Victim Identified in St. Paul Street Homicide

Richmond Police detectives have identified the victim of yesterday’s homicide as Antonio L. Brown Jr., 28, of the 700 block of Ratcliffe Avenue.

At approximately 12:31 p.m. yesterday, officers responded to the 1300 block of St. Paul Street for the report of two people shot. Once on scene, they found Antonio L. Brown Jr. inside a vehicle suffering from a gunshot wound. He was pronounced at the scene. The second shooting victim was located and transported to a local hospital with non-life threatening injuries.

Missing Person Sought

Candis H. Bellah, 32, is missing from the 3800 block of Chamberlayne Avenue. Bellah was last seen in Washington, D.C. on Monday, March 16 and was expected to return to Richmond on that same day but has not been seen.

Suspect Sought in Commercial Burglary on West Cary Street

Richmond Police detectives are asking for the public’s help to identify the suspect in a commercial burglary that occurred on St. Patrick’s Day.

At approximately 6:10 a.m. on Tuesday, March 17, officers responded to a business in the 1200 block of West Cary Street for the report of a commercial burglary. When officers arrived, a witness stated she heard glass breaking from the business next door.

Video surveillance shows a man jump head first into the glass door of the business. He’s then seen smashing a cabinet and reportedly stole thousands of dollars of merchandise.

The suspect was last seen wearing a red hooded sweatshirt, black pants, and a black backpack.

City employee tests positive for COVID-19, currently under self-quarantine

Richmond, VA — The City of Richmond today is reporting its first known case of an employee testing positive for COVID-19.

The affected employee is a female officer in the Richmond Police Department, who traveled to New York before the onset of her illness.

According to the Richmond City Health District, the officer, who is in her 40s, is now at home in isolation and is in stable condition.

Another co-worker who had been in close contact with the officer is under self-quarantine and is self-monitoring for symptoms.

Preliminary investigation by RCHD and RPD has not determined any potential for close contact with Richmond residents during this time period. However, RCHD and the RPD are reviewing and investigating any possible additional close contacts the officer may have had during the performance of her duties. 

“My first concern is for her and her family and the extended family of her co-workers,” said Police Chief William Smith. “We have taken precautions to limit exposure to our staff and to the community we serve. It is extremely important that we all continue to do our part in controlling the spread of the virus through the recommended protocols.”

“Because we are seeing significant community spread it is not surprising to have a documented occurrence in the government workforce,” said Dr. Danny Avula, Director of the Richmond City Health District, which serves the City of Richmond and Henrico County. “We continue to encourage members of our community to take every precaution to limit their potential exposure to COVID-19 to mitigate its impact on the residents of our region.”

“I truly appreciate the work that first responders do on the frontlines to keep our community safe during these uncertain times,” said Mayor Levar M. Stoney. “We must do our part as well. We are safer and stronger at home.”

Nine Mile Road Homicide

The Richmond Police Department is investigating a homicide that occurred last Thursday evening in the city’s east end.

At approximately 7:38 p.m., Thursday, March 19, RPD officers were called to the 3000 block of Nine Mile Road for a report of a shooting. They located the victim, a 16 year old juvenile male, inside a convenience store where he had collapsed after being shot outside the establishment. He was transported to a local hospital where he was pronounced at 7:59 p.m. At the request of his family, his name will not be released.

An adult male who was inside the store at the time was also shot. He was transported to a local hospital with a non-life threatening injury.

Suspect Sought in Mechanicsville Turnpike Homicide

Richmond Police Department detectives are asking for the public’s assistance in identifying the adult male in the photo who is the suspect in the homicide that occurred on Mechanicsville Turnpike on Wednesday morning.

At approximately 1:11 a.m., officers were called to the 1900 block of Mechanicsville Turnpike for a report of a shooting. They located the victim, Javon A. Tuck, 34, of the 4600 block of Eastover Avenue, Henrico, sitting in the driver’s seat, suffering from an apparent gunshot wound. He was pronounced dead at the scene.

The suspect walked up to the vehicle and fired shots, striking Tuck. Tuck’s vehicle then collided with the structure.

The suspect was wearing a white t-shirt and light-colored trousers. He was seen on security camera fleeing the area on foot in the direction of Whitcomb Court.

“Detectives are making progress in this case and believe someone knows who shot Tuck and why,” said Major Crimes Captain James Laino. “We released this video to prompt those individuals to come forward and provide information to detectives.”

Mechanicsville Turnpike Homicide Victim Identified

The Richmond Police Department is investigating a homicide that occurred early this morning on the city’s east end.

At approximately 1:11 a.m., Wednesday, March 18th, RPD officers were called to the 1900 block of Mechanicsville Turnpike for a report of a shooting. They located the victim, Javon A. Tuck, 34, of the 4600 block of Eastover Avenue, Henrico, sitting in the driver’s seat of his vehicle. He had been shot multiple times. He was pronounced at 1:36 a.m.

Suspect Sought in Old Brook Road Shooting, Wanted for Attempted Murder

The Richmond Police Department is asking for the public’s help in locating the suspect in a shooting that occurred last weekend.

At approximately 11:52 p.m. on Saturday, March 14, officers responded to the 4900 block of Old Brook Road for the report of a person shot.  Once on scene, police found an adult male suffering from an apparent gunshot wound.  He was taken to a local hospital with non-life threatening injuries. 

Warrants have been obtained for Franklin I. Gregg, Jr., 29.  He is wanted for Attempted Murder and Use of a Firearm in the Commission of a Felony in connection to this shooting.  A former booking photo is attached.

Victim Identified in Lamb Avenue Homicide

Richmond Police detectives have identified the victim of yesterday’s homicide as Rushard O. Grant, 40, of Charleston, SC.

At approximately 8:29 a.m. on Monday, March 16, officers responded to the 2400 block of Lamb Avenue for the report of an abandoned semi-tractor cab.  Once on scene, they found Grant unresponsive in the front of the cab.  He was suffering from apparent trauma to the body and pronounced dead at the scene.

Male Identified in Jefferson Davis Highway Shooting

The Richmond Police Department has identified the male who died as a result of yesterday’s shooting incident as Ronnie D. Morrow, 34, of the 1500 block of Bowen Street.

At approximately 4:28 p.m. on Sunday, March 15, Second Precinct officers responded to the Cigarette Outlet, located at 4307 Jefferson Davis Highway, for the report of a person shot.  Once on scene, they found a 33-year-old female suffering from apparent gunshot wounds to her body.  She was taken to a local hospital with life-threatening injuries, but she is in stable condition.

Officers also found Morrow suffering from an apparent self-inflicted gunshot wound to the head.  He was pronounced dead at the scene.

RPD detectives have determined Morrow and the female victim were known to each other and that he shot her during an argument.  At this time, investigators are not looking for any other suspects in this case.

Suspect Sought in Theft from Motor Vehicle

Richmond Police detectives need the public’s help to identify the man in the photos who is wanted for stealing tools from a truck in January.

At approximately 2:31 p.m. on Tuesday, January 28, this man reportedly stole several tools from a work truck that was parked in an alley in the 2600 block of Melbourne Street.

He was last seen wearing a blue pom-pom hat with a white design, a black coat with fur around the hood, and black shoes.

RPD accepting applications for 30th Citizen’s Police Academy

Would you like to learn more about the Richmond Police Department?  Are you interested in a career in law enforcement?

The Department is now accepting applications for the 30th Citizen’s Police Academy. This program is a way to improve relationships with RPD, develop stronger advocates and promote safety in the community.

The Citizens Police Academy begins March 24 and runs through May 14. The sessions will be held on Tuesday evenings from 6:00 p.m. to 8:00 p.m. at Richmond Police Headquarters, 200 West Grace Street and various locations throughout the city.

Sessions will include RPD patrol functions, crime prevention through environmental design, personal safety, hands-on exercises, tours within the Richmond Police Department and much more.

Graduates of the Citizens Police Academy will become official “Volunteers in Police Services” (VIPS). Members of VIPS are notified of volunteer opportunities, events, special programs, and services with RPD.

Anyone who has an interest in the Department is welcome to apply to attend the academy.

Traffic Advisory: Road Closures for St. Patrick’s Day Events

Traffic will be affected as thousands of people are expected to attend Shamrock the Block and the St. Patrick’s Day Street Festival this weekend.

Shamrock the Block (Arthur Ashe Boulevard):
NO PARKING zones will be designated from 5:30 a.m. to 9 p.m. on Saturday, March 14 for the following road closures:

  • North Arthur Ashe Boulevard between West Moore Street and West Broad Street
  • West Moore Street and West Clay Street between Arthur Ashe Boulevard and Altamont Avenue
  • West Marshall Street between Arthur Ashe Boulevard and North Sheppard Street and all adjoining alleyways
  • Myers Street between West Broad and West Leigh Streets

Motorists should plan ahead and expect traffic delays in this area. A map is attached.

Siné Irish Pub’s St. Patrick’s Day Street Festival (Shockoe Slip):

Arrest Made in Solicitation of a Minor

The Richmond Police Department has arrested a man who traveled from Newport News to Richmond in attempt to have sex with who he thought was a 10-year-old girl.

Peter T. Garbo, 46, of the 7300 block of Roanoke Avenue, Newport News, VA was arrested in Richmond last Friday, March 6.  He has been charged with seven felony offenses of solicitation of a minor using an electronic communication system.  His booking photo is attached.

RPD detectives and the Southern Virginia Internet Crimes Against Children (ICAC) Task Force conducted an undercover operation, with assistance from the Newport News Police Department.  No child was ever in danger.



Suspect Sought in Semmes Avenue Package Theft

On Saturday, February 8, an unknown man entered the mailroom at an apartment complex in the 800 block of Semmes Avenue and stole an Amazon package.

Victim Identified in Creighton Road Homicide

Richmond Police detectives have identified the victim of yesterday’s homicide in Creighton Court as Keandre N. Robinson, 29, of the 200 block of Seaton Drive, Henrico, VA.

At approximately 11:53 p.m. on Saturday, March 7, officers responded to the 2200 block of Creighton Road for a shooting.  Once on scene, they found Robinson down by a vehicle suffering from multiple gunshot wounds.  He was pronounced dead at the scene.

Arrest Made in 2016 Snead Road Homicide

Richmond Police, with the assistance of the United States Marshals Regional Fugitive Task Force, have made an arrest in connection to a 2016 homicide on Snead Road.

Darnell D. Lee Jr., 34, formally of Richmond, was arrested yesterday in Buckeye, AZ by the U.S. Marshals. U.S. Marshals in North Dakota and Richmond also assisted. He has been charged with murder and possession of a firearm by a convicted felon.

Lee Jr.’s girlfriend, Amanda L. Miller, 30, formally of Richmond was also arrested. She has been charged with accessory for assisting the offender with hiding out for over three years. Booking photos will be released once they become available.

“This arrest was possible thanks to the persistence of Det. Sandy Ledbetter-Clarkson,” said Major Crimes Capt. James Laino. “As she does with all her fugitives, she never stopped tracking Mr. Lee Jr. as he moved to various states while he was on the run.”

At approximately 4:12 p.m. on August 23, 2016, officers were called to the 5000 block of Snead Road for a report of shots fired and a person down. They arrived to find Brian M. King, 24, of the 4000 block of Mallard Creek Circle in Chesterfield County, suffering from an apparent gunshot wound in a courtyard at the apartment complex.  He was transported to a local hospital where he later succumbed to his injuries.

Victim Identified in Cliff Avenue Homicide

Richmond Police detectives have identified the victim of yesterday morning’s homicide on Cliff Avenue as Ronald D. Cosby Jr., 22, of the 2800 block of Fendall Avenue.

At approximately 9:11 a.m. yesterday, officers received a call for a report of a vehicle parked in an alley on the even side of the 3200 block of Cliff Avenue. When officers arrived, they found Ronald Cosby Jr. inside the vehicle suffering from a gunshot wound. He was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

Community Walk in the Southwood Neighborhood

BACKGROUND:    Chief William Smith, Command Staff and other Richmond Police Department officers will walk at 5:30 p.m. today through the Southwood neighborhood. During the walk, officers will speak with community members about safety concerns they may have and what they would like to see from the Richmond Police Department.
                                   
“We’ll be continuing our efforts to educate neighbors about the importance of not leaving valuables inside their cars and not leaving their vehicles running,” said Sector 212 Lt. Jeremy Sayles.

This event is the latest in a series of walks conducted by the Richmond Police Department in neighborhoods throughout the city.

Second Suspect Sought in 2019 Norborne Street Homicide, First Suspect Convicted

The Richmond Police Department needs the public’s help to solve the first homicide of 2019, even though a suspect was recently convicted of murder in connection to the case. 

At approximately 1:45 p.m. on January 2, 2019, officers responded to the 4500 block of Norborne Road for the report of a person shot. When they arrived, they quickly located Michael E. Halford’s body lying on the front porch of his home.  He was pronounced dead at the scene.

A jury trial was held last week and a guilty verdict was obtained for Tyell J. Jackson, 32, of the 2900 block of North Parham Road, Henrico.  He was sentenced to 38 years in prison for first-degree murder, robbery, and firearms violations.

Even though the conviction brings some closure and justice for the victim’s family, detectives still need the community’s assistance with additional information about the murder – particularly about a second suspect.

“The Ring doorbell camera system was an invaluable & innovative resource in this investigation,” said Major Crimes Detective M. Godwin.  “Not only did it show investigators how this violent crime was committed, it also displayed how many individuals were involved.”

Individuals Identified in Death Investigation on Jefferson Davis Highway

Richmond Police Department detectives have identified the two males in last week’s fatal shootings on Jefferson Davis Highway as Letron A. Franklin, 26, of Henrico and James M. Winston, 66, of the 1500 block of Columbia Street in Richmond.

At approximately 3:00 a.m., on Tuesday, February 25, a random gunfire call was received from the 1500 block of Jefferson Davis Highway, followed closely by a call of a person down. Officers arrived and found two adult males, Franklin and Winston, down and unresponsive in a parking lot of an apartment building. They had each suffered an apparent gunshot wound and were pronounced dead at the scene.

Detectives working this investigation believe there were several people present at the time of the shootings off the northbound lanes of Jefferson Davis Highway in front of the small apartment building. Detectives urge anyone with information to provide it to investigators, including motorists who may have been driving in the area in the early morning hours who may have seen something that could have been related to these shootings.

Arrest Made in Hull Street Road Fatal Hit and Run

The Richmond Police Department’s Special Operations Division-Traffic Crash Team has made an arrest in a fatal hit and run that occurred on Hull Street Road last month.

At approximately 2:24 a.m. on February 2, officers responded to the 5200 block of Hull Street Road for the report of a person down.  Once on scene, they found Jamie Melendez-Cortez deceased in the roadway and determined he had been struck by a vehicle.

After a thorough investigation and tips from the community, RPD detectives identified the driver of the striking vehicle as Jason R. Gonzales, 44, of the 2400 block of Mistwood Forest Drive, Chester, VA.  He has been charged with Felony Hit and Run and Operating a Motor Vehicle without Insurance.  His booking photo is attached.
