Police Identify Blackwell Homicide Victim


The Richmond Police Department has identified the victim of Monday’s homicide in the Blackwell neighborhood.

The victim is Khalfaanii Hasaan Sultaan, 37, of Tampa, Fla. Sultaan also went by the name Harry Eugene Rayford. He did not have an address in the Richmond area.

At 12:43 p.m. Monday, April 9, Richmond Police received a call of a person shot behind the Chicago Manor Apartments in the 1700 block of Chicago Avenue. When officers arrived they found Sultaan, 37, shot to death next to his 1998 Mazda Millenia sedan – Florida license plate: 866XIP. Pictured below are a photo of Sultaan and a photo his vehicle.

Detectives are looking for two black males seen running from the area moments after the shooting.

One is described as a black male with a dark complexion and a beard, 20 to 25 years of age, with a slim build and about 5-feet-9 to 5-feet-10 inches tall. He was wearing a dark-colored winter down vest and shorts.

The other person also is a black male with a dark complexion and 20 to 25 years old. He is about 5-feet-7 to 5-feet-8 inches tall with an average build. He was seen wearing a white baseball cap, blue short-sleeved polo shirt and light-blue jeans.

Anyone who was in the area of East 17th and 18th streets near Chicago Avenue between the hours of 12:30 p.m. and 12:50 p.m. Monday and saw or heard anything suspicious is asked to call Detective Richard Edwards at 804-646-3914 or 804-363-5226.
