Arrest Made in Underwear Theft

The Richmond Police Department has made an arrest in relation to a man wanted in connection to a theft which occurred in August.

The suspect, Timothy Iott, 54, of the 100 block of N. Dooley Avenue has been charged with petit larceny. He turned himself in to detectives Tuesday afternoon.

Iott is suspected of a theft which occurred around 2:40 p.m. on Saturday, Aug. 26. Police were told he entered the same laundromat on Strawberry Street and while a load of clothes were in the washer, took a pair of women’s underwear.

2017 Richmond Marathon Closures and Parking Restrictions

The 2017 Richmond Marathon is just over a week away! Hundreds of runners will take to city streets on Saturday, Nov. 11. There will be numerous “No Parking” zones and street closures will be in effect as a result.


The Richmond Police Department is asking motorists to be patient and on the lookout for runners along the routes. Maps of the course are attached.

Please be aware of signs restricting parking and detours throughout the city starting at 10 am. Friday Nov. 10 and continuing through 7 p.m. Saturday Nov. 11.
The follow streets will be closed or modified during the designated times:

·        Tredegar Street between S. 7th Street and Brown’s Island/2nd Street Connector will be closed from 10 a.m. Friday until 7 p.m. Saturday
·         Broad Street between Boulevard and N. 12th Street from 4 a.m. Saturday until 10 a.m.

Arrest Made in Forestview School Drive Homicide


Richmond Police detectives have arrested a Richmond man in connection with a homicide that occurred in January in the city’s south side. The department had originally categorized this as a death investigation. This is now the 55th homicide detectives are investigating.

William R. Morris, 22, of the 1200 block of Keswick Lane was arrested last week in Richmond by the U.S. Marshals Regional Task Force without incident. He is charged with voluntary manslaughter. His photo is attached.

At approximately 10:47 p.m., Sunday, Jan. 29, RPD officers responded to a report of a gunshot victim who had arrived at Chippenham Hospital. The victim, Mikequan Blakey, 21, of the 3200 block of Ransom Hills Road, Chesterfield was pronounced dead several minutes later.

A report minutes earlier of random gunfire in the 1000 block of Forestview School Drive helped officers identify the crime scene where the shooting took place.

“This arrest was made possible by the tireless work over many months by dedicated detectives in Major Crimes,” said Capt. James Laino.

Police Seek Information on Man Suspected of Underwear Theft

Richmond Police detectives are seeking information regarding a man [photo attached] who is wanted in connection to a theft which occurred in August.

Police were told the individual, identified as Timothy Lott, 54, was last seen the night of Friday, Oct. 20 at a laundromat in the 300 block of Strawberry Street. After leaving the facility, he visited several laundromats in the Fan district.
Lott is suspected of a theft which occurred around 2:40 p.m. on Saturday, Aug. 26. Police were told he entered the same laundromat on Strawberry Street and while a load of clothes were in the washer, took a pair of women’s underwear. Lott left the building through the back door where he drove away in a Blue SAAB sedan.

Police ask anyone who sees this individual to immediately call 9-1-1.

Pedestrian Identified in Forest Hill Avenue Collision

A pedestrian involved in a fatal collision with a vehicle last week on Forest Hill Avenue and Shelia Lane has been identified as Franklin M. Cram, 79, of the 7800 block of Forest Hill Avenue.


At approximately 6:50 p.m. on Wednesday, Oct. 18, a Pontiac Bonneville was traveling in the right lane heading westbound on Forest Hill Avenue approaching the intersection of Sheila Lane with a green traffic light. Cram was attempting to cross Forest Hill Avenue in the crosswalk from the center median headed northbound when he was struck.

On Wednesday of last week, he was transported to a local hospital. Cram succumbed to his injuries the following day.

Charges are pending after the completion of the investigation and consultation with the Commonwealth’s Attorney’s Office.

Suspects Sought in Midlothian Turnpike Robbery

Richmond Police detectives need the public’s help to identify the suspects in the attached photos wanted in connection to a robbery in the city’s south side.

At approximately 5:20 p.m. on Saturday, Sept. 30, police were called to a hotel the 6300 block of Midlothian Turnpike for a robbery. The victim was outside of his hotel room when two suspects approached him. One of the suspects, who was wearing an orange shirt, said, “I need to talk on your cell phone.” After a brief exchange of words, the suspect struck the victim and the second suspect, wearing a gray shirt, struck him afterward. They took a wallet and cash from the victim pocket and fled the scene toward a nearby gas station on Midlothian Turnpike.
The suspects are described as:

·        Suspect 1: A black male. He is approximately 5’7” to 5’8” tall, 170 to 200 pounds. At the time he wearing an orange and gray hooded sweatshirt, blue jeans, and black and white sneakers.

·        Suspect 2: A black male. Approximately 5’4” to 5’7 tall, 200 to 220 points. He was wearing a gray hooded sweatshirt with the number 10 on the front, black pants and white sneakers.

Fatal Forest Hill Avenue Collision

Crestview Road Homicide


October 12, 2017
The Richmond Police Department is now classifying the Crestview Road shooting which occurred last week as a homicide.

At approximately 12:29 p.m., Thursday, Oct. 5, police were called to the 3900 block of Crestview Road for a report of a person shot. When police arrived, they located Hakeem W. Winston, 24, of the 800 block of Admiral Gravely Boulevard suffering from a life-threatening gunshot wound.

Winston was transported to a local hospital where he succumbed to his injuries shortly after. The medical examiner will determine the cause and manner of death.

A second call was received at approximately 12:36 p.m. that afternoon for an adult male who arrived at a local hospital with a life-threating gunshot wound.

Detectives have determined the two incidents are related. At this time, police are not actively seeking any suspects.

Arrest Made in Charity Street Shooting

Richmond Police detectives with the assistance of the U.S. Marshals Regional Fugitive Task Force have arrested a suspect in connection to the shooting which occurred last week in Gilpin Court.

Yesterday, Rod’Que L. Hoggard-Johnson, 24, of the 200 block of West Charity Street, turned himself in to the U.S. Marshals Regional Fugitive Task Force in connection with the shooting. He has been charged with attempted murder and use of a firearm in commission of a felony.

At approximately 9:20 a.m., on Thursday, Oct. 5, officers responded to the 900 block of Chamberlayne Parkway for the report of a person shot. When officers arrived, they located a victim inside a building suffering from a non-life threatening gunshot wound. The victim was taken to a local hospital to be treated. Police determined the incident occurred in the 200 block of West Charity Street.

Officer Involved in Fatal Shooting Returned to Active Duty

The Richmond Police Department was involved in a fatal shooting last May in which Jaison Fitzgerald was killed. RPD Officer Cleophas Williams was placed on administrative leave immediately following the shooting.

Chief Alfred Durham met this week with Fitzgerald’s family to express his condolences in person.

“This has been a difficult time for everyone involved in this case,” said RPD Chief Alfred Durham. “Mr. Fitzgerald’s family, Officer Williams and his family, and the Department have all been deeply affected by what happened. A life was lost, and for that I am sorry.”

The Department will conduct an administrative investigation into the case now that the Commonwealth Attorney’s Office has declined to prosecute Officer Williams. He returned to active duty September 20 following that notification.

The shooting occurred shortly after 6 p.m., Monday, May 15 during a traffic stop in the 3800 block of Lynhaven Avenue.

Officer Williams was not wearing a body-worn camera. The RPD has been unable to locate any video of the shooting, either from other officers or bystanders.

Man Wanted in Shockoe Bottom Double Homicide

Richmond Police detectives are asking for the public’s help to locate a man wanted in connection to a double homicide that took place in Shockoe Bottom early Sunday morning.

Dominique D. Brockenbrough, 40, of Richmond, is wanted on charges of aggravated malicious wounding, possessing and transporting a firearm by a convicted felon, and use of a firearm in the commission of a felony. Additional charges are pending. A recent photo is attached.

At approximately 1:16 a.m., Sunday, officers patrolling in the area heard gunfire. When police arrived to the 1700 block of East Main Street they located Deonte M. Bullock, 29, and Oscar W. Lewis II, 25, suffering from life threatening gunshot wounds. Lewis was pronounced dead at the scene. Bullock was transported to a local hospital where he succumbed to his injuries Sunday afternoon. Brockenbrough fled the area on foot after the shooting.


Brockenbrough is described as a black male, 5’6” tall, weighing approximately 190 pounds with black hair, a dark full beard, and brown eyes. He has tattoos on both arms, chest, and back.

He is considered armed and dangerous and should not be approached. Anyone who sees him is asked to call police immediately.

Victim Identified in Jefferson Davis Highway Homicide

The Richmond Police Department is investigating a homicide that occurred Tuesday morning on the city’s south side.

At approximately 5:02 a.m., police received a call for a person down in the 4600 block of Jefferson Davis Highway. When police arrived, they located an adult male deceased from gunshot wounds in the rear parking lot of a business.
The victim has been identified as Chanti N. Robinson, 29, of the 3000 block of 2nd Avenue

The medical examiner will determine the cause and manner of death.

Arrest Made in Forest Hill Bank Robbery

The Richmond Police Department has arrested Robert A. Wallace, 44, of the 40 block of Pilkington Street, who is suspected of robbery which occurred last week in the Forest Hill neighborhood.

At around 3:25 p.m. on Tuesday, Oct. 3, police were called for a commercial robbery which occurred at the Wells Fargo at 7119 Forest Hill Avenue. The suspect entered the bank and after pacing around the lobby for a few minutes, approached a teller with a note demanding money. The teller complied and handed the suspect a plastic bag with cash. The suspect then fled the scene on foot.
Wallace was taken into custody Thursday, Oct. 5 without incident.

“His apprehension was a joint effort between Third Precinct detectives, Focus Mission Team officers, and members of the community who provided information through Crimes Stoppers and social media,“ said Sgt. Charles Hayes.

Suspects Sought in Connection to Larceny, Credit Card Fraud

Richmond Police detectives need the public’s help to identify the suspect in the photos who is suspected of larceny and credit card fraud.

At approximately 9 p.m. on Tuesday, Sept. 26, police were called to the 2600 block of Stony Point Parkway for a report of a larceny. Officers were told that at approximately 11:45 a.m. earlier in the day, as the victim was dining at a restaurant at Stony Point Fashion Center, the suspect, who was sitting directly behind her, bumped her chair. Later, as she was about to leave, the victim noticed her purse was missing.
Police later discovered one of the credit cards in the purse was used at around 12:45 p.m. at the Target located at 7107 Forest Hill Avenue. Surveillance video shows the two suspects attempting to make a transaction.

The suspects are described as:
·        Suspect 1: A Hispanic male with a thin build. At the time he was wearing a gray polo shirt with a dark color with a light stripe, dark red pants, dark-colored shoes, and a red baseball cap with the letter, “H,”

·        Suspect 2: A white or Hispanic female with a medium build. At the time she was wearing a gray top, dark-colored leggings, light-colored flat shoes, and a tote bag with a design and dark-colored straps

Second Victim Identified in Shockoe Bottom Homicide

The Richmond Police Department has identified the second victim as Deonte M. Bullock, 19, of the 2200 block of Carrington Street in the homicide which occurred early Sunday morning in Shockoe Bottom.

At approximately 1:16 a.m., officers patrolling in the area heard gunfire. When police arrived to the 1700 block of East Main Street they located Bullock and Oscar W. Lewis II, 25, of the 1700 block of N. 29th Street suffering from life threatening gunshot wounds. Lewis was pronounced dead at the scene.
Bullock was transported to a local hospital where he succumbed to his injuries this afternoon.

The medical examiner will determine the cause and manner of death.

Victim Identified in Shockoe Bottom Homicide

The Richmond Police Department has identified the victim of this morning’s homicide as Oscar W. Lewis II, 25, of the 1700 block of N. 29th Street.  

At approximately 1:16 a.m., officers patrolling in the area heard gunfire. When police arrived to the 1700 block of East Main Street they located Lewis and another individual suffering from life-threatening gunshot wounds. Lewis was pronounced dead at the scene. The other individual was transported to a local hospital to be treated.
The Medical Examiner will determine the cause and manner of death.

Arrest Made in Clarkson Road Homicide

The Richmond Police Department has made an arrest in connection to Monday’s homicide on Clarkson Road.

DeQuan T. Burns, 21, of the 5100 block of Van Hoy Lane, Charlotte, NC, turned himself in to police yesterday. Burns has been charged with robbery, and use of a firearm in the commission of a felony. Additional charges are pending.

At approximately 10:21 p.m., Monday, police were called to the 1400 block of Clarkson Road for the report of a person shot. When officers arrived, they found Bryant S. Jordan, 24, of the 5900 block of Sugarbush Drive suffering from an apparent gunshot wound. He was pronounced dead at the scene.

The Richmond Police Department has identified the victim in a shooting which occurred this afternoon in the city’s East End as Hakeem W. Winston, 24, of the 800 block of Admiral Gravely Boulevard.

Victim Identified, Arrest Made in Afton Avenue Homicide

The Richmond Police Department has identified the victim in Saturday afternoon’s homicide which occurred on Afton Avenue as Alexander Briggs, 21, of the 2400 block of Flint Street.

At approximately 12:32 p.m., Saturday, officers responded to the 2200 block of Afton Avenue for the report of two people shot. When police arrived, they found Briggs lying on a sidewalk suffering from a life-threatening gunshot wound. Officers also discovered another male victim suffering from a non-life threatening gunshot wound.
The other individual who was shot, Carrol Speights, 25, of the 00 block of Frank Street was arrested the same day and charged with possession of a firearm by a convicted felon, use of a firearm in the commission of a felony, and aggravated assault. Additional charges are pending.

Both were transported to a local hospital to be treated. Briggs succumbed to his injuries Wednesday evening.

Traffic Advisory: 2nd Street Festival Street Closures and No Parking

Traffic will be affected as hundreds are expected at the 29th annual 2nd Street Festival in Jackson Ward this weekend.

The following streets will be closed beginning at 9 a.m. on Friday, Oct. 6 and will reopen midnight Sunday, Oct. 8.

·         North 2nd Street between East Broad and Leigh Streets
·         East Clay Street between North 1st and 3rd Streets
·         East Marshall Street between 1st and 3rd Streets

The following streets will be closed beginning 6 a.m. Friday Oct. 7 and will reopen midnight Sunday, Oct 8.
·         North 2nd Street between East Leigh and Jackson Street
·         East Leigh Street between North 1st and 3rd Street
·         North 1st Street between East Broad and Leigh Streets (closing 7 a.m.)
·         East Marshall Street between North Adams and 1st Streets (closing 7 a.m.)

There will be NO PARKING at these locations beginning 9 a.m. Friday Oct. 7.
