Victim Identified in St. James Street Homicide Investigation
Richmond Police detectives have identified the victim in the homicide that occurred yesterday on St. James Street.
At approximately 5:05 p.m., officers were called to the 1000 block of St. James Street for the report of shooting. Officers arrived and located an adult male, Toney Garrett, 23, of Richmond, down and unresponsive on the grass between buildings. He had suffered an apparent gunshot wound and was pronounced dead at the scene.
The Medical Examiner will determine the cause and manner of death.
