Suspect Sought in Theft from Motor Vehicle

Richmond Police detectives need the public’s help to identify the man in the attached photos who is believed to have stolen tools from a vehicle on Edwards Avenue last week.

On Tuesday, July 23, officers responded to the 2200 block of Edwards Avenue to investigate a theft from a vehicle. In the early morning hours, surveillance video shows an unknown man on a bike approach a pickup truck and tamper with a tool box in the back of the truck. The man is then seen taking the tools and leaving the area.

The suspect was last seen wearing a button down short sleeve collared shirt with stripes, tan shorts, and white sneaks.

National Night Out and Kickoff Event

The Richmond Police Department is gearing up to celebrate National Night Out, the biggest city-wide party of the year, and all city residents are invited to participate.

The annual event, to be held Tuesday, August 6, brings police and neighbors together in support of crime prevention during an evening full of fun for all ages. A strong partnership between the citizens and law enforcement is a powerful tool in fighting crime.

Numerous National Night Out events will be hosted throughout the Richmond area. A list of all the events will be available online later this week.

We hope citizens will also join Richmond Police for a National Night Out Kickoff Event from 10 a.m. to 1 p.m. on Saturday, August 3, at the Walmart Supercenter, 2410 Sheila Lane. Officers and first responders will be on hand with crime prevention materials and interactive displays. There will also be raffles and giveaways.

National Night Out is a night designed to forge strong relationships between neighborhoods and police. The annual event also helps police officers and residents work together to heighten awareness of crime and drug prevention.

Arrest Made in West Broad Street Shooting

The Richmond Police Department, with the assistance of the VCU Police Department and the United States Marshals Service, has made an arrest in connection to last week’s shooting on West Broad Street.

Theron T. Mosley, 32, of the 2900 block of Woodcliff Avenue, was apprehended without incident by U.S. Marshals Regional Fugitive Task Force on Thursday, July 25.  He has been charged with Attempted Murder and Use of a Firearm in the Commission of a Felony.  His booking photo is attached.

At approximately 12:28 p.m. on Monday, July 22, officers responded to the parking lot of a business in the 1600 block of West Broad Street for the report of a person shot. When police arrived, they found an adult male with a gunshot wound.  He was taken to a local hospital with a life-threatening injury, which was later downgraded to a non-life threatening injury.  The victim has since been released from the hospital.

RPD detectives have determined this started as a road rage incident on West Broad Street.  Mosley followed the victim a few blocks to the business.  A confrontation then ensued in the parking lot, which ended in gunfire.

“We appreciate the help we received from our partners in the VCU Police Department and the U.S. Marshals Service,” said Major Crimes Lt. Richard Edwards.  “Together we were able to bring this case to a swift and safe conclusion.”

UPDATE: Arrest Made in Paintball Aggravated Assault, Charges Pending in Second Case

The Richmond Police Department has made an arrest in connection with an aggravated assault that occurred in Gilpin Court last week.

Kemontray L. Lamberts, 19, of the 1000 block of Saint James Street, was taken into custody on Thursday, July 25.  He has been charged with Malicious Wounding.  His booking photo is attached.

At approximately 7:07 p.m. on Monday, July 22, officers responded to the 1000 block of Saint John Street for the report of an assault.  Once police arrived on scene, they spoke to the adult male victim, who had been shot several times in the face, chest, and back with a paintball gun.  He was taken to a local hospital with non-life threatening injuries.

Then at approximately 11:45 p.m. on Monday, July 22, officers responded to a local hospital for the report of another assault.  Once police arrived, they spoke to an adult male victim who also had been shot several times in the face, chest, and back with a paintball gun.  RPD detectives have determined the incident happened in the 1000 block of Saint John Street a few minutes after the first case.  Because of the proximity, they are investigating a link between the two incidents.  Charges are pending in this second case.

“We are taking these assaults very seriously,” said Major Crimes Lt. Richard Edwards.  “These victims were hospitalized because of the severity of their injuries.  One had to undergo surgery and lost his eye because of the incident.  We want to do what we can to prevent something like this from happening again.”

Suspects Sought in Church Hill Burglary

Richmond Police detectives are asking for the public’s help to identify the suspects in the photos who are connected to a burglary that happened early Friday morning.

At approximately 4:49 a.m. on Friday, July 26, officers responded to a business in the 1100 block of North 25th Street for the report of a commercial burglary. When officers arrived, they discovered the glass had been shattered on the front door. It was determined that several cigarette cartons and an undisclosed amount of money were taken from the business.

·         Suspect 1: Last seen wearing a black shirt, light colored pants, and a white hat.
·         Suspect 2: Last seen wearing a greet t-shirt with white lettering and a white hat.
·         Suspect 3: Last seen wearing camouflage shorts, a white graphic T-shirt, and was seen carrying a shoe box.
·         Suspect 4: Last seeing wearing a white graphic short sleeve shirt, blue jeans, and blue shoes
·         Suspect 5: Last seeing a white hat and red and black shoes.

Surveillance footage also shows a dark-colored sedan leaving the scene. A photo of the vehicle is attached.

Arrest Made in Paintball Aggravated Assault

The Richmond Police Department has made an arrest in connection with an aggravated assault that occurred in Gilpin Court last week.

Victim Identified in Westover Hills Boulevard Homicide

The Richmond Police Department has identified the victim of today’s homicide in the city’s Southside as Trimayne H. Moore, 46, of the 2000 block of Boston Avenue.

At approximately 2:58 a.m., officers responded to the odd side of the 600 block of Westover Hills Boulevard for the report of a shooting.  When police arrived, they found Moore unresponsive inside a motor vehicle.  He suffered an apparent gunshot wound and was pronounced dead at the scene.  The Medical Examiner will determine the cause and manner of death.

2018 Child Homicide

A child death from last year that was originally being investigated as a child cruelty case is now being treated as a homicide.

On Sunday, September 9, 2018, the Richmond Police Department was called to the 1700 block of Rosecrest Avenue for the report of a child that was unresponsive. The child, a five-year-old female, was transported to a local hospital where she succumbed to her condition.

During the initial investigation, the child’s mother, Deshondra N. Spruill, 30, of the 1700 block of Rosecrest Avenue, was charged with child cruelty and failure to seek medical attention. After further investigation and continued consultation with the Commonwealth’s Attorney’s Office, Spruill has now been charged with felony homicide, possession of a scheduled I or II substance and child abuse/neglect.

Suspect Sought in Near West End Residential Burglary

Richmond Police detectives are asking for the public’s help to identify the suspect in a residential burglary that occurred earlier this month in the Near West End.

At approximately 12:10 p.m. on Friday, July 12, the male suspect is seen on security video entering a home in the 00 block of Ampthill Road.  He stole jewelry, several laptops and a computer. 

The suspect left the home in a dark blue Chevrolet Impala.  He was last seen wearing a black camouflage baseball hat, a white polo shirt with panthers on it, and jeans.

Missing Man Found

A missing Henrico man, Nathaniel K. Muhammad, has been located and is safe.

Muhammad, 56, of Henrico, returned home last night and has been reunited with family.

Muhammad was last seen on Friday, July 19 walking eastbound on Midlothian Turnpike from a business in the 6800 block of Midlothian Turnpike.

Missing Man Sought

The Richmond Police Department is asking for the public’s help in locating a missing Henrico man.

Nathaniel K. Muhammad, 56, of Henrico, was last seen on Friday, July 19 walking eastbound on Midlothian Turnpike from a business in the 6800 block of Midlothian Turnpike.

He was last seen wearing a fluorescent orange shirt, light colored blue jeans, black shoes, and had a blue hooded sweatshirt draped over his shoulders. A photo of Nathaniel Muhammad and a photo of him from the area where he was last seen are attached.

Nathaniel Muhammad is approximately 6’1” tall and weighs around 140 pounds. He has the letters “JB” tattooed on his right arm.

Arrest Made in Creighton Road Homicide

The Richmond Police Department, with the assistance of the United States Marshals Service, has made an arrest in connection with yesterday’s homicide on Creighton Road.

Kwaun D. Lewis, 18, of the 1800 block of Watts Lane, Henrico, VA, was apprehended without incident by U.S. Marshals Regional Fugitive Task Force this afternoon.  He was charged with First-Degree Murder and Use of a Firearm in the Commission of a Felony.  His mugshot is attached.

At approximately 3:47 a.m. on Sunday, July 21, officers were called to the 2100 block of Creighton Road for the report of random gunfire.  Officers arrived and found Javonte Mangum, 21, of the 1900 block of Raven Street, suffering from an apparent gunshot wound.  He was transported to a local hospital with an injury that was considered life threatening.  He succumbed to his injury later in the morning.

RPD Officer Wounded


July 22, 2019

A Richmond Police Department officer suffered non-life threatening gunshot wounds last night while he and several other officers responded to a call for a disorderly crowd in the Southern Tip of Highland Park neighborhood. He remains hospitalized with wounds to both legs although only a single shot was fired. Surgery is scheduled for later today. He is expected to make a full recovery.

At approximately 9:27 p.m., Sunday, July 21, RPD officers were called to the 2600 block of 5th Avenue for a disorderly crowd. When officers arrived, the crowd dispersed. As officers attempted to detain one member of the group, a handgun discharged, wounding the officer.

RPD detectives have determined that the weapon, which was being carried concealed inside a backpack by that individual, discharged unexpectedly.

David B. Ford, 22, of the 700 block of Harwood Farm Drive, has been charged with Carrying a Concealed Weapon, a misdemeanor.

“I’m glad our officer is going to fully recover,” said RPD Chief William C. Smith. “I’ve visited with him in the hospital. He’s in good spirits. His family is with him. Other officers are visiting him as well. It will be a good day for this Department when he returns to active duty. It’s the unknown threat that every officer must face when they are asked to respond to calls like this one.”

The Richmond Police Department has identified the male who died in this morning’s shooting on Creighton Road as Javonte Mangum, 21, of the 1900 block of Raven Street.

This morning at approximately 3:47 a.m., officers were called to the 2100 block of Creighton Road for the report of random gunfire. Officers arrived and found Mangum suffering from an apparent gunshot wound. He was transported to a local hospital with an injury that was considered life threatening. He succumbed to his injury later this morning.

Identification Made in Larchmont Lane Death Investigation

The Richmond Police Department has identified the male who died in last night’s shooting on Larchmont Lane as Aaron C. Moody, 21, of the 1900 block of Raven Street.

Last night at approximately 8:15 p.m., officers were called to the intersection of Larchmont Lane and Wythemar Street for the report of a shooting. Officers arrived and found Moody, who had suffered an apparent gunshot wound, down and unresponsive. He was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

Nearby, a second adult male was located who had also suffered an apparent gunshot wound. He was transported to a local hospital with an injury that was not considered life threatening.

RPD Officer Arrested

The Richmond Police Department has arrested an RPD officer for domestic assault.

Ernest Ford, Jr., 40, of the 2500 block of Q Street, has been charged with:
1.      Felony Strangulation
2.      Felony Abduction
3.      Domestic Simple Assault

The charges were brought as the result of an incident between Ford and a female companion that occurred last Tuesday in Richmond. The female received minor injuries.

“We will investigate all reported crimes and we make no exceptions for the person’s occupation, stature, economic level or any other criteria,” said Chief William C. Smith. “We will provide protection to those persons who have been harmed and will seek justice for those who have been victimized. Domestic violence is particularly troublesome as it is difficult to prevent. We encourage all persons who have been victimized by domestic violence to report those instances to the police so that we can provide support and assistance. I am disappointed by this officer’s alleged actions and will await the outcome of a trial. However, know that I expect and will hold our officers to a higher standard of behavior.”

Ford is an eleven year veteran of the Department. He is a patrol officer. Ford has been placed on unpaid administrative leave. The Department will conduct an internal investigation once Ford’s case is adjudicated in court.



RPD Partners with Neighboring Law Enforcement Agencies for “360 Blitz”

The Richmond Police Department is proud to partner with neighboring law enforcement agencies to patrol State Route 360 in the upcoming “360 Blitz”.

The enforcement initiative will take place from Sunday, July 21 until Saturday, July 27 as a response to frequent reports of speeding and driving under the influence along that stretch of road.

“Please slow down and do not get behind the wheel if you have had too much to drink,” said Captain Donald Davenport, Commander of the RPD’s Special Operations Division.  “We are taking action and working together to keep citizens safe.”

There will be checkpoints set up in Richmond and several other neighboring areas during the “360 Blitz”.

Suspects Sought in Commercial Armed Robbery on 2nd Avenue

Richmond Police detectives need the public’s help to identify the three suspects in a commercial armed robbery that occurred this past weekend.

At approximately 10:29 p.m. on Saturday, July 13, officers responded to the Six Points Express Mart, located at 2933 2nd Avenue, for the report of a robbery that had just happened. Once on scene, the victims told police three masked male suspects came into the store armed with handguns.  After several minutes, the suspects fled on foot toward Custer Street with approximately $3,800 in cash.  Fortunately, no one was injured during the incident.

Suspect Sought in Carytown Commercial Robbery

The Richmond Police Department is asking for the public’s help in identifying the man in the photo who is a suspect in a commercial robbery that happened last week.

At approximately 11:11 p.m. on Tuesday, July 2 officers responded to the 00 block of Nansemond Street for the report of a commercial robbery. When officers arrived, a victim stated that an unknown male entered the business through the back door and demanded money.  The suspect took an undisclosed amount of money and fled the scene.

The suspect was last seen wearing a black hooded sweatshirt, a ski mask with the eyes cut out, khaki pants, and gloves.

East End Shooting

The Richmond Police Department is investigating an incident overnight that involved an exchange of gunfire between two RPD officers and person discovered on the grounds of the Martin Luther King, Jr. Middle School.

At approximately 2:14 a.m., an RPD officer was conducting a routine security check at the school when he observed an individual in a secure, fenced-in area behind the building.

The officer called for back-up. Two additional officers arrived to assist. Contact was made with the individual, at which time gunfire was exchanged.

The suspect fled the area. No description is yet available.

At this time, detectives say there is no on-going threat to the community.

“I am relieved that none of the officers were injured,” said Chief William C. Smith. “This is a sobering reminder of the dangers these men and women face as they work to protect the community.”

Because two of the officers discharged their weapons, the Department’s Force Investigation Team (FIT), comprised of Major Crimes detectives, will create a report about the incident. It will be reviewed by Chief William C. Smith and then sent to the Commonwealth’s Attorney’s Office for review.

The two officers who discharged their weapons have been placed on administrative assignment.

Community Walk in the Fawnbrook Neighborhood

BACKGROUND:     Chief William Smith, Second Precinct Sector 212 Lt. Kimberly Mooney and other Richmond Police Department officers will participate in a walk through in Richmond’s Fawnbrook neighborhood at 5:30 p.m. today. During the walk, RPD officers will speak with community members about safety concerns they may have and what they would like to see from the Richmond Police Department.

Sector 212 Lt. Kimberly Mooney said major crime has decreased by 18% in the neighborhood with the help of community members

“We are so appreciative of the neighbors who live in this area,” said Lt. Mooney “They are consistently attending community meetings and are very involved in the city. We want to use this walk to meet more of the residents and thank them for their support.”

This event is the latest in a series of walks conducted by the Richmond Police Department in neighborhoods throughout the city.

Victim Identified in Redd Street Homicide

The Richmond Police Department has identified the victim of Wednesday’s homicide in the Mosby Court community as Levell V. Everett, Jr., 26, of the 1900 block of Betner Court, Sandston, VA.

At approximately 2:28 a.m. on Wednesday, July 3, First Precinct officers responded to the 1900 block of Redd Street after they heard gunfire in the area.  When police arrived, they found Everett down behind a vehicle.  He was taken to a local hospital with a life-threatening gunshot wound.  Everett later succumbed to his injuries.  The Medical Examiner will determine the cause and manner of death.

Several vehicles in the area were damaged by gunfire, but no other injuries were reported.

Suspect Sought in Credit Card Fraud

Richmond Police detectives need the public’s help to identify the individual in the attached photos, who is suspected of using stolen credit cards to make fraudulent purchases at several locations.

On Monday, June 3, an officer responded to the 3000 block of Maplewood Avenue for the report of a theft from motor vehicle.  An unknown suspect smashed out a window of the victim’s car, popped the trunk and stole the victim’s purse.  The purse contained credit cards and a cellphone.

Shortly after, the victim began receiving information that several fraudulent transactions had taken place.  Detectives traced those transactions back to two Kroger stores in the city, where the suspect was seen on security video.

Victim Identified in Bethel Street Homicide

The Richmond Police Department has identified the victim of last night’s homicide in the Whitcomb Court community as Tyrell J. Thomas, 27, of the 2300 block of Bethel Street.

At approximately 11:09 p.m. yesterday, officers responded to the 2300 block of Bethel Street for the report of a person shot.  When police arrived, they found Thomas lying near the front of an apartment.  He was unresponsive and suffered an apparent gunshot wound.  Thomas was pronounced dead at the scene.

The Medical Examiner will determine the cause and manner of death.

Traffic Advisory: Fourth of July Road Closures and No Parking Zones

Independence Day celebrations across the city will bring changes to traffic.  Numerous road closures and “No Parking” zones will be in effect on Thursday, July 4.

Road closures for Rocketts Red Glare will be in effect in Rocketts Landing from 3 p.m. to 11 p.m.  During the event, East Main Street / Old Main Street will be closed between Williamsburg Avenue and Orleans Street.  Nicholson Street will also be closed between East Main Street and Williamsburg Road.

No parking zones will be in effect for the 4th of July Concert and fireworks show at the Dogwood Dell Amphitheater from 11 a.m. to 11 p.m.  Many streets in the Byrd Park and Carillon neighborhoods will have restricted parking including Douglasdale Road to McCloy Street, Pump House Drive and Park Drive.  Street closures and no parking zones are available for view on Google Maps.

Charges in Homicide Hit and Run Investigation

The Richmond Police Department has charged the suspect in the homicide/hit and run investigation from last week. Shiauna M. Harris, 21, of the 6600 block of Midlothian Turnpike, has been charged with hit and run causing death and hit and run causing injury x3. Her booking photo is attached.

On Friday afternoon, Department detectives arrested Harris in the city of Richmond without incident. This arrest was the result of a combined effort with the U.S. Marshals Regional Fugitive Task Force, who along with Department detectives, were relentlessly searching for Harris.

At approximately 1: 55 a.m. on Wednesday, June 26, Harris was operating the vehicle that struck four persons along East Main Street in Shockoe Bottom, killing one.
