Richmond Police Charge Multiple Individuals in Reckless Traffic Disruptions

 

The Richmond Police Department has charged several individuals following a large “car club” gathering that disrupted traffic and caused injuries across the city late Saturday night, October 18.

 

“This kind of reckless driving is not just dangerous – it’s criminal,” said RPD Chief Rick Edwards. “If you choose to endanger others with these illegal, dangerous acts, you risk losing your vehicle. The Richmond Police Department will continue to make arrests and, in coordination with the Office of the Commonwealth’s Attorney, will seek to seize and forfeit the vehicles used. We will not allow a few reckless drivers to threaten the safety of our community.”

 

At approximately 11:32 p.m., an off-duty officer near West Broad Street and Arthur Ashe Boulevard observed vehicles driving recklessly. Responding officers found numerous vehicles and pedestrians blocking the intersection. One vehicle fled at a high rate of speed, and the Metro Aviation Unit was called to assist.

 

With aerial support, officers located and stopped several drivers involved in the activity near South 9th and East Canal streets.

 

The following individuals were charged:

 

1.      Jabez Ray, 20, of Virginia Beach — reckless driving and failure to display front license plate.

2.      Roderick McCree, 22, of Woodbridge, VA — racing or exhibition driving; aiding or abetting. His vehicle was towed.

3.      Tyler Outlaw, 21, Moyock, NC – summons issued for failure to display rear license plate.

Warrants were also obtained for two other individuals who were involved and stopped that night. The two offenders reside in other jurisdictions and officers are working with law enforcement to serve those warrants.

At approximately the same time on Saturday, officers responded to reports of other reckless motorists in the 4800 block of Forest Hill Avenue blocking the intersection. Drivers were reportedly performing burnouts in the street and driving dangerously with over 200 total participants including involved spectators.

 

With assistance from the Metro Aviation Unit, officers stopped Michael Suarez Rivero, 22, of Springfield, VA, who was charged with reckless driving and having an altered license plate. His vehicle was towed for investigation.

 

Detectives are also investigating a felony hit and run that occurred at the Forest Hill Avenue location. An adult male called police on Friday, October 24 and reported that he was struck by a vehicle that was driving recklessly during this incident.

 

When injured, he was transported to a local hospital in a private vehicle with injuries that were not considered life threatening. The delay in reporting was due to the victim seeking out medical treatment for his injuries.
