Suspects Sought in Fan Assault and Robbery

Richmond Police detectives need the public’s help to identify the suspects in the attached photos who assaulted and robbed a man in the Fan early Sunday morning.

At approximately 2:17 a.m. on Sunday, October 28, officers responded to the 2000 block of West Grace Street for the report of an assault. When police arrived, the victim stated that when he approached the intersection of West Grace and Allison Streets in his vehicle there were individuals in the middle of the roadway.

The victim attempted to drive through the intersection when two males approached the vehicle. One of the suspects took the victim’s cell phone. When the victim attempted to exit the vehicle to retrieve his phone another suspect struck the victim multiple times.

The suspects fled the scene both on foot and in a bright orange Ford Mustang sedan. A photo of the suspects and vehicle is attached.

The victim was transported to a local hospital where he was treated for non-life threatening injuries.

The two suspects are described as black males approximately 25-35 years of age. The first suspect was last seen wearing a white North Face sweatshirt, jeans, white shoes and has a goatee. The second suspect was last seen wearing an orange collared shirt with jeans and Timberland boots.

Victim Identified in Hull Street Fatality

The Richmond Police Department’s Crash Team investigators have identified the person who succumbed to his injuries in a motorcycle fatality that occurred earlier this month.

At approximately 11:30 a.m. on Wednesday, October 10, a motorcyclist, identified as Wayne A. Walters Jr. of the 1800 block of Joplin Street, was traveling west on Hull Street at a high rate of speed. Walters Jr. lost control of the motorcycle when trying to avoid striking an SUV that was traveling east on Hull Street. The SUV struck the motorcyclist when the driver made a left turn into a shopping center. Walters Jr. was pronounced dead at the scene.

Investigators with the RPD Special Operations Division-Traffic Crash Team responded to the scene where they interviewed the driver and witnesses, collected evidence, and took measurements to determine the cause of the crash.

The driver of the SUV, who remained at the scene, was uninjured. In consultation with the City of Richmond’s Commonwealth Attorney’s Office, no charges will be filed against the driver of the SUV.

Suspect Sought in Commercial Robbery

Richmond Police detectives need the public’s help to identify the suspect in the attached photos who is wanted in connection to a commercial robbery that occurred at a Walgreens yesterday.

At approximately 10:00 a.m. yesterday, officers responded to the Walgreens in the 5100 block of Hull Street for the report of a robbery. When police arrived, the victim stated an unknown male entered the business and demanded cash and cigarettes. The suspect fled the business with the cigarettes and was last seen heading south on Warwick Road.

Suspect, Information Sought in Fairfield Avenue Shooting

Richmond Police detectives need the public’s help in providing information regarding a shooting that occurred earlier this month in the 2500 block of Fairfield Avenue.

At approximately 2:58 p.m. on Saturday, October 6, officers responded to the 2500 block of Fairfield Avenue for a report of a shooting. When police arrived, they quickly located an adult male suffering from an apparent gunshot wound.

The victim was transported to a local hospital where he is currently being treated for life threatening injuries.

“Detectives have been working diligently to solve this case,” said Major Crimes Det. Shatara Donald. “Any bit of information, no matter how small the detail may be, could help lead to an arrest.”

Body Found in James River Identified as Missing Richmond Man

The Richmond Police Department has identified the man who was found in the James River near Rocketts Landing this afternoon as
Abraham L. Jones, 61, of the 1400 block of North 31st Street.

At approximately 12:23 p.m., police received a call for a report of a body floating in the James River. Richmond Police officers, the Richmond Fire Department River Rescue team, and Henrico Police responded to the area. The Rescue team located Abraham L. Jones and transported him to the Rocketts Landing marina.

Jones was last seen leaving a business in the 2800 block of Cofer Road at approximately 12:30 a.m. on Wednesday, October 17. Jones’ family had reported to detectives that it was out of character for Jones to not return home.

The Medical Examiner will determine the cause and manner of death.

Victim Identified in Melmark Court Homicide

The Richmond Police Department has identified the victim of this afternoon’s homicide on Melmark Court as
Rolando D. Williams Jr., 24, of Richmond.

At approximately 12:46 p.m., officers responded to the 400 block of Melmark Court for the report of a person shot. When police arrived they located Rolando D. Williams Jr. suffering from a life threatening gunshot wound. He was transported to a local hospital where he was pronounced dead.

The Medical Examiner will determine cause and manner of death.

Person of Interest in Double Shooting

The Richmond Police Department is asking for the public’s help to locate a person of interest in yesterday’s double shooting in the city.

RPD officers are looking for Bryan Trent, 31 years of age, of Richmond in connection with a shooting that wounded two people in the city’s east end.

At approximately 9:04 a.m. RPD officers were called to the 1200 block of Admiral Gravely Boulevard for a report of a shooting. Officers found a female and a male in an apartment who had each been shot. The female remains hospitalized with life-threatening injuries. The male was treated and released.

Warrants have been obtained charging Trent with:
·         Attempted Murder (x2),
·         Use of a Firearm in the Commission of a Felony (x2), and
·         Possession of a Firearm by a Convicted Felon.

Trent is described as being 5’ 7” tall, 165 pounds with black hair, brown eyes and a dark complexion.

Missing Richmond Man Sought

The Richmond Police Department is asking for the public’s help in locating a missing man,
Abraham L. Jones, who was last seen early Wednesday morning.

Jones, 60, of the 1400 block of North 31st Street, was last seen leaving a business in the 5800 block of Cofer Road at approximately 12:30 a.m. on Wednesday, October 17. Jones’ family reported to detectives that it is out-of-character for Jones to not return home. His photo is attached.

He was last seen wearing brown trousers, a dark blue-colored shirt and black work boots. Jones is approximately 5’ 3” tall and weighs approximately 150 pounds.

Arrest Made in Jefferson Davis Highway Shooting

Richmond Police detectives, with the assistance of the U.S. Marshals’ Regional Fugitive Task Force, have made an arrest from a shooting that occurred earlier this month on Jefferson Davis Highway.

Vincent Squire, 37, of the 100 block of Alice Street, Chesapeake, was arrested yesterday without incident. He has been charged with attempted murder and use of a firearm in the commission of a felony. His photo is attached.

At approximately 12:57 p.m. on Thursday, October 4, officers responded to the 3600 block of Jefferson Davis Highway for the report of a person shot. When police arrived, they located an adult male in the walkway of a motel suffering from an apparent gunshot wound. The victim was transported to a local hospital with life threatening injuries.

Arrest Made in North 19th Street Homicide

Richmond Police detectives have made an arrest in connection to a homicide on North 19th Street that occurred last month.
Charles E. Jones Jr. 37, of the 3200 block of North 31st Street has been charged with murder and use of a firearm in the commission of a felony. His booking photo is attached.

At approximately 10:53 p.m. on Friday, September 28, officers responded to the 1600 block of North 19th Street for the report of a shooting. When police arrived, they located Wayne E. Friday, 35, of 2200 block of Fairfield Avenue in an alley suffering from an apparent gunshot wound. He succumbed to his injuries at the scene.

Years of Unrelenting Detective Work by RPD Leads to Two Arrests in New York

Richmond Police Department detectives pride themselves on making quick arrests in investigations. But while it sometimes may take weeks or months – or longer – to close a case, Department detectives never cease chasing every investigative lead available. 

Six years after a sexual assault and two years after an aggravated assault in Richmond, Richmond Police Department detectives, with assistance from the U.S. Marshals’ Fugitive Task Force, have made two arrests in New York recently.

William D. Frazier, 26, formerly of the 1100 block of St. John Street, Richmond, was charged with forcible sodomy for an incident with a juvenile female that occurred in the Gilpin Court neighborhood on August 15, 2012.

Vaughn C. Jones, 27, formerly of the 3400 block of Wellington Street, Richmond, was charged with felonious assault for an incident that occurred in the 500 block of Milton Street on July 23, 2016.

Major Crimes detectives were able to identify suspects in these cases but only recently were able to develop locations of the suspects, which was New York City.

“We want to thank the U.S. Marshals for their invaluable assistance in making these arrests,” Major Crimes Lieutenant Faith Flippo said. “These arrests are great examples of our detectives’ relentless pursuit of individuals suspected of crime. Detectives will never stop investigating even if it takes weeks or months…or even years.”

Victim Identified in Westover Hills Boulevard Homicide

The Richmond Police Department has identified the victim of last night’s homicide on Westover Hills Boulevard as Lee M. Hudson Jr., 19, of the 1600 block of Gunn Street.

At approximately 5:40 p.m. yesterday, officers responded to the 600 block of Westover Hills Boulevard for multiple reports of a man down. When police arrived, they located Lee M. Hudson Jr. lying in the parking lot of an apartment complex suffering from an apparent gunshot wound. Hudson Jr. was pronounced at the scene.

The Medical Examiner will determine cause and manner of death.

Community Walk in the Carytown Neighborhood

BACKGROUND:     Chief Alfred Durham, Third Precinct Sector 311 Acting Lt. J. Morgan Brown and other Richmond Police Department officers will participate in a walk through Richmond’s Carytown neighborhood at 5:30 p.m. today. During the walk, RPD officers will speak with community members about safety concerns they may have and what they would like to see from the Richmond Police Department.

Sector 111 Acting Lt. J. Morgan Brown said the focus of this walk will be speaking and meeting with business owners in the Carytown area.

“The holiday season is quickly approaching, and we want to remind businesses and residents to take extra precautions to prevent crimes such as shoplifting, package thefts, and theft from motor vehicles,” said A/Lt. Brown.

This event is the latest in a series of walks conducted by the Richmond Police Department in neighborhoods throughout the city.

Members of the media are encouraged to attend.

Suspect Sought in Commercial Robbery on Chamberlayne Avenue

Richmond Police detectives need the public’s help to identify the male suspect in the photo who robbed a Walgreens pharmacy earlier this month.

At approximately 9:34 p.m., on Friday, October 5, officers were called to the Walgreens store, located in the 2900 block of Chamberlayne Avenue, for the report of a robbery. An employee reported the male in the photo approached the counter with the apparent intention of purchasing an item. When the employee opened the register in an attempt to make the transaction the suspect grabbed the cash from the register and fled the store on foot. There were no injuries.

The suspect was last seen wearing a grey knit cap, grey sweatpants and white sneakers. He wore a Pittsburgh Steelers “Salute to Service” hooded sweatshirt. A photo of the sweatshirt is attached.

Suspect Sought in Breaking and Entering

Richmond Police detectives need the public’s help to identify the suspect in the attached photos who is suspected of breaking into the Mosby Express Market and Deli earlier this month.

At approximately 3:52 a.m. on Friday, October 5, an unknown male entered the Mosby Express Market at 715 Mosby Street through the grill vent. The suspect stole several items including an undisclosed amount of money. He exited the business by kicking out the wall mounted air conditioner and fled the scene.

Suspect Sought in Theft from Carytown Business

Richmond Police detectives are asking for the public’s help in locating a man who is wanted for shoplifting from a business in the Carytown neighborhood earlier this month.

Carl A. Watkins, 37 is wanted on a grand larceny charge. His photo is attached.

At approximately 11:17 a.m. on Thursday, October 4, Carl Watkins entered a Carytown business in the 3300 block of West Cary Street. Surveillance footage shows him taking sunglasses and leaving the store. At approximate 2:05 p.m., Watkins entered the business again and stole additional sunglasses.

Suspect Sought in Jefferson Davis Highway Shooting

Richmond Police detectives are asking for the public’s help to locate a man wanted in connection to a shooting that occurred last week on Jefferson Davis Highway.

Vincent Squire
is wanted on charges of attempted murder and use of a firearm in the commission of a felony. Squire is described as a black male who is 5-foot-6 inches tall and weighs approximately 155 lbs. He has tattoos on both arms. His photo is attached.

Squire
is considered armed and dangerous. Detectives urge citizens to call 911 if they see him.

At approximately 12:57 p.m. on Thursday, October 4, officers responded to the 3600 block of Jefferson Davis Highway for the report of a person shot. Hull Street Traffic Fatality

The Richmond Police Department Crash Team is investigating a traffic fatality that occurred this morning on the city’s south side.
At approximately 11:30 a.m., RPD officers were called to the 5200 block of Hull Street for a report of a collision between an SUV-style vehicle and a motorcycle. When they arrived, they quickly located the body of the motorcyclist, an adult male, identified as Wayne Antonio Walters, Jr. of the 1800 block of Joplin Street, lying in the westbound lanes of the roadway. He was pronounced at the scene.

The female driver of the SUV, who had remained at the scene, was uninjured. She was the only occupant of the vehicle.

RPD Crash Team investigators have determined that the driver of the SUV was heading eastbound on Hull Street when she attempted to make a left turn across the westbound lanes when the motorcyclist, who was traveling west, collided with the SUV.

The identity of the driver will not be released unless charges are filed.

Redd Street Homicide


October 9, 2018

The Richmond Police Department is investigating a homicide that occurred last night in the East End.

At approximately 10:45 p.m., officers responding to a call of random gunfire were driving in the area of Accommodation and Coalter streets when they were flagged down by a person driving a vehicle who was attempting to transport the male victim of the shooting to the hospital.

Officers called for an ambulance and the victim was transported to a local hospital where early this morning he succumbed to his injuries.

The Medical Examiner will determine the cause and manner of death.

Detectives believe the shooting occurred behind a building in the 1900 block of Redd Street.

Fatal Shooting Outside John Marshall Courts Building


October 3, 2018
The Richmond Police Department is investigating a fatal shooting that occurred late this morning outside the John Marshall Courts building in downtown Richmond.
At approximately 11:19 a.m., RPD officers responded to the building for a report of a shooting called into the Department of Emergency Communications by a Richmond Sheriff’s deputy.

At the top of the steps leading to the front entrance of the building, they located the body of Jarrell L. Young, 31, of the 6900 block of Carnation Street. He had been shot.

After speaking with several eyewitnesses, RPD detectives quickly determined that the gunshot was self-inflicted. No one else had been threatened or injured.

The Office of the Medical Examiner will determine the exact cause and manner of death.

As a result of the shooting, the John Marshall Courts building was closed for the rest of the day. Richmond Sheriff’s Deputies conducted a slow, orderly evacuation of the building; escorting people through a side exit.

Several streets surrounding the building were blocked for a time but were gradually re-opened.

Crisis Intervention Training Course Materials Added to RPD Website

The Richmond Police Department has added information to the RPD website about the training its officers receive when dealing with people in crisis - called Crisis Intervention Training or simply CIT.

“Posting the CIT materials on-line is yet another step in my on-going effort to increase the level of transparency between the Department and the general public,” said RPD Chief Alfred Durham. “The CIT course gives officers an understanding of what may be involved and strategies that could be used to defuse the situation.”

The CIT course covers a variety of issues that relate to people in crisis including substance abuse, mental illness and suicide prevention. There are several segments to the course including lectures, discussions and role playing. Approximately 500 RPD officers have been trained, principally those who are most likely to be called to crisis situations.

So far this year, the Richmond Police Department has added additional materials to the RPD website including:

  •        State Training Manual & Compulsory Minimum Training Standards
  •        Basic Recruit Training – 32 week schedule
  •        Basic Recruit Community Focus Training
  •       Use of Force General Order
  •     Crime Statistics – updated weekly
  •      Internal Affairs Complaints – updated monthly

Traffic Advisory: 2nd Street Festival Street Closures and No Parking

Traffic will be affected as hundreds are expected at the 30th annual 2
nd Street Festival in Jackson Ward this weekend.

The following streets will be closed beginning at 9 a.m. on Friday, Oct. 5 and will reopen midnight Sunday, Oct. 7.

Suspect Sought in Peeping Tom Incident

Richmond Police detectives need the public’s help to identify the male in the attached photo who is believed to be a suspect in a peeping tom incident that occurred last week.

At approximately 9:13 p.m. on Tuesday, September 25, an unknown male is seen on surveillance footage looking into windows in the back of a residence in the 4200 block of Folsom Road. The victim told police the suspect also climbed onto a folding table and attempted to look into the bathroom window at the residence. 

The suspect is described a Hispanic male between 30-40 years of age. He was last seen wearing a long sleeve shirt, jeans, and dark shoes. He had a moustache at the time of the incident.

RPD Welcomes New Hispanic Liaison

Chief Alfred Durham has named Officer Kenia Marte Santana as the Richmond Police Department’s new Hispanic liaison to serve the community.

A Richmond native, Officer Marte Santana previously worked in patrol at Second Precinct where she developed strong relationships with the Latino community.

“It is an honor for me to be able to work with my beloved community,” said Officer Marte Santana. “I want to continue to enhance the relationship between RPD officers and members of Hispanic community.”

In her new role, Officer Marte Santana will continue to build community trust with the police through community crime prevention academies, community meetings, and safety seminars. She will also provide assistance with interpretations for officers and detectives during investigations.

Richmond Police detectives need the public’s help to identify the man in the attached photo who is believed to be a suspect in a theft from a motor vehicle on West Franklin Street.

At approximately 2:15 a.m. on Friday, September 21, an unknown male was seen on surveillance footage rummaging through the inside of a vehicle parked in the 4600 block of West Franklin Street. The victim told police she had noticed her vehicle had been tampered with and items were reported stolen.

The suspect is descried as a black male with a light complexion who is in his late 20’s. At the time of the incident, he was wearing a black hooded sweatshirt, dark pants, and a head wrap.

Arrest Made in Fairfax Avenue Homicide

Richmond Police detectives have made an arrest in connection to a homicide on Fairfax Avenue that occurred in July.

Lemar J. McDaniel Jr., 21, of the 2100 block of Fairfax Avenue
has been charged with murder, use of a firearm in the commission of a felony, and concealment of a dead body. McDaniel Jr. is currently in jail on unrelated charges. His booking photo is attached.

At approximately 4:40 p.m., on Tuesday, July 31, officers were called to the 2100 block of Fairfax Avenue for a welfare check. The caller told police he had not heard from his daughter, Devin Harrison in 24 hours. Police conducted a search in the 2100 block of Fairfax Avenue and located Devin S. Harrison, 22, of the 2100 block of Fairfax Avenue behind a residence suffering from an apparent gunshot wound. Harrison was pronounced dead at the scene.

Victim Identified in North 19th Street Homicide

The Richmond Police Department has identified the person killed in a shooting overnight as Wayne E. Friday, 35, of 2200 block of Fairfield Avenue.

At approximately 10:53 p.m., yesterday, RPD officers responded to the 1600 block of North 19th Street for the report of a shooting. When police arrived, they located Wayne Friday in an alley suffering from an apparent gunshot wound. He was pronounced dead at the scene.

The medical examiner will determine the exact cause and manner of death.
