Richmond Police detectives have arrested a man in connection
with the death of a child last night.
At approximately 4:48p.m. Wednesday, EMS workers were
called to a home in the 1400 block of Oakhurst Lane for a report of a
2-year-old male suffering from a medical issue. The child died a short time
later at the hospital. He has been identified as O’ustin Spratley, 2, of
the same address.
Police were notified and after further investigation and in
consultation with the Commonwealth’s Attorney’s Office, Kevin L. Webb, 43,
of the same address, was arrested and charged with felony child abuse and
malicious wounding. This investigation remains ongoing and additional charges
are pending. His mugshot is below.
