICE’ in the Flock Safety audit log Reason field.” Upon receiving this request, a more comprehensive investigation was conducted by RPD leadership.
  • ATF officials were invited to Richmond Police Headquarters to discuss the matter. Yesterday, the ATF officials and the ATF analyst met with Chief Edwards and senior command staff. ATF agreed to provide more data on the searches they conducted.
  • ATF states that no apprehensions occurred solely off the information obtained by the ATF analyst using the RPD license plate reader technology. 

 

“We value our partnership with the Richmond Police Department and regret that this situation occurred,” said ATF Special Agent in Charge Anthony Spotswood. “Our ATF analyst accessed RPD’s system in support of ATF’s overall mission and although all the queries involved criminal activity, they were not in compliance with RPD’s guidelines. While our investigative analysts support both criminal and immigration-related efforts, the majority of these searches were directly tied to local investigations involving gun trafficking, violent offenders, and fraudulent firearms purchases. In one instance, a potential residency violation may have prompted the use of ‘ICE’ in a search field — but all queries were related to criminal activity, not civil immigration enforcement.”

 

“It is frustrating this occurred. However, I appreciate ATF’s willingness to acknowledge what happened and clarify the nature of the searches,” said Chief Edwards. “We remain committed to working with our federal partners on the investigation and prosecution of violent crime. But moving forward, no federal agencies will have access to our license plate reader program. This tool is vital to solving serious crimes in our city, and we will ensure it is used lawfully, responsibly, and in alignment with Richmond’s values.”

Today at approximately 7:41 a.m., officers were called to the 1600 block of Rosecrest Avenue for a welfare check. Officers arrived and located an adult female inside the residence, down and unresponsive, having suffered an apparent gunshot wound. She was pronounced dead at the scene.

 

The Medical Examiner will determine the cause and manner of death.

Fourth of July Road Closures and No Parking Zones

The Fourth of July celebration at Byrd Park will bring changes to traffic with numerous road closures and “No Parking” zones in effect on Friday, July 4.

The Fourth of July concert and fireworks show at the Dogwood Dell Amphitheater from the Richmond Department of Parks, Recreation and Community Facilities will impact roads in the area from 11 a.m. to 11 p.m. All times are subject to change. Several roads in Byrd Park will be closed and parking will not be permitted. The weekend vehicle entrance closures in Byrd Park will be in effect through Friday, July 4. Other streets in the Byrd Park and Carillon neighborhoods will have restricted parking. The Boulevard (Nickel) Bridge will be closed to vehicles to accommodate the event.

Pedestrian Identified in Broad Rock Boulevard Fatal Collision

The Richmond Police Department’s Crash Team investigators have identified the male pedestrian who was killed in the fatal crash that occurred yesterday on Broad Rock Boulevard as Oswaldo Garcia Perez, 56, of Richmond.

At approximately 9:13 p.m., officers were called to the 2600 block of Broad Rock Boulevard for the report of pedestrian struck by a vehicle. Officers arrived and found the male, Garcia Perez, down and injured in the roadway. He was transported to a local hospital where he was pronounced dead.

The Medical Examiner will determine the cause and manner of death.

The driver of the striking vehicle remained at the scene and called 911.

The RPD Crash Team responded to the scene and determined the pedestrian was crossing the roadway in the middle of the block when he was struck by the vehicle in the travel lane.

Los investigadores del Equipo de Accidentes del Departamento de Policía de Richmond (RPD) han identificado al peatón que murió en el accidente que ocurrió ayer en Broad Rock Boulevard como Oswaldo García Pérez, de 56 años, habitante de Richmond.

Aproximadamente a las 9:13 p.m., los agentes fueron llamados a la cuadra 2600 de Broad Rock Boulevard, debido al reporte de un peatón atropellado por un vehículo. Los agentes llegaron y encontraron a García Pérez tendido y herido en la calle. Fue transportado a un hospital local donde fue declarado muerto.

This investigation is on-going, detectives are not looking for any suspects at this time.

Person of Interest Sought in Coalter Street Homicide Investigation 

Richmond Police detectives are asking for the public’s assistance in locating this individual who is a person of interest in a homicide investigation that occurred last month.

Adwin Zuri, 38, of Charles City, is a person of interest in relation to the homicide of Terrence Smith that occurred in the 1300 block of Coalter Street. Photo attached.

At approximately 11:00 a.m., Sunday, May 18th, officers were called to the 1300 block of Coalter Street for the report of a shooting. Officers arrived and located an adult male, Smith, in a residence down with apparent gunshot wounds. The victim succumbed to his injuries at the scene.

Detectives with the Major Crimes division are investigating.

Victim Identified in Chamberlayne Avenue Crash and Homicide

Richmond Police detectives have identified the victim in the shooting and crash investigation on Chamberlayne Avenue this morning as Antonio Nixon, 45, of Richmond.

At approximately 1:38 a.m., officers were called to the 2300 block of Chamberlayne Avenue for the report of a crash with an injury. Officers arrived and located an adult male, Nixon, the driver and sole occupant of a vehicle, which had collided with a tree and structure after leaving the roadway northbound near West Graham Road. He was unresponsive and was pronounced dead at the scene.

The RPD Crash Team responded to the scene to investigate. During the investigation, a bullet hole was located on the vehicle. The Major Crimes Division responded and determined Nixon had suffered an apparent gunshot wound.

The Medical Examiner will determine the cause and manner of death.

Victim Identified in Fatal Collision on Chippenham Parkway

Yesterday at approximately 4:42 p.m., Richmond Police Department officers were called to Chippenham Parkway, south of the Huguenot Road interchange, for the report of a three-vehicle collision. Officers arrived and found a vehicle traveling northbound had crossed the median and collided with two vehicles which were traveling southbound.

An adult female and two males, drivers and sole occupants of the vehicles, were transported to a local hospital with injuries that were considered life threatening. The female succumbed to her injuries at the hospital. She has been identified as Tiana Baker, 31, of Chesterfield County.

The RPD Crash Team responded and are investigating the cause of the collision. At this time, charges have not yet been placed. The investigation continues.

Operation Safe Summer Begins

Operation Safe Summer Begins

The Richmond Police Department has launched Operation Safe Summer (OSS), a collaborative effort by local, state, and federal law enforcement agencies led by the RPD to suppress violent crime and increase public safety throughout Richmond.

This comprehensive approach, slated to continue through early September, aligns with the ‘Hotspot’ location strategy of Chief Rick Edwards. The Hotspot locations are areas of clustered reports of gun violence. Chief Edwards has devoted focused enforcement and officer visibility in these areas to deter violent crime and Operation Safe Summer will use this research in a targeted approach. Operation Safe Summer will include the following:

  1. State partnership. In collaboration with RPD, Virginia State Police will support by providing State Troopers and patrol cars within the city, focusing on violent crime Hotspot areas in alignment with existing department strategies.
  2. Federal partnerships. The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), the Federal Bureau of Investigation (FBI), the United States Department of Justice (DOJ) and the United States Marshals Service (USMS) will work in partnership with RPD combining resources to identify, investigate, and prosecute the most significant drivers of gun violence and other violent crime.
  3. Local partnership. The Richmond Office of the Commonwealth’s Attorney will work in partnership with RPD in investigative consultations and prosecutions of subjects identified through this Operation. Other groups, such as Richmond Community Mediators, the RPD Chaplain program and the Trauma Healing and Response Network, among others, will all work to contribute to the safety of the public. Richmond Public Schools will be continuing their effective work with key partners like ChildSavers and Communities in Schools to provide resources. The Department of Justice Services is continuing to convene the city’s Gun Violence Prevention and Intervention Steering Committee which established the GVPI Hotline of (804) 646-5987.
  4. Community partnership. Meaningful law enforcement engagement with the community is essential to building trust and earning legitimacy and is a core value of the department. RPD Community Pop-Up events provide activities and resources to families as part of the strategy to prevent violent crime. The next event is scheduled for tomorrow, Tuesday, June 3, at 5 p.m. in the Fairfield Court community in the 2500 block of Phaup Street. Also taking place every month are Command Staff Community Walks to foster relationships with community members and accept input and feedback. The next Community Walk is scheduled for Wednesday, June 18 in Sector 111.
  5. Invest in and distribute gun safes. RPD has utilized American Rescue Plan grant funding to make gun safes available for Richmond families who may have a firearm at home and want to store it safely. Individuals can request gun safes by calling (804) 516-0451.
  6. Positive Environments for Youth. The Department of Parks, Recreation and Community Facilities offers a variety of summer programs for children and youth at no/low cost. Space is still available in many PRCF camps. Additionally, PRCF is bringing back "Late Night Gym," which will begin this Friday and operate from 6 – 10 p.m. on Friday and Saturday evenings through Labor Day weekend at the Gill Center, Southside Community Center, and Bellemeade Community Center.

“We have a city-wide strategy for a safer summer for all of us in Richmond,” said Chief Rick Edwards. “We thank the city agencies and all our partners for contributing their valuable energy and skills in this Operation, but it is the role of the community that can be most important. Together we can make this the safest summer for all of us.” citizens to safely store their firearms and lock their vehicles to support the violent crime reduction work.

Pedestrian Identified in Fatal Collision on Hull Street Road

The Richmond Police Department Crash Team has identified the pedestrian who was struck while crossing Hull Street Road as Rogelio Garcia, 54, of Richmond.

Yesterday at approximately 9:23 p.m., officers were called to the 5200 block of Hull Street Road for the report of a vehicle striking a pedestrian. Officers arrived and found an adult male, Garcia, in the roadway. He was transported to a local hospital, where he succumbed to his injuries.

The RPD Crash Team responded to the scene and determined Garcia, was not in a crosswalk, and was crossing Hull Street Road northbound when a vehicle being operated westbound struck him. The driver fled the scene.

The investigation continues.

“I was so saddened to hear about a City of Richmond Department of Public Works employee who was wounded while doing his job,” said Mayor Danny Avula. “Guns are taking a serious toll on people, and it's not okay.”

 

At approximately 1:36 a.m., officers were called to the 00 block of North 18th Street for the report of a person shot. Officers arrived and found an adult male City of Richmond worker, on duty at the time, who had suffered an apparent gunshot wound. He was transported to a local hospital with an injury that was not considered life threatening.

 

Detectives with the Major Crimes Division responded to investigate. Detectives have determined a confrontation among other persons in front of a business resulted in a suspect or suspects shooting at a departing vehicle. The victim was near the departing vehicle in a City of Richmond Department of Public Works trash collection truck when he was injured by gunfire.

 

“This is heartbreaking and is exactly why I am elevating this issue through my newly established Office of Gun Violence Prevention. Every Richmonder deserves to feel safe, whether you're out with friends or out collecting trash at 1:30 in the morning,” continued Mayor Avula.

WHAT:            Richmond Police Department Command Staff Community Walk

 

WHEN:            5 p.m., TODAY, May 21

 

WHERE:          The meeting location is the 3000 block of Hanes Avenue near Brookland Park Boulevard at 5 p.m.

 

Richmond Police Department command staff and Fourth Precinct officers will walk along Hanes Avenue in the Brookland Park neighborhood in Sector 412 to interact with residents and offer crime prevention tips. Information on reporting loitering and drug activity will be shared with neighbors. This RPD event will engage residents to better understand their needs and hear their concerns and suggestions for improvements in public safety.

 

BACKGROUND:

This walk is part of a series as the RPD Command Staff walks and talks with residents throughout the various city precincts which has been a longstanding tradition of the department. The RPD is committed to cultivating opportunities for open dialogue and building relationships with citizens that extend beyond the response to emergencies.

Suspect Sought in Series of ABC Store Thefts

 

Richmond Police detectives are asking for the public’s assistance in identifying a suspect involved in a series of thefts at Virginia ABC stores within the city.

Over the past several weeks, the suspect has been involved in multiple incidents at the following locations:

 

  • 4118 W. Broad Street
  • 1901 W. Main Street

 

In each case, the suspect entered the store, filled a shopping basket or cart with multiple bottles of alcohol, and left without attempting to pay. Surveillance footage shows the suspect dressed in both traditionally male and female attire on different occasions. Surveillance images of the suspect are included below.

Suspect Charged in West Broad Street Homicide Investigation

Richmond Police detectives have charged the suspect in the homicide of a juvenile female who was found in a park along the James River last month.

Austin Akers-Reid, 19, of Halifax, has been in custody since April on charges of robbery and use of a firearm in the commission of a robbery. He has now been charged with murder, use of a firearm in the commission of a murder and concealment of a dead body. His booking photo is attached.

On Thursday, April 17 at approximately 10:05 p.m., officers were called to Ancarrow’s Landing on Brander Street for the report of a person down. Officers arrived and found a juvenile female, 17, of North Chesterfield, down and unresponsive. She had suffered an apparent gunshot wound and was pronounced dead at the scene.

Detectives determined the incident was connected to a scene on West Broad Street the previous day. On Wednesday, April 16 at approximately 6:38 a.m., officers were called to a parking deck in the 2000 block of West Broad Street for the report of a suspicious situation. Officers arrived and collected evidence that they connected to the homicide investigation.

“Detectives determined this was a tragic case involving known parties which was not connected to other investigations,” said RPD Chief Rick Edwards. “Yet, it was particularly disturbing to the public due to the location of the final crime scene. I applaud the swift arrest and charges in this investigation.”

BACKGROUND:         Each year law enforcement agencies across the country honor those who                                         gave their lives in the line of duty during National Police Week.

                                   

                                    This year’s observance is May 11 through May 17. National Police Week activities offer opportunities of remembrance and honor while allowing law enforcement, survivors, and the public to gather and pay homage to those who gave their lives in the line of duty.

                                   

                                    Chief Rick Edwards, the Richmond Police Department and community members will honor Richmond’s fallen officers and also remember those who served the department and passed away in 2024 and to-date in 2025. Family members of Richmond’s fallen officers will be in attendance to lay a wreath at the memorial stone.

                                   

                                    Members of the public and the media are invited to attend.

Richmond Police detectives have identified the victim in the homicide on Westover Hills Boulevard as Ebony Allen, 42, of Richmond.

At approximately 8:07 p.m., Sunday, May 4, officers were called to the 600 block of Westover Hills Boulevard for the report of a person shot. Officers arrived and located an adult female, Allen, inside of a vehicle with an apparent gunshot wound. She was transported to a local hospital where she succumbed to her injuries.

Arrest Made, Victim Identified in Walmsley Boulevard

Richmond Police detectives have identified the victim in the fatal shooting that occurred last month as Donavan Depriest, 23, of Richmond, and detectives have made an arrest.

Michael Davis, 37, of North Chesterfield, has been charged with murder, use of a firearm in the commission of a felony, and possession of a firearm by a felon. His booking photo is attached.

At approximately 11:15 p.m., Thursday, April 10, officers were called to the 3400 block of Walmsley Boulevard for the report of a person shot. Officers arrived and located an adult male, Depriest, down on the ground with an apparent gunshot wound. He was transported to a local hospital where he succumbed to his injuries.

The Medical Examiner will determine the cause and manner of death.

At approximately 2:42 p.m., Tuesday, April 29, officers were called to the 2100 block of Broad Rock Boulevard for the report of a person down. Once on scene, officers located an adult female, Arana-Roche, down in a wooded area. She was pronounced dead at the scene.

Hull Street Fatal Collision Investigation

The Richmond Police Department Crash Team is investigating the fatal collision involving two vehicles that occurred on Hull Street this morning.

At approximately 1:15 a.m., officers were called to a collision in the 00 block of Hull Street. A vehicle being operated at a high rate of speed southbound collided with a vehicle traveling in the northbound lane.

One of the drivers, an adult male, was transported to a local hospital for treatment, but later succumbed to his injuries.

The investigation continues.

Riverside Drive Death Investigation

Yesterday at approximately 6:03 p.m., officers were called to the 5000 block of Riverside Drive for the report of a person down in the James River, just upriver from the Boulevard Bridge. Officers, along with the Richmond Fire Department, and emergency medical personnel, located an adult male lying on a rock/concrete pad approximately 20 yards from the riverbank on the south side of the river.  He was pronounced dead at the scene.

Motorcyclist Identified in Semmes Avenue Fatal Single-Vehicle Collision

Richmond Police detectives have identified the motorcyclist involved in the fatal single-vehicle collision on Semmes Avenue on Monday as Johnson Chen, 23, of California.

At approximately 10:49 p.m., Monday, April 21, officers were called to the intersection of South Ninth Street and Semmes Avenue for the report of a motorist who had veered off the road. Officers arrived and found an adult male, Chen, down and unresponsive. He was pronounced dead at the scene.

The Medical Examiner will determine the cause and manner of death.

The RPD Crash Team responded and determined Chen was operating the motorcycle southbound on the bridge at South Ninth Street and Semmes Avenue when he veered off the roadway. Initial information provided to investigators indicated the motorcycle was being operated in a reckless manner prior to the crash.
