Fairfield Way Death Investigation

Today at approximately 12:04 p.m., a Richmond Police Department detective was in the parking lot of the Richmond Justice Center, located in the 1700 block of Fairfield Way, walking towards the building. The detective heard a gunshot nearby and investigated. In the parking lot near the roadway the detective found an adult male, down and unresponsive. He had suffered an apparent gunshot wound and was pronounced dead at the scene.

The Medical Examiner will determine the cause and manner of death.

A suspect was not located at the scene; however, officers and detectives took information from several persons who were nearby at the time of the shooting which can assist in developing a suspect. Detectives ask anyone who saw suspicious activity near the scene or along Fairfield Way to contact investigators.

The eastbound lanes of Fairfield Way were closed to accommodate the investigation and have re-opened.

Today at approximately 5:54 p.m., officers were called to the 1200 block of Nelson Street for the report of a person shot. Officers arrived and found an adult male, inside of a residence down on the floor with an apparent gunshot wound. He was pronounced dead at the scene.

 

Detectives have determined that this shooting is domestic-related, and one person has been taken into custody. Detectives are not looking for anyone else. This investigation is on-going.

 

The Medical Examiner will determine the cause and manner of death.

Victim Identified in Hull Street Road Death Investigation and Aggravated Assault x2

Richmond Police detectives have identified the victim in the death investigation that occurred Monday morning on Hull Street Road as Samir Mejia-Zelaya, 19, of Richmond.

Yesterday morning at approximately 1:26 a.m., officers were called to the 5400 block of Hull Street Road for the report of random gunfire. Several minutes later the call was upgraded to a shooting in the 5700 block of Hull Street Road. Once on scene, officers located three adults in a nearby parking lot, a male, Mejia-Zelaya, down and unresponsive and a male and a female injured. They each had suffered apparent gunshot wounds and Mejia-Zelaya was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

The two injured individuals were transported to a local hospital with injuries that were not considered life threatening.

This morning at approximately 1:26 a.m., officers were called to the 5400 block of Hull Street Road for the report of random gunfire. Several minutes later the call was upgraded to a shooting in the 5700 block of Hull Street Road. Once on scene, officers located three adults in a nearby parking lot, a male down and unresponsive and a male and a female injured. They each had suffered apparent gunshot wounds and one male was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

The two injured individuals were transported to a local hospital with injuries that were not considered life threatening.

Persons of Interest Located in Scotts Addition Homicide Investigation

The three persons of interest, subjects of an advisory on Saturday, sought by detectives in the homicide investigation of Jacob Baldwin, have been identified and contacted by detectives.

Detectives sought to identify these individuals so they could share with investigators possible information about the incident. Detectives do not consider them suspects and are not looking for other suspects in this investigation at this time.

The Richmond Police Department thanks local media and community members for sharing the information regarding this incident and the persons of interest being sought.

 Suspect Surrenders in Assault, Homicide Investigation, Other Persons of Interest Sought

The suspect in the assault in the Scotts Addition neighborhood last week that turned fatal has surrendered to Richmond Police. Other persons of interest are still being sought.

Nico Rivera, 27, of Mechanicsville, surrendered today at RPD Headquarters without incident. He has been charged with second degree murder. His booking photo is attached.

RPD thanks local media and community members for sharing the information regarding this incident and the need to identify persons involved.

Victim Identified in Aggravated Assault, Now Homicide Investigation, Suspect Sought

Richmond Police detectives are seeking to identify the suspect in an aggravated assault last Saturday which is now a homicide investigation following the death of the victim.

At approximately 2:14 a.m., Saturday, October 12, officers were called to the 2800 block of West Marshall Street for the report of an aggravated assault. Officers arrived and located an adult male, Jacob Baldwin, 26, of Midlothian, down and unresponsive at the intersection of West Marshall and North Sheppard streets with an injury to his head. He was transported to a local hospital with injuries that were considered life threatening. Baldwin succumbed to his injuries yesterday.

The Medical Examiner will determine the cause and manner of death.

Detectives have determined Baldwin was struck by an unknown male at the location following an altercation. The family of Baldwin has provided a photo, attached, to help the public recognize Baldwin and possibly offer information to the circumstances which occurred Friday night and early Saturday morning in the Scott’s Addition neighborhood leading up to the assault.

Identification Made in Fatal Officer-Involved Shooting on East Broad Street

Richmond Police detectives have identified the individual in the fatal officer-involved shooting yesterday as Kyle Harris, 36, of Richmond.

Last night at approximately 7:23 p.m., an armed mental party call was dispatched by the Department of Emergency Communications regarding an adult white male who had threatened a person with a knife in the 2900 block of East Broad Street.

Officers arrived and located the building where the subject, Harris, was located. A family member allowed officers into the building and officers began communicating to Harris and a female who were inside an interior room in the apartment. Officers attempted to de-escalate the situation for several minutes and have Harris and the female leave the room but they did not exit. Officers then heard a scream in the room. Officers, fearing for the safety of the occupant(s), made entry. An officer encountered Harris inside and fired his service weapon, striking Harris.

Life saving measures were provided to Harris by officers at the scene. He was transported to a local hospital where early this morning he succumbed to his injury.

An edged weapon was recovered at the scene. The female and the officers were not injured.

This incident is under investigation and, as with all officer-involved shootings, the department is conducting a thorough investigation of the circumstances. RPD policy is to release the name of the officer following investigation protocols to include a threat assessment.

Following fatal officer-involved shootings, the Richmond Police Department produces a Critical Incident Briefing video which will be released to the public. These videos feature video and audio from the investigation, which can include officer body-worn camera video(s), 911 recordings, photos from the scene and other materials.

“Transparency is crucial to maintaining trust with the public,” said Chief Rick Edwards. “The RPD investigates these incidents and produces Critical Incident Briefing videos within two weeks of the incident, when possible, to share with the public the details as we currently understand them.”

This evening at approximately 7:23 p.m., officers were called to the 2900 block of East Broad Street for the report of an armed mental party who had threatened someone with a knife. Officers arrived and made contact with the adult male who was in an apartment. Officers attempted to have the man leave the structure but he refused. Officers heard a woman shouting in the apartment and asked her to leave the apartment. She responded she could not leave. After further shouting, officers, fearing for her safety, entered the unlocked apartment. There, an RPD officer fired his service weapon, striking the suspect.

Life saving measures were provided by officers and the man was transported to a local hospital with an injury that is considered life threatening.

An edged weapon was recovered at the scene.

The female and the officers were not injured.

Major Crimes detectives, Command Staff, First Precinct officers, and the Forensics unit responded to the scene. As is standard in officer-involved shooting investigations, the officer will be placed on administrative leave. More information will be available as the investigation continues

Victim, Shooter Identified in Homicide, Suicide Investigation on Chamberlayne Avenue

 

At approximately 5:54 a.m., Saturday, September 21, officers were called to the 4300 block of Chamberlayne Avenue for the report of two persons down in a residence.

 

Officers arrived and located an adult female, Jonel Brown, 29, of Richmond and an adult male, Darnell Forehand, 29, of Richmond down and unresponsive in the home. They had both suffered apparent gunshot wounds. Brown was transported to a local hospital where she succumbed to her injuries last Thursday. Forehand was pronounced dead at the scene.

 

Detectives have determined that Forehand shot Brown before shooting himself. Motive of the shooting is unknown at this time, however, detectives have also determined that Forehand and Brown were in a dating relationship.

 

The Medical Examiner will determine the cause and manner of deaths.

Chief Rick Edwards to Discuss Results of Operation Safe Summer

 

WHAT:            Chief Rick Edwards will share the results of Operation Safe Summer, the public safety initiative that began early on April 19 as a result of incidents of violent crime and ended on September 6.

 

Chief Edwards requested the involvement of multiple law enforcement agencies throughout the spring and summer months to deter violent crime in the city of Richmond. Representatives from the partner law enforcement agencies will be present at the briefing.

 

Chief Edwards will also update the public on year-to-date crime stats as the third quarter has come to a close. A recorded version of the briefing will be made available online at rva.gov/police.

Last night at approximately 9:54 p.m., officers were called to an apartment complex in the 2200 block of Ruffin Road for the report of a shooting. Officers arrived and found an adult male down and unresponsive in a parking lot. He had suffered an apparent gunshot wound and was transported to a local hospital where last night he succumbed to his injury. Detectives have identified him as Malcolm Coleman, 29, of Richmond.

 

The Medical Examiner will determine the cause and manner of death.

 

Detectives were notified that at approximately the same time an adult male was transported by personal vehicle to a local hospital. He had suffered a gunshot wound that was not considered life threatening. Detectives have determined he was injured during the same shooting incident at the Ruffin Road apartment complex.

 

There were reports of many people present at the location of the shootings. Investigators are asking for persons with knowledge of the circumstances to provide information to detectives.

Grace Period Ending for Safety Cameras, Errors in Citations Corrected

The Richmond Police Department reminds motorists that the grace period for speeding violations at the newest Safety Camera locations ends October 1. Violations at these locations on or after October 1 will result in a citation.

Please note several incorrect citations have been issued by the program vendor instead of warnings. The automatic system of identifying speeding violators in front of schools at student arrival and dismissal times was designed to send warnings to the registered owners of the vehicles during the grace period.

The vendor has begun sending letters notifying those who were issued violations instead of warnings at the new camera locations. Those violations have been voided and no payment is required. For those who have already paid the erroneous fines – refunds will be issued.

The two pilot locations at Linwood Holton Elementary (West Laburnum Avenue and Hermitage Road) and Patrick Henry School of Science and Arts (Semmes Avenue) have been in operation since March of this year and are continuing to issue valid violations.

The RPD, in conjunction with the city’s Vision Zero Task Force, under the umbrella of the Richmond Department of Public Works (DPW), and with the support of the Safe and Healthy Streets Commission, the Richmond City Council, and Mayor Levar M. Stoney, have deployed safety cameras at Richmond schools at nine new locations.

Richmond Police detectives have charged the suspect in the shooting of an RPD officer.

 

A juvenile male, 16, of Richmond, surrendered to the Chesterfield County Police Department today without incident. After consultation with the Office of the Commonwealth’s Attorney, he has been charged with malicious wounding of a law enforcement officer, use of a firearm during a felony, possession of a firearm by a minor and possession of a concealed weapon.

 

“I’d like to thank Chesterfield Police for their assistance, as well as the U.S. Marshals Regional Fugitive Task Force for their rapid response following this shooting,” said RPD Chief Rick Edwards. “The RPD officers at the scene are commended for swiftly bringing their fellow officer for medical treatment while also handling the scene and witnesses in a professional manner.”

A Richmond Police Department officer was shot and wounded during a traffic stop on Fairfield Avenue. The suspect remains at large.

 

At approximately 11:29 p.m., officers conducted a traffic stop of a vehicle in the 2300 block of Fairfield Avenue and, after observing suspicious movements in the vehicle, directed the occupants out of the car.

 

During the preliminary investigation, a male suspect, in possession of a firearm, fired a shot which injured a male RPD officer. Officers did not return fire. The suspect fled on foot eastbound on Fairfield Avenue. The other officers present transported the injured officer to a local hospital with an injury that was not considered life threatening.

 

Major Crimes detectives, precinct officers, forensics staff, RPD command staff and the U.S. Marshals Regional Fugitive Task Force responded to the scene. Detectives canvassed the neighborhood for information on the identity and whereabouts of the suspect.

Arrests Made in Midlothian Turnpike Homicide of 16-Year-Old

 

Richmond Police detectives have made arrests in the Midlothian Turnpike homicide investigation of a 16-year-old male that occurred Saturday.

 

Detectives arrested two persons today in connection with this incident. A juvenile male, 17, of Richmond, has been charged with murder, use of a firearm in the commission of a felony, and conspiracy to commit murder. Kareem Clyburn, 32, of Henrico, was charged with possession of a firearm by a convicted felon. A booking photo of Clyburn is attached.

 

At approximately 10:05 p.m., Saturday, September 14, officers responded to the 4000 block of Midlothian Turnpike after hearing gunfire. They located three individuals who had suffered apparent gunshot wounds. Two adult females were transported to local hospitals with non-life-threatening injuries. The third victim, a juvenile male, was pronounced dead at the scene.

Cause of ATV Crash Sought

The Richmond Police Department Crash Team is seeking information on the cause of an ATV crash on Dock Street on Saturday.

At approximately 7:45 p.m., officers were called to the 2100 block of Dock Street for the report of a single-vehicle crash. Officers arrived and found an adult male down in the eastbound lanes of the roadway. He was transported to a local hospital with injuries that were considered life threatening.

The injured male’s all-terrain vehicle was located at the scene, on the Virginia Capital Trail, which runs parallel to the roadway.

The RPD’s Crash Team responded. Investigators are seeking information about the circumstances of the crash. The individual may have been part of a large group of ATVs and motorbikes which were operating recklessly through the city at the time of the crash. Investigators made arrests and seized motorbikes on Saturday following an investigation of the group.

El Departamento de Policía de Richmond (RPD) ha nombrado a la ex agente de policía Jasmine Pérez como la nueva Enlace Hispana para ayudar a servir a la comunidad.

 

Jasmine Pérez, una orgullosa veterana de 18 años en RPD, ha regresado al departamento en un puesto civil como Analista Senior de Gerencia (Gerente de Proyectos) para la división de Servicios Comunitarios, Juveniles y de Intervención de RPD, enfocándose en el programa de recorridos en patrulla, iniciativas para la juventud y la misión de enlace hispano.

 

Oriunda del Bronx en la ciudad de Nueva York y proveniente de una familia de agentes de la ley, Jasmine se mudó a Richmond en el 2006 y se unió al departamento de policía. Su hermano y su primo la siguieron en las filas de RPD.

 

Dijo Jasmine Pérez: "Estoy encantada de continuar sirviendo a la comunidad de Richmond como enlace hispana”. "Ya que el Mes de la Herencia Hispana comienza el 15 de septiembre, es el momento perfecto para mejorar nuestros lazos y brindar un acceso aún mejor a nuestros servicios".

A partir del 26 de septiembre y hasta el 21 de noviembre de 2024, las ocho reuniones semanales se llevarán a cabo todos los jueves de 6 a 8 p.m. en la Estación de Policía #2, ubicada en el 177 de East Belt Boulevard.

Las clases cubrirán una variedad de temas que incluyen: introducción a los derechos constitucionales, cómo comportarse en los encuentros con la policía, prevención de delitos, resucitación cardiopulmonar, seguridad personal, análisis forense y procesamiento de escenas de crímenes, robo de identidad y violencia doméstica.

New RPD Hispanic Liaison, Registration Open for 29th Hispanic Academy

 

The Richmond Police Department has named former police officer Jasmine Perez as the new Hispanic Liaison to help serve the community.

 

A proud 18-year veteran of RPD, Jasmine Perez has returned to the department in a non-sworn role as a Management Analyst Senior (Project Manager) for RPD’s Community, Youth and Intervention Services division, focusing on the police ride-along program, youth initiatives and the Hispanic Liaison mission.

 

A native of the Bronx in New York City and coming from a family of law enforcement, Jasmine moved to Richmond in 2006 and joined the department. Her brother and cousin followed her into the ranks of RPD.

 

“I am thrilled to continue serving the Richmond community as Hispanic Liaison,” said Jasmine Perez. “With Hispanic Heritage Month starting on September 15 – its perfect timing to advance our connections and provide even better access to services.”

 

As Hispanic Liaison, Perez will engage with the city’s Spanish-speaking population, breaking down barriers and providing avenues of service for the community. Perez will also work closely with the city’s Office of Immigrant and Refugee Engagement, which works to increase access to city and community-based services and resources, promotes education and civic participation. OIRE is also spearheading the city’s use of a new Language Line interpretation service which provides immediate interpretation of languages to provide better service to the entire Richmond community.

 

Jasmine Perez is also recruiting for the 29th Hispanic Citizen’s Academy! It starts on September 26 and ends on November 21, 2024. The eight weeks of classes will be held every Thursday from 6 - 8 p.m. at Second Precinct, 177 E. Belt Boulevard.

The classes will cover a variety of topics including introduction to constitutional rights, navigating police encounters, crime prevention, hands-only CPR, personal safety, forensics and processing of a crime scene, identity theft, and domestic violence.

Victim Identified in Broad Rock Boulevard Homicide Investigation

 

Richmond Police detectives have identified the victim of the homicide on Broad Rock Boulevard as Walter Anariva Ramos, 26, of Richmond.

                                      

Saturday at approximately 12:41 a.m., officers were called to the 1700 block of Broad Rock Boulevard for the report of a shooting. Officers arrived and located an adult male, Anariva Ramos, down on the ground with an apparent gunshot wound. He was pronounced dead at the scene.

 

The Medical Examiner will determine the cause and manner of death.

Victim Identified in West Baker Street Death Investigation

                                       

Richmond Police detectives have identified the victim in the death investigation on West Baker Street as Marshall Fields, III, 41, of Richmond.

At approximately 2:56 p.m., August 30, officers were called to the 00 block of West Baker Street for the report of a trouble unknown. While officers were on their way to this location, the call was upgraded to a person stabbed. Officers arrived and found an adult male, Fields, down inside the building, with an apparent stab wound. He was transported to a local hospital where he succumbed to his injuries.

The Medical Examiner will determine the cause and manner of death.
