Recognize This Parker St. Robber/Shooter?


Richmond Police detectives need the public’s help to find and identify the man pictured below who is wanted in connection with a shooting on Parker Street earlier this month.

At approximately 11:10 p.m. on April 1, officers responded to the 5200 block of Parker Street for a report of a person shot. When they arrived, they found a man suffering from a non-life-threatening gunshot wound.

He told officers that he gave the man, pictured below, a ride from the Valero gas station at 3050 Williamsburg Road to Parker Street where the man robbed and shot him.

Detectives believe this offender lives in the Williamsburg Road and Futura Avenue areas.

Those expecting to see bulls and lassos may be disappointed, but kids will be thrilled to see Richmond Police officers rolling out their bicycle expertise for the Bike Rodeo on Sunday.

Officers and members of the Richmond Coalition of Police, an officer advocacy group, will instruct children on the importance of bike safety and will use a cone training course to let the kids put those skills into action.

But just as a cowboy is only as good as his horse, a child’s fun and safety might depend on the bike. So officers will provide free bicycle maintenance, to boot.

Donations collected by RCOP have made it possible for officers to hand out many free items during the event including bicycle helmets, safety headlights, taillights, spoke lights, reflective slap bracelets and water bottles. Sorry, no spurs.

The Bike Rodeo is from 12 – 5 p.m., Sunday, April 29, during the Sunday in the Park with Friends event in Forest Hill Park. The Rodeo will be corralled near the tennis courts.

Richmond Police, RBHA Join Forces for Drug Take-Back


The U.S. Drug Enforcement Administration and law enforcement agencies across the country will host a nationwide Drug Take-Back initiative from 10 a.m. to 2 p.m. Saturday, April 28.

The Richmond Police Department and the Richmond Behavioral Health Authority will partner with local pharmacies of Walgreens and Rite Aid to host three public collection sites:

• “Get Healthy – Stay Healthy” Health Expo, Greater Richmond Convention Center, 403 N. Third St.

• East District Center, 701 N. 25th St.

• Southside Community Service Center, 4100 Hull St.

Expired and unused prescription medications are a public safety issue that can lead to accidental poisoning, overdose, abuse and illegal sales. These medications cannot be turned in to your local pharmacy. Residents also are asked not to flush the prescriptions into the sewer system for environmental reasons.

“This is a public service that could possibly save a life,” said Acting Captain Martin Harrison of the Department’s Special Investigations Division. “Old and unused prescription medication should not be kept around the house, and the drug take-back initiative provides a safe opportunity for proper disposal.”

All prescription medications collected will be incinerated according to federal and state environmental guidelines. Richmond Police asks that you do not bring syringes or illegal narcotics for disposal to the collection sites.

Suspects Sought in Robberies


Richmond Police detectives are asking for the public’s help to find two men wanted for robbery.

Corey “Bill” James Walters, 18, whose last known address is the 1100 block of St. Paul Street, is wanted in connection with the shooting and robbery of a 25-year-old man just before 8 p.m. on April 6 in the 1800 block of North 22nd Street.

He may be in the company of Joel Malik Hicklin, 19, whose last known address is the 1600 block of North 21st Street, and who is also wanted on charges related to a separate robbery.

They are pictured below. Both men are considered armed and dangerous.

Arrest Made in Stockton Street Homicides


In less than 24 hours, Richmond Police detectives have identified and arrested Randy L. Trent in connection with last night’s double homicide.

Trent, 20, of the 700 block of Stockton Street, has initially been charged with conspiracy to commit murder, but other charges are pending. This investigation remains ongoing.

At approximately 10 p.m. Wednesday, officers received a call for shots fired in the 700 block of Stockton Street. When they arrived, they found Ahkeem K. Phillips, 28, of Virginia Beach, shot to death in the lobby of the apartment building. His brother, Ahmad K. Phillips, 24, of the 700 block of Stockton Street, was taken to VCU Medical Center where he later succumbed to his injuries.

Detectives believe the motive for these shootings was a dispute between neighbors.

Stockton Street Homicides


Richmond Police detectives are following up on strong leads this morning as they investigate the shooting deaths of two men last night on Stockton Street.

At approximately 10 p.m., officers received a call for shots fired in the 700 block of Stockton Street. When they arrived, they found Ahkeem K. Phillips, 28, of Virginia Beach, shot to death in the lobby of the apartment building. His brother, Ahmad K. Phillips, 24, of the 700 block of Stockton Street, was taken to VCU Medical Center with life-threatening gunshot wounds. He later succumbed to his injuries.

Detectives believe the motive for these shootings was a dispute between neighbors, and do not believe it’s related to any other incidents in the city.

Detectives have also developed a very strong person of interest in this case, and will release more information when it’s available.

Detectives Make Significant Progress in Recent Violence


Richmond Police detectives have been working around the clock to gather information, track down suspects and make significant progress in several recent acts of violence in the city.

“We want the citizens of Richmond to know that these crimes aren’t random, and that investigators are making good progress in terms of identifying and finding the people responsible,” Major Crimes Major Steve Drew said.

“Members of the community can rest assured that we know who committed these crimes and are in the process of arresting and charging these individuals.”

Because all of these cases are ongoing, detectives can’t go into specifics, but can release the following information to inform the public:

·        Regarding the April 5 homicide of Keona Johnson, 17, in the 3900 block of Old Brook Road, investigators have identified the people involved and they are in custody on unrelated charges. Investigators believe at least two people were involved and are not looking for anyone else.

·        Regarding last night’s double shooting in the 3900 block of Chamberlayne Avenue, detectives believe this was an isolated incident and have identified all of the individuals involved. Charges are pending once detectives are able to speak with the victims who are still recovering at the hospital.

·        Regarding the April 14 homicide of Aliza Allen, 48, in the 1900 block of Raven Street, detectives believe she was an innocent bystander who was tragically caught in the crossfire. Detectives are actively investigating the possibility that this murder is related to the shooting later that same day of three people at the Stop and Go Market in the 1600 block of Mechanicsville Turnpike.

·        Regarding the Stop and Go Market shooting, detectives have obtained warrants and are looking for Alvin “Little Alvin” Antonio Anderson, 37, whose last known address was the 600 block of Pollock Street. He is pictured below. Detectives are also searching for Rodney “Twan” A. Beard, 38, whose last known address was the 1100 block of North 33rd Street, as a person of interest in this case and as a robbery suspect in a separate incident. He is pictured below. ·        Regarding the April 9 homicide of Khalfaanii Hasaan Sultaan, 37, of Tampa, Florida, in the 1700 block of Chicago Avenue, investigators believe the motive for this crime was robbery and have developed some very strong leads in this case.

·         Regarding yesterday’s shooting in the 700 block of Porter Street, the victim is currently fighting for his life at VCU Medical Center. Detectives have developed strong suspects in this case thanks to tremendous community support and evidence recovered at the scene.

Police Investigate Raven Street Homicide


Richmond Police detectives are investigating a homicide that occurred early this morning in the 1900 block of Raven Street.

At 1:59 a.m. Richmond Police received several calls for random gunfire on Raven Street. When officers arrived, they found Aliza Allen, 48, unresponsive with a gunshot wound outside a residence. She was pronounced dead at the scene. Allen lived on Raven Street.

Detectives are canvassing the neighborhood to establish a motive and develop suspect information in this homicide.

Police Identify Blackwell Homicide Victim


The Richmond Police Department has identified the victim of Monday’s homicide in the Blackwell neighborhood.

The victim is Khalfaanii Hasaan Sultaan, 37, of Tampa, Fla. Sultaan also went by the name Harry Eugene Rayford. He did not have an address in the Richmond area.

At 12:43 p.m. Monday, April 9, Richmond Police received a call of a person shot behind the Chicago Manor Apartments in the 1700 block of Chicago Avenue. When officers arrived they found Sultaan, 37, shot to death next to his 1998 Mazda Millenia sedan – Florida license plate: 866XIP. Pictured below are a photo of Sultaan and a photo his vehicle.

Detectives are looking for two black males seen running from the area moments after the shooting.

One is described as a black male with a dark complexion and a beard, 20 to 25 years of age, with a slim build and about 5-feet-9 to 5-feet-10 inches tall. He was wearing a dark-colored winter down vest and shorts.

The other person also is a black male with a dark complexion and 20 to 25 years old. He is about 5-feet-7 to 5-feet-8 inches tall with an average build. He was seen wearing a white baseball cap, blue short-sleeved polo shirt and light-blue jeans.

Anyone who was in the area of East 17th and 18th streets near Chicago Avenue between the hours of 12:30 p.m. and 12:50 p.m. Monday and saw or heard anything suspicious is asked to call Detective Richard Edwards at 804-646-3914 or 804-363-5226.

Join Chief Norwood in a Jackson Ward Walk Through


Chief Bryan T. Norwood and the Department’s Command Staff will join Sector 413 Acting Lt. Mike Phibbs in a neighborhood walk through this afternoon in Jackson Ward.

Officers will start the walk at 5 p.m. today at the tennis courts in Abner Clay Park and spread out from there. 

They will talk with residents and business about their public safety concerns as well as informing them about recent crimes, such as an increase in thefts from motor vehicles, in the area.

Lee Bridge Death Investigation

At approximately 12:39 p.m., the Richmond Police Department was called to the Lee Bridge for a report of a male jumping from the span.

Officers arrived and found a male below the bridge on Belle Isle who was suffering from injuries from the apparent fall.

The victim, a white male in his early 20’s, was taken to VCU Medical Center where he succumbed to his injuries. The Medical Examiner will determine cause of death.

The victim’s identity has not yet been released by detectives.

Officers that responded to the scene conducted interviews with witnesses and have classified this death investigation as a suicide, but the investigation remains open.

Old Brook Road Homicide Victim Identified


The Richmond Police Department has identified the person shot to death last night as Keona M. Johnson, 17, of the 4000 block of Old Brook Road.

Officers were called to the 4000 block of Old Brook Road shortly after midnight today for a report of shots fired. When they arrived, they found Johnson dead at the scene.

Detectives are asking residents for any information about this crime, and have been canvassing the apartment complex looking for anyone who may have seen or heard something that can assist them in solving this case.

Old Brook Road Homicide

At approximately 12:18 a.m., the Richmond Police Department received a call of a shot fired in the 4000 block of Old Brook Road. Officers arrived and found a deceased female in a parking lot of an apartment complex.

The victim is described as a black female in her late teens or early 20’s. She appeared to have suffered a gunshot wound.

The Medical Examiner will determine cause of death.

Detectives have been canvassing the apartment complex looking for anyone who may have information that can assist the investigation.
