Suspects Identified in Fonticello/Carter Jones Park Homicide Investigation

November 1, 2019

The Richmond Police Department has identified three individuals responsible for the shooting last May in Fonticello/Carter Jones Park in which nine-year old Markiya Dickson was fatally wounded and two others were injured. Two of them have been arrested. The third remains at large. They are:

Jermaine Davis, 21, 4500 block of Millenbeck Road (arrested)
Quinshawn Betts, 18, 4500 block of Millenbeck Road (arrested)
Jesus Turner, 20, Chesterfield (at large)

The two individuals taken into custody with the assistance of the U.S. Marshals Regional Fugitive Task Force – Davis and Betts - have each been charged with:

Murder
Two counts of Malicious Wounding
Three counts of the Use of a Firearm in the Commission of a Felony

Turner will be served with all six outstanding felony indictments when he is apprehended.

“These arrests can be attributed to two main factors,” said RPD Chief William C. Smith. “Great work by Detective Neifeld and his team of detectives and tips received from residents who were outraged by the death of a young child due to senseless gun violence. But, as with any investigation, we strongly still urge people with information to come forward.”

The shootings occurred during the evening of Sunday, May 26 during a festival at Fonticello/Carter Jones Park in the 2700 block of Bainbridge Street. Detectives have determined that Davis, Turner, and Betts were involved in an exchange of gunfire in the park in which Dickson and a juvenile male were wounded. Dickson died at the hospital. Several hours later, a third individual came forward suffering from a non-life threatening gunshot wound.

“At this time, we are not prepared to release additional details on exactly how the shooting occurred including who fired the fatal shot,” said RPD Major Crimes Captain James J. Laino.

Jesus Turner is described as a 20 year old black male, 5’7” tall weighing 120 pounds. Turner is from southern Chesterfield County but he is known to frequent the Whitcomb Court area. He should be considered armed and dangerous. If you spot him, please call 911.
