A Richmond man was arrested and charged yesterday in
connection with a homicide that occurred last Sunday in the Swansboro
neighborhood. Shawn L. Richardson, 23, of the 2400 block of Tignor Road, was taken into custody yesterday night by the U.S. Marshals Regional Fugitive Task Force. He is charged with conspiracy to commit murder. His booking photo is attached.
At around 6:20 a.m. on July 10, officers responded to the
100 block of Playn Street for a report of a person down. They quickly located Albert
“Cartoon” C. Trower, 56, suffering from apparent gunshot wounds. He was
pronounced dead at the scene. No known home address is available.
