Community Walk in the Peter Paul Neighborhood

WHAT:                     Richmond Police Department Community Walk

WHEN:                    5:30 p.m. Tomorrow, May 1, 2018

WHERE:                 1700 North 22nd Street, Peter Paul Development Center

BACKGROUND:     First Precinct Sector 113 Lt. James Killingsworth and other Richmond Police Department officers will participate in a walk through in Richmond’s Peter Paul neighborhood at 5:30 p.m. tomorrow. During the walk, RPD officers will speak with community members about safety concerns they may have and what they would like to see from the Richmond Police Department.

Sector 113 Lt. Killingsworth said members of RPD will be focusing on meeting and speaking with residents in the Peter Paul neighborhood.
The residents in this neighborhood typically don’t see members of the department while we are on our community walks,” Lt. Killingsworth said. “We spend a large amount of time in the public housing neighborhoods, so we are looking forward to this opportunity.”
This event is the latest in a series of walks conducted by the Richmond Police Department in neighborhoods throughout the city.

Suspect Charged in Hull Street Road Homicide, Aggravated Assaults

The Richmond Police Department has charged a Mineral, Va. man in the homicide and aggravated assaults that occurred on Hull Street Road last month.

Darrell K. Daniel, 30, of the 3400 block of Johnson Road, Mineral, has been charged with murder, aggravated malicious shooting, malicious wounding and use of a firearm in the commission of a felony (x3).

Thanks to the media coverage which broadcast images of a person of interest in this case, detectives received several tips from the public that identified Daniel.

Daniel, with the U.S. Marshals’ Regional Fugitive Task Force actively searching for him, turned himself in to the Louisa County Sheriff’s Office on March 17 without incident.

At approximately 1:09 a.m. on Wednesday, March 14, officers were called to a business in the 3900 block of Hull Street Road for the report of a shooting. Officers arrived and found two males in the parking lot who had suffered apparent gunshot wounds. The victims were transported to local hospitals. Timothy Vest, 33, of the 5300 block of Blue Ridge Avenue, succumbed to his injury at the hospital. The other male’s injury was not considered life threatening. Later, a third male transported himself to a local hospital with a gunshot wound which he reported occurred at the scene. The injury was not considered life threatening.

BACKGROUND:     For the second year in a row, The Richmond Police Department is partnering with Toni Jacobs, mother of Keeshae Jacobs, to hold the second annual Richmond Missing Persons Day Rally.

This event is in response to Gov. Terry McAuliffe’s proclamation designating April 29
Virginia Missing Persons Day establishing the Commonwealth’s commitment to “ensuring the safety and well-being of its citizens.”

“It breaks my heart to know that so many children and adults are missing in our area,” said Toni Jacobs. “I don’t wish this kind of heartache on anyone. It’s time to show our support for the families whose loved ones have gone missing, and let them know they have not been forgotten.

Jacobs’ daughter, Keeshae, was last seen on Sept. 26, 2016

Richmond Police officers will also be present and will provide educational materials addressing concerns and information to help keep loved ones safe.

“We want people to walk away with a message,” said Officer Carol Adams, “We’re hoping that by providing tools on how to stay safe, members of our community will be more aware.”

The general public is invited to participate and honor those who are missing. Several speakers are scheduled to appear. There will be food, music, and activities.

Suspect Sought in Theft of Electronic Cigarette Display Case

Richmond Police detectives need the public’s help to identify the male in the photo who stole a display of electronic cigarettes from a convenience store last week.

Just before midnight on Tuesday, April 17, a male walked into the 7-Eleven store, located at 1101 West Main St., and approached the counter. He examined an electronic cigarette display case on the counter for a moment and then lifted it and ran from the store.

The suspect is a white male with a tattoo the size of a half dollar under his left eye. His photo from the store’s security camera is below.

Suspects Sought in Theft of TaoTao Scooter

Richmond Police detectives need the public’s help to identify the males in the photo who stole a TaoTao scooter last weekend.

At approximately 12:30 p.m. on Saturday, April 21, the suspects were walking in the 1100 block of East 16th Street. The suspects walked past a parked 2017 TaoTao scooter, blue in color, before quickly returning to the scooter and running away with it while pushing the scooter down the street.

The scene was captured on a neighbor’s home security camera.

Quick Arrest Made in Attempted Bank Robbery in Hioaks Neighborhood

Richmond Police detectives have made a swift arrest in an attempted bank robbery which occurred this morning in the Hioaks neighborhood.

At approximately 9:20 a.m. this morning, an unknown adult male entered the Wells Fargo bank at 7012 Marlowe Road,
approached a bank teller, and passed a note demanding money. The suspect then fled the scene on foot. Soon afterward, the suspect was stopped by an officer and identified as the individual who was involved in the attempted robbery.

The suspect, James J. Regan, 35, was taken into custody without incident and charged with attempted robbery.

One Arrest Made in Series of Larcenies at Shockoe Liquor Store

The Richmond Police Department has identified one of the suspects in a series of larcenies that have occurred over the past month in Shockoe Bottom as Michael A. Connor, 55, 2400 block of Burton Street (Booking photo not available).

Connor was seen on security cameras taking items from the Virginia Alcoholic Beverage Control (Virginia ABC) store located at 2026 E. Main St. on March 28 and 29. Upon further investigation, it was found on March 5, Connor also took several items from the ABC Store at 6504 Hull St. He has been charged with two counts of petit larceny.

Police are still seeking information on a second suspect who was found on camera taking items from ABC Store shelves. Detectives believe these are a series of isolated incidents.

The unknown suspect is described as a black female who is approximately 5’6” in height with a thin build.
·         March 25: Seen with red hair wearing a Batman wool hat, a black coat, black pants, and brown purse.
·         April 2: Seen with red braids and dark hair underneath. She was wearing a dark-colored jacket, a dark-colored shirt with white graphics, blue jeans, dark sneakers, and a light-colored bag.

Melmark Court Homicide

Richmond Police detectives are investigating a homicide that has occurred on Melmark Court in the Aden Court & Glenway Green Apartments complex on Richmond’s south side.

At approximately 6:18 p.m., yesterday, April 20, 2018, RPD officers responded to the 300 block of Melmark Court for a report of a person down. When they arrived, they located a deceased adult male inside his residence with an apparent gunshot wound.

The victim has been identified as Malcolm T. Alexander, 35, of the 300 block of Melmark Court

The Medical Examiner’s Office will determine the exact cause and manner of death.

Detectives Seek Information in Old Brook Road Shooting

Richmond Police detectives are seeking information about a shooting that occurred last night in the city’s Northside.

At approximately 6:45 p.m., yesterday, officers responded to the 4000 block of Old Brook Broad for the report of a person shot. When police arrived, they located an adult male lying in the breezeway of an apartment complex suffering from apparent gunshot wounds.

The victim was transported to a local hospital with life-threatening injuries. Detectives will be re-canvassing the neighborhood this morning and handing out flyers to those in the area.

“We need the assistance of the community and anyone who may have witnessed something,” said Major Crimes Sgt. Claude Picard. “Any information, regardless of how trivial it may seem, will help detectives in this case.”

Cold Case: Homicide of Two Teenagers in Mosby Neighborhood Still Remains Cold

The homicide of teenagers, Taliek K. Brown, 15, of the 400 block of East Brookland Park Boulevard and Mikkaisha D. Smoot, 16, of the 2100 block of Deforrest Street, in the Mosby neighborhood shook the Richmond community. A year later, police are still seeking information to find justice for their families and bring this case to a close.

At approximately 1:21 a.m., officers were called to the 1900 block of Accommodation Street for a report of random gunfire. Officers arrived and found Brown and Smoot suffering from gunshot wounds. An adult female was also found with an apparent gunshot wound that was not considered life threatening. The two juveniles were transported to a local hospital where they later succumbed to their injuries.

Soon after the tragic murder of the two teenagers, Chief Alfred Durham released the following statement:

“Two of Richmond’s teenagers were struck down, and a third person was injured, during an early morning shooting today – and in any incident where children are involved, it is especially critical to us to provide closure to the families,” said Chief Durham. “The Department is working to not only solve this and every case of violent crime in our neighborhoods but we are working diligently on many fronts to reduce the violence before it happens. We have patrol officers, Focus Mission Team units and the Intervention and Prevention units working around the clock to prevent crime – but we need the public to come forward and provide information before violence breaks out.”

Suspect Sought in Museum District Larceny

Richmond Police detectives need the public’s help to identify the individual in the photo who is suspected of a theft from motor vehicle in the Museum District.

Between the hours of 5 and 9 p.m. on Friday, April 13, an unknown individual entered a vehicle within the 3200 block of Stuart Avenue and took cash. He was last seen walking eastbound on Stuart Avenue.

The suspect is described as a black male with dark shoulder length dreadlocks or braids. He has a thin build and is approximately 6’2” to 6’4”. At the time he was wearing a blue jacket, distressed denim jeans, and white sneakers.

Suspect Sought in Westhampton Bank Vandalism

Richmond Police detectives need the public’s help to identify the suspect in the photo who vandalized a bank in the Westhampton neighborhood.

Around 5 p.m. on Saturday, March 10, an unknown male approached an ATM at First Bank located at 5601 Patterson Avenue and marked the device with a “X” or “T.” He then walked to the front entrance of the building and marked the front glass window and door with the same letter. The markings were also engraved into the plastic on the ATM and the glass on the windows and door.

Earlier in the day, the suspect was seen in the lobby of the bank. Surveillance video the suspect behaving erratically as he walked down the staircase. He repeatedly visited the bank while the building was closed during the day, night, and early morning.

The same individual is also suspected of additional vandalisms that have occurred within the same block within a few days of the bank vandalism. 

The suspect is described as a white male who is approximately 5’0” tall, 50 years in age and may have two dark lines on his cheek and one dark mark on his forehead. He was wearing a blue and green striped hat, black jacket, light blue jeans under a pair of dark black or blue short with a orange stripe down the side.

Traffic Advisory for Friday’s Planned Rally

Thousands of people are expected to march in downtown Richmond this Friday as part of a nationwide event to rally against school gun violence.

Several roads will be temporarily closed in the area of Tredegar Street and North 7th Street during the assembly and subsequent march. Limited “No Parking” zones will be in effect from 7 a.m. to 7 p.m. on North 7th Street and East Grace Street between North 7th and North 9th Streets.

The march on Brown’s Island is scheduled from 1-2 p.m. on Friday, April 20. The participants will march north from Brown’s Island on 7th street and then proceed to East Grace Street into the Capitol. There will then be a scheduled rally on Capitol grounds at 2 p.m. Roads in the immediate area of the march will be briefly closed from 1-2 p.m.

“In the interest of public safety, we ask members of the community to please exercise patience, pre-plan accordingly, and avoid this area if possible, “said Captain John O’Kleasky, Commander of the Richmond Police Department’s Special Operations Division.  “We are also asking attendees to only park in lawful parking areas and to utilize sidewalks while heading to Brown’s Island and upon their departure from the Capitol grounds.”

Suspects Sought in a Series of Larcenies at Shockoe Liquor Store

The Richmond Police Department is asking for the public’s help to identify the two individuals in the attached photos and videos (sent separately), who are suspects in a series of larcenies that have occurred over the past month in Shockoe Bottom.

The larcenies occurred at the Virginia Alcoholic Beverage Control (Virginia ABC) store located at 2026 E. Main St. Two individuals have been caught on surveillance video taking several items from the store. Detectives believe these are a series of isolated incidents.

Suspect 1: The suspect is described as a black male who is approximately 5’10 in height with a stocky build and a short salt-and-pepper beard. The incidents occurred on:
o   March 28: Seen wearing a Yankees baseball cap, dark-colored jacket, red graphic T-Shirt, dark-colored pants, and dark-colored and white sneakers.
o   March 29: Seen wearing a Yankees baseball cap, dark-colored jacket, blue striped polo shirt with a white crew neck T-Shirt underneath, dark-colored jeans, and dark and light sneakers.

·       Suspect 2: The suspect is described as a black female who is approximately 5’6” in height with a thin build.
o   March 25: Seen with red hair wearing a Batman wool hat, a black coat, black pants, and brown purse.

Cold Case: 17 Years Later, Investigation of Murdered Teen Remains Open

The Richmond Police Department is still seeking information related to the homicide of Shamar O. King who was found dead in the Byrd Park neighborhood 17 years ago.

Around 11:20 a.m. on October 19, 2001, 16-year-old Shamar O. King was shot outside of an apartment in the 2000 block of Lakeview Avenue. After receiving several calls for trouble unknown, officers arrived at the residence where they found King outside and suffering from a gunshot wound. He was transported to the hospital where after lifesaving attempts, he soon died of his injuries.

Police believe several individuals were inside of the apartment during the time of the shooting and may have information which may lead to an arrest.

“As this investigation continues, I am hopeful that someone may remember any details that may help solve this case,” said Det. D. Burt.

Community Walk in the Six Points Neighborhood

BACKGROUND:     Chief Alfred Durham and Richmond Police Department officers will walk through Richmond’s Six Points neighborhood. During the walk, Members of the RPD will speak with community members about safety concerns they may have and what they would like to see from the Richmond Police Department.

                                Sector 411 Lt. Richard Edwards said there has been a lot of investment in this portion of the city. Sector 411 has seen a reduction in violent crime, residential burglaries. However, Lt. Edwards said motor vehicle thefts are up 5 percent from this time last year.

                                “Almost all of these stolen cars are taken from unlocked vehicles with the keys in them, and many times still running,” said Lt. Edwards. “Please refrain from leaving your cars unlocked and running to warm them up, even if you’re just making a quick trip into a store. Thieves are just waiting for you to make this mistake.”

This event is the latest in a series of walks conducted by the Richmond Police Department in neighborhoods throughout the city.

Monument Avenue 10K Traffic Advisory



April 11, 2018

An estimated 30,000 participants will take to the streets on Saturday morning for the much anticipated Monument Avenue 10K. Numerous road closures and “No Parking” zones will be in effect beginning as early as tomorrow, April 12.

Events begin at 8 a.m. on Saturday, March 14 with the Virginia 529 Kids Run followed by the start of the Monument Avenue 10K at 8:30 a.m. Street closures and “No Parking” zones go into on beginning tomorrow at North Laurel Street between West Franklin Street and Cathedral Place. Cars parked along the race course will be towed.

During the event, Monument Avenue will be closed between Stuart Circle and Staples Mill Road. Portions of other main streets will also be closed, including West Broad Street, West Grace Street, West Franklin Street and Lombardy Street. Street closures are available for view on Google Maps.

Two Arrests Made in Lamb Avenue Shooting

The Richmond Police Department, with the assistance of the U.S. Marshal’s Regional Fugitive Task Force, have arrested two males on charges related to a shooting which occurred on Lamb Avenue last month. Booking photos are attached.
  •          Sharif A. Muhammad, 52, of the 3100 block of North Avenue was arrested charged with robbery and use of a firearm in commission of a felony.
  •          John M. Singleton, 53, of the 3200 block of Jeter Avenue was arrested charged with robbery.
Additional charges are pending.

Shortly after 1 a.m. on Saturday, March 24, police were called to the 3000 block of Lamb Avenue for a report of a shooting. When officers arrived, they located an adult female suffering from an apparent gunshot wound.

Police were told two unknown males approached the victim and her friends while they were outside within the block in an attempted robbery. The two suspects then demanded several items and money and when she resisted, one of the suspects fired his weapon striking the victim. The suspects then fled the scene running northbound on Lamb Avenue.

The victim was transported to a local hospital with non-life threatening injuries. She has since been released.

Football Star Michael Robinson to kickoff PAL Flag Football Camp

WHAT:                     2018 Police Athletic League (PAL) Flag Football Camp

BACKGROUND:     The annual PAL Flag Football camp begins this weekend and former Seattle Seahawks fullback, Michael Robinson, will be encouraging participants on their first day.
                                   
                                 A skilled motivational speaker, Robinson will be sharing his story to nearly 100 Richmond Public Schools middle school students, and speaking about the importance of staying motivated both on the field, and in the classroom.

                                “PAL Flag Football connects lives by bringing the community together through sportsmanship, competition, and mentoring young men’s lives in a positive environment,” said Robinson. “I am excited to be a part of the kickoff.”

Richmond Police officers and Richmond Public Schools teachers will be coaching the numerous teams and acting as referees during the games.

“The camp not only reaches the Richmond students in a positive way, but the officers and teachers as well,” said Officer Perry Barber, “It provides fellowship for all involved.”

Richmond Fire and Police Departments Seek Information in Swansboro Arson

The Richmond Fire Investigations Unit and the Richmond Police Department are asking for the public’s help with an arson which occurred last month in the Swansboro neighborhood.

Shortly after 3 p.m. on Wednesday, March 14, the Richmond Fire and Police Departments responded to the 50 block of West 27th Street for a report of a fire. No injuries were reported. A photo of the damage is attached.

Upon further investigation, the Fire Investigations Unit determined the cause of the fire was arson. They are asking anyone with tips or information to call Fire Investigator Lt. Brian Dalrymple at (804) 646-5421.

WHAT:                     Richmond Police Third Precinct Town Hall Meeting

WHEN:                    Thursday, April 12 6 – 8 p.m.

WHERE:                  First Baptist Church, 2709 Monument Avenue

BACKGROUND:     RPD Chief Alfred Durham will being his series of four town hall meetings with Third Precinct on Thursday evening. This is part of his ongoing effort to inform the public about his vision for policing in Richmond.

“The Chief’s Town Hall meeting is a great way to have your voice heard,” said Third Precinct Captain Christopher Gleason. “One of the fundamental principles of community policing is to have a direct dialogue between citizens and the police. Chief Durham embraces that concept and each year creates the opportunity for citizens to speak directly with him.”

There will be one town hall meeting in each of the Department’s four precincts.

Additional Charges for Suspect in Government Road Homicide

Initially a death investigation, the Richmond Police Department has added additional charges for Terrence T. Whitmire, 17, of the 100 block of West Hill, in connection to an incident which occurred in this city’s Fulton neighborhood. The Department is now investigating this case as a homicide.

Whitmire, was arrested and charged with involuntary manslaughter, reckless handling of a firearm, and juvenile in possession of a firearm. Additional charges now include felony homicide, shooting in a vehicle, and use of a firearm in the commission of a felony. A booking photo is attached.

Shortly after 10:30 p.m. on Saturday, March 31, police received a call for a person shot outside of a business in the 4900 block of Government Road. When officers arrived, they found the victim, Latifah A. Hudnall, 18, of the 900 block of Palace Way, Henrico, on the ground suffering from a gunshot wound. She was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.
