Arrest Made, Victim Identified in St. Paul Street Homicide

The Richmond Police Department, with the assistance of the Henrico Police Department, has made an arrest in connection with the shooting death that occurred Friday night. Detectives would like to thank the public for information that was provided to investigators that led to the quick arrest.

Detectives arrested Mark A. Cephas, 27, of no known address, and charged him with possession of a firearm by a convicted felon. Other charges are being considered. His photo is attached.

At approximately 7:23 p.m. on Friday, officers were called to the 1100 block of St. Paul Street for the report of a person shot. Officers arrived and found a male down and unresponsive on a sidewalk. The Richmond Ambulance Authority also arrived and pronounced the victim, identified as James D. Williams, 31, of the 800 block of West Catherine Street, dead at the scene. Detectives believe the incident stemmed from an argument.

The Medical Examiner will determine cause and manner of death.
