Richmond Police, DEA Join Forces for Drug Take-Back

The Richmond Police Department, with the U.S. Drug Enforcement Administration, will host a Drug Take-Back initiative from 10 a.m. to 2 p.m. Saturday, April 30 at the Southside Community Center, 4100 Hull St.

Expired and unused prescription medications are a public safety issue that can lead to accidental poisoning, overdose, abuse and illegal sales. These medications cannot be turned in to your local pharmacy. Residents also are asked not to flush the prescriptions into the sewer system for environmental reasons.

“This is an excellent opportunity to dispose of unused or expired medications in a proper way,” said Captain Michael Zohab of the Department’s Special Investigations Division. “These medications should not be kept around the house. Bringing them to the Drug Take-Back event could save a life.”

All prescription medications collected will be incinerated according to federal and state environmental guidelines. Richmond Police asks that you do not bring syringes or illegal narcotics for disposal to the collection sites. Medical waste or bulk commercial medications will also not be accepted. Those disposing of medications may remain anonymous.

Suspects Sought in Thefts from Vehicles

Richmond Police detectives need the public’s help to identify the suspects in the attached photo who entered vehicles in the Woodland Heights neighborhood and stole items.

Overnight on April 19, officers responded to the 500 block of West 28th Street for a report of theft from a vehicle. Upon arrival, two neighbors also reported their vehicles had been entered.

All three victims stated their vehicles were locked. However, there were no signs of forced entry. Items taken include a multi-tool and loose change. One vehicle was rifled through, but nothing was taken.

Suspect Sought in BP Robbery

Richmond Police detectives need the public’s help to identify the suspect in the photo, who robbed a BP convenience store in Shockoe Bottom’s east end last night.

At approximately 11:07 p.m., officers responded to the BP store at 2600 East Main St. for a report of a robbery. The male in the photos entered the store and brandished a handgun before stealing cash and Newport cigarettes from an employee.

The suspect fled on foot to the steps that lead north into Church Hill. He is described as a black male, approximately six feet tall and was last seen wearing a black tee shirt, blue jeans, blue and white sneakers and a black stocking cap. He has a dark beard with patches of grey hair.

Suspect Charged, Victim Identified in 2015 Chamberlayne Avenue Homicide

A Richmond woman faces three felony charges in connection with the death of her 2-year-old stepdaughter.

Andrea P. Watkins-Simmons, 35, of the 1400 block of Clarkson Road, was indicted by a grand jury last week on charges of 1st-degree murder, felony murder and child neglect

At approximately 3:53 p.m. on January 16, officers were called to a rental property in the 4900 block of Chamberlayne Avenue after a body was discovered in an unoccupied apartment. The victim was identified as Ariellisa Simmons, 2, of the 1400 block of Clarkson Road, who had previously been reported missing.

Watkins-Simmons was initially arrested in New York in late January on a charge of felony abduction. She has been fighting extradition since the time of her arrest, but was brought back to Virginia on April 19.

Pedestrian in Fatal South Belvidere Collision Identified

A pedestrian involved in a fatal collision with a vehicle this morning on South Belvidere Street has died.

At approximately 1:03 a.m. on Saturday, April 23, Wilson I. Herrarte-Barahona, 19, of the 4800 block of Wheatstone Drive, Fairfax, Va. was attempting to cross the South Belvidere Street crosswalk when he was struck and killed. The incident occurred in the intersection of South Belvidere Street and Cumberland Street.

The vehicle that struck him, a Volkswagen Jetta, was travelling southbound in the center lane on South Belvidere Street when a group of pedestrians crossed the street despite a red traffic signal. A vehicle ahead of the Jetta slowed and came to a stop to avoid striking the group of pedestrians. The driver of the Jetta then changed lanes in an attempt to go around the stopped vehicle.


As the Jetta approached the intersection at Cumberland Street, the group of pedestrians emerged from the front of the stopped vehicle. As the driver of the Jetta attempted to avoid striking the group, the right front of vehicle collided into the decedent. The pedestrian, Herrarte-Barahona, was pronounced dead at the scene.

The RPD Crash Team responded to the scene, where they took measurements and interviewed witnesses. The investigation is still on going.

Victim Identified in Brook Road Collision

A driver involved in a two-vehicle crash this morning on Brook Road has died.
At approximately 1:22 a.m., the driver of a 2008 Honda Civic was traveling south in the 2900 block of Brook Road when she collided into the rear of a 2000 Chevrolet Cavalier. The driver of the Honda Civic continued south on Brook Road and struck a Virginia Power utility pole.

The driver of the Chevrolet Cavalier, Jillian W.E. Little, 26, of the 3100 block of Brook Boulevard, Quinton, Va. was pronounced dead at the scene. The second driver was transported to a local hospital with serious, but non-life threatening injuries.

The RPD Crash Team responded to the scene, where they took measurements and interviewed witnesses. The investigation is still on-going. Charges are expected.

Arrests Made in Raven Street Homicide

Three Richmond men have been arrested in connection with a homicide that occurred last month in the 1900 block of Raven Street.

Kendell L. Coward, 34, of the 1900 block of Raven Street, and James M. Williams, 36, of the 1900 block of Raven Street, were arrested on April 20 by Major Crimes Detectives. Both men are charged with conspiracy to commit murder.

Keon L. McDonald, 31, of the 600 block of Westover Woods Circle, was arrested on April 21 by the U.S. Marshals Regional Fugitive Task Force. He is charged with conspiracy to commit murder and possession of a firearm by a convicted felon.

At approximately 5:49 p.m. on March 24, Richmond Police officers were called to the 1900 block of Raven Street in reference to a shooting. They quickly located an adult male lying on the ground outside one of the residences. He had suffered an apparent gunshot wound.

Eric A. Banks, 35, of the 5100 block of Croft Crossing Drive, was transported to a local hospital where he was pronounced dead at 6:17 p.m. that evening.

Motorcyclist in West Cary Street Crash Dies

A motorcyclist involved in a two-vehicle crash yesterday evening on West Cary Street has died.

At approximately 7:08 p.m., the driver of a 2014 KTM Adventure Motorcycle was traveling at a high rate of speed east on West Cary Street and operating the motorcycle in a reckless manner. A 2008 Ford F-150 pickup truck, which had been stopped at the stop sign on South Addison Street, was easing into the intersection when the motorcycle struck its front driver’s side door.

Both drivers and a passenger in the pickup truck were taken to the hospital for treatment. The motorcyclist, Nicholas P. Dillion, 38, of the 3100 block of West Cary Street, succumbed to his injuries this morning.

The RPD Crash Team responded to the scene, where they took measurements and interviewed witnesses. Due to the death of the motorcyclist, no charges are expected.

Man Arrested, Drugs and Firearms Seized in Joint Narcotics Operation

As part of a regional multi-agency narcotics operation yesterday, one arrest has been made and drugs and firearms were seized following the execution of two search warrants in Richmond.

Richmond and Chesterfield police officers, who serve on the U.S. Drug Enforcement Administration Drug Task Force, began this investigation more than three months ago. It culminated Monday evening with the arrest of Elbrendel A. Edwards. He was in possession of a firearm an half a kilogram of heroin at the time of his arrest. Two additional firearms were also located and seized.

Law enforcement officials are confident Edwards will be linked to several fatal heroin overdoses in the Richmond metropolitan area. He is expected to appear in federal court this afternoon to be charged with a drug-related offense.

The joint operation was conducted by the Richmond Police Narcotics Division along with the Chesterfield County Police Narcotics Unit and the U.S. Drug Enforcement Administration Drug Task Force in Richmond, which includes members of the FBI, Virginia State Police, Chesterfield County Police, the Hanover County Sheriff’s Office, Henrico Police and Richmond Police.
A national trend of spiking heroin and prescription drug overdoses has prompted Richmond Police and other regional agencies to partner together to identify and eradicate heroin distributors from local communities in order to protect citizens from this spreading hazard to public safety.
To holistically address the overdose epidemic, law enforcement throughout the Commonwealth will be conducting a National Prescription Drug Take-Back Effort from 10 a.m. to 2 p.m. on April 30.  A local drop-off point will be located at the Southside Community Service Center, 4100 Hull Street Road. Arrest Made in Accommodation Street Shooting

The Richmond Police Department has arrested the suspect in an aggravated assault shooting that occurred last Saturday evening in Mosby Court.

Ki'yelle A. Whitaker, 20 of the 1700 block of Mechanicsville Turnpike, was arrested Monday.  He is charged with attempted murder and use of a firearm in the commission of a felony.

“This shooting happened just hours after numerous officers and service providers were in the Mosby neighborhood for a community event aimed to build trust and strengthen ties with residents,” said Chief Alfred Durham. “We received multiple tips from citizens after the incident, which led to this arrest. Their help is another example of the community stepping up to fight crime and send the clear message that violence won’t be tolerated in their backyard.”     

At approximately 6:46 p.m. on April 16, officers were called to a shooting in the 1900 block of Accommodation Street. They located an adult male victim suffering from an apparent gunshot wound. He was taken to a local hospital with life-threatening injuries. His status has since been upgraded to non-life-threatening.

Richmond Police coordinated with the U.S. Marshals Regional Fugitive Task Force to apprehend Whitaker. He was taken into custody by First Precinct officers Monday evening after U.S. Marshals and ATF agents located his vehicle along Coalter Street.

Community Walk in Swansboro West

BACKGROUND:     Chief Alfred Durham will lead his Command Staff on a walk at 5:30 p.m. on Tuesday, April 19 through Swansboro West. During the walk, officers will speak with community members about safety concerns they may have and what they would like to see from the Richmond Police Department.

Police will meet at the corner of Wythemar Street and Larchmont Avenue and divide into four groups to cover all areas of the neighborhood.

Swansboro West is home to a community of new families and retirees. Residents are passionate about their neighborhood and many are active within the community. Sector 211 Lt. Faith Flippo noted the importance of police presence to reduce crime in the area. The neighborhood has recently seen a rise in burglaries, property and environmental crimes.

“This is an active community that cares a lot about their neighborhood,” Lt. Flippo said. “We want to listen to their concerns, ensure residents are safe and take a proactive stance against crime.”

This event is the latest in a series of walks conducted by the Richmond Police Department in neighborhoods throughout the city.

Suspects Sought in LensCrafters Larcenies

Richmond Police detectives need the public’s help to identify the suspects in the photo who stole eyeglass frames from a LensCrafters store on several occasions.

On at least three occasions in the past few weeks, the men in the photos entered the LensCrafters store at 9200 Stony Point Parkway and stole eyeglass frames. The suspects stole the items when the store employees were distracted by other customers.

One of the suspects wore a distinctive grey hooded sweatshirt with a blue hood liner. The other suspect wore a dark-colored sweatshirt and a black knit cap.

Victim Identified in Fatal Chamberlayne Avenue Crash

The Richmond Police Department is investigating a fatal single-vehicle crash that occurred yesterday evening in the 2000 block of Chamberlayne Avenue.

At approximately 6:08 p.m., a Ford Expedition SUV traveling southbound on Chamberlayne Avenue crossed the median and oncoming lanes of traffic before breaking through the wall of a building. The driver, Richard T. Cunningham, 43, of the 5200 of Castlewood Road in Chesterfield County, was pronounced dead at the scene.

A Richmond Fire Department crew removed the vehicle from the building due to structural concerns, then stabilized the damaged wall. No one was inside the building at the time of the crash.

The RPD Crash Team responded to the scene, where they took measurements and interviewed witnesses. Two blocks of Chamberlayne Avenue were closed to traffic for about two hours.

Suspects Sought in Auto Parts Fraud

Richmond Police detectives need the public’s help to identify the suspects in the attached photo who fraudulently obtained auto parts from a retailer over the course of several weeks.

During February and March of this year, the two male suspects used a falsified account number to obtain auto parts from NAPA Auto Parts, located at 5515 Midlothian Turnpike.

The white male suspect wore a red pullover fleece. He has a thin build and thinning hair. The black male suspect wore a gray pullover sweatshirt, glasses and a cap. He has a thin build and is bald.

Detectives believe they were driving a 1996 Lincoln that is blue or dark in color. The vehicle has a Virginia license plate of VJF6393.

Suspect Sought in Fas Mart Robbery


April 11, 2016Richmond Police detectives need the public’s help to identify the suspect in the attached photo, who robbed a Fas Mart store on the city’s south side.
At approximately 10:22 p.m. yesterday, officers responded to the Fas Mart at 2107 Semmes Avenue for a report of a robbery. An armed man entered the store shortly before 10 p.m., approached the register and demanded money from the clerk. He displayed a black handgun.

The suspect took cash and fled south on foot along West 22nd Street. He is described as a black male wearing dark clothing, a black mask and sunglasses at the time of the incident.

North 8th Street Homicide

Richmond Police detectives are investigating a homicide that occurred downtown early this morning.

At approximately 2:44 a.m., RPD officers were called the 200 block of N. 8th St. after receiving a report from a bystander that shots had been fired in the area.

In the driver’s seat of a vehicle parked beside the curb was the body of Herbert L. Brown, Jr., 32, of the 6000 block of Claypoint Road, Chesterfield. He had been shot.

Revised Victim Identity in Armfield Road Homicide

Richmond Police detectives have recently learned the true identity of the victim of a homicide that occurred last month in the Town and Country apartment complex on the city’s south side.

At the time of the incident, the victim possessed identification that led detectives to believe he was De Jesus-Baldes Noe, 31, of the 1400 block of Armfield Road. That was an alias.

With assistance from the F.B.I. and information from relatives in Guatemala, RPD detectives were able to determine the victim’s true identity as Clemente Jimenez Lopez, 34, of the 1400 block of Armfield Road.

At approximately 2:12 a.m., Monday, March 7, RPD officers were called to the 1400 block of Armfield Road for a report of a person down. Officers arrived and found Lopez down and unresponsive in the parking lot of the apartment complex suffering from an apparent gunshot wound. He was pronounced dead at the scene.

Monument Avenue 10K Traffic Advisory

The Monument Avenue 10K will begin tomorrow morning, and an estimated 30,000 participants will take to city streets. Numerous road closures and “No Parking” zones will be in effect as a result.

Events begin at 8 a.m. with the Virginia 529 Kids Run followed by the start of the Monument Avenue 10K at 8:30 a.m. Street closures and “No Parking” zones go into effect on some streets, such as West Franklin Street, at 1 p.m. today. Cars parked along the race course will be towed.  

During the event, Monument Avenue will be closed between Chantilly and Lombardy streets. Portions of other main streets will also be closed, including Broad Street, Grace Street, Franklin Street and Lombardy Street. (See maps below.)

WHERE:                    Randolph Neighborhood; South Lombardy Street and Kemper Street

BACKGROUND:     Chief Alfred Durham will lead his Command Staff on a walk at 5:30 p.m. on Tuesday, April 5 through the Randolph neighborhood. During the walk, officers will speak with community members about safety concerns they may have and what they would like to see from the Richmond Police Department.

Police will meet at South Lombardy Street and Kemper Street and divide into four groups to cover all areas of the neighborhood.

Randolph, just blocks away from Virginia Commonwealth University’s campus, is a diverse neighborhood consisting of lifelong residents to college students and young families. The neighborhood has recently seen an increase in larcenies and theft from motor vehicles. Sector 313 Lt. Bill Woo noted simply locking doors and windows can prevent such crimes.

“Locking doors and windows is an easy way to protect your personal belongings,” Lt. Woo said. “We want to build awareness and keep an open dialogue with residents to reduce crime.”

This event is the latest in a series of walks conducted by the Richmond Police Department in neighborhoods throughout the city.

BACKGROUND:     Chief Alfred Durham will lead his Command Staff on a walk through the Gilpin Court neighborhood. During the walk, officers will speak with community members about safety concerns they may have and what they’d like to see more of from the Richmond Police Department.

Police and attendees will meet at the Calhoun Center.
They will then divide into four groups to cover all areas of the neighborhood.

Sector 411 Lieutenant John Beazley noted major crimes, specifically those involving gun violence, have increased compared to last year. In an effort to combat the increase in crime, Chief Alfred Durham has implemented several programs, including helping to launch Metro Richmond Crime Stoppers Gun250.

Gun250, offers rewards of up to $250 for information about illegally-held firearms. 
Chief Durham will be available for interviews.

This event is the latest in a series of walks conducted by the Richmond Police Department in neighborhoods throughout the city.

Victim, Suspect Identified in Westmoreland Street Homicide

The Richmond Police Department has identified the victim and the suspect in Saturday’s homicide on Westmoreland Street.

The victim has been identified as Brian E. Szabo, 55, of the 100 block of Westmoreland Street.

The male arrested at the scene has been identified as Nigel E. Walker, 26, of the 100 block of Westmoreland Street. He has been charged with murder.

At approximately 2:11 a.m., officers were called to the 100 block of Westmoreland Street for the report of a person down.

Officers arrived and found Szabo in the residence. He had suffered an apparent stab wound. He was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

Detectives believe the incident stemmed from an argument with Walker who then fled the house. A few hours later, at approximately 5 a.m., Walker returned to the scene and surrendered to officers.

Westmoreland Street Homicide, Arrest


April 2, 2016

The Richmond Police Department is investigating a homicide that occurred this morning.

At approximately 2:11 a.m., officers were called to the 100 block of Westmoreland Street for the report of a person down.

Officers arrived and found a male in a residence who had suffered from an apparent stab wound. He was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

Detectives believe the incident stemmed from an argument with a known subject who then fled the house. At approximately 5 a.m. the male suspect returned to the scene and surrendered to officers. More information will be released when it is available.

Suspect Sought in James River Death Investigation


April 1, 2016

Richmond Police detectives are looking for a man who provided false identification during their investigation of a drowning that occurred earlier this week in the James River. Harold Guy Warner, 28, of New York state is also being sought by the Hornell, N.Y. Police Department in connection with the explosion of a methamphetamine laboratory in that town in February.

Last Tuesday, Warner was interviewed by RPD detectives shortly after he was rescued during an incident in which his companion, Amy Sue Briscoe, 36, of New York State, drowned in the James River. At that time, Warner provided identification that indicated he was Jeffrey Allen White. After being treated for severe hypothermia, he was discharged from a local hospital.

A few hours later, as RPD detectives continued their investigation, they were able to determine Warner’s real identity; and that he and Briscoe were being sought on drug and endangerment charges in the state of New York.

Warner is described as a white male, 5’ 8” tall, 150 pounds, with a tattoo of the New York City skyline showing the Twin Towers on his left chest. He may be staying in a homeless encampment along the James River.
