Bradford Road Homicide

The Richmond Police Department is investigating the shooting death of a man on the city’s south side.

At approximately 1:38 pm., Sunday, March 29, RPD officers were called to the 2100 block of Bradford Road for a report of a person shot. The located David Briggs, 28, of the 3400 block of Frank Road, lying on the ground with multiple gunshot wounds.

Briggs was transported to a local hospital where he died of his wounds earlier this evening.

This is the fifth homicide in Richmond this year.

Suspects Sought in Convenience Store Robberies

Richmond Police detectives need the public’s help to identify the two suspects in the photo and video (video sent separately) who detectives believe robbed two convenience stores in the last week. They are suspected of robbing one store twice in that span.

Last night at approximately 10:44 p.m., the suspects entered the Four Corners Express at 415 East Broad Rock Road, brandished a handgun and robbed the employee. They are suspected of robbing the same store at approximately 9:39 p.m. Tuesday, March 24.

Detectives believe the pair also robbed the FasMart Convenience Store, located at 2107 Semmes Ave., at approximately 12:36 a.m. on Friday, March 27.

There were no injuries.

The first suspect is described as a black male, 20-25 years of age, 5’6”, with a thin build. The second is described as a black male, 5’6”, with a stocky build.

They were seen leaving the area in a white vehicle, possibly a Buick or Oldsmobile.

Standoff Ends, Suspect in Custody

A man sought for questioning in a shooting yesterday afternoon, was taken into custody later that evening by Richmond Police officers following a four hour standoff at his residence.

Otis Jones, 53, of the 4200 block of Stockton Street has been charged with Malicious Wounding. Other charges may be placed after detectives consult with the Commonwealth’s Attorney’s Office.

At approximately 4:21 p.m., Friday, March 27, officers were called to the 4200 block of Stockton Street for a report of a shooting. They located one victim, an adult female relative of Otis Jones, with a non-life threatening gunshot wound to the chest. She was transported to Chippenham Hospital for treatment.

After the victim identified Jones as the shooter, officers asked him to come outside and speak with them. He refused. The Department’s SWAT team was deployed and shortly after 8:30 p.m., after repeated efforts by negotiators to re-establish contact with him were unsuccessful, a chemical agent was deployed inside the residence forcing Jones outside where he was taken in to custody.

The Department would like to thank the residents of the neighborhood, several of whom were asked to leave their homes as a precautionary measure, for their patience during tonight’s incident.

Creighton Court Fatal Shooting, Person Identified

The Richmond Police Department has identified the person fatally shot early this morning in Creighton Court as Alex Jackson, 16, of the 1900 block of Q Street.

At approximately 12:23 a.m., officers were called to the 2100 block of Creighton Road for a report of a shooting. At that location, they discovered Jackson’s body lying on the ground outside a residence.

An adult male was transported to VCU Medical Center with a non-life threatening gunshot wound.

The Department has classified this case as a Death Investigation.

Creighton Court Death Investigation

The Richmond Police Department is conducting a death investigation into a fatal shooting that occurred early this morning in Creighton Court.

At approximately 12:23 a.m., officers were called to the 2100 block of Creighton Road for a report of a shooting. At that location, they discovered the body of a teenage male who had been shot. His name will be released once next of kin have been notified.

An adult male was transported to VCU Medical Center with a non-life threatening gunshot wound.

Shots Fired at Officers, Arrest Made, Second Suspect Sought

One man has been arrested and charged with a weapons violation during an incident last night in which shots were fired at several RPD officers.

Shortly after 7:00 p.m., March 25, officers with the Third Precinct Focused Mission Team (FMT) encountered two men while on patrol in the 200 block of Green Cove Drive. They ran away from the officers, who gave chase. During the foot pursuit, several shots were fired by one of the men. The officers were not hit by the gunshots. They did not return fire. One of the two men, believed to be the only shooter, was quickly captured after he suffered a self-inflicted gunshot wound to his leg.

Darnell Elliotte, 20, of the 6300 block of Springcrest Lane, Henrico, has been charged with Possession of a Firearm by a Convicted Felon. Other charges are expected after detectives consult with Commonwealth’s Attorney’s Office.

Elliotte was transported to Chippenham Hospital for the non-life threatening injury, treated and released into RPD custody. He is being held without bond.

Officers recovered two firearms and narcotics at the scene. They are attempting to locate the second suspect in this case.

Arrest Made Following Traffic Stop Drive-Off

Richmond Police officers arrested Steven Banks, 45, of the 5500 block of Cypress Drive, N. Chesterfield, last night after Banks drove away during a routine traffic stop. He has been charged with Felony Elude and two misdemeanors; having an open container of alcohol, and operating a motor vehicle with defective equipment.

At approximately 11:42 p.m., March 25, officers stopped Banks’ vehicle for a defective taillight in the 1200 block of Jefferson Davis Highway. During that stop, Banks drove off. Officers followed him to the 400 block of Westover Hills Boulevard where Banks left his vehicle and attempted to flee on foot. He was quickly captured.

Banks and an RPD officer received minor injuries during the foot pursuit and subsequent arrest.

Street Closings, Restrictions for Monument Avenue 10K

The Richmond Police Department asks motorists to be mindful of runners, street closings and parking restrictions for the Ukrop’s Monument Avenue 10K this Friday and Saturday. The events begin at 8 a.m. on Saturday, March 28, with the Virginia 529 Kids Run. The first wave of the 10K steps off 8:30 a.m. near Broad and Harrison streets. The 10K’s finish line is on Franklin Street next to Monroe Park.

Logistics of the 10K will require numerous street closings and traffic pattern changes throughout the city beginning with parking restrictions starting at 1 p.m. on Friday, March 27. Restrictions and closures will continue until 3 p.m. on Saturday, March 28.

Richmond Police reminds all 10K event participants and attendees to take advantage of parking in the decks near the start and finish lines and to not leave any items that may tempt would-be thieves in plain view in your vehicle, regardless of where you park.

Following are the Richmond Police closings and changes scheduled from 5 p.m. Friday to 3 p.m. Saturday:

·         W. Franklin Street from Laurel Street to Belvidere Street.

The recommended detour for eastbound traffic on Broad is left on Allen, right on Leigh and right on Belvidere.

·         N. Belvidere - southbound lane - from W. Broad to Main from 7 a.m. to noon.

·         Blacker Street will be closed from Monument to Monumental from 5 a.m. to 1 p.m.

·         Canal Street between 2^nd Street and Belvidere from 5 a.m. to 3 p.m.

·         Chantilly Street between Monument and Monumental from 5 a.m. to 1 p.m.

·         W. Franklin Street between Shafer and Belvidere from 4 a.m. to 3 p.m.

·         W. Franklin Street between Stuart Circle and Shafer from 7 a.m. to 2:30 p.m.

·         Exit ramp from Westbound I-195 to Belvidere will be closed from 6 a.m. to 3 p.m.

·         Monument Avenue will be closed from Staples Mill Road to Stuart Circle (Lombardy Street) from 7 a.m. to 2 p.m. The recommended detour for eastbound traffic is left on Staples Mill, right on Broad, left on Allen, right on Leigh and right on Belvidere. The recommended detour for westbound traffic is right on Belvidere, left on Leigh, left on Allen and right on Broad.

There will be many street closings for all north and south streets intersecting Monument Avenue and Franklin Street from Staples Mill Road to Belvidere Street. Motorists are strongly encouraged to use I-95 and I-195 to travel around the city.

In addition to the street closings, parking will be prohibited - on both sides of the streets as posted - prior to and during the 10K on the following streets starting at the following times:

RPD Sponsors a Second “Police and Peeps” Event

WHAT:                       “Police and Peeps” – A Community Conversation

WHERE:                    MLK Middle School, 1000 Mosby Street

BACKGROUND:     The Richmond Police Department is sponsoring the second in a series of conversations with Richmond residents about public safety and enforcement issues in the city.

Called “Police and Peeps” – A Community Conversation, the event will provide an opportunity for people to talk to Chief Alfred Durham, his officers and each other about how the Department conducts business.

“We need the public’s help to do our job. It’s as simple as that,” said Chief Durham, “We need to hear what people think about how we are preventing crimes and solving crimes, while respecting their civil rights.”

Clovia Lawrence, News and Community Affairs Director at radio station iPower 92, will return as moderator.

The Department plans to sponsor these events on a monthly basis at different locations throughout the city.

RPD Community Walk in South Side Richmond

WHERE:                   Circle Shopping Center and Southside Plaza

BACKGROUND:     Chief Alfred Durham will lead his Command Staff and other officers on a walk Tuesday afternoon through the Circle Shopping Center and Southside Plaza. During the walk, the officers will speak with business managers, clerks and customers about any safety concerns they may have.

According to Sector 211 commander Lt. Michael Bender, shoplifting and other property crimes are the principle drivers of crime in the area. “We have been able to reduce the number of incidents recently by increasing our patrols on the days and times when these crimes occur,” said Lt. Bender. “We call it focused policing.”

The officers will be joined by members of the Hull St./Midlothian Civic Association and the Department’s Faith Leaders group. They will meet at the city’s Social Services Building, 4100 Hull Street at 2 p.m. to begin the walk.

This event is the latest in a series of walks conducted on a monthly basis by the Richmond Police Department in neighborhoods throughout the city.

Jahnke Road Homicide Victim Identified

The Richmond Police Department has identified the victim of Saturday’s fatal shooting. She is Pamela-Ann Kynazher, 19, of the 12000 block of Burnside Lane, Henrico.

She was shot during a dispute in the parking lot of the Exxon Station at 6101 Jahnke Road, Saturday, March 14, 2015.

She was transported to Chippenham Hospital where she died the following morning.

This is the third homicide in Richmond in 2015.

The suspect in the case is described as a thin, young, dark-skinned black male wearing a white tee-shirt. He fled the scene in a dark-colored vehicle.

Coalter Street Homicide

Richmond Police detectives are investigating a homicide that occurred this weekend in the city’s east end.

At approximately 2:50 a.m., Sunday, March 15, officers were called to an apartment complex in the 1300 block of Coalter Street. They quickly located the victim, Frizzell Belton, 41, of the 3800 block of Austin Avenue, lying unconscious with a head injury in a breezeway of the building.

He was transported to VCU Medical Center where he died early Monday morning.

This is Richmond’s fourth homicide of 2015.

Powhatan Hill Park Shootings Arrest

Richmond Police detectives have charged Xzoyloysius Wood, Jr., 19, of the 4100 block of North Avenue with Aggravated Assault in connection with an incident that occurred shortly after 9:00 p.m. Friday in Powhatan Hill Park.

Two men were shot during the incident. Wood has been charged in connection with one of those shootings. He was uninjured.

Detectives are continuing their investigation and expect to make another arrest.

They would like to thank several eyewitnesses who provided valuable information that assisted them with their investigation.

BACKGROUND:     Mayor Dwight C. Jones, Chief Alfred Durham and the Richmond Police Department are proud to welcome 28 new officers to the force and invite the public to their graduation and swearing-in ceremony tomorrow.

J.D. Ross, a recently retired RPD sergeant for whom the Training Academy's J.D. Ross Servant Leadership Award is named, will give the keynote address.

 

The diverse recruit class includes individuals from Virginia to California, New York and Florida. They speak multiple languages besides English, such as Spanish, French and Urdu. After 30 weeks of training at the Department’s Academy, the 110^th Basic Recruit Class will immediately begin patrols with each graduate assigned to a field training officer for the next eight weeks.

Suspect Sought in Fatal Shooting

Richmond Police detectives need the public’s help to identify a suspect involved in the fatal shooting of a young woman on the city’s south side yesterday.

At approximately 5:09 p.m. Saturday, officers were called to the Exxon Station at 1601 Jahnke Road by several callers who reported seeing shots being fired at a young woman during a dispute. They located the victim, a 19 year old white female lying in the parking lot, suffering from a gunshot wound.

She was transported to Chippenham Hospital where she died early this morning. Her name will be released on Monday to provide her family with enough time to notify loved-ones.

This is the third homicide in Richmond in 2015.

Arrest Made in Assault

Acting on tips provided by alert citizens, Richmond Police officers made a quick arrest following a stabbing yesterday at a group home in the 600 block of N. 32^nd St. in Church Hill.

Charles Lewis, 33, a resident of the home, has been charged with Aggravated Assault. He is accused of using a sharp object to stab a female employee at the home shortly before 1 a.m., Thursday, March 12.

The victim was transported to VCU Medical Center with multiple, non-life threatening stab wounds.

Lewis was picked up by patrol officers in the 2900 block of N. Boulevard about three hours after the attack. They were called to that location by several people who dialed 911 after noticing blood on Lewis’ clothing.
