Southwood Parkway Homicide Victim Identified

The Richmond Police Department has identified the victim of a homicide that happened Saturday morning at Southwood Apartments.

At approximately 3:25 a.m. on November 28, an officer on patrol was flagged down by a person who reported hearing a gunshot fired in the apartment complex. The officer quickly found the body of Misael E. Maldonado Garcia, 30, of the 4600 block of Southwood Parkway, lying in a drainage ditch in the near the entrance to the apartment complex. He died of an apparent gunshot wound.

Detectives are actively working all available leads and continue to gather additional information as part of the ongoing investigation.

The Richmond Police Department is investigating a homicide that occurred overnight on the city’s south side.

At approximately 3:25 a.m., an RPD officer on patrol was flagged down by a person who had heard a gunshot fired in the Southwood Apartments complex. The officer quickly found the body of an adult Hispanic male lying in a drainage ditch in the 4600 block of Southwood Parkway.

The Medical Examiner will determine the cause and manner of his death.

The victim’s identity will be released once next of kin have been notified.

Appeal for Images of Robbery Suspect

Richmond Police detectives are asking the public for surveillance images of a robbery suspect.

Today, at approximately 12:50 a.m., a female was driving a vehicle westbound in the 3200 block of East Broad Street when she stopped at a stop sign at the intersection of 32^nd and East Broad streets.

An unknown male with a gun approached her vehicle, tapped the passenger side window and motioned for the woman to unlock the door. He got in the vehicle and demanded to be driven a few blocks away to Chimborazo Park. There he stole cash, a mobile phone and credit cards before fleeing on foot through the park towards the dog park area.

There were no injuries.

Detectives are asking anyone who has surveillance equipment in the area to check the video files to see if they captured the incident or suspect.

The suspect is described as a black male, mid 40’s, 6 feet 3 inches tall, with a dark complexion. He was wearing a wool cap, denim jacket, tan or light-colored shirt and dark trousers.

Suspect Sought in Robbery on Grove Avenue

The Richmond Police Department is asking for the public’s help to identify a suspect in a robbery that occurred last week on Grove Avenue.

A few minutes after midnight on November 20, officers responded to the 2100 block of Grove Avenue in reference to a robbery. The victim reported that while walking along Rowland Street, she was approached by a man who pushed her down and attempted to take her purse. When she did not immediately let go, the suspect struck her again then took the bag.

The suspect got into an older model white sedan, which fled on Rowland Street toward Hanover Avenue. He is described as a black male in his early 20s.

Within an hour of the robbery, the suspect used the victim’s bank card at two 7-Eleven stores located at 1003 West Grace St. and 122 S. Belvidere St. He was captured on surveillance video at both stores.

Pedestrian Fatality

The Richmond Police Department is investigating a pedestrian fatality that occurred on the city’s south side last weekend.

At approximately 7:40 a.m., Sunday, November 22, RPD officers were called to the intersection of Forest Hill Avenue and Hathaway Road for a report of a woman who had been struck by a vehicle.

Nancy Ferris, 73, of the 6400 block of Glyndon Lane, was transported to a local hospital where she died of her injuries later that afternoon.

Investigators with the RPD Crash Team have determined Ferris was walking in the crosswalk at the entrance to the Granite Hill shopping center when she was struck by a vehicle driven by Montrel Ross, 26, of the 2600 block of Granite Hill Road. Ross was turning into the shopping center when his vehicle struck Ferris.

Ross has been charged with reckless driving. Other charges are expected as investigators consult with the Commonwealth’s Attorney’s Office.

Arrest Made in Midlothian Turnpike Homicide

The Richmond Police Department has charged a Chesterfield man in connection with a fatal shooting on Midlothian Turnpike last May.

Monquail Whiters, 23, of the 1800 block of Meadow Farm Drive, North Chesterfield, was arrested without incident by Chesterfield Police officers last Thursday, November 19. Whiters has been charged with Conspiracy to Commit Murder in the fatalshooting of Sylvester Nichols, 24, of the 6300 block of Glenway Drive.

At approximately 3 p.m. Thursday, May 7, officers were called to the 6500 block of Midlothian Turnpike for the report of a shooting. In a parking lot of the Family Dollar store they found Nichols suffering from a gunshot wound. He was taken to a local hospital where he was pronounced dead.

Shortly after the shooting, the RPD released surveillance photos of a person of interest in the case, but it was a tip that led detectives to Whiters.

Mayor Jones and Chief Durham will be joined by retired Richmond Police Department Officer Glenwood Burley and the Department Honor Guard to recognize the recently reconditioned memorial statue. The sculpture of an officer carrying a child lists the Department officers that have fallen in the line of duty.

“Mayor Jones and I believe this week, the week we celebrate Thanksgiving, is an appropriate time to renew our appreciation for this memorial statue,” Chief Durham said. “Last week the statue was cleaned by the artist who created the memorial and the area has been re-landscaped. We gather to reflect upon the honorable service and sacrifice of our officers and the appreciation captured in this statue.”

Person of Interest Sought in Finchley Place Homicide

The Richmond Police Department is asking for the public’s help to identify the person of interest in the attached photo sought in connection with the November 16 homicide of Ashley Davis.

At approximately 12:09 a.m. that morning, officers were called to the St. John’s Woods apartment complex for a report of shots fired. When they arrived, they found the body of Ms. Davis, 33, of the 1000 block of Finchley Place, in a wooded area across from the apartment building in the 1000 block of Finchley Place.

The man in the photograph was last seen in the 5700 block of Hull Street.

“We don’t have a detailed description of this individual beyond what can be seen in the photograph,” said Major Crimes Detective Jamie Baynes. “But we hope that someone will recognize his distinctive clothing, including his hat, patterned sweater and gold rimmed glasses.”

Anwar Phillips in Custody, Victim Identified in Red Ash Road Homicide

Anwar “Wawa” Phillips, wanted for the shootings on Monday in the Blue Ridge Apartments and the subject of a reward from the U.S. Marshals Regional Fugitive Task Force, is in custody.

Phillips was taken into custody in the 100 block of Engleside Drive in Henrico. He has been transported to a local hospital with injuries that are considered life threatening.

The U.S. Marshals Regional Fugitive Task Force had offered a $5,000 reward for information leading to the arrest of Phillips, who was wanted in connection to shooting three people, one fatally, in an apartment in the 300 block of Red Ash Road in Richmond.

The Richmond Police Department has identified the homicide victim as Frank A. McCray, 49, of the 5700 block of Kendall Road.

BACKGROUND:     Members of the faith community are invited to the inaugural Faith Leaders Safety Picnic, which will be held Saturday in south side.  This informative and fun-filled event is focused on safety education and forging bonds between citizens, the community and the police.

“Our goal is to join with our faith leaders to help improve the community,” said Sector 211 Lieutenant Faith Flippo. “We want to help reduce crime while creating partnerships with our citizens.”

The event will include safety classes, visits from the Richmond Police Mounted Unit and Richmond Fire Department, a street car show, music, food and a turkey giveaway. Mothers Against Drunk Driving will have a booth at the picnic. There will also be a bounce house for the kids!

Richmond Police will share information on safety in places of worship and how to respond to suspicious activity or an incident in the sanctuary. The picnic also a great opportunity to network with other members of the faith community in a casual atmosphere and form relationships that can assist with sharing information and concerns in the future.

Suspect Charged in Abduction

The Richmond Police Department has charged a 36-year-old Richmond man with four felonies in connection with an abduction and robbery that occurred last Monday.

Frank E. Reid, 36, of the 1100 block of Williamsburg Road, has been charged with two counts of robbery and two counts of use of a firearm in the commission of a felony. Charges were not brought immediately due to Reid’s medical condition and so detectives could consult with other jurisdictions about crimes of a similar nature. At this point, Reid has not been directly linked to other on-going investigations. A booking photo is not available at this time.

Around 12:30 p.m. on November 16, two men were abducted by an armed suspect at a gas station in the 2600 block of E. Main Street in Shockoe Bottom. The suspect held the two victims at gunpoint, demanding money, then forced them to drive to the Bank of America at 1111 E. Main Street. One victim entered the bank to withdraw money. No funds were withdrawn, and the authorities were notified of the situation. The first victim remained inside the bank.

Officers responded to the bank and found the suspect vehicle driving away with the second victim still inside. At approximately 12:52 p.m. officers initiated a pursuit, following the SUV through numerous city neighborhoods, into Henrico County and back into the Church Hill area.

As the SUV approached the intersection of Magnolia Street and Mechanicsville Turnpike in Henrico County, Henrico Police deployed spike strips, which punctured the SUV’s tires. The vehicle was unable to make the turn from 25^th Street onto R Street and collided with a parked car before it came to a stop. The pursuit lasted about 30 minutes and never exceeded a speed of 35 mph.

Gunfire was exchanged between the suspect and officers. Both the victim and suspect were taken to a local hospital with life-threatening injuries, but are currently in stable condition.

Reward Offered for Suspect Wanted in Connection to Red Ash Road Shootings

A $5,000 reward has been offered for information leading to the arrest of the suspect from Monday’s shootings in the Blue Ridge Apartments.

The U.S. Marshals Regional Fugitive Task Force has offered the reward as they work with the Richmond Police Department in attempting to locate Anwar “Wawa” Phillips.

Phillips, 30, is known to frequent the hotels on Midlothian Turnpike. He is six feet, one inch tall and weighs approximately 191 pounds. His photo is attached.

Monday at approximately 9:25 p.m., officers were called to the 300 block of Red Ash Road for a report of shots fired. Officers arrived and located three persons who were suffering from apparent gunshot wounds. A male died at the scene.

The two other victims, an adult male and a juvenile girl under 10 years of age were taken to a local hospital.

Phillips has warrants on file for malicious wounding and use of a firearm in the commission of a felony. Other charges are pending. The investigation is ongoing.

Vehicle Sought in Finchley Place Homicide

The Richmond Police Department is asking for the public’s help in locating an SUV sought in connection with the November 16 homicide of Ashley Davis.

At approximately 12:09 a.m. that morning, officers were called to the St. John’s Woods apartment complex for a report of shots fired. When they arrived, they found the body of Ms. Davis, 33, of the 1000 block of Finchley Place in a wooded area across from the apartment building in the 1000 block of Finchley Place.

For at least an hour prior to the homicide, a 2000-2006 Chevrolet Suburban or Tahoe with a roof rack and tinted windows was parked on or near Finchley Place. It is described as being light in color, possibly tan or champagne. The SUV was last seen leaving St. John’s Woods on the morning of the homicide.

Detectives do not believe the occupants of the SUV live in the apartment complex.

“We are hopeful that someone in the neighborhood saw the vehicle, thought it was suspicious and wrote down the license plate number,” said Major Crimes Detective James Baynes.

BACKGROUND:     Chief Alfred Durham will lead his Command Staff on a walk this evening in the Walmsley Boulevard neighborhood. During the walk the officers will speak with members of the community about safety concerns they may have and what they’d like to see more of from the Richmond Police Department.

Sector 213 Lt. Robert Marland is pleased with the interest residents have shown in dealing with criminal activity. ”I’d like to build on that momentum.” said Lt. Marland. “This walk will give us the opportunity to cultivate a healthy relationship with the residents as we search for long term solutions that will improve their quality of life.”

This event is the latest in a series of walks conducted on a monthly basis by the Richmond Police Department in neighborhoods throughout the city.

Red Ash Road Homicide

The Richmond Police Department is investigating a homicide that occurred in the Blue Ridge Apartment complex.

At approximately 9:25 p.m., officers were called to the 300 block of Red Ash Road for a report of shots fired. Officers arrived and located three persons who were suffering from apparent gunshot wounds.

An adult black male was found unresponsive in the rear yard of a structure. He was pronounced dead at the scene.

The two other victims, an adult male and a juvenile girl under 10 years of age were found inside the residence.

They were transported to a local hospital with injuries that are not considered life threatening.

The Medical Examiner will determine the cause and manner of the death.

Suspect Apprehended in Abduction

Richmond Police detectives are asking for the public’s help as they investigate an abduction and attempted robbery that occurred this afternoon.

Shortly after 12:30 p.m., two men were abducted by an armed suspect at a gas station in the 2600 block of E. Main Street. The suspect held the pair at gunpoint, demanding money, then forced them to drive to the Bank of America at 1111 E. Main Street.

One victim went into the bank to obtain money. No funds were withdrawn, and the authorities were notified of the situation. The first victim remained inside the bank.

Officers responded to the bank and found the suspect vehicle driving away with the second victim still inside. A pursuit was initiated at approximately 12:52 p.m. Police followed the SUV through multiple city neighborhoods, into Henrico County and back into the Church Hill area.

Henrico Police deployed spike strips near the intersection of Magnolia Street and Mechanicsville Turnpike in Henrico County, puncturing the SUV’s tires. The vehicle came to a stop after it failed to make a turn from 25^th Street onto R Street and collided with a parked car. The pursuit lasted about 30 minutes and never exceeded a speed of 35 mph.

Gunfire was exchanged between the suspect and officers. Both the victim and suspect were taken to a local hospital with life-threatening injuries. An RPD officer also suffered a minor injury.

Charges are expected in this case. The identity of the suspect will be released at that time. Richmond Police will not be conducting further media interviews at this time.

Missing Persons

The Richmond Police Department is asking for the public’s help to locate two persons who may be lost in the city.

About three hours ago, a 16 year old Honduran male and his five year old cousin disappeared while visiting relatives in the city’s south side.

Family members tell officers the two were sitting in a vehicle in front of the family’s residence in the 6400 block of Erhart Road listening to music when the teenager apparently drove off with the younger child still in the car.

There is no reason at this time to believe they are in danger, but the teen does not speak English and is unfamiliar with Richmond.

They were last seen in a black, four-door, 2007 Pontiac G-6. See a photo of similar vehicle below.

Arrest Made for Dunn Avenue Homicide – Detectives Appeal for More Information

Richmond Police detectives have made an arrest for the gunshot killing of a Richmond man on Dunn Avenue last summer.

Keton L. Smith, 21, of the 600 block of Northside Avenue was arrested without incident last Friday as his home by the U.S. Marshals Fugitive Task Force. He has been charges with Conspiracy to Commit Murder.

The victim, Matthias J. Washington, 34, of Richmond, was shot the evening of August 18 as he was sitting in a vehicle on Dunn Avenue near Brookland Park Boulevard. He drove away, but his vehicle collided with several parked cars and stopped in the roadway.

“Now that Smith has been arrested, we’re hoping others will come forward to tell us what they know about this murder, said Major Crimes Sergeant Richard G. Edwards. “We have built a good case, but we’d like more information from people who may have been reluctant to speak until now.”

Missing Man Sought

The Richmond Police Department is asking for the public’s help in locating a missing man, Melvin C. Bolling. Bolling has been known to frequent the area around VCU Medical Center and may appear confused. His photo is attached.

Bolling, 91, of the 2500 block of Glenlea Avenue, has been missing for several days.

Bolling is a black male, five feet nine inches tall and approximately 160 pounds.

2015 Richmond Marathon Traffic Advisory

The race is on! The 2015 Richmond Marathon gets underway early Saturday morning, and numerous “No Parking” zones and intermittent road closures will be in effect as a result.

The 8K race will begin at 7 a.m. at Eighth and Broad streets. At 7:30 a.m., runners participating in the half-marathon take off from Seventh and Broad streets. The marathon starts at 7:45 a.m. at the intersection of Fifth and Grace streets.

“No Parking” zones along Fifth Street between Byrd and Tredegar streets will go into effect at 7 a.m. on Friday, November 13. Closures on Broad Street between 12^th Street and Boulevard will be enforced starting at midnight Saturday. Other “No Parking” zones will take effect at 3 a.m. Saturday.

Street closures throughout the city will be effective at 4 a.m. the day of the marathon. Major thoroughfares that will be affected include Broad Street, Belvidere Street and the Huguenot Bridge.

Talbert Drive Homicide

Richmond Police detectives are asking for the public’s help as they investigate a fatal shooting that occurred last night on the city’s south side.

At approximately 9:53 p.m., Tuesday, November 10, officers responded to a call of shots fired in the 1400 block of Talbert Drive. With minutes they discovered the body of Rolando Salas, 30, of the 6900 block of Beulah Oaks Lane, Chesterfield VA lying on the side of the roadway. He had been shot multiple times.

Suspect Sought in Bank Robbery and Attempted Robbery

Richmond Police detectives need the public’s help to identify the suspect in the attached photos, whom is believed to have robbed one bank and attempted to rob a second.

“We believe the suspect who robbed the Wells Fargo on West Cary Street on Monday appears to be one of a pair who attempted to rob the Gateway Bank on Patterson Avenue last week,” said Third Precinct Detective William Cutshall. “A closer look at both surveillance photos reveals some distinct similarities in the markings on the suspect’s clothing.”

Richmond Police previously sent advisories on both incidents.

At approximately 12:57 p.m. on November 6, officers responded to the Gateway Bank, located at 5300 Patterson Avenue, for a report of an attempted robbery. Two suspects tried to enter the bank, but the secondary doors were closed and they were not able to get inside. One of the two suspects displayed a firearm to a bank employee in a second attempt to gain entry, which prompted the employee to call police.

Around 9:20 a.m. on Monday, the suspect entered the Wells Fargo Bank at 3508 W. Cary Street, passed a note to the teller indicating he was armed and demanded money. After taking cash, he fled along West Cary Street toward Nansemond Avenue.

In both incidents, the suspect was described as a black male, age 25-30, wearing coveralls with white paint marks on them.

The second suspect in the attempted robbery at Gateway Bank is described as a 5-foot-9-inch to 6-foot tall, black male, age 25-30, weighing about 150 pounds. He was wearing a black hoodie, black pants, a black and grey baseball cap.

Richmond Police detectives need the public’s help to identify the suspect in the attached photos who robbed a bank today in Carytown.

 

At approximately 9:20 a.m., the suspect entered the Wells Fargo Bank at 3508 W. Cary Street, passed a note to the teller indicating he was armed and demanded money. After taking cash, he fled along West Cary Street toward Nansemond Avenue.

 

The suspect is described as a black male, age 25-30, wearing glasses, a cloth winter hat and overalls at the time of the incident.

Suspects Sought in Attempted Bank Robbery

Richmond Police detectives need the public’s help to identify the suspects in the attached photos who attempted to rob a bank today in Richmond’s west end.

At approximately 12:57 p.m., officers responded to the Gateway Bank, located at 5300 Patterson Avenue, for a report of an attempted robbery. Two suspects tried to enter the bank, but the secondary doors were closed and they were not able to get inside. One of the two suspects displayed a firearm to a bank employee in a second attempt to gain entry, which prompted the employee to call police.

Both suspects are described as 5-foot-9-inch to 6-foot tall, black males, age 25-30, weighing about 150 pounds. One suspect was wearing a black hoodie, black pants, a black and grey baseball cap, and the second wore a black baseball cap, black clothing and a yellow traffic vest.
