The Richmond Police Department is conducting a homicide investigation after the body of a man was discovered in a residence in the Fulton Hill area of the city.
At approximately 9:30 a.m., Tuesday, December 26, RPD
officers were called to the 1500 block of Carlisle Avenue for a welfare check.
Inside the residence, they discovered the body of Terah B. Springs, 38, of the
same address.
