The individual believed to be the driver of the vehicle that collided with a Richmond Police Department SUV at the intersection of Bells Road and Castlewood Road on April 7, 18-year old Jeremiah Ruffin has succumbed to his injuries sustained in the crash.
“Our hearts and prayers go out to both families affected by this tragedy,” said Chief Gerald Smith.

The Richmond Police Department’s Crash Team has identified the victims in Thursday’s fatal collision at the intersection of Bells Road and Castlewood as Jeremiah Ruffin, 18 who remains hospitalized in serious condition and Tracey Williams, 19, who later died at the hospital.
The preliminary investigation has determined that both the male driver and the female passenger within the Buick were not wearing seat belts and both individuals were ejected from the vehicle at the time of the collision.
At 10:42 p.m., Thursday, April 7, Richmond Police Officers responded to a call of a burglary in progress in the 1500 block of Clarkson Road when a collision occurred involving a RPD unit and a Buick sedan.
Both individuals were ejected from the Buick and were transported to a local hospital. The male suffered life threatening injuries and is in critical condition. The female was pronounced dead upon arrival.
The two RPD officers suffered non-life threatening injuries and were transported to a hospital for treatment.
