Midlothian Turnpike Homicide – Victim Identified, Arrest Made

August 31, 2020

Richmond Police detectives have identified the victim of a homicide last Thursday at a home on Midlothian Turnpike as Patrick Washington, a male in his late 50s. Danis Wilson, a male in his early 40s, was arrested the same day for the fatal shooting.

Shortly before 7:30 a.m. Thursday, Aug. 27, 2020, officers were called to a residence in the 3400 block of Midlothian Turnpike for a report of a person shot. When they arrived, they found Washington with a gunshot wound.  He was taken to a local hospital, where he later died. 

Richmond Police detectives charged Wilson with voluntary manslaughter and use of a firearm in the commission of a felony.

West Clopton Street Homicide Victim Identified

August 31, 2020

Richmond Police detectives have identified the victim in a homicide early Sunday morning on West Clopton Street as Marcio Justino, a male in his 20s. 

Shortly after midnight August 30, 2020, officers responded to the 00 block of West Clopton Street for the report of a shooting. Once on scene, they found Justino with a gunshot wound lying in the roadway. He was pronounced dead at the scene.

Detectives have determined the victim was shot inside his Clopton Street home and collapsed outside.

Detectives are working to identify a suspect in this homicide.

At approximately 12:08 a.m., officers responded to the 00 block of West Clopton Street for the report of a person down. Once on scene, they found an adult male suffering from an apparent gunshot wound. He was pronounced dead at the scene.

Overnight Shootings

Richmond Police detectives with the Major Crimes division are investigating several shootings that occurred overnight in the City.

At approximately 8:55 p.m., officers responded to the 200 block of N 4th Street for the report of a shooting that had just occurred. Once on scene, they found an adult male suffering from apparent gunshot wounds. He was taken to a local hospital with non-life threatening injuries.

At approximately 12:50 a.m., officers responded to the 6000 block of Derwent Road for the report of a person shot. Once on scene, they found an adult male suffering from an apparent gunshot wound. He was taken to a local hospital with life-threatening injuries.

At approximately 3:30 a.m., officers responded to the 4000 block of Midlothian Turnpike for the report of a person shot. Once on scene, they found an adult female suffering from an apparent gunshot wound. She was taken to a local hospital with life-threatening injuries.

At approximately 5:40 a.m., officers responded to a local hospital for the report of a 17-year-old male who had shown up with apparent gunshot wounds. He is being treated for non-life threatening injuries. Detectives have determined the shooting happened in the 2100 block of Accommodation Street.

Richmond Police Identify Chamberlayne Avenue Homicide Victim, Suspect

August 28, 2020

Richmond Police detectives have identified the victim and the suspect in last night’s homicide on Chamberlayne Avenue.

Around 8:30 p.m. August 27, 2020, officers responded to the 5200 block of Chamberlayne Avenue for a shooting at the 7-Eleven store. Once on scene, they found Vanterry M. Fields, a male in his 50s, in the parking lot with gunshot wounds. He was pronounced dead at the scene.

Craig Maryland was immediately taken into custody. He is charged with second-degree murder and use of a firearm in the commission of a felony. His booking photo is attached.

Detectives have determined the victim and suspect, who knew each other, got into a fight, which led to the shooting.

Chamberlayne Avenue Homicide, Suspect in Custody

Richmond Police detectives have identified the victim in Saturday’s homicide on Fairfield Avenue as Jamarea D. Whitlow, a male in his 20s. 

 Around 3 a.m. August 22, 2020, officers responded to the 2800 block of Fairfield Avenue for a shooting. Once on scene, they found Whitlow in his vehicle with gunshot wounds. He was taken to the hospital, where he later died.

Arrest Made for Racist Graffiti on West Broad Street

Tips from the community led to the arrest last week of an individual wanted for several crimes in the city.

Ryan C. Evans is charged with destruction of private property for spray painting a swastika and white supremacist graffiti on the wall of a business in the 2900 block of West Broad Street on June 28, 2020. His booking photo is attached.

Evans also was charged with indecent exposure for an incident in the 400 block of Cleveland Street on July 16, 2020, and public urination in the 3900 block of Fauquier Avenue on August 11, 2020. Additionally, he was served with a probation violation.

RPD Civil Unrest Task Force Makes Two Arrests

August 27, 2020

RPD’s Civil Unrest Task Force made two arrests last week related to incidents in July and this month.

Nicholas R. Smith is charged with discharging a firearm within 1,000 feet of school property for an incident in the 100 block of North Granby Street on July 26, 2020. Video of the incident, which shows a male exiting a black truck and firing a shot into the ground, was shared widely on social media.

Lawrence E. West is charged with malicious wounding for an assault on August 14, 2020 in the 1700 block of Monument Avenue near the circle at Monument and Allen avenues. The victim was treated at a local hospital for non-life threatening injuries.

Arrest Made in 2019 Homicide on Jefferson Davis Highway

Richmond Police detectives have made an arrest in connection to a homicide that occurred on Jefferson Davis Highway last November.

Javier Simon Velazquez is charged with murder and use of a firearm in the commission of a felony.

Shortly before 10 p.m. November 19, 2019, officers responded to Rudd’s Trailer Park in the 2900 block of Jefferson Davis Highway for a shooting. They found Carlos D. Delgado unresponsive in the doorway of his home. He was pronounced dead at the scene.

Arrest Made in Southwood Parkway Homicide

Richmond Police detectives have arrested a 15-year-old male in connection with last week’s homicide on Southwood Parkway.

The teen, whose name will not be released because he is a juvenile, is charged with first-degree murder, robbery, two counts of use of a firearm in the commission of a felony and possession of a firearm by a person under the age of 18.

Around 10 p.m. August 17, 2020, officers responded to the 4600 block of Southwood Parkway and found Olvin J. Portillo-Archaga with a gunshot wound. He was transported to a local hospital, where he later died.

Whitcomb Court Homicide Victim Identified

August 25, 2020

Richmond Police detectives have identified the victim in last night’s homicide in Whitcomb Court as Timothy B. McMorris, a male in his 50s. 

Around 8:30 p.m. Monday, August 24, 2020, officers responded to the 2300 block of Bethel Street for several reports of a shooting. Once on scene, they found three adult males with gunshot wounds. McMorris was outside in front of a residence and pronounced dead at the scene. The other two males were taken to the hospital, where both are recovering.

Two other shooting victims were taken to the hospital, prior to the police arriving at the scene. One is an adult female with non-life threatening injuries and the other is a teenage male with life-threatening injuries.

Detectives also found three cars and two residences in the 2300 block of Bethel Street damaged by gunfire.

Despite the number of shooting victims and persons outside on Bethel Street at the time of the shooting, the police do not have a suspect description.

Police Need Public’s Help Identifying Suspects in Shooting on Broad Street

Shortly before 11 p.m. Wednesday, July 29, 2020, officers responded to the Exxon station at 1701 East Broad Street for a report of a shooting. Once on scene, they discovered no one was injured in the shooting but a gun was fired at an individual.

The victim was involved in a fight with the Female suspect shown in the attached photos. Male suspect 1 shot at the victim. The suspects then drove away in a vehicle with Male suspect 2 in the back seat.

Third Arrest Made for Shots Fired at RPD Officers

A third individual has been arrested after shots were fired at Richmond Police officers late last week.

Anthony J. Slayton has been charged with attempted murder and use of a firearm in the commission of a felony. His booking photo is attached.

At approximately 12:45 a.m., Friday, August 21, RPD officers were in the area of Mosby Court when they heard random gunfire and notified the Department of Emergency Communications. During this time, shots were fired multiple times at detectives in an unmarked vehicle at the intersection of Coalter and Littlepage Streets. One detective suffered a minor injury by broken glass and was treated a local hospital and released.

After the incident, several vehicles were stopped and individuals were detained.  Jerad Wyche and Niggi Harris were arrested. Both are charged with attempted murder and use of a firearm in the commission of a felony.

Five People Shot, One Dead in Whitcomb Court

At approximately 8:35 p.m., officers responded to the 2300 block of Bethel Street for several reports of random gunfire. Once on scene, they found three adult males suffering from apparent gunshot wounds. One male was pronounced at the scene, one was transported to a local hospital with life-threatening injuries and one was transported with non-life threatening injuries.

Two other individuals with apparent gunshot wounds were self-transported to a local hospital – an adult female with non-life threatening injuries and a juvenile in his teens with life-threatening injuries.

The Major Crimes division’s detectives are investigating this incident. The Forensics Unit collected evidence and First Precinct leadership and Command Staff through the Chief of Police responded to the scene.

Arrests Made in Jackson Ward Incident

Richmond Police officers arrested two individuals in connection to last night’s incident in the Jackson Ward neighborhood.

Yesterday, RPD became aware of a flyer promoting an event in the 200 block of West Clay Street with the potential for violence and vandalism. The flyer was shared by a group believed to be linked to recent riots.

At approximately 10:20 p.m., officers arrived to monitor the area. After a confrontation with officers, Knisya Johnson and Alice Minium were arrested. Johnson is charged with assault on a law enforcement officer and Minium is charged with conspiracy to incite a riot. Their booking photos are attached.

Victim Identified in Blue Ridge Avenue Homicide

The Richmond Police Department has identified the victim in last night’s homicide as Damon L. Teach, a male in his 40s.

At approximately 10:33 p.m. on Thursday, August 20, 2020, officers responded to the 5400 block of Blue Ridge Avenue for the report of a person down. When officers arrived, they located Damon Teach unresponsive inside a residence. He was pronounced on scene.

Victim Identified in St. Peter Street Homicide

Richmond Police detectives have identified the victim in Wednesday night’s homicide on St. Peter Street as a juvenile male teenager.

At approximately 11:58 p.m. on August 19, 2020, officers responded to the 1100 block of St. Paul Street for the report of random gunfire and a person shot. When officers arrived, they located a juvenile male and adult male suffering from apparent gunshot wounds in an alley near St. Peter Street. Both victims were transported to a local hospital to be treated. The juvenile later died at the hospital. The second victim suffered non-life threatening injuries.

Coalter Street Homicide

Richmond police detectives are currently investigating a homicide that occurred earlier this evening on Coalter Street.

At approximately 7:31 p.m. officers responded to a report of a shooting in an apartment complex in the 1300 block of Coalter Street. Officers arrived and found an adult male suffering from an apparent gunshot wound. He was transported to a local hospital with life threatening injuries. He succumbed to his injuries shortly after. An adult female was also self-transported to a local hospital with non-life threatening injuries.

The Medical Examiner will determine cause and manner of death.

The victim in Monday night’s homicide on Southwood Parkway has been identified as a male in his 20s, Olvin J. Portillo-Archaga.

At around 10:02 p.m. on August 17, 2020, officers responded to the 4600 block of Southwood Parkway and found Portillo-Archaga suffering from an apparent gunshot wound. He was transported to a local hospital, where he later died.

Twelve Charged after Unlawful Assembly

Twelve individuals were arrested and charged following an unlawful assembly.

 

At approximately 10:55 p.m., officers declared an unlawful assembly when a group walking in the travel lanes of West Grace Street would not comply with officers to disperse and after the individuals in the group were observed damaging property.

 

As the group walked from the circle on Monument and Allen avenues they damaged fencing and defaced buildings and signage with paint.

 

During the arrests, officers seized several items, including spray paint, a hammer, a smoke device, flares and other incendiary devices. Photos of the seized items are attached.

East Broad Street Death Investigation

August 17, 2020

At approximately 1:29 a.m., officers were called to the 1700 block of East Broad Street for the report of a shooting. Officers arrived and found an adult male, suffering from an apparent gunshot wound, down and unresponsive in the parking lot of a business. He was transported to a local hospital where he was pronounced dead.

The Medical Examiner will determine cause and manner of death.

Several vehicles, including several motorcycles, were seen leaving the area as officers arrived.

Sign Removal – Appeal for Tips

The Richmond Police Department is seeking information about the removal of the MDP sign from the Circle. No city agency was involved - including the RPD. It is illegal to remove signage without permission. Whoever did this may be trying to spark more violence in the City of Richmond.


Please know that the RPD stands with peaceful demonstrators and will not tolerate those who seek a different, destructive path.

Maury Street Homicide Suspect Caught

 

August 13, 2020

A suspect in last week’s homicide on Maury Street was arrested this week.

Patrick P. Wilkins was taken into custody by members of the U.S. Marshals Regional Fugitive Task Force on Monday, August 10. He is charged with first-degree murder and use of a firearm in the commission of a felony. His booking photo is attached.

On the morning of Sunday, August 2, officers found Kenneth Chappelle unresponsive inside a residence in the 1600 block of Maury Street. He was pronounced at the scene. The Medical Examiner has determined the cause of death was a gunshot wound.

Arrest Made for Riot Damage

With the help of valuable information received from the community, the Richmond Police Department has arrested an individual and charged him with several crimes committed during a night of rioting last month in the city.

Lucas Couturier has been charged with two crimes that occurred during the riot of July, 25th:

  •        Misdemeanor Arson
  •     Felony Conspiracy to Commit a Riot

The Virginia Commonwealth University Police Department has also charged Couturier with several crimes committed on the VCU campus that same night.

At approximately 4:30 p.m., yesterday, August 12th, detectives with the RPD’s Civil Unrest Taskforce and officers with 1st Precinct’s Focus Mission Team served a search warrant at an apartment in the 600 block of Hull Street. Couturier was located inside the residence and taken into custody at that time.

Four Charged in Rioting

August 12, 2020

On Tuesday night a group of individuals broke windows and damaged and defaced property in several neighborhoods in the city of Richmond.

At approximately 11:50 p.m., officers detained several individuals. The Department consulted with the Office of the Commonwealth’s Attorney on possible charges and charged four.

Julius Dela Cruz, Lakshmi Menon, Kyra Nguyen and Brian Quach were charged with rioting. Their booking photos are attached.

Several items, including a metal crowbar and a hammer were seized from the individuals.

Repeat Offender Arrested in Southside Plaza Commercial Burglary

 August 11, 2020

A man previously arrested for several commercial burglaries in Richmond and Chesterfield County has been charged in connection with a commercial burglary that occurred last Friday.

Shortly after midnight on August 7, 2020, Richmond Police responded to the Family Dollar store in the 600 block of West Southside Plaza Street for a burglary in progress.

Officers found the suspect, Jamiyl A. Al-Malik, hiding in the store’s stockroom. He is charged with burglary.

Al-Malik also was arrested July 21, 2020 for a commercial burglary at Carytown Tobacco on East Main Street and July 12, 2020 for a commercial burglary at Rasal Food Mart on Jefferson Davis Highway. He was released on bond after both arrests.

Detectives with the Chesterfield Police Department also have charged him with three recent commercial burglaries.

Al-Malik was convicted of burglary and grand larceny, after breaking into the Dollar General store in the 3900 block of Walmsley Boulevard in May 2019. He was sentenced to five years in jail with four years suspended.

Death Investigation

The Richmond Police Department is investigating a sudden death that occurred at a hospital in the City of Richmond.

At approximately 12:34 p.m., Wednesday, August 5th, the Chesterfield County Police Department was called to the 20900 block of Truth Drive in the County of Chesterfield for a welfare check of an adult female, Marsha G. Smith. While on the scene, CCPD officers consulted with Chesterfield County Mental Health Services. It was later determined Ms. Smith should be placed into emergency custody. CCPD officers were able to do so without incident. She was transported by Chesterfield County Fire & EMS to a Richmond hospital. Shortly after she arrived, she passed away.

And exact cause and manner of death will be determined by the Commonwealth of Virginia’s Medical Examiner.

The Richmond Police Department’s Force Investigation Team, (FIT) - which investigates all sudden deaths of persons who are in police custody regardless of the cause - will prepare a report for review by Chief Gerald M. Smith and the Commonwealth’s Attorney’s Office.

The Richmond Police Department is leading the investigation since Smith died in a Richmond City hospital while in the custody of the Chesterfield County Police Department.

It is important to note that while there is a group home in Smith’s neighborhood, she lived privately in a separate residence nearby.

Mosby Court Fatal Crash

The Richmond Police Department’s Crash Team is investigating a fatal crash that occurred in Mosby Court earlier this week.

At approximately 4:11 p.m. on Wednesday, August 5, 2020, RPD officers were called to an apartment complex in the 1300 block of Coalter Street for the report of a single-vehicle crash. Once on scene, they located a Dodge Durango which had left the roadway and crashed into a tree. The driver, Vollie J. Fountain, Sr., a male in his 60s, was taken to a local hospital where he was pronounced. He was the only occupant of the vehicle.

Detectives have determined the same vehicle was also involved in a hit-and-run crash in the 1500 block of Mechanicsville Turnpike, shortly before the fatal crash. The hit-and-run investigation is also ongoing.
