Victim Identified in Coalter Street Homicide Investigation

Richmond Police detectives have identified the victim of the fatal shooting on Coalter Street yesterday as Robert Joseph, 25, of Richmond.

Yesterday at approximately 11:31 a.m., officers were called to the 1300 block of Coalter Street for the report of a person shot. Officers arrived and found an adult male, Joseph, down on the ground with an apparent gunshot wound. He was transported to a local hospital where yesterday he succumbed to his injuries.

The Medical Examiner will determine the cause and manner of death.

Thousands of participants and spectators will take to the city streets on Saturday morning for the Ukrop’s Monument Avenue 10K presented by Kroger. Numerous road closures and “No Parking” zones will be in effect.

During the event, Monument Avenue will be closed between Stuart Circle and Willow Lawn Drive. The intersection of Arthur Ashe Boulevard and Monument Avenue will also be closed. Portions of other major streets will be closed, including West Broad Street, West Grace Street, West Franklin Street and Lombardy Street. Maps of road closures attached.

Events begin at 8 a.m., Saturday, April 20. Street closures and “No Parking” zones go into effect on several streets on Thursday, April 18. Vehicles parked along the race course will be towed to accommodate the event.

Motorists should expect delays in the area.

RPD Announces Early Launch of Operation Safe Summer

The Richmond Police Department has announced an early launch to Operation Safe Summer (OSS), a collaborative effort by local, state, and federal law enforcement agencies led by the RPD to suppress violent crime and increase public safety throughout Richmond.

 

Due to recent incidents of fatal shootings, several of which involved juvenile victims, the department is launching the program this Friday, April 19.

 

This comprehensive approach, slated to continue through early September, aligns with the ‘Hotspot’ location strategy of Chief Rick Edwards. The Hotspot locations are areas of clustered reports of gun violence. Chief Edwards has devoted focused enforcement and officer visibility in these areas to deter violent crime and Operation Safe Summer will use this research in a targeted approach. Operation Safe Summer will include the following:

 

  1. State partnership. In collaboration with RPD, Virginia State Police will support by providing State Troopers and patrol cars within the city, focusing on violent crime Hotspot areas in alignment with existing department strategies.
  2. Federal partnerships. The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), the Federal Bureau of Investigation (FBI), the United States Department of Justice (DOJ) and the United States Marshals Service (USMS) will work in partnership with RPD combining resources to identify, investigate, and prosecute the most significant drivers of gun violence and other violent crime.
  3. Local partnership. The Richmond Office of the Commonwealth’s Attorney will work in partnership with RPD in investigative consultations and prosecutions of subjects identified through this Operation. Other groups, such as Richmond Community Mediators, the RPD Chaplain program and the Trauma Healing and Response Network, among others, will all work to contribute to the safety of the public. Richmond Public Schools will be continuing their effective work with key partners like ChildSavers and Communities in Schools to provide resources. The Department of Justice Services is continuing to convene the city’s Gun Violence Prevention and Intervention Steering Committee which established the GVPI Hotline of (804) 646-5987.
  4. Community partnership. Meaningful law enforcement engagement with the community is essential to building trust and earning legitimacy and is a core value of the department. RPD Community Pop-Up events provide activities and resources to families as part of the strategy to prevent violent crime. The next event is scheduled for Thursday, April 25, in the Hillside Court neighborhood. Also taking place every month are Command Staff Community Walks to foster relationships with community members and accept input and feedback. Following the Community Walk happening tonight in the Whitcomb neighborhood, the next Community Walk is scheduled for May 15 in Sector 411.
  5. Invest in and distribute gun safes. RPD has utilized American Rescue Plan grant funding to make gun safes available for Richmond families who may have a firearm at home and want to store it safely. Individuals can request gun safes by calling (804) 516-0451.
  6. Positive Environments for Youth. The Department of Parks, Recreation and Community Facilities offers a variety of summer programs for children and youth at no/low cost. Space is still available in many PRCF camps. Additionally, PRCF is bringing back "Late Night Gym," which will begin Memorial Day weekend and operate on Friday and Saturday evenings through Labor Day weekend. Additional details, including locations and program hours, will be announced in May.

 

“We have a city-wide strategy for a safer summer for our youth and all of us in Richmond,” said Chief Rick Edwards. “We thank the city agencies and all our partners for contributing their valuable energy and skills in this Operation, but it is the role of the community that can be most important. Together, with this Operation starting even in spring, we can make this the safest summer for all of us.”

 

The RPD is asking citizens to safely store their firearms and lock their vehicles to support the violent crime reduction work.

WHEN:              5 p.m., TODAY, Wednesday, April 17, 2024 

 

WHERE:           The meeting location is the 2100 block of Deforrest Street

 

RPD Command Staff and First Precinct officers will walk with collaborating public safety partners to interact with residents to hear concerns, discuss recent violent crime and to answer questions. Participants will also offer safety tips to residents. This Walk was originally planned for a neighborhood in Third Precinct, but Chief Rick Edwards has moved the location to the Whitcomb neighborhood due to the recent shootings in the area.

 

BACKGROUND:    

This Walk is part of a series as the RPD Command Staff walks and talks with residents throughout the various city precincts which has been a longstanding tradition of the department. The RPD is committed to cultivating opportunities for open dialogue and building relationships with citizens that extend beyond the response to emergencies.

Chief of Police Rick Edwards will address statistics from crimes that occurred in the first quarter of 2024 that impacted the public. Prior to the first quarter data, Chief Edwards will also address recent shootings in April, several of which involved juveniles.

This crime briefing will inform the community of crime trends impacting public safety, announce the early start to the multi-jurisdictional effort Operation Safe Summer, share information on recent arrests, and offer opportunities for members of the public to engage in upcoming community events to participate in a joint effort to reduce crime.

Richmond Police Release Critical Incident Briefing: Cedar Street

The Richmond Police Department has released a critical incident briefing video related to the officer-involved shooting on March 31, 2024, per the Department’s core value and commitment to maintaining trust and legitimacy through transparency.

This critical incident briefing includes 911 call information, video from the body-worn cameras of the two officers who were at the scene and evidence photos.

Chief Rick Edwards pledged to release these CIB videos following fatal incidents of officer-involved shootings.

Once a full investigative report is complete, the report will be submitted to the Office of the Commonwealth Attorney. Following the determination from that office, RPD will conduct an internal policy review. Per department policy, the officer who fired his service weapon is on administrative leave with pay.

The goal of releasing CIB videos is to increase transparency and trust as the Richmond Police Department continues to work with various stakeholders to provide a clear and unbiased account of critical incidents to the community.

This morning, at approximately 12:21 a.m., officers were called to the 1200 block of St. John Street for the report of a shooting. Officers arrived and found an adult male and a juvenile male suffering from apparent gunshot wounds. Both were transported to a local hospital for treatment. The adult male's injuries were considered non-life-threatening. The juvenile, 16 years old, of Richmond later succumbed to his injuries.

Today at approximately 6:58 p.m., officers were called to the 1600 block of Spotsylvania Street for the report of a shooting. Officers arrived and found two adults deceased outside the residence. Another individual, a juvenile male, was located nearby suffering from an apparent gunshot wound. The juvenile, a 17-year-old male, was transported to a local hospital with injuries considered to be non-life-threatening.

The juvenile male, 16, of Henrico, who was injured in a shooting in the Whitcomb Court neighborhood yesterday has today succumbed to his injuries at the hospital.

Yesterday at approximately 5:38 p.m., officers were called to the 2100 block of Deforrest Street for the report of a person shot. Officers arrived and found the juvenile male down on a sidewalk. He was suffering from an apparent gunshot wound and was transported to a local hospital with injuries that were considered life-threatening.

The Medical Examiner will determine the cause and manner of death.

Victim Identified in North 23rd Street Homicide

Richmond Police detectives have identified the victim in the homicide that occurred on North 23rd Street as Kyron Hoskey, 28, of Henrico.                                     

At approximately 3:19 a.m., April 6, officers were called to the 2200 block of North 23rd Street for the report of a person shot. Officers arrived and found an adult male, Hoskey, inside of a residence down on the floor with an apparent gunshot wound. He was pronounced dead at the scene.

The Medical Examiner will determine the cause and manner of death.

Identification Made in Officer-Involved Shooting on Cedar Street, Detectives Seek Evidence from Public

Richmond Police detectives have identified the individual in the fatal officer-involved shooting yesterday as Kenneth Sharp, 20, of Richmond.

Yesterday at approximately 4:58 a.m., officers were called to the 1900 block of Cedar Street for the report of a disturbance with an armed person. Officers arrived on the scene within minutes and located the male suspect, Sharp. After a brief encounter during which Sharp produced a firearm, Sharp was shot. He was transported to a local hospital where he later succumbed to his injuries.

A firearm was recovered at the scene.

Homicide Investigation Involving Juvenile

 Last night at approximately 10:54 p.m., officers were called to the intersection of 4th Avenue and Front Street for the report of a shooting. Once on scene, officers located a juvenile male, 14, down and unresponsive in the roadway. He had suffered an apparent gunshot wound. He was transported to a local hospital where he succumbed to his injuries. 

The Medical Examiner will determine the cause and manner of death.

At this time, detectives from Major Crimes are investigating the possible circumstances that led to this shooting and ask anyone with information or video from surveillance cameras in the area to contact detectives.
