Missing Man Sought

The Richmond Police Department is asking for the public’s help in locating Terry L. Higgins. His photo is attached.

Higgins, 59, was last seen yesterday at his residence in the 3800 block of Chamberlayne Avenue. He has difficulty communicating and is believed to be endangered.

Higgins is described as a white male with gray hair and brown eyes, 5-foot, 8-inches tall, weighing approximately 232 pounds. He was wearing a blue T-shirt and gray sweatpants when he was last seen.

Richmond Man Arrested in Arson and Attempted Murder

A Richmond man was arrested this morning in connection with an arson that occurred last summer on Clarkson Road.

Brandon S. Brown, 22, of the 3200 block of Logandale Avenue, has been charged with arson and attempted murder. His booking photo will be released when it becomes available.

At approximately 8:32 p.m. on August 9, the Richmond Fire Department responded to a call in the 1400 block of Clarkson Road, and found a fire burning inside an apartment. Officers from the Richmond Police Department responded to assist.

Investigation revealed that Brown reportedly set the fire inside the home after locking a woman inside another room of the apartment. The woman managed to escape the building uninjured.

Arrest Made in Chamberlayne Avenue Homicide

A Henrico man wanted in connection with the murder of Nathaniel Bullock surrendered to authorities this morning at the Richmond Justice Center.

Miquel D. Olivis, 24, of the 400 block of Newbridge Terrace in Henrico County, was arrested without incident and charged with first-degree murder and use of a firearm in the commission of a felony. Both charges are felonies. His photo is attached.

Richmond Police detectives thank the community for the numerous tips and information provided which led to this arrest, and the U.S. Marshals Regional Fugitive Task Force for its assistance in the search for Olivis.

At approximately 7:12 a.m. on February 22, officers were called to an apartment complex in the 3000 block of Chamberlayne Avenue for a report of a man down. They found Nathaniel A. Bullock, 26, of the 3000 block of Chamberlayne Avenue lying in the parking lot. He had been shot in the head. He was transported to a local hospital where he was pronounced dead at 7:41 a.m.

Witnesses said they heard a loud argument followed by gunfire. There is no connection between this homicide and the double homicide that occurred on February 20 in the 2900 block of Chamberlayne Avenue.

The Richmond Police Department is asking for the public’s help in locating Willis E. Harris, who was reported missing yesterday. His photo is attached.

Harris, 81, wandered away from his home in the 2900 block of Decatur Street. He suffers from several health conditions and may appear confused.  

Harris is described as a black male with gray hair, 5-foot, 4-inches tall, weighing 140 pounds. He was last seen wearing a brown hat, brown corduroy pants, a golf sweater and a gray coat with fur.

Suspect Wanted in Chamberlayne Avenue Homicide

Richmond Police detectives are asking for the public’s help to locate a man wanted for the murder of Nathaniel Bullock last Monday morning in the Ginter Park neighborhood.

Miquel D. Olivis, 24, of Henrico, is described as a black male, who is 5-foot-10-inches tall and weighs approximately 180 pounds. He has black hair and brown eyes.

Olivis is wanted on charges of first-degree murder and use of a firearm in the commission of a felony in Richmond. He also has outstanding warrants from Henrico County.

Olivis is considered armed and dangerous. Detectives urge citizens to call 911 if they see him and stress that he should not be approached.

BACKGROUND:            Chief Alfred Durham and representatives from the Richmond Commonwealth’s Attorney’s Office and the YWCA of Richmond will speak on 2016 homicides, specifically those resulting from domestic violence. 
 
                                        Information about these cases and their ties to domestic violence will be shared. Officials will also discuss a new, proactive approach officers responding to domestic violence calls will pursue going forward in an effort to connect victims with resources.

Suspect Sought in Tampering with Auto

Richmond Police detectives need the public’s help to identify the suspect in the attached photo who was seen rifling through a parked vehicle last week on the city’s south side.

The victim reported that shortly before 10 p.m. on February 16 a man was seen going through the interior of her car, which was parked in the 1200 block of West 47th Street. A friend of the victim confronted the man, who began to walk away through an alley toward West 46th Street. Nothing was taken from the vehicle.

The suspect is described as approximately 6-feet tall and weighing 185 pounds. He wore a black jacket with a gray hoodie underneath, dark pants and a black ski mask covering the lower half of his face.  This individual is a potential person of interest in several thefts from vehicles and motor vehicle thefts in the Forest Hills and Westover Hills areas.

A Richmond man wanted in connection with a double homicide that occurred last Saturday on Chamberlayne Avenue has been arrested.

Dennis Moore, 36, of the 1900 block of Accommodation Street, was arrested today and charged with breaking and entering and possession of a firearm by a convicted felon. Both charges are felonies. He turned himself in this afternoon at Richmond Police Headquarters. His booking photo will be released when it is available.

Around 3:05 a.m. on Saturday, February 20, officers were called to an apartment complex in the 2900 block of Chamberlayne Avenue for a report of a man down. In an interior hallway, they found the body of Cory J. Holmes, 40, of the 1300 block of Coalter St. He had been shot multiple times.

Inside a nearby apartment, they found a female, Marquetta Y. Harris, 39, of the 2900 block of Chamberlayne Ave., who had been shot multiple times. She was transported to a local hospital where she later died. They also found a pre-school age child in the apartment who was uninjured.

This incident is not believed to share any direct connection with a homicide that occurred this morning in the 3000 block of Chamberlayne Avenue.

Richmond Police detectives are asking for the public’s help in locating a suspect in a double homicide that occurred last Saturday on Chamberlayne Avenue.

Dennis Moore, 36, is a 6-foot, 3-inch tall, dark-skinned black male, weighing approximately 175 pounds. He is known to frequent the area of Mosby Court. His known aliases include “Joe” and “Black”.

Moore is believed to be armed and dangerous. Detectives urge citizens to call 911 if they see him, and stress that he should not be approached.

Chamberlayne Avenue Homicide

Richmond Police detectives are investigating a homicide that occurred this morning on the city’s north side.

At approximately 7:12 a.m., RPD officers were called to an apartment complex in the 3000 block of Chamberlayne Avenue for a report of a man down. They found Nathaniel A. Bullock, 26, of the 3000 block of Chamberlayne Avenue, lying in the parking lot. He had been shot in the head. He was transported to a local hospital where he was pronounced dead at 7:41 a.m.

RPD detectives have spoken to witnesses who say they heard a loud argument followed by several gunshots. They don’t believe there is any direct connection between this morning’s homicide and the double homicide that occurred two days earlier, a block away, in the 2900 block of Chamberlayne Avenue.

Suspect Sought in Theft of Cash, Tequila

Richmond Police detectives need the public’s help to identify the suspect in the attached photos who broke into a restaurant and stole cash and tequila this month.

At approximately 6 a.m. on Monday, February 15, the man in the photos entered The Camel restaurant and music venue, located at 1621 W. Broad St., from a rear door. He stole cash and several bottles of liquor, including Patrón tequila.

The suspect is described as a black male with a large build and a mustache. He wore a knit cap and a hooded sweatshirt.

Pedestrian Fatality, Hit & Run

The Richmond Police Department is investigating a deadly hit and run that occurred yesterday afternoon on the city’s south side.

At approximately 12:30 p.m., Saturday, February 20, Christopher A. Griffin, 55, of the 2000 block of Riverside Drive was attempting to cross Semmes Avenue southbound near the intersection with Cowardin Avenue when he was struck and killed. The incident occurred in the 1900 block of Semmes Avenue about 300 feet west of the intersection.

The vehicle that struck him, an Audi TT convertible travelling eastbound, continued on without stopping. It was later located in the 2800 block of East Leigh Street. The owner/driver of the vehicle was arrested.

John B. Spence, 65, of the 2800 block of East Leigh Street has been charged with Felony Hit and Run. RPD investigators are consulting with the Commonwealth Attorney’s Office and other charges are expected to be filed.

RPD to Promote Fourteen Officers from within its Ranks

The Richmond Police Department is pleased to announce the promotions of 14 officers to the ranks of deputy chief, major, captain, lieutenant and sergeant at 10 a.m. tomorrow, February 19 at the Richmond Police Training Academy, 1202 W. Graham Road.

Major Dwight C. Jones will join Chief Alfred Durham for the promotion of one new deputy chief, two new majors, three new captains, four new lieutenants and four new sergeants. Between them, these officers have more than 250 years of experience with the Richmond Police Department.

Missing Man Sought

The Richmond Police Department is asking for the public’s help in locating a man who has been missing for one week, Eric L. Bambacus. His photo is attached.

Bambacus, 55, was last seen on Wednesday, February 10, after walking away from the Chamberlayne Assisted Living Facility in the 3200 block of  Chamberlayne Avenue. He is described as white male, 5’-8” tall, weighing about 190 pounds with brown/grey hair and mustache.

He has been known to wander Richmond, Henrico and Chesterfield and take refuge in abandoned buildings.

Arrest Made in Homicide of Child

Arrest Made in Homicide of Child

Richmond Police detectives have charged a woman as a result of a homicide investigation involving a three-year-old girl.

At approximately 4:38 a.m. on Monday, February 15, officers were called by the Richmond Ambulance Authority to the 3900 block of Chamberlayne Avenue for a call of a child who was unconscious but breathing.  The child, Latrice Walden, 3, of the 5800 block of Orcutt Lane, died from her injuries after being transported to a local hospital.

Detectives from the Major Crimes unit responded to investigate the suspicious death and charged Danielle L. Turner, 24, of the 3900 block of Chamberlayne Avenue, with felony child neglect.  Additional charges are pending in connection to the death of Walden. Her photo is below.

Additional Assistance Sought in Illusions Night Club Homicide

A Richmond man has been indicted on multiple charges in connection with a fatal shooting that occurred on January 18 at the Illusions Night Club. Richmond Police detectives are now appealing to the public for additional information from the night of the homicide.

Trevell A. Harvey, 27, of the 2400 block of Third Avenue, was arrested January 19 in a joint effort by Henrico County Police and the U.S. Marshals Regional Fugitive Task Force. On January 27, he was indicted by a multi-jurisdictional grand jury and charged with first-degree murder, aggravated assault and two counts of use of a firearm in the commission of a felony. His photo is attached.

“There were hundreds of people in the club that night,” said Major Crimes Detective Jamie Baynes. “If anyone who was there saw the shooting or recorded any images from the club, please contact me as any additional pieces of information could assist in the investigation.”

At approximately 1:00 a.m., shots were fired inside the club located in the 6300 block of Midlothian Turnpike. Several RPD officers, who were working off-duty there, entered the club and discovered the body of Jerquell Cheatham, 21, of the 700 block of Everett Street. He had been shot.

Officers identified two others who were injured – a male with a gunshot wound, and a female who had been struck by a car in the club parking lot. Both persons were transported to a local hospital with non-life threatening injuries.

Motorists in Fatal Collision Identified

The Richmond Police Department has identified the two victims in Sunday’s fatal collision as Felipe Estebar, 28, of the 1700 block of Clarkson Road and Albino Velazquez-Perez, 30, of the 1500 block of Clarkson Road.

At approximately 5:13 p.m., Estebar was operating a Honda Civic westbound on Clarkson Road through the intersection with Warwick Road when it was struck by a Ford Expedition that was traveling northbound on Warwick Road.

Velazquez-Perez was pronounced dead at the scene. Estebar was transported to a local hospital where he died.

The two occupants of the Expedition were transported to a local hospital with injuries that were not considered life threatening.

Warwick Road has the right-of-way at that intersection. The Richmond Police Department Crash Team is still investigating and is in consultation with the Commonwealth’s Attorney’s Office.

Triple Shooting Investigation

The Richmond Police Department is investigating the shooting of three juvenile males that occurred yesterday evening.

Thursday at approximately 6:04 p.m., officers were called to the intersection of East 13th and Decatur streets for the report of a shooting.

Officers arrived in the area and on East 13th Street found a victim who was suffering from an apparent gunshot wound. He was transported to a local hospital with an injury that was not considered life threatening.

Other officers found two other victims of apparent gunshot wounds in the 1900 block of Albany Avenue. The victims were transported to a local hospital with injuries that were not considered life threatening.

The males reported they were walking in the 200 block of East 18th Street when a red sedan pulled up and a passenger fired shots at them. The vehicle drove from the area towards Jefferson Davis Highway.

Detectives are investigating and have very strong leads in this case. Detectives do not believe the incident was random.

Thorndale Lane Homicide and Death Investigation

The Richmond Police Department has identified the victims from last night’s double shooting on Thorndale Lane.

At approximately 9:52 p.m., officers were called to 5748 Thorndale Lane for a report of a shooting. Officers arrived and located two males in the residence that were suffering from apparent gunshot wounds.

The homicide victim, Veka “Shawn” Chham, 30, of the 300 block of South Dearing Avenue, Fresno, California, was located in an upstairs room. He was transported to a local hospital where he died.

The other male, Akeem J. Williams, 30, of the 300 block of East 11th Street, Richmond, was found dead on the first floor of the building.

The Medical Examiner will determine cause and manner of the deaths.

Detectives are investigating this incident as being possibly drug-related. The investigation continues. Detectives have initially categorized it a homicide (Chham) and a death investigation (Williams). Detectives are collecting evidence and speaking to neighbors and are working strong leads in this case.

Suspect Sought in Cash Register Larceny

Richmond Police detectives need the public’s help to identify the suspect in the attached photos who took money from a cash register last week.

At approximately 10:57 p.m. on Wednesday, February 3, the man in the photos stood in the checkout line at the Martin’s Food Market, located at 3522 West Cary Street. When the customer in front of him paid and the employee opened the register, the suspect reached into the open drawer and took cash. He was seen leaving the area on foot towards Ellwood Avenue.

The suspect is described as a black male, 40-50 years of age, 5’8” tall and weighing approximately 150 pounds. He is bald with a grey goatee.

The Richmond Police Department will host four Community Job Fairs at locations
across the city over the next two months and invites citizens seeking employment to
attend.

Job seekers will be able to attend seminars, get help writing a resume, and meet with potential employers from the Richmond area. The Richmond Police Department, Greater Richmond Transit Company (GRTC), Virginia Department of Corrections, Sunoco and Puritan Cleaners are among the employers attending. Computers will be available on site so job seekers can apply for jobs electronically.

The Richmond Police Department is investigating a homicide-suicide that was discovered following a report of a person down yesterday morning.

At approximately 7:57 a.m. on February 3, officers responded to the 1300 block of East Cary Street where they found Richard Burton, 58, of the 1800 block of Heckler Street in Henrico County, suffering from what appeared to be a self-inflicted gunshot wound. The Office of the Chief Medical Examiner ruled the manner of death suicide.

Investigation of that incident led detectives to conduct a welfare check on Mr. Burton’s girlfriend. At 6:24 p.m. yesterday, officers responded to the residence in the 2400 block of Burton Street. Inside they located the body of Velda L. Garner, 57, of the 2400 block of Burton Street, who had suffered an apparent gunshot wound.

The case remains under investigation.

Victim of Richmond-Henrico Turnpike Shooting Dies

The victim of a late-January shooting in the Brookland Park neighborhood has died, and the incident is now being investigated as a homicide.

At approximately 10:12 p.m. on January 27, officers responded to a call for random gunfire in the 3100 block of Richmond-Henrico Turnpike. When they arrived, officers quickly located Ericelle C. Coleman, 27, of the 3000 block of Moss Side Avenue, suffering from an apparent gunshot wound. He succumbed to his injuries at a local hospital late Monday night.

Major Crimes detectives are working all available leads in this case and continue to gather additional information as part of the ongoing investigation.

RPD to Introduce Body-Worn Cameras

BACKGROUND:          Mayor Dwight C. Jones and Chief Alfred Durham will introduce body-worn cameras within the Richmond Police Department this week. 

The pilot phase and eventual roll-out to all patrol officers as well as officer training on both types of Taser brand cameras acquired by the Department will be discussed. A demonstration of body-worn camera operations will also be conducted.

The media and the general public are encouraged to attend.

Suspect Sought in In & Out Food Store Robbery

Richmond Police detectives need the public’s help to identify the suspect in the attached photo who robbed the In & Out Food Store last week.

At approximately 6:55 p.m. on Thursday, January 28, a male walked into the In & Out Food Store, located at 1017 Jefferson Davis Highway, brandished a gun, stole cash from the business and fled on foot towards Gordon Avenue. The suspect also approached the store from the direction of Gordon Avenue.

There were no injuries.

The suspect is described as a black male, 20-28 years of age, approximately 5’9” and weighing approximately 175 pounds. He wore a blue hooded jacket and blue jeans. He had his face partially covered.
