Upgraded Charge in Powhite Parkway Homicide

The Richmond Police Department has upgraded a charge in a homicide that occurred on the Powhite Parkway last December.

Rodrigo Martinez-Mendoza, 41, of the 1600 block of Lincoln Avenue, Petersburg
has been charged with second-degree murder in the death of Luis G. Gomez-Flores, 35, of the 2100 block of County Drive, Petersburg.

In December, Martinez-Mendoza was charged with aggravated malicious wounding, but has now been charged with murder. Javier Rodriguez-Zavala, 22, of the 6800 block of Jefferson Davis Highway, North Chesterfield was also previously arrested and charged with malicious wounding.

At approximately 2:16 a.m., on Monday, December 4, 2017, officers received a call for a fight in progress in the 6300 block of Powhite Parkway just before Chippenham Parkway.

When police arrived, they located a vehicle parked in a parking lot adjacent to the toll booth and discovered Gomez-Flores lying outside the vehicle unconscious. He was transported to a local hospital where he later succumbed to his injuries. It was determined an altercation broke out inside the vehicle causing the driver to pull over.
