Victim Identified in Whitcomb Street Homicide

Richmond Police detectives have identified the victim in the homicide that occurred on Whitcomb Street this month as Ketron Green, 30, of Richmond.

At approximately 6:08 p.m., on Friday, January 26, officers were called to the 2500 block of Whitcomb Street for the report of a person shot. Once on scene officers located an adult male, Green, down on the sidewalk suffering from a gunshot wound. He was pronounced dead on the scene.

Victim Identified in West Federal Street Homicide

Richmond Police detectives have identified the victim of the homicide on Federal Street last night as James Champion IV, 43, of Richmond.                                     

At approximately 7:15 p.m., officers were called to the 100 block of West Federal Street for the report of random gunfire. Officers arrived and found an adult male, Champion, in the stairwell, down. He had sustained an apparent gunshot wound. He was pronounced dead at the scene.

The Medical Examiner will determine the cause and manner of death.

WHAT:               End-of-year Public Safety Briefing to the Community

 

WHEN:               2 p.m., TOMORROW, Thursday, January 25, 2024 

 

WHERE:            The briefing location is at RPD Headquarters, 200 W. Grace St.

 

Chief of Police Rick Edwards will address crime stats impacting the public and highlight strategies that reduced violent crime in 2023. The briefing will also focus on other topics, including the continuing RPD plan to make roadways safer for us all.

 

BACKGROUND:    

This crime briefing will inform the community of crime trends impacting public safety, recognize successful multi-jurisdictional operations, outline department strategies, and offer opportunities for members of the public to engage in upcoming community events to participate in a joint effort to reduce crime.

Se busca un hombre desaparecido

El Departamento de Policía de Richmond está pidiendo la ayuda del público para localizar a un habitante de Richmond que su familia ha reportado como desaparecido.

Salvador Vitervo Ortiz, de 31 años, fue visto por última vez el viernes 19 de enero en la manzana 3100 de Richmond Highway. La última vez que lo vieron iba vestido con un pantalón de mezclilla azul (“bluejean”) y una camiseta negra. Sus familiares informaron que andaba descalzo en ese momento y están preocupados por su seguridad.

El Sr. Vitervo Ortiz mide aproximadamente 1.50 metros (5 pies) de estatura y pesa alrededor de 66 kilos (145 libras). Incluimos su fotografía en este aviso.

Missing Man Sought

The Richmond Police Department is asking for the public’s help in locating a Richmond man who has been reported missing by his family.

Salvador Vitervo Ortiz, 31, was last seen on Friday, January 19, in the 3100 block of Richmond Highway. He was last seen wearing blue jeans and a black t-shirt. Family members reported he was walking barefoot at the time and are concerned for his safety.

Vitervo Ortiz is approximately 5’ tall and weighs about 145 pounds. His photo is attached.

Anyone with information on the whereabouts of Vitervo Ortiz or the circumstance of his disappearance is asked to call Major Crimes Detective C. Suspect Charged in Homicide in December on Floyd Avenue

Following indictment by a grand jury, the suspect in the homicide of Michael Jones, 48, of Richmond, on Floyd Avenue last month has been charged.

Matthew Hellams, 24, of Richmond, has been charged with murder and use of a firearm in the commission of a felony for the shooting in a duplex in the 2300 block of Floyd Avenue. His booking photo is attached.

At approximately 8:20 p.m., on Tuesday, December 5, officers were called to Floyd Avenue for the report of trouble unknown. Officers arrived and located an adult male, Jones, down and unresponsive in the residence. He had suffered an apparent gunshot wound and was pronounced dead at the scene.

Person of Interest Sought in Armed Robbery Investigations

Richmond Police detectives are asking for the public’s assistance in identifying the male in the photos who is a person of interest in armed robbery investigations.

Fourth Precinct detectives are investigating several recent armed robberies that occurred in the daytime hours in the downtown area where a male brandished a firearm and stole items from victims. There have been no injuries in these robberies.

The individual in the photos is a person of interest in these investigations and detectives are seeking to identify him.

WHERE:            The meeting location is at RPD Headquarters, 200 W. Grace St.

 

RPD Command Staff and Fourth Precinct officers will walk with collaborating public safety partners to interact with residents and businesses to hear concerns and to answer questions. Participants will offer tips to business managers, owners and staff to prevent burglaries and also offer safety tips to residents.

 

BACKGROUND:    

This walk is part of a series as the RPD Command Staff walks and talks with residents throughout the various city precincts which has been a longstanding tradition of the department. The RPD is committed to cultivating opportunities for open dialogue and building relationships with citizens that extend beyond the response to emergencies.

Suspect Charged in Homicide in Business on Richmond Highway

Following indictment by a grand jury, the suspect in the homicide of Kamarr Hall, 50, of Richmond, in a business on Richmond Highway on December 13, has been charged in connection to multiple incidents.

Following multiple investigations, Mark Palmer, 60, of Richmond, has been charged with homicide, attempted robbery with a firearm and use of a firearm in the commission of a felony x2 for the homicide on December 13.

Palmer has been charged with attempted robbery and use of a firearm in an attempted robbery for the attempted robbery of an employee of a business in the 5200 block of Hull Street Road on December 11.

Palmer has been charged with robbery and use of a firearm in the commission of a felony for a robbery of an employee of a business in the 1200 block of Westover Hills Boulevard on December 8.

Palmer has been charged with robbery and use of a firearm in the commission of a felony for a robbery of an employee of a business in the 5100 block of Hull Street Road on November 26.

At approximately 4:50 p.m., on Wednesday, December 13, officers were called to a business in the 3300 block of Richmond Highway for the report of a robbery and a report of a person shot. Officers arrived and found an adult male employee, Hall, inside the business suffering from an apparent gunshot wound. He was transported to a local hospital where he succumbed to his injury.

Detectives have been working on several robbery and attempted robbery cases and connected Palmer to those crimes and the homicide.

“All of us in the city of Richmond are safer because this suspect is in custody,” said Chief Rick Edwards. “I extend my profound appreciation to the teams of detectives who worked these cases and who successfully delivered this case, with coordination from the Office of the Commonwealth’s Attorney, to the grand jury.”

Fatal Vehicle Crash on Richmond Highway

Richmond Police are investigating a fatal vehicle crash that occurred this morning on Richmond Highway.

At approximately 1:54 a.m., officers were called to the 4100 block of Richmond Highway for the report of a vehicle that crashed into a pole near Courtland Street.

Officers arrived and found three adult male occupants injured in the vehicle. One was pronounced dead at the scene. The two other injured males were transported to a local hospital with injuries that were considered life threatening.

The Richmond Police Department Crash Team was called to the scene and are investigating.

Lobby Day 2024 Road Closures and No Parking Zones

 

The Richmond Police Department asks the public to be aware of several road closures and ‘No Parking’ zones that will be in effect during Lobby Day 2024.

 

The RPD, working with partner law enforcement agencies, is dedicated and committed to ensuring that the public has safe access to the Virginia State Capitol grounds where they can participate in the annual Lobby Day interaction with legislators. These road closures and no parking zones help achieve that goal.

 

Roads will be closed and ‘No Parking’ zones will be established from 5 a.m. – 6 p.m., Monday, January 15. A map of the closures is below.

 

The following roads will be closed during that time period:

 

  • North 9th Street between East Main and East Broad streets
  • East Franklin Street between North 8th and North 9th streets
  • East Grace Street between North 8th and North 9th streets

 

The following “No Parking” zones will be in effect during that time period:

 

  • East Broad Street between North 5th and North 14th streets
  • East Main Street between North 8th and North 14th streets
  • North 9th Street between East Broad and East Main streets
  • East Franklin Street between North 8th and North 9th streets
  • East Grace Street between North 8th and North 9th streets
  • North 12th Street between East Main and Bank streets
  • North 14th Street between East Broad and East Main streets
