Three Arrested in North 18th Street Double Homicide Investigation

 

Richmond Police detectives have made three arrests in the North 18th Street double homicide investigation.

 

Carlos Johnson, Jr., 26, of Henrico County was arrested on Thursday without incident. He has been charged with first degree murder, use of a firearm in the commission of a felony (2x), and malicious wounding. His booking photo is below.

 

Shaquan Morris, 22, of Henrico County was arrested yesterday without incident. He has been charged with first degree murder and use of a firearm in the commission of a felony. His booking photo is below.

 

Drevon Jackson-Brown, 25, of Henrico County surrendered to detectives today without incident. He has been charged with first degree murder, use of a firearm in the commission of a felony (2x), and malicious wounding. His booking photo is not yet available.

 

On Saturday, February 21 at approximately 2:47 a.m., a Richmond Police Department officer on patrol in Shockoe Bottom observed a large crowd engaged in apparent confrontations in the 00-block of North 18th Street. The officer responded and found an adult female, Genesis Jones, 23, of Petersburg, down and unresponsive with apparent gunshot wounds. She was pronounced dead at the scene.

 

Additional officers arrived and found an adult male, Dominic Jackson, 42, of Henrico County, down and unresponsive. He had also suffered apparent gunshot wounds and was pronounced dead at the scene.

 

In addition to Genesis Jones and Dominic Jackson, seven other adults were shot and transported to local hospitals.  All seven gunshot victims are expected to recover from their injuries. Jackson-Brown and Johnson, Jr., who have now been charged, are two of those who were shot. 

 

“This remains a very complex case with more investigative work to accomplish – but it is appropriate at this stage to recognize the significant progress made by members of the Richmond Police Department in cooperation with the Office of the Commonwealth’s Attorney. I would like to thank our federal partners, state agencies, and fellow local departments – Henrico Police Department and Petersburg Police Department – for their significant and ongoing contributions,” said RPD Chief Rick Edwards.

Vehicle of Interest Sought in North Belvidere Street

Hit and Run Investigation

 

Richmond Police detectives are seeking information about the driver and vehicle involved in a hit-and-run that occurred yesterday near Belvidere and Leigh streets.

At approximately 4:06 p.m., March 5, officers were called to the intersection of Belvidere and Leigh streets for a report of a hit-and-run.

When officers arrived, they located an adult female in a wheelchair who had been struck by a vehicle. The driver left the scene prior to officers arriving, traveling northbound toward the I-64/I-95 interchange.

The woman was transported to a local hospital with injuries that were not considered life-threatening.

Preliminary information indicates the woman was struck while in the crosswalk crossing Belvidere Street, though investigators have not yet determined which party had the red signal.

Detectives are attempting to identify a dark-colored Ford SUV believed to be involved in the incident. A photo of the vehicle is attached.

Arrest Made in Coalter Street Homicide Investigation

 

Richmond Police detectives have made an arrest in the April 2024 homicide that occurred on Coalter Street.

 

After serving time in Georgia on unrelated charges, Daivion White, 20, of Richmond, was charged with first degree murder and use of a firearm in the commission of a felony in relation to the homicide of Robert Joseph, 25, of Richmond. His booking photo is attached.

 

At approximately 11:31 a.m., April 17, 2024, officers were called to the 1300 block of Coalter Street for the report of a person shot. Officers arrived and found an adult male, Joseph, down on the ground with an apparent gunshot wound. He was transported to a local hospital where he succumbed to his injuries.

Driver Charged for Fatal Collision on West Leigh Street

Driver Charged for Fatal Collision on West Leigh Street

Following an indictment by a grand jury this week, the driver of the dump truck that struck and killed a pedestrian on West Leigh Street in January surrendered without incident at the Richmond Justice Center today.

Thomas Clements, 55, of Henrico County, has been charged with failure to stop for a pedestrian that resulted in death. His booking photo is attached.

The Richmond Police Department Crash Team has been investigating this incident since it occurred on Tuesday, January 6. At approximately 1:43 p.m., officers were called to the intersection of West Leigh and North Harrison streets for the report of a pedestrian struck by a dump truck. Officers arrived and found an adult male, Donald Jaciuk, 64, of Richmond, down and unresponsive in the roadway. He was transported to a local hospital where later that day he succumbed to his injuries.

Investigators determined Jaciuk was crossing West Leigh Street northbound in the crosswalk with a walk signal when the driver of a dump truck, Clements, turned left from North Harrison Street onto West Leigh Street eastbound, striking him. Clements remained at the scene.

Arrest Made in Grace Street Shooting

Richmond Police Department detectives, with assistance of the U.S. Marshal’s Fugitive Task Force, have arrested the suspect in the shooting on East Grace Street earlier this month.

This morning, detectives arrested Jaekwaun Barbee, 29, of Henrico County, without incident. He has been charged with attempted murder and use of a firearm in the commission of a felony. His booking photo is attached.

At approximately 1:33 a.m. on Saturday, February 14, officers were called to the 200 block of East Grace Street for the report of a person shot. Officers arrived and found an adult male suffering from apparent gunshot wounds. He was transported to a local hospital with injuries that were considered life threatening. His injuries are no longer considered life threatening.

Detectives with the RPD Major Crimes division have been investigating this shooting and have determined it began as a verbal altercation which escalated to a physical altercation and shooting.

Victims Identified, Update on North 18th Street Shootings

 

Richmond Police detectives have identified two individuals in the fatal shootings on North 18th Street this morning as Genesis Jones, a 23-year-old female from Petersburg, and Dominic Jackson, a 42-year-old male from Henrico County.

 

Several vehicles damaged or believed involved have been towed and are being held for investigation. RPD officers and detectives have seized two firearms at this stage of the investigation and the RPD Forensic Unit collected multiple bullet casings from the area of the shootings. RPD detectives will leverage assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives to analyze the bullet casings and provide other assistance in this investigation.

 

In a news conference at noon from the scene with Richmond Mayor Danny Avula, RPD Chief Rick Edwards asked anyone with information to contact detectives, to include vehicle owners and business owners if they discover further damage from gunfire. Chief Edwards also asked anyone who recorded video of the confrontations which led to the shootings to send the videos to (804) 546-7323. At approximately 2:47 a.m., a Richmond Police Department officer on patrol in Shockoe Bottom observed a large crowd engaged in apparent confrontations in the 00-block of North 18th Street. The officer responded and found an adult female, Jones, down and unresponsive with apparent gunshot wounds. She was pronounced dead at the scene.

 

Additional officers arrived and found an adult male, Jackson, down and unresponsive. He had also suffered apparent gunshot wounds and was pronounced dead at the scene.

 

Four other adults were located who had suffered gunshot wounds. All four were transported to a local hospital. Three other adults with gunshot wounds were transported by personal vehicles to local hospitals. In total, nine adults were shot in this incident: a male and a female with fatal injuries, a female with injuries that are considered life threatening, and four males and two females with injuries that are not considered life threatening.

 

Detectives with the RPD Major Crimes division are continuing to investigate.

Arrest Made in Fatal Hit and Run on Semmes Avenue

Following a comprehensive investigation, Richmond Police Department officers with Second Precinct took into custody the suspect in the fatal hit and run on Semmes Avenue that occurred in January.

Yesterday without incident, officers arrested Kelvin Carr Russell, 35, of Richmond. He has been charged with involuntary manslaughter, felony hit and run, and reckless driving causing death. His booking photo is attached.

On Saturday, January 3 at approximately 11:31 p.m., officers were called to the 1400 block of Semmes Avenue, near the intersection of West 15th Street, for the report of a person struck by a vehicle. Officers arrived and found an adult female, Kristin Tolbert, 26, of Richmond, down and unresponsive midblock in the eastbound lanes of the roadway. She was pronounced dead at the scene.

The RPD Crash Team responded to investigate and determined Tolbert was crossing Semmes Avenue northbound when she was struck by a vehicle operating eastbound. The driver of the vehicle had driven from the scene prior to the arrival of officers.

The RPD Crash Team used several tools to identify the vehicle and registered owner, including video from traffic cameras and information from Flock Automatic License Plate Readers. Following consultations throughout this investigation with the Office of the Commonwealth’s Attorney, investigators obtained indictments for Carr Russell.

Safety Cameras Relocated from a Jahnke Road Location to Cary Street Road

 

The two Safety Cameras, formerly located in the 1200 block of Jahnke Road, in front of Westover Hills Elementary School, have been relocated to the 4400 block of Cary Street Road, behind Mary Munford Elementary School. The 30-day grace period at the new location will begin today. Violations generate warnings until Thursday, April 2 – when citations to the registered owners of the vehicles begin.

 

Following a review of Safety Camera data, the Richmond Police Department and the Richmond Department of Public Works determined to move the cameras from a location with fewer recorded speeding violations to an area identified as a higher priority for traffic safety.

 

“After reviewing Safety Camera data, along with observations and traffic analysis showing speeding and heavy vehicle volume on Cary Street Road, we determined the cameras at Westover Hills Elementary School should be relocated,” said RPD Special Operations Division Captain Anthony Jackson. “More than 18,000 vehicles travel past the Mary Munford Elementary School campus on Cary Street Road each day, making it critical for drivers to slow down along this busy corridor, particularly during student arrival and dismissal times.”

 

With this relocation, Mary Munford Elementary School will be the only school in the program with two sets of Safety Cameras. The first set of cameras is installed at the front of the school in the 4500 block of Grove Avenue.

 

An upcoming road construction project on Jahnke Road, which is expected to reduce vehicle speeds during repairs, was also a contributing factor in the decision to relocate the cameras. In the future, should data indicate that another school location presents a higher safety priority, Safety Cameras may be moved accordingly.

 

At the new location, Safety Cameras will operate from 7:15 a.m. to 9:15 a.m. and from 2:15 p.m. to 4:15 p.m. on days when school is in session.

 

Data collected by Safety Cameras is used solely for the purpose of the safety program and is not permitted to be used in other investigations.

The Richmond Police Department Crash Team has identified the pedestrian involved in the fatal hit and run yesterday as Hope Cartwright, 23, of Richmond.

 

Yesterday at approximately 5:34 p.m., Fourth Precinct officers were called to the intersection of South 2nd and East Cary streets for the report of a pedestrian stuck by a vehicle. Officers arrived and found the pedestrian, Cartwright, down and unresponsive in the northbound lanes of South 2nd Street. She was transported to a local hospital where she succumbed to her injuries. The striking vehicle had left the scene prior to the arrival of officers.

 

The RPD Crash Team responded to investigate and determined Cartwright was in the crosswalk, crossing 2nd Street eastbound when she was struck by a vehicle making a left turn from East Cary Street.

 

Information from the scene was sent to analysts in the RPD Capital City Intelligence Center, who utilized video from traffic cameras and information from Flock Automatic License Plate Readers to identify the striking vehicle and the registered owner.

 

First Precinct officers located the parked vehicle and made contact with the owner within an hour of the collision. Latesha Coleman, 41, of Richmond, has been charged with felony hit and run. A booking photo is not yet available.

At approximately 6:43 a.m., officers were called to the 2100 block of Deforrest Street for the report of shooting. Officers arrived and located an adult male,  Detoine Melton, 27, of Richmond, down on the ground and unresponsive. He had suffered apparent gunshot wounds and was pronounced dead at the scene.

The Medical Examiner will determine the cause and manner of death.

Suspects Charged in 2025 Chamberlayne Avenue Homicide and Crash

Following an extensive investigation by the Richmond Police Department Street Crimes Unit, both suspects in the shooting and crash investigation on Chamberlayne Avenue in June of 2025 are now in custody.

On Wednesday, January 7, Arturo Friend, Jr., 24, of Richmond, surrendered at the Richmond Justice Center without incident.

On Thursday, January 29, the RPD Street Crimes Unit, with the assistance of the U.S. Marshals Fugitive Task Force, arrested the second suspect, Keshawn Cunningham, 23, of Richmond, without incident.

They have both been charged with murder and use of a firearm in the commission of a felony. The booking photo of Cunningham is attached. The booking photo of Friend, Jr. is not yet available.

On Wednesday, June 4, 2025, at approximately 1:38 a.m., officers were called to the 2300 block of Chamberlayne Avenue for the report of a crash with an injury. Officers arrived and located an adult male, Antonio Nixon, 45, of Richmond, the driver and sole occupant of a vehicle, who had collided his vehicle with a tree and structure after leaving the roadway northbound near West Graham Road. He was unresponsive and was pronounced dead at the scene.

The RPD Crash Team responded to the scene to investigate. During the investigation, a bullet hole was located on the vehicle. The Major Crimes Division responded and determined Nixon had suffered an apparent gunshot wound.

Yesterday at approximately 6:18 p.m., officers were called to the 2100 block of Hull Street for the report of a shooting. Officers arrived and located an adult male who reported he was shot by an unknown male during an attempted robbery.

The male stated he met the subject to complete a transaction begun online. When the subject arrived he brandished a firearm, attempted to rob the victim and fired a shot, striking the victim. The victim was transported to a local hospital with injuries not considered to be life-threatening.

At approximately 7 p.m., a juvenile male, 16, suffering from an apparent gunshot wound, arrived at a local hospital. His injuries are not considered to be life-threatening.

Detectives are investigating the possibility this individual may have been involved in the incident in the 2100 block of Hull Street.

Suspect Sought in Theft and Fraud Investigation

Richmond Police detectives are asking the public to identify this suspect in an investigation involving theft of credit cards and fraud.

The adult female in the bank surveillance photos is suspected of stealing a new bank card from a delivery on the victim’s porch. This female made multiple withdrawals with the card from several banks in Richmond and Henrico County in late November and early December 2025. These withdrawals totaled several thousand dollars.

Detectives have been investigating this incident and are now asking the public for their assistance in identifying the suspect.

In the event of a debit or credit card being stolen, detectives urge the public to:

Freeze or cancel the card at once.

Report it to police and your financial institution immediately.

Develop sound financial habits:

 Review recent transactions – look for small ‘test’ charges from $1-$5 and report anything suspicious.

 Set up transaction alerts for purchases, ATM withdrawals or online purchases.

Victim Identified in Second Homicide on North 21st Street

Richmond Police Department detectives have identified the victim of the second fatal shooting on North 21st Street within one week as Shannun Nolan, 41, of Richmond.

On Friday, January 30 at approximately 3:25 a.m., officers responded to the 1600 block of North 21st Street after the gunshot detection system reported a gunfire alert. Officers arrived and located an adult male, Nolan, down and unresponsive in an alleyway next to an apartment building. He had suffered an apparent gunshot wound and was transported to a local hospital where he succumbed to his injury later that morning.

The Medical Examiner will determine the cause and manner of death.

At this time, detectives do not believe this shooting is connected to the homicide investigation from the incident one block away on January 25.

Chief Edwards will give an update on arrests from several New Year’s Eve random gunfire investigations and introduce, with the Office of Gun Violence Prevention Director Greg Hopkins, a new Spring Forward initiative to reduce youth violence during the upcoming Spring Break period.

Yesterday at approximately 2:51 p.m., officers were called to the grounds of Pine Camp Arts and Community Center, located in the 4900 block of Old Brook Road, for the report of a person down.

 

Officers arrived and found an adult male, down and unresponsive, under a walkway near a structure. He was pronounced dead at the scene. At this time, detectives have found no indications of foul play and believe exposure to the recent cold weather may have been a factor in his death. The Medical Examiner will determine cause and manner of death. Detectives are continuing their efforts to identify the male.

Shelter intake will continue at the Salvation Army Inclement Weather Shelter (1900 Chamberlayne Avenue) and will continue their regular, planned operations. The City is also operating an additional evening warming center starting at 5 p.m. at the Linwood Robinson Senior Center (700 N. 26th Street) throughout the winter event.

Victim Identified in North 21st Street Homicide Investigation

Yesterday at approximately 11:17 p.m., Richmond Police Department officers were called to the 1500 block of North 21st Street for the report of a person shot. Officers arrived and located an adult female, Florence McCrea, 56, of Richmond, down and unresponsive inside of an apartment. She had suffered an apparent gunshot wound and was pronounced dead at the scene.

The Medical Examiner will determine the cause and manner of death.

Detectives with the RPD Major Crimes unit responded and interviewed individuals at the apartment building for information regarding this shooting. The investigation continues.

Arrest Made in Hull Street Road Homicide Investigation

 

Richmond Police detectives have made an arrest in the homicide that occurred last month on Hull Street Road.

Shawn Carter, 34, of Richmond, turned himself in on January 9, on charges of maliciously shooting into an occupied dwelling and possession of a firearm by a convicted felon.  Detectives have since charged him with first degree murder, use of a firearm in the commission of a felony, attempted armed burglary, and brandishing a firearm. At approximately 8:57 p.m., Sunday, December 28, 2025, officers responded to the 2700 block of Hull Street Road for the report of a domestic disturbance. The call was soon updated to a shooting call. Officers arrived and located an adult female, Porshia Williams, 34, of Richmond, inside of a structure down and unresponsive. She had suffered an apparent gunshot wound and was pronounced dead at the scene.

Name Correction of Suspect in Officer-Involved Shooting 

Richmond Police Department detectives have corrected the name of the suspect in the officer-involved shooting on Saturday. Thomas Alexander, 41, of Richmond, was arrested in connection to this incident. Alexander has been charged with possession of a firearm by a convicted felon. Additional charges are pending. His booking photo is not yet available.

On Saturday at approximately 8:55 p.m., officers were called to a gas station in the 200 block of East Belt Boulevard for the report of an armed person. The call was then updated to shots fired. Officers arrived and were advised an adult male fired a shot at the location and shot at a GRTC employee. There were no injuries. Officers were advised the suspect had left the area on foot towards the 300 block of East Belt Boulevard.


Officers located the suspect, Alexander, at GRTC headquarters where he had previously shot at a staff member. Alexander was ordered by officers to drop his firearm. He then fired at officers. Officers returned fire, striking Alexander. Officers provided medical aid to Alexander and then he was transported to a local hospital with injuries that were considered life threatening. His injuries are now not considered life threatening.


Two officers fired, and Alexander was struck. Per RPD policy, the two officers have been placed on paid administrative leave.


The investigation continues.
