Fan Neighborhood Walk Through

 Chief Ray J. Tarasovic and the Department’s Command Staff will join Third Precinct Sector 313 Lt. Erlan Marshall for a walk through the Fan neighborhood this afternoon.

Officers will meet at 2 p.m. today in the rear parking lot at Fifth Baptist Church at 1415 W. Cary St., and spread out through the neighborhood from there.

They will talk with residents about crime trends in the area and focus on building stronger relationships and civic engagement with citizens.

Command Staff members and officers will also talk safety tips and ask what residents would like to see more of from Richmond Police.

The media is encouraged to attend.

Guard Beaten Surveillance Video

Guard Beaten Surveillance Video

Richmond Police Department detectives are still seeking information from the public to help identify and find the man in the surveillance video who attacked and robbed a security guard in November, 2013.

Shortly before 11 p.m., Saturday, November 23rd, the man attacked the guard in the 2400 block of West Cary Street. He stole the guard’s wallet and cash.

The surveillance video shows a black male park and exit from a Chevy Suburban and approach the guard from behind before punching, kicking and robbing him. The vehicle, probably from the 2006 or 2007 model year, is dark in color, possibly dark blue.

Arrests Made in West Grace Street Robbery

Three Chesterfield males have been arrested for a robbery that occurred earlier this month on West Grace Street.

At approximately 12:25 a.m. Friday, February 7, three men assaulted and robbed a victim in the 800 block of West Grace Street.

Just after midnight this past Sunday, VCU Police spotted two individuals matching the suspect descriptions and detained them for questioning. They soon identified the men as suspects in the robbery.

Arrested were Ronald L. Banks, Jr., 18, of the 4800 block of Newbys Mill Terrace and Marvin M. McClelland, 19, of the 1000 block of Pineville Road. Their photos are attached. They have been charged with robbery.

Richmond Police detectives interviewed the suspects and were able to identify the third male involved in the incident, a 17-year-old juvenile male. Officers located and arrested him today.

Person of Interest Detained in Mandalay Road Homicide

A person of interest who is believed to have information about the Mandalay Road homicide has been detained in Georgia.

Richmond Police detectives had been looking for Lionel Carter, III, 23, of the 600 block of Westover Hills Boulevard, because they believe he may have information about the fatal shooting of Kadijah N. Stewart.

Stewart, 19, of the 700 block of Luton Lane, was found shot to death inside a vehicle on Jan. 31 in the 2200 block of Mandalay Road.

Carter—who was wanted on several warrants unrelated to this homicide--was arrested without incident in DeKalb County, Georgia, early Sunday morning by the Fugitive Task Force there. He will have an extradition hearing before being transported back to Richmond.

Stolen Fire Truck Arrest

Richmond Police detectives have arrested a man in connection with the theft of a city fire truck earlier this month.

Zachary D. Oakey, 20, of North Chesterfield, has been charged with burglary and grand larceny, in connection with the crime. A mugshot is not available.

The incident occurred sometime between 4 p.m. and 6 a.m. from Feb. 3 to Feb. 4 at the city’s garage in the 1600 block of Commerce Road.

This investigation remains ongoing and more arrests are possible.

Serial Bank Robber Arrest

A grand jury indicted a man and woman last week in connection with four city bank robberies in November and December.

Jerry L. Henderson, 37, of the 3300 block of Edgewood Avenue, and Latoya C. Heath, 25, of the 3000 block of Woodrow Avenue, were both indicted on four counts of robbery and two counts of conspiracy to commit robbery. Their mugshots are attached.

The pair was indicted in connection with the below robberies:

*Nov. 21 at the SunTrust Bank, 3022 W. Broad St.,
*Dec. 4 at the Gateway Bank, 5300 Patterson Ave.,
*Dec. 11 at the BB&T, 5707 Patterson Ave., and

*Dec. 17 at the New Generations Credit Union, 1700 Robin Hood Road.

Update Hull Street Homicide

Richmond Police detectives have identified last night’s homicide victim as Mark A. Burton, 36, of the 500 block of Patrick Avenue.

At approximately 10:09 p.m. Sunday, officers received a call for a person shot in the 3600 block of Hull Street. When officers arrived, they found Burton dead inside a building.
