Devon C. Higgins, 21, of the 5800 block of the Kirkstone Circle, and Keeshawna M. Branch, 22, of the 2200 block of Keswick Avenue, were arrested yesterday around 1 a.m.

Higgins has been charged with malicious wounding and use of a firearm in the commission of a felony. Branch has been charged with conspiracy to commit malicious wounding. Photos of Higgins and Branch are attached.

Early Monday morning, First Precinct Officer Brian Wilson conducted a traffic stop for a vehicle with defective equipment. Driving the vehicle was Devon Higgins and his female passenger was Keeshawna Branch. Because of the excellent detective work in the case, Higgins and Branch already had warrants outstanding for the shootings. Officer Wilson quickly made the arrests without incident.
