Oakhurst Lane Homicide

Richmond Police detectives have arrested a man in connection with the death of a child last night.

At approximately 4:48p.m. Wednesday, EMS workers were called to a home in the 1400 block of Oakhurst Lane for a report of a 2-year-old male suffering from a medical issue. The child died a short time later at the hospital. He has been identified as O’ustin Spratley, 2, of the same address.

Police were notified and after further investigation and in consultation with the Commonwealth’s Attorney’s Office, Kevin L. Webb, 43, of the same address, was arrested and charged with felony child abuse and malicious wounding. This investigation remains ongoing and additional charges are pending. His mugshot is below.

Three Arrests Made in VCU-Area Robbery

Richmond Police detectives have identified and arrested three juveniles in connection with the assault and robbery of a man near VCU last week.

At approximately 1:50 a.m. on Saturday, July 19, a man reported three unknown males assaulted and robbed him in an alley in the 1000 block of West Grace Street.

After further investigation, detectives identified four persons of interest and thanks to good investigative work and the public’s help, they were able to identify all of the individuals.

Today, they arrested a 13-year-old male, a 14-year-old male and a 16-year-old male and charged each of them with robbery and malicious wounding in connection with the crime.


Detectives would like to thank the community for their assistance.

Persons of Interest Sought in Robbery Near VCU

Richmond Police detectives need the public’s help to find and identify four persons of interest in connection with a robbery and aggravated assault near VCU this past weekend.

At approximately 1:50 a.m. on Saturday, July 19, a male reported three unknown males assaulted and robbed him in an alley in the 1000 block of West Grace Street.

After further investigation, detectives have identified four male persons of interest in these surveillance photos.

Restaurant Robber Sought

Richmond Police detectives need the public’s help to find and identify a man who robbed a Chinese restaurant last night on the city’s Southside.

At approximately 9:45 p.m. Sunday, a male wearing a bandana over the lower part of his face entered the New China Garden restaurant at 1800 Broad Rock Blvd. and robbed the business at gunpoint.

He was last seen running toward Kinsley Road. He is pictured in three surveillance images below.

Candlewood Suites Attempted Robbery Suspects Sought

The Richmond Police Department is asking the public’s assistance to help identify and find two men who attempted to rob a hotel this month.

At approximately 5 p.m. on Sunday, July 13, the men in the attached surveillance photos entered the lobby of Candlewood Suites at 4301 Commerce Road, and attempted to rob the business. 

The suspects brandished a handgun but fled the business without taking anything. They left the scene on foot heading westbound on Bells Road.

The first suspect is described as a black male in his mid-20s, 5’10”- 6’ tall, with a thick build. He was wearing glasses with gold trim. The second suspect is a black male in his mid-20s, over 6’ tall, with a thin build. He had a cloth covering his face.

Copper Thief Identified and Arrested Thanks to Facebook

Within one hour of the Richmond Police Department posting a surveillance image on its Facebook page Monday, a Facebook fan called detectives and identified a person of interest in the theft of several copper planters.

The next day, the man—Brandon R. Slaughter, 26, of Glen Allen—surrendered to police and was charged with grand larceny in connection with the theft of several copper planters from the Jefferson Hotel at 101 W. Franklin St. last week. His mugshot is below.


Detectives would like to thank the community, and especially our Facebook fans, who immediately called in several tips that identified Slaughter. Though the Department has received several crime tips via Facebook previously, this is the first time detectives are aware of a direct link between a post and an arrest.

One Arrested, One Still Sought in North 21st Street Homicide

Richmond Police detectives have made a second arrest in an East End homicide, but still need the public’s help to find a third man involved.

Joevontae Octavian Artis, 20, of the 1300 block of Minefee Street, surrendered to police yesterday afternoon. He has been charged with conspiracy to commit murder in connection with the homicide of Jay Q. Wood, 47, on June 24. His mugshot is below.

A few days after the homicide, detectives arrested and charged Trevin K. Carter, 21, of the 5400 block of Montbrook Circle in Henrico County.

They still need the public’s help to find Shaquille Juwan Carter, 20, of the 900 block of Mosby Street, who is also wanted in connection with the crime on a charge of conspiracy to commit murder.

Woman Indicted in Rosemont Road Homicide

A woman has been indicted for murder in the death of a man on the city’s Southside last month.

Kimberley R. Thompson, 41, of Stephenson, was indicted last week on a single charge of murder in connection with the homicide of Terry A. Mullins, 46, in the 500 block of Rosemont Road, on June 20.

She was initially arrested July 2 by the U.S. Marshals Capital Area Regional Fugitive Task Force and charged with grand larceny and credit card fraud after she was found in possession of the victim’s property in Chesapeake, Virginia.

Copper Thief Sought

Richmond Police detectives need the public’s help to find and identify a person of interest in connection with the theft of six copper planters from the Jefferson Hotel last week.

Sometime between 3:49 p.m. on Wednesday, July 9, and 7:10 p.m. on Thursday, July 10, an unknown person(s) stole copper planters—valued at approximately $15,000—from the hotel at 101 W. Franklin St.

The individual pictured below is a person of interest in this grand larceny and detectives would like to speak with him. Pictures of the copper planters are also below.

Two Males Sought in North 21st Street Homicide


Richmond Police detectives need the public’s help to find two men wanted in connection with an East End homicide.

At approximately 5:26 p.m. on June 24, officers were called to the 800 block of North 21st Street for a report of random gunfire. They arrived on scene within minutes and found Jay Q. Wood, 47, of the 3100 block of Zion Street, suffering from gunshot wounds. He died at the scene.

Shaquille Juwan Carter, 20, of the 900 block of Mosby Street, and Joevontae Octavian Artis, 20, of the 1300 block of Minefee Street, are both wanted in connection with the crime on charges of conspiracy to commit murder.

A few days after the homicide, detectives arrested and charged Trevin K. Carter, 21, of the 5400 block of Montbrook Circle in Henrico County.

Individual Sought in Midlothian Turnpike Robbery

Richmond Police detectives are asking for the public’s help to identify the man in the surveillance video (sent separately) in connection with the robbery of a man on Midlothian Turnpike this past weekend.

At approximately 8:45 a.m. on Saturday, July 5, a man walked into the business at 6344 Midlothian Turnpike and robbed an employee at gunpoint.

The robber is described as a black male, between 5’9 and 5’11 feet tall and weighing approximately 160 pounds. He was last seen wearing a dark baseball cap, black shorts and a red shirt with white lettering.

Person of Interest Sought in Theft

Detectives need the public’s help to identify the man in the below surveillance images in connection with a theft at a Northside restaurant.

At approximately 7:30 p.m. on June 16, a black male in his 20s entered the La Casita restaurant at 5204 Brook Road and stole an employee’s cell phone from a table. He can be seen in the below surveillance images.

Arrest Made in Rosemont Road Homicide


A woman has been arrested in connection with Sunday’s homicide on the city’s Southside.

Kimberley R. Thompson, 41, of Stephenson, has been charged with grand larceny and credit card fraud after she was found in possession of the victim’s property in Chesapeake, Virginia. Additional charges are pending. A photo is not yet available.

She was arrested without incident late last night by the U.S. Marshals Capital Area Regional Fugitive Task Force.

The investigation began at approximately 2:30 p.m. Sunday when officers were called to the home of Terry A. Mullins, 46, in the 500 block of Rosemont Road after a relative found him deceased inside the residence.

BACKGROUND:     Each summer, the Richmond Police Department partners with the Virginia State Police to target two crime influences in the city – fugitives and firearms. Known as the Fugitives and Firearms Initiative – FFI – it is part of the police department’s strategy to reduce violent crime, specifically gun violence, in the city.

                                    This summer, the initiative is ramping up its efforts to find and seize illegal firearms and they’re directly asking for the community’s help to do so.

                                    “We’re not going to stand for the recent violence we've seen in the city and one of the ways we combat that is through this joint operation with Virginia State Police,” Area 1 Major Scott Booth said.
                                   
                                    “This time we are asking for the community to really step up and help us find these illegal firearms by calling Crime Stoppers, which is anonymous, at 780-1000 to report them.”

                                    Virginia State Police Richmond Division Commander Capt. Steve Chumley said, “The Virginia State Police is pleased to once again partner with Richmond Police this summer.

“In past years, this important community safety initiative has had a significant impact on removing illegal weapons and violent criminals from the city’s neighborhoods and streets.”

Major Booth, Virginia State Police, Lt. Don Davenport—who’s in charge of this summer’s initiative—will join FFI officers to discuss the kickoff of this initiative and how the public can help at Wednesday’s news conference.
