Male Identified in Chestnut Street Death Investigation

The Richmond Police Department has identified the male who died as a result of Monday’s shooting in the city’s Northside as Drequan X. Trice, 18, of the 600 block of S. Harrison Street.

At approximately 11:54 a.m., officers responded to the 1400 block of Chestnut Street for the report of a shooting.  When police arrived, they found Trice suffering from an apparent gunshot wound.  He was taken to a local hospital, where he was pronounced dead.

Guilty Plea For Animal Cruelty – Tommie’s Arson Case

The person accused of killing a pit bull by setting it on fire earlier this year, Jyahshua A. Hill, 20, of the 1300 block of St. Peter Street, pleaded guilty today in Richmond Circuit Court to one count of Felony Animal Cruelty.

As part of a plea agreement, Hill will serve five years in prison, the maximum sentence allowable by law, without the possibility of parole. In addition, he will have three years of post-release supervision by the court. He is also barred from owning or possessing animals for life.

Hill was accused of tying a pit bull to a fence in Abner Clay Park, dousing it with a flammable liquid, and setting it on fire last February. The dog, named Tommie by rescuers, was treated for severe burns but died five days later.

Hill was arrested in May, shortly after he was indicted by the Multi-jurisdictional Grand Jury on one count of Felony Animal Cruelty.

The incident sparked widespread public outrage. Contributions in Tommie’s memory are still being accepted by Richmond Animal Care and Control.

Suspect Sought in Identity Fraud

Richmond Police detectives are asking for the public’s help to identify the man in the attached photo who is wanted for identity fraud. 

In March of 2018, an unknown man rented an apartment in Shockoe Bottom under an alias. The suspect owed over $7,000 to the complex after he was evicted in September 2018.

Arrest Made in Church Hill North Double Shooting

The Richmond Police Department has made an arrest in connection to a double shooting that happened nearly three years ago in Church Hill North.

Josiah C. Wyche, 22, of the 2100 block of Accommodation Street was one of Virginia’s Most Wanted and featured on “Fugitive Friday.” Wyche was apprehended by First Precinct officers earlier this month. Wyche is charged with attempted murder (x2) and use of a firearm in commission of a felony (x2) .His booking photo is attached.

At approximately 1:52 a.m. on November 14, 2016, officers responded to 31st and T Streets for the report of two people shot. When police arrived, they located two adult males suffering from gunshot wounds. The victims were transported to a local hospital to be treated.

“I would like give kudos to our officers in the First Precinct Focus Mission Team for arresting Wyche,” said Major Crimes Lt. Faith Flippo. “No matter how much time passes, we are committed to searching for wanted offenders to bring closure for victims and their families.”

Conrad Street Homicide

The Richmond Police Department has identified the person who was shot to death yesterday afternoon on Conrad Street as Antoine Deleston, 28, of the 5800 block of Grammercy Circle.

At approximately 1:47 p.m., Thursday, August 22, RPD officers were called to the 2000 block of Conrad Street for a report of a person down. When they arrived, they located Deleston sitting in the driver’s seat of a parked vehicle. He had been shot.

He was pronounced at the scene at 1:53 p.m.

Albany Avenue Death Investigation

The Richmond Police Department has identified the person who was shot to death yesterday on the city’s south side as Clarence Martin, 54, of the 2000 block of Albany Avenue.

At approximately 12:03 p.m., Thursday, August 22, RPD officers were called to a house in the 2000 block of Albany Avenue for a report of a person shot. When they arrived, they located Martin inside his residence with a gunshot wound.

He was pronounced at the scene at 12:08 p.m.

Although it is early in the investigation, RPD detectives have talked to all involved parties and do not believe there is an on-going threat to the community.

RPD Conducting “Back-to-School Blitz”

The Richmond Police Department is conducting a three-week “Back-to-School Blitz” in an effort to keep students safe as the new school year begins.

The traffic enforcement and safety initiative will take place from Monday, August 26 until Friday, September 13.  There will be increased patrols around all city schools with special attention to the 27 RPS elementary schools, especially before classes start and after dismissal.

“We are focusing on elementary schools because that’s where we have the most pedestrian traffic,” said Special Operations Division Lt. Edward Capriglione.  “Our presence serves as a reminder for drivers to slow down and travel at the reduced speed limits.  These young students deserve to have a safe trip to and from school.”

Drivers will also notice trailers with digital speed displays across the city and message boards at two different schools a week.

Traffic Advisory for the Virginia Credit Union Moonlight Ride

The Anthem Moonlight Ride is this Saturday, August 24 will periodically close several city streets during the evening. Please avoid the area if possible and plan alternate routes. A map of the course is attached.

The ride will begin at 5:00 p.m. at the Diamond on Arthur Ashe Boulevard and end around 11:00 p.m.

Expect traffic around the following areas starting at 5 p.m.
·         Arthur Ashe Boulevard near the Diamond
·         Robin Hood Road
·         Hermitage Road
·         Laburnum Avenue area                              

Vehicular traffic will be allowed to periodically cross some intersections at the direction of officers.

RPD Receives 50 Backpacks to Help Human Trafficking Victims

WHAT:                     RPD is receiving 50 filled backpacks from Operation Underground Railroad to help young victims of human trafficking

WHEN:                    10:30 a.m., Friday, August 23

WHERE:                  RPD Second Precinct, Community Room – 177 E Belt Blvd

BACKGROUND:     The Richmond Police Department is receiving a donation of 50 backpacks from Operation Underground Railroad for young victims of human trafficking.  The backpacks contain comfort items for rescued victims of different ages.  The items include personal hygiene products, non-perishable foods and coloring books.

                                 “We deal with at least a few cases of human trafficking a week and the issue is often underreported,” said Special Investigations Division Captain Emmett Williams.  “Our goal is to provide victims a safe space once they have been rescued, but many of them don’t have a single item in their possession.  This donation will hopefully help calm them in the aftermath.”

                                 Operation Underground Railroad is a non-profit which assists governments around the world in the rescue of human trafficking and sex trafficking victims, with a special focus on children.

“Operation Underground Railroad is committed to providing Virginia law enforcement agencies with the tools, training and other enhancements to bolster their child saving capabilities. We welcome any requests for anti-child trafficking assistance as the children of Virginia deserve to be safeguarded from those who victimize the most vulnerable among us,” said Jon Lines, Operation Underground Railroad President of Operations.

Missing Person Sought

The Richmond Police Department is asking for the public’s help in locating a missing man.

Edward T. McKinney, 54, was last seen yesterday in the 4400 block of Forest Hill Avenue.

He was last seen wearing a white tee shirt and sweatpants. He suffers from chronic illnesses and is in need of medication. He is 5’7” tall with brown hair and a goatee. A photo of Edward McKinney is attached.

McKinney is known to frequent the businesses near the 4400 block of Forest Hill Avenue and is also known to frequent the streets and alleys in the Forest Hill/Westover Hills neighborhoods.

Escaped Prisoner Update

The Richmond Police Department is still actively searching for a prisoner who escaped from custody yesterday afternoon in the city’s Carver Neighborhood.

RPD officers are trying to locate Ameer Ali, 38, of the 500 block of Young Mill Lane, Newport News, VA after he fled from a police SUV while being transported to the Justice Center.

Earlier that afternoon, Ali had been located at the Richmond Greyhound Bus Terminal and detained on a drug warrant issued by the Newport News Police Department.

The escape occurred at approximately 3:38 p.m. at the intersection of Leigh and Belvedere Streets. Although handcuffed with his hands behind his back and buckled into the back passenger-side seat, Ali was able to move his manacled hands to the front of his body, unbuckle the seatbelt, unlatch the side door and escape.

RPD officers established a perimeter in the area but were unable to locate him. They are conducting increased patrols in that area.

The Department will review the incident to determine if the transporting officer had followed proper transport protocols.

Ali is described as a light-skinned black male, 5’ 11” tall, 215 pounds with short hair and a beard. He was last seen wearing a light blue shirt and blue jeans.

Anyone who spots the escapee should call 911 immediately. Do not approach him. While he is being sought for a non-violent warrant, he did tell officers he did not want to return to prison.

Victim Identified in South 9th Street Death Investigation

The Richmond Police Department has identified the victim of yesterday’s death investigation on South 9th Street as David M. Andrews, 45, of Hampton, VA.

At approximately 12:06 p.m., officers responded to the Manchester Bridge for the report of a person down underneath the bridge.  Andrews was pronounced dead at the scene. 

The Medical Examiner will determine the cause and manner of death.  No foul play is expected at this time.

Search for Escaped Prisoner in Carver Neighborhood

The Richmond Police Department is actively searching the Carver neighborhood for a prisoner who escaped from a police vehicle earlier this afternoon.

The escapee is described as a light-skinned black male with short hair and a beard. He was last seen wearing a light blue shirt and blue jeans. He should still have his hands handcuffed behind his back.

A photograph is attached to this release.

He was arrested for an outstanding drug charge from another jurisdiction at the Greyhound Bus Terminal and was being transported to the Justice Center when he kicked his way out of the vehicle in the 800 block of West Katherine Street and fled on foot.

RPD officers have established a perimeter around that area but have been unable to locate him yet.

Male Identified in Old Warwick Road Death Investigation

The Richmond Police Department has identified the male who died as a result of yesterday’s shooting in the city’s Southside as Hector Menjivar-Chulo, 42, of the 11000 block Bailey Woods Drive, Midlothian, VA.

At approximately 9:13 a.m., officers responded to the 4500 block of Old Warwick Road for the report of an assault that just occurred.  When police arrived, they found Menjivar-Chulo in the roadway suffering from an apparent gunshot wound.  He was taken to a local hospital, where he was pronounced dead.

RPD detectives have determined the incident occurred just a short distance away at a residence on Old Warwick Road.  All individuals involved have been identified.  Detectives continue with the investigation.

Suspect Sought in Theft from Church

Richmond Police detectives need the public’s help to identify the suspect in the attached photos who stole from a church on North 22
nd Street.

At approximately 9:28 a.m. on Friday, August 9, officers responded to the Faith Holy Church at 1022 North 22nd Street for the report of a break in. When police arrived, the victim told police that earlier that morning an unknown man had pushed the AC unit in and broke into the church. The man reportedly stole an item and is seen leaving the church on security footage.

                                    “This program is fundamental to the Department’s efforts in strengthening community relations with our youth,” said Capt. Michael Bender. “Our officers love participating and seeing the joy on a child’s face when they get new clothes for school.”

                                    Along with helping a child prepare for the upcoming school year, the annual event continues building the foundation of community trust and the youth.

                                    Bright Beginnings is the largest outreach program, servicing over 2,000 children in Central Virginia.

Tanglewood Road Homicide Person of Interest in Custody

The Richmond Police Department has developed a person of interest in the murder of Susan A. Fairman of the 4700 block of Tanglewood Road.

“Detectives identified this person within days of the homicide when he was jailed on charges not directly related to our case,” said Major Crimes Captain James Laino. “While I wish we could have said something sooner to calm the fears of the community, we couldn’t speak to the matter publically until we were further along with the investigation.”

Capt. Laino added that the person is an adult male who will remain in custody until formal charges are filed.

At approximately 11:07 p.m. on Thursday, May 9th, RPD officers responded to Fairman’s home for a welfare check. When officers arrived, they found her unresponsive inside her residence.

She was pronounced dead at the scene.

Arrest Made in Felony Hit and Run

Richmond Police Department Hit and Run investigators have arrested the suspect in the hit and run incident that injured a runner on Saturday.

Samantha F. Jennings, 26, of the 1200 block of Mount Erin Drive, has been charged with reckless driving and felony hit and run. Her booking photo is attached.

On Saturday at approximately 8:43 a.m., officers were called to the 1100 block of West Broad Street for the report of a hit and run. Officers arrived and found an adult female who had been struck by a vehicle while in the crosswalk of West Broad Street. The victim had been crossing southbound at Harrison Street.

Detectives determined Jennings was operating the vehicle which was traveling eastbound on West Broad Street when she disregarded a red light and collided with the victim. Jennings stopped briefly at the scene but then left the location before police arrived.

Male Identified in Fatal Chippenham Parkway Collision

The Richmond Police Department’s Crash Team has identified the male who died as a result of yesterday’s collision on Chippenham Parkway as Antonio S. Alli, 36, of the 800 block of West Wythe Street, Petersburg.

Yesterday at approximately 3:40 p.m., Alli was the operator and sole occupant of a vehicle traveling northbound in the left travel lane of Chippenham Parkway when, just north of the Huguenot Road interchange, his vehicle crossed the median and entered the southbound travel lanes where it struck a pick-up truck in a head-on collision. The driver of the pick-up truck was transported to a local hospital with injuries that were not considered life threatening. He was the sole occupant of the pick-up truck.

Alli was transported to a local hospital where he succumbed to his injuries.

Investigators with the RPD Crash Team responded to the scene where they interviewed witnesses, collected evidence, and took measurements.

Persons of Interest Sought in Tampering with Vehicles

Richmond Police detectives are asking for the public’s help to identify two males in the attached photos who attempted to open car doors in the Fulton area.

On Saturday, July 20, an unknown male is seen on surveillance video opening an unlocked vehicle and rummaging through the car in the 700 block of Admiral Gravely Boulevard. No items were reported stolen.

On Thursday, August, 8, a different male is also seen on surveillance in the 700 block of Admiral Gravely Boulevard attempting to open the doors of vehicles. No items were reported stolen.

Detectives believe the two individuals are linked to other cases in the city.

“We are asking anyone who may have seen these individuals to call us so we can speak to them,” said Detective Sgt. Chris Miller. “While nothing was reported stolen, these types of incidents can often lead to more serious crimes.”

Community Walk in the VUU/Edgehill Neighborhood

WHERE:                    Overbrook Road and Seminary Avenue

BACKGROUND:     Chief William Smith, Fourth Precinct Sector 412 Lt. Robert Fleming and other Richmond Police Department officers will participate in a walk through in Richmond’s VUU/Edgehill neighborhood at 5:30 p.m. today. During the walk, RPD officers will speak with community members about safety concerns they may have and what they would like to see from the Richmond Police Department.

Sector 412 Lt. Robert Fleming says property crime in the VUU/Edgehill neighborhood has decreased.  In the first six months of the year, there were 20 reports of theft from motor vehicles in that area.  There’s only been 3 since the beginning of July.  There’s a similar trend for reports of breaking and entering, which have dropped from 5 to 0.

“I credit this to the community and their involvement with the officers,” said Lt. Fleming.  “The patrol units shifted their focus to this area.  They logged many hours, engaged many citizens from the community, and helped spread the word on ways to help prevent these crimes.  We want to use this walk to meet the residents and to thank them for their support.”

This event is the latest in a series of walks conducted by the Richmond Police Department in neighborhoods throughout the city.

RPD Names New LGBTQ Liaison

Chief William Smith has named Captain Michael Bender as the Richmond Police Department’s new liaison with the LGBTQ community in Richmond.

“Captain Bender took over as the commander of the Community, Youth, and Intervention Services (CYIS) Unit earlier this year and I am pleased he has agreed to assume this additional duty,” said Chief Smith. “It’s a natural fit because he leads many of our outreach efforts.”

Captain Bender replaces Captain Daniel Minton as the RPD’s LGBTQ liaison.  Captain Minton is now the commander of Fourth Precinct.

“I appreciate Captain Minton’s assistance with the transition into this role over the past few months.  My goal is to build on the strong foundation that he has established,” said Captain Bender. “I want to continue to enhance the relationship between RPD officers and members of the LGBTQ community.”

RPD is proud to make Captain Bender available in a variety of forums as the LGBTQ liaison.  You can chat with him at events such as our community walks or even meet with him anonymously about LGBTQ concerns.

Pedestrian Struck in Shockoe Slip Crash

The Richmond Police Department’s Special Operations Division-Traffic Crash Team is investigating a crash that occurred last Monday night at the Turning Basin in the city’s Shockoe Slip.

At approximately 8:45 p.m. on August 5, a male pedestrian crossing S. 14th Street, from the east side of the street to the west side in the crosswalk, was struck by a vehicle heading south on S. 14th Street. The driver of the striking vehicle remained at the scene.

The pedestrian was taken to a local hospital with life-threatening injuries sustained in the crash.

Victim Identified in Redd Street Homicide

The Richmond Police Department has identified the victim of last night’s homicide on Redd Street as Cortez L. Wright, 28, of the 600 block of Lincoln Avenue.

At approximately 7:46 p.m. yesterday, officers received a call for a person shot in the 1900 block of Redd Street. When officers arrived they located Cortez Wright suffering from a gunshot wound. He was pronounced dead at the scene.
“This homicide occurred during the daylight and we believe several people were out in the area at that time,” said Major Crimes Captain James Laino “We are asking anyone with information to please come forward.”
The Medical Examiner will determine the cause and manner of death.

RPD Results of “360 Blitz”

The Richmond Police Department is releasing its results of the recent “360 Blitz”, a traffic enforcement and safety initiative along U.S. Route 360.

From Sunday, July 21 through Saturday, July 27, RPD increased patrols and presence along Hull Street Road.  The Special Operations Division, with the assistance of the VCU Police Department, also conducted a DUI checkpoint on the 14th Street Bridge on the final day. 

RPD officers made a total of more than 250 traffic-related arrests during the “360 Blitz”.  They issued 75 speeding tickets, an additional 19 reckless driving citations, and three DUIs. 

The Richmond Police Department worked with 15 other agencies during the initiative, but these numbers do not include their data.

“This was a successful, multijurisdictional effort to get drivers to slow down and make better decisions behind the wheel,” said Special Operations Division Lt. Edward Capriglione.  “In the past two years, there have been three fatalities along this stretch of road and speed or alcohol were a factor in each of those cases.  We took action to prevent another death from happening.”

Suspect Sought in Motorcycle Theft

Richmond Police detectives need the public’s help to identify the man in the attached photo who is believed to have stolen a motorcycle in the Manchester neighborhood last month.

At around 4:30 p.m., on Thursday, July 25, a victim told officers that he parked his motorcycle in the 300 block of East 7th Street. When he returned home approximately 30 minutes later, the motorcycle was gone. Surveillance video shows the suspect walking off with the bike towards Maury Street.

Suspect Identified, Sought for Shooting into an Occupied Vehicle

Richmond Police officers have identified a suspect in last week’s incident in which a person shot into an occupied vehicle, causing it to crash. Luckily, there were no injuries.

Carvelle A. Cotman is wanted on charges of shooting at an occupied vehicle, use or display of a firearm in the commission of a felony, possession of a firearm by a convicted felon, and attempt to commit a non-capital offense. His photo is attached.

At approximately 9:29 p.m. on Thursday, August 1, Carvelle Cotman shot into a vehicle in the 2100 block of Accommodation Street. The vehicle had two adult females and three children inside. Arrest Made in North 25th Street Double Shooting

The Richmond Police Department, with the assistance of the United States Marshals Service, has made an arrest in connection to last week’s double shooting on North 25th Street.

Samuel E. Williams, 30, of no known permanent address, was apprehended without incident by the U.S. Marshals Regional Fugitive Task Force on the night of Friday, August 2.  He has been charged with Attempted Murder, Use of a Firearm in the Commission of a Felony, and Grand Larceny.  Additional charges are pending.

At approximately 12:58 a.m. on Friday, August 2, officers responded to the sound of gunfire they heard in the 1100 block of N. 25th Street.  When police arrived, they quickly located the deceased victim, Dominic Christian, 33, of the 2500 block of Ford Avenue, lying in the roadway. He had been shot.

They also identified a second victim, an adult male, when he was located at a local hospital, seeking treatment for non-life threatening wounds he received in the shooting. 

RPD detectives have determined the shootings happened after an altercation between Williams and the two victims.

National Night Out

The Richmond Police Department is gearing up to celebrate National Night Out tomorrow, the biggest city-wide party of the year, and all city residents are invited to participate.

The annual event, to be held Tuesday, Aug. 6, 2019, brings police and neighbors together in support of crime prevention during an evening full of fun for all ages. A strong partnership between the citizens and law enforcement is a powerful tool in fighting crime which begins with building a sense of community.

“When neighbors get together at these events they get to know us and one another,” said Sgt. Tish Edmonds with the Community Care Unit. “The relationships that form can be a powerful tool in fighting crime because neighbors become motivated to help each other.”
National Night Out is a night designed to forge strong relationships between neighborhoods and police. The annual event also helps police officers and citizens work together to heighten awareness of crime and drug prevention.

Arrest Made in Floral Avenue Homicide

The Richmond Police Department has arrested a Chesterfield man for the murder of William Reed, Jr. that occurred in May of this year.

Johnathan A. Rose, 20, of the 7300 block of Winterleaf Court, Chesterfield has been charged with:
·         Murder
·         Robbery
·         Use of a Firearm in the Commission of a Felony
·         Carjacking

At approximately 11:21 a.m., May 5, 2019, RPD officers were called to the 1100 block of Floral Avenue on the city’s south side for a report of a shooting. They quickly located the deceased, William Reed, Jr., 22, of the 300 block of Erich Road, Richmond, lying in the roadway.

He had been shot during a robbery and carjacking.

With the assistance of Chesterfield County Police investigators, RPD detectives developed Johnathan Rose as a suspect in the case. As the U.S. Marshals Regional Fugitive Task Force was asked to pick up Rose on the Firearm and Carjacking warrants, Rose turned himself into authorities on June 14, 2019.

RPD detectives served the Murder and Robbery warrants on Rose today at the Richmond Justice Center.

“This investigation is an excellent example of how officers from many jurisdictions worked together to solve this murder,” said Major Crimes Lieutenant Faith Flippo. “The assistance we received from Chesterfield County was particularly helpful because Rose lived in the county. And, as usual, the cooperation we got from our state and federal partners was outstanding.”
