RPD Investigating shootings into vehicle and residence

At approximately 11:15 p.m. yesterday, RPD officers were approached by a victim at Allen Avenue and Broad Street who stated someone had fired shots into their vehicle near the Circle following an altercation.

Around the same time, officers received several calls for random gunfire near the Circle in the 1600 block of Monument Avenue.  When officers arrived, one of the callers stated the glass door at their residence was shattered by reported gunfire.

“Gunfire and violent behavior is not peaceful, nonviolent protest; it is criminal, unacceptable and will not be tolerated in our city,” said Chief Gerald M. Smith. “The City of Richmond will take all necessary steps to protect residents and visitors and preserve peace and public safety in our communities.”    

Officers canvassed the area near the Circle recovering a rifle and magazines.
Detectives are currently investigating to determine if the incidents are related.

Missing Man Sought

The Richmond Police Department is asking for the public’s help in locating a missing man.
Norman W. Carter, 64, was last seen leaving an assisted living home in the 600 block of N. 32nd Street on July 22, 2020.  He suffers from numerous mental health issues and is not familiar with Richmond.
Carter is approximately 5’ 10” and weighs about 180 pounds.

Suspects Sought in Riot Vandalism

Richmond Police detectives need the public’s help to identify the individuals in the attached photos who are suspects in a vandalism that occurred during riots over the weekend.

Around 11:30 p.m. on Saturday, July 25, a brick was thrown into a business in the 300 block of West Franklin Street. An additional suspect then kicked the glass window. Detectives believe the individuals pictured were involved in the rioting.

Victim Identified in N 31st Street Homicide

Richmond Police Department detectives have identified the victim in Tuesday’s homicide in Church Hill as Andrew L. Gary, a male in his 30s.

At approximately 12:03 a.m. on July 28, officers responded to the 900 block of N 31st Street for the report of a person shot. When police arrived, they found Gary unresponsive outside of a residence.  He was pronounced dead at the scene. 

There is no suspect description at this time.

RPD Officers Assaulted During Clearance Operation on Monument Avenue

For weeks, in response to community concerns, on-going illegal activity, and health concerns, a city-wide task force has been educating and engaging people who have been occupying the area in and around the Circle at Monument and Allen avenues.

Today, at approximately 8a.m., as the city attempted to get people to comply with the state and city ordinances that govern activities in that public area, RPD officers were assaulted. Several felony arrests were made.

For more than 60 days, the area in an around the circle has been occupied by demonstrators, some in violation of ordinances. They have set up tents, taken electrical power, engaged in commerce without permits, displayed videos and played loud music.

In response to concerns a task force was formed to deal with the issues. Included are the following departments:
·       Public Works
·       Public Utilities
·       Health
·       Taxation
·       Social Services
·       Code Enforcement
·       Child Protective Services
·       Parks and Recreation
·       Richmond Fire Department
·       Richmond Police Department

In addition, other non-profit agencies were recruited to provide addition resources. They have been meeting with those present in a holistic approach to provide services to those in need.   

Previously, individuals were given the opportunity to correct the illegal actions.

When RPD Officers removed illegal items they were assaulted.

Justin Killough and Kadia Taylor have each been charged with assault on a law enforcement officer.  Their booking photos will be available at a later time.

RPD officers suffered minor injuries. One individual present was treated for a medical condition. Pepper spray was deployed and a conducted electrical device was used by officers in response to the assaults.

2020 National Night Out Rescheduled

Due to COVID-19 concerns, the Richmond Police Department is rescheduling this year’s National Night Out. 

National Night Out will be tentatively held on Tuesday, October 6, 2020.    We will continue to monitor the COVID-19 conditions in Richmond.   Please watch RPD’s social media sites for updates.

National Night Out is designed to
1. Heighten crime and drug prevention awareness;
2. Generate support for, and participation in, local anti-crime efforts;
3. Strengthen neighborhood spirit and police‐community partnerships;
4. Send a message to criminals letting them know neighborhoods are organized and fighting back.

As we get closer to the rescheduled date, RPD will provide updates on the status of 2020 National Night Out.

Riot Arrests

The Richmond Police Department arrested seventeen individuals including two juveniles last night during a riot in the city. They are:

The persons arrested for trespassing were in Monroe Park after 10 p.m. as observed by RPD officers on Sunday, July 26. Richmond city parks are off-limits at that time.

After that, a group of about one hundred persons moved together from that area into the Broad Street corridor followed by several support vehicles. They moved eastbound for several blocks. Three fires were set in dumpsters, buildings were tagged with graffiti and windows were broken.

Shortly before 1:00 a.m., Monday, July 27, the group blocked the intersection of West Broad Street and Belvedere Road. RPD officers attempted to clear the intersection so RAA ambulances could pass. Several persons refused disperse. Additional arrests were made at that time.

Arrest Made in June Forest Hill Avenue Double Homicide

Richmond Police detectives have made an arrest in connection to a double homicide that occurred on Forest Hill Avenue last month.

Geoffrey T. Stone has been charged with malicious wounding and use of a firearm in commission of a felony. Additional charges are pending.

At approximately 1:17 a.m., on Wednesday, June 24, officers were dispatched to an area near the intersection of Forest Hill and Semmes Avenues for several reports of shots fired.  When they arrived, they found a vehicle resting on the creek embankment in the 3600 block of Forest Hill Avenue

All of the occupants of the vehicle were adult males. Two were transported to a local hospital. One of them died there. The third occupant was pronounced at the scene.

In addition to the injuries the men received in the crash, two of the individuals had been shot.

Riot Arrests

The Richmond Police Department arrested several individuals last night during a riot in the city.
They are:

·       James Kelley, 29, W/M, Richmond - Unlawful Assembly
·       Justin Killough, 26, W/M, Richmond – Unlawful Assembly
·       Stephen Loughman, 29, W/M, Richmond – Unlawful Assembly – Rioting with a Firearm
·       Wendell Lundy, 36, B/M, Hampton – Unlawful Assembly
·       Alton Rittenour, 26, W/M, Richmond – Unlawful Assembly
·       Justin Thompson, 28, W/M, Hopewell – Assault on a Law Enforcement Officer, Rioting

These six persons were part of a group of several hundred individuals who gathered in Monroe Park last night then moved as a loosely organized group through downtown, the VCU campus and the Fan – setting fires, breaking windows, tagging buildings and sidewalks, and blocking traffic.

Shortly after 11:00 p.m., an Unlawful Assembly was declared when the group attacked police officers outside RPD Headquarters with rocks, batteries and other objects and set fire to a city dump truck parked nearby.

Damage also occurred in and around the VCU campus, especially to buildings and businesses in the 800 block of West Grace Street.

Suspect Sought in Several Commercial Robberies

Richmond Police detectives need the public’s help to identify the suspect in the attached photos who is believed to be linked to several commercial robberies that occurred in the city.

Since June 22, an unknown male has stolen cash and cigarettes from multiple businesses in Richmond’s south side. In one incident, a firearm was displayed.

The incidents include:
  • On June 22 and July 14 and at the 7-Eleven in the 6200 block of Jahnke Road
  •  5:37 p.m. on June 24 at the Family Dollar in the 6300 block of Jahnke Road
  •  4:45 a.m. on July 15 at the Valero in the 6200 block of Midlothian Turnpike

Suspect Sought for Breaking Window at John Marshall Courts Building

Richmond Police detectives need the public’s help to identify the individual in the attached photos and video, who is suspected of breaking a large glass window at the John Marshall Courts Building during a protest earlier this month.

At approximately 1:10 p.m. on Wednesday, July 1, officers responded to the John Marshall Courts Building, located at 400 North 9th Street, for the report of a large crowd.  Protesters had gathered just outside the building door and some of them threw hard objects, one of which shattered a window adjacent to the entrance.  The suspect is seen on video kicking the glass several times.

Suspect Sought in Hit and Run

Richmond Police need the public's help to identify the suspect in the hit-and-run of a pedestrian on Friday, July 17 at Belvidere and Broad Streets.

The pedestrian was hit shortly after midnight on Friday and was transported to the hospital with life-threatening injuries.

The suspect's vehicle is a white four-door sedan with damage to front passenger side fender, including a missing headlight and hood. The hubcap may be missing from the front passenger side tire. A photo of a vehicle with a similar make and model to the suspect's vehicle is included with this advisory.

Victim Identified, Suspect Arrested in Fatal Accident on North Arthur Ashe Boulevard

The Richmond Police Department has identified the victim in a fatal accident on Friday, July, 10, as Acacia L. Gross.

On July 10, officers responded to the 1200 block of North Arthur Ashe Boulevard for a report of a six-vehicle accident.

The initial investigation indicates five vehicles were stopped at a traffic light at North Arthur Ashe Boulevard and West Leigh Street. The driver of the sixth vehicle was traveling north on Arthur Ashe Boulevard and ran into the back of Ms. Gross’ vehicle. Ms. Gross’ vehicle went airborne and landed in a parking lot. The sixth vehicle then caused a chain reaction crash with the other vehicles.

Four people were transported to local hospitals for injuries. Ms. Gross died from her injuries on Sunday, July 12.

The driver of the sixth vehicle has been identified as Susan A. Bain.
Bain is charged with aggravated manslaughter.

Tips Lead to Quick Arrest in Main Street Shooting

Thanks to tips from the public, officers arrested a shooting suspect shortly after the incident early Saturday morning.

The shooting occurred at 12:39 a.m. Saturday, July 18, in the 1900 block of West Main Street. The victim was taken to the hospital with life-threatening injuries.

Officers dispatched to the call quickly tracked down the suspect's vehicle and arrested Devon D. Saunders.  Saunders is charged with use of firearm in commission of a felony and attempted murder.

Suspects Sought in Assault and Robbery at the Circle on Monument Avenue

Richmond Police detectives are currently investigating an assault and robbery that occurred last week at the circle at Monument Avenue and Allen Avenue.

At approximately 10:20 p.m. on Wednesday, July 15 two victims were reportedly robbed after being at the circle at Monument Avenue and Allen Avenue. One victim was carrying a rifle. An argument started and both victims were assaulted. A suspect then chased one victim, displayed a handgun, and demanded the victim to drop the rifle. The victim complied and the two then fled the area. Both victims suffered non-life threatening injuries.

Richmond Police Welcomes 26 New Officers

Despite the challenges of a national pandemic and civil unrest, 26 new police officers are now proud members of the Richmond Police Department.

Because of COVID-19 restrictions, the graduation and swearing-in ceremony this morning at the Richmond Police Training Academy were private and limited to the officers’ immediate family members. Richmond Commonwealth’s Attorney Colette McEachin was the keynote speaker. 

Members of the 121st Basic Recruit Class included recruits from Jamaica, California, Georgia, Maryland, New York, South Carolina and West Virginia, as well as many from the Metro Richmond area.

The new officers will begin eight weeks of field training with an experienced officer on Saturday, July 18.

P Street Death Investigation, Aggravated Assault

At approximately 11:05 p.m., officers were called to the 3000 block of P Street for the report of shots fired.

Officers arrived and found a 15-year-old male in an apartment building who had suffered an apparent gunshot wound. He was pronounced dead at the scene. Detectives have information that the victim was shot while outside the apartment building and then entered the structure.

Officers then found a second victim in a nearby apartment building, a 3-year-old female, who had suffered an apparent gunshot wound while inside the structure. It does not appear that the 3-year-old victim was a target of the assault. She was transported to a local hospital with an injury that was not considered life threatening.

The Major Crimes division’s detectives are investigating this shooting into an occupied dwelling/aggravated assault and the death investigation. The Forensics Unit collected evidence and First Precinct leadership and Command Staff through the Chief of Police responded to the scene.

Lamb Avenue Death Investigation

At approximately 6:26 p.m., officers were called to the 3000 block of Lamb Avenue for the report of a person shot.

Officers arrived and found an adult female suffering from an apparent gunshot wound. She was transported to a local hospital where she succumbed to her injury.

Detectives have information about a white sedan that traveled the wrong direction on Lamb Avenue at the time of the shooting. An occupant of the vehicle fired shots towards a residence where the victim was seated on the porch.
