Decatur Street Double Shooting Update

The investigation remains ongoing in the fatal shooting of two men yesterday morning on the city’s Southside.

At approximately 5:09 a.m. Sunday, officers were called to the 3200 block of Decatur Street for a report of random gunfire. A second call then came in for a person shot. When officers arrived, they found Randy Smith Jr., 38, of the 3200 block of Decatur Street, dead at the scene.

Jayquan L. Powell, 21, of the 2300 block of Fairfield Avenue, was taken to VCU Medical Center with life-threatening injuries, but succumbed to his injuries last night.

Detectives believe the pair was shot during an exchange of gunfire.

After consulting with the Commonwealth’s Attorney’s Office, Powell’s death has been classified as a homicide and Smith’s death is currently being investigated as a death investigation while detectives are in the process of determining who initiated the incident.

Arrests Made, Suspect Sought in Boulevard Homicide

Richmond Police detectives have charged two people, but are still looking for a third in connection to a homicide that occurred earlier this month.

Jimmar Payne, 21, and Sheanne U. Rivera, 20, both of St. Croix, Virgin Islands, have been arrested and charged with conspiracy to commit murder. Their mugshots are not available for release.

Detectives are asking for the public’s help to locate J’Wa E. Charlery, 19, also of St. Croix, Virgin Islands, on the same charge. His photo is attached.

The charge stems from the Nov. 2 homicide of Eboniece M. Escobar, 22, of New York, New York, at the Clarion Hotel at 3207 N. Boulevard just before 10 p.m. When officers arrived that day, they found the victim inside a hotel room suffering from a gunshot wound. She died at the scene.

Arrests Made in Warwick Village Drive Homicide

Three people have been arrested and charged in connection with an October murder on the city’s Southside.

Christopher Burch, 19, of the 3000 block of Enslow Avenue, was arrested this afternoon in Orange County, Florida, by the Florida Regional Fugitive Task Force, which worked closely with the U.S. Marshals Regional Fugitive Task Force in Richmond. Burch was charged with conspiracy to commit murder.

Timothy O’Neal Bullock, 36, of the 3200 block of Woodrow Avenue, was arrested by the U.S. Marshals Regional Fugitive Task Force on Oct. 29 and indicted for murder and use of a firearm during the commission of a felony on Nov. 5. His mugshot is attached.

Bobby Lee Harris, 20, of the 1500 block of Blair Street, was arrested by the U.S. Marshals Regional Fugitive Task Force on Nov. 5 and charged with conspiracy to commit murder. His mugshot is attached.

All three were charged in connection with the murder of Darius C. Artis, 24, of the 600 block of Warwick Village Drive, that occurred at approximately 8:46 p.m. on Oct. 19 at his residence.

Larceny Suspect Sought

The Richmond Police Department needs the public’s help to find a man who stole a Richmond Ambulance Authority laptop from a hospital.

At approximately 6 p.m. on Oct. 31, a man was captured on surveillance stealing a Panasonic Toughbook off of a stretcher inside Richmond Community Hospital at 1500 N. 28^th St.

The suspect can be seen below and is described as a black male, age 20 to 25, who was last seen wearing a green hoodie with black stars all over it, dark pants and a black, draw-string backpack with the logo “Jordan 23” on it.

Marathon Street Closures/Parking Restrictions

The Richmond Police Department asks motorists to be mindful of runners, parking restrictions and street closings throughout the city starting Friday night because of the Anthem Richmond Marathon, Half Marathon and 8K on Saturday.

Illegally parked vehicles on Broad Street will be towed starting at midnight Friday to make sure the course is clear.

Drivers need to be patient and on the lookout for runners along the routes.

Please be aware of signs restricting parking and detours throughout the city starting at 4 p.m. Friday and continuing through 5 p.m. Saturday.

The following streets will be closed or modified during the designated times:

• East Grace Street between 3^rd and 6^th Street will be changed to a two-way traffic pattern from 4 a.m. to 5 p.m. Saturday
• 6^th Street between Canal and Cary streets will be changed to a two-way traffic pattern from 4 a.m. to 5 p.m. Saturday
• East Canal Street between 5^th and 6^th streets will be changed to a two–way traffic pattern from 4 a.m. to 5 p.m.  Saturday. 
• Tredegar Street will be closed between Dominion Resources and 7^th Street from 4 a.m. to 5 p.m. Saturday. No parking will be allowed from 3 a.m. through 5 p.m. Saturday.
• Tredegar Street will be closed between 5^th and 7^th streets from 6 p.m. Friday through 5 p.m. Saturday. No parking will be allowed from 3 a.m. through 5 p.m. Saturday.
• 5^th Street will be closed between Grace and Tredegar streets from 4 a.m. to 4 p.m. No parking will be allowed from 3 a.m. through 5 p.m. Saturday.
• Tredegar from 5^th to the footbridge will be closed from 10 a.m. Friday until 5 p.m. on Saturday.
• Cary Street will be closed between 3^rd and 12^th streets from 4 a.m. to 5 p.m. 
• Broad Street from Lombardy to Belvidere will be closed all day Saturday.
• Broad Street (both eastbound and westbound) between 4^th Street and the Boulevard will be closed from 4 a.m. to 10 a.m. Westbound traffic will be detoured north onto 11th Street and west on Leigh Street. No parking will be allowed from 4 a.m. to 10 a.m. Eastbound traffic will be detoured north on Sheppard Street, east on Marshall Street, north on the Boulevard, east on Leigh Street, south on 10th Street, east on Marshall Street, south on 12^th  Street back to Broad Street.

• 3rd Street will be closed from Broad to Main Street from 4 a.m. to 3 p.m. No parking will be allowed from 3 a.m. to 5 p.m.
• Mulberry Street between Broad and Grace streets will be closed from 4 a.m. to 10 a.m. for the HCA Virginia 8K. No parking will be allowed from 12 a.m. to 12 p.m.
• East Franklin Street between 2^nd and 6^th streets will be closed from 4 a.m. to 3 p.m. No parking will be allowed from 3 a.m. to 5 p.m.
• Lombardy Street between Brook Road and Grace Street will be closed from 4 a.m. to 3 p.m. No parking will be allowed from 3 a.m. to 5 p.m.
• North Boulevard northbound from Broad Street to Hermitage Road will be closed from 4 a.m. to 3 p.m. for the American Family Fitness Half Marathon. No parking will be allowed from 3 a.m. to 5 p.m.
• Hermitage Road northbound from Boulevard to Pope Ave will be closed from 7 a.m. to 10 a.m. for the American Family Fitness Half Marathon.
• Hermitage Road northbound between the Boulevard/Westwood and Laburnum Road will be closed from 4 a.m. to 2 p.m. No parking will be allowed from 3 a.m. to 5 p.m.
• Brookland Parkway eastbound from Hermitage Road to Lamont Street will be closed from 7 a.m. to 10 a.m. for the American Family Fitness Half Marathon
• Bellevue Avenue from Hermitage Road to the Bryan Park entrance will be closed from 7 a.m. to 10 a.m. for the American Family Fitness Half Marathon.
• Monument Avenue westbound between Mulberry and Chantilly will be closed from 4 a.m. to 10 a.m. No parking will be allowed from 4 a.m. to 10 a.m.
• Westmoreland between Monument Ave and Grove Ave will be closed from 7:30 a.m. to 10 a.m.
• Grove Avenue westbound between Commonwealth and Maple will be closed from 7:30 a.m. to 10 a.m.
• Maple Avenue from Grove to Cary Street will be closed from 4:00 a.m. to 10 a.m.
• The Huguenot Bridge will be closed to all traffic from 4 a.m. to 11 a.m.  Northbound traffic on Huguenot Road will be detoured north from Huguenot Road onto Chippenham Parkway to the Willey Bridge.
• Riverside Dr. will be closed from the Huguenot Bridge to Scottview Drive from 6 a.m. to Noon.
• Forest Hill Ave. westbound from Roanoke St. to Hathaway Rd. will be closed from 8 a.m. to 11:30 a.m.
• Semmes Ave. Westbound from Cowardin Avenue to Forest Hill Avenue will be closed from 4 a.m. to 1 p.m. No parking will be allowed from 3 a.m. through 5 p.m. Saturday 
• Belvidere Street northbound at Grace Street will be closed from 7 a.m. to 3 p.m.  The recommended detour will be east on Byrd Street to the Downtown Expressway eastbound to I-95 northbound.
• Main Street, from Belvidere to Boulevard will be closed from 4 a. m. to 1 p.m. No parking will be allowed from 3 a.m. through 5 p.m. Saturday 
• Belvidere Street southbound between Broad and Grace Streets will be closed from 7 a.m. to 3 p.m.  The recommended detour for southbound Belvidere Street will be onto I-95 southbound just north of Leigh Street
• The southbound exit ramp from the Powhite Parkway to Forest Hill Avenue and the northbound entrance ramp from westbound Forest Hill Avenue onto the Powhite Parkway will be closed to traffic from 8 a.m. until approximately 11 a.m.
• There will also be numerous and frequent lane closures along the Marathon, Half Marathon & 8K routes, including closures on:  Broad Street, North Boulevard, Monument Avenue, Grove Avenue, Maple Avenue, Cary Street Road, River Road, Scottview Drive, Forest Hill Avenue, Semmes Avenue, the Lee Bridge, Belvidere Street, West Main Street, Hermitage Road, Fauquier Avenue, Brook Road. 

Victim Identified in North Boulevard Homicide

The Richmond Police Department has identified the victim in Sunday’s homicide as Eboniece M. Escobar, 22, of New York, New York.

Officers were called to the Clarion Hotel at 3207 N. Boulevard just before 10 p.m. on Sunday, Nov. 2 for a report of a disturbance. When officers arrived, they found the victim inside a hotel room suffering from a gunshot wound. She died at the scene.
