More Information Released, Requested in Walmsley Boulevard Homicide

Detectives with the Richmond Police Department have released more information about the victim of this month’s Walmsley Boulevard homicide in hopes of clarifying the identity of the victim to acquaintances and generating more information from the public.

The victim, Elizabeth M. Zeigler, 34, of the 3400 block of Walmsley Boulevard, was known as “Strawberry” to friends and acquaintances. Her photo, provided by her family, is below.

At approximately 1:23 p.m., Thursday, May 17, officers were called to the 4200 block of Walmsley Boulevard for the report of a person shot. Officers responded and found Zeigler on a sidewalk suffering from an apparent gunshot wound. She was transported to a local hospital and succumbed to her injuries later that same day.

The location of the homicide is on a well-traveled stretch of Walmsley Boulevard and detectives hope anyone in the area at the time, after viewing the photo, might have information to share. Detectives also hope those who knew Zeigler as “Strawberry” will now contact detectives with information.

Detectives are seeking a person of interest in this homicide. He is described as a black male in his early 20’s, tall with a slender build and tattoos on the front of his neck.

Richmond’s Deputy Chief Drew Named Newport News Police Chief

Deputy Chief Steve Drew is leaving Richmond Police to become chief of police for the Newport News Police Department, effective in July.

A veteran officer who rose through the ranks, Drew was sworn as a Richmond Police officer in July of 1993 and was appointed Deputy Chief for Patrol Operations and Business Services in April 2015. He has served with distinction in the Special Investigations Unit, was commander of Second Precinct and served as the major in charge of Support Services, which includes Major Crimes, Special Investigations, and the Special Operations Unit, which consists of the K-9, Motors, Mounted and SWAT units.

“I can think of no better person to lead the Newport News Police Department. We congratulate Steve on this career achievement, but we will definitely miss his law enforcement knowledge, management skills and his drive to push others to excel,” Chief Alfred Durham said. “He made this a better Department with his approach to community engagement.”

RPD to Promote Six Officers from within its Ranks

Richmond Police to Participate in Special Olympics VA Torch Run Opening Ceremony

BACKGROUND:    The Richmond Police Department will participate in the annual Special Olympics Virginia Law Enforcement Torch Run kick-off at The Place at Innsbrook tomorrow morning.

What started in 1981 as a flicker of hope for Special Olympics has now become a roaring flame of stability for more than 4.9 million Special Olympics athletes worldwide. This summer, as we prepare to celebrate the movement’s 50th anniversary, we also will celebrate the extraordinary partnership between local law enforcement partners across the commonwealth and Special Olympics Virginia.

During the annual ceremony, “Flame of Hope” will officially be lit as officers prepare to run it thousands of miles to Richmond. The ceremony, which commences the countdown to Summer Games (June 8 to 9 in Richmond), will bring more than 200 law enforcement officers from across Virginia to Innsbrook.

In addition to carrying the flame, this event celebrates the fundraising efforts of the more than 2,000 officers involved in the Torch Run.

Suspect Sought in Southwood Parkway Robbery

Richmond Police detectives need the public’s help to locate the suspect in the attached photo who is suspected of a robbery that occurred last month in the city’s south side.

Diamonte M. Russell, 20, of the 1500 block of Treehaven Drive is a suspect in a robbery that occurred during the first week of April in the 4600 block of Southwood Parkway.

The victim told police he was assaulted by two black males while walking home from the store. The suspects reportedly stole his wallet and money.

Russell is approximately 5’ 9” tall and weighs 154 pounds. He is known to frequent the Southwood Apartment complex in Richmond.

Victim Identified in Jefferson Davis Corridor Homicide

The Richmond Police Department has identified the female victim of a fatal shooting early this month in the Jefferson Davis Corridor as Geraldine R. Tillery, 61, of the 2300 block of Concord Avenue.

Shortly before 11:15 p.m. on Saturday, May 5, police were called to the 2300 block of Concord Avenue for a report of a person shot. When officers arrived, they found Tillery inside of a residence suffering from gunshot wounds.

Police were told when Tillery answered her door earlier that night, an unknown individual dressed in black shot her. The suspect fled the scene driving westbound on Concord Avenue toward Jefferson Davis Highway.

The victim was transported to a local hospital with life-threatening gunshot wounds. She succumbed to her injuries yesterday afternoon..

The Medical Examiner will determine the cause and manner of death.

Person of Interest Sought in Blackwell Neighborhood Shooting

Richmond Police detectives need the public’s help to identify the person of interest in a shooting which occurred last week in the Blackwell neighborhood.

At approximately 6:59 p.m. on Thursday, May 17, Richmond Department of Emergency Communications (DEC) received a call for random gunfire near the intersection of Albany Avenue and Jefferson Davis Highway. Shortly afterward at 5:13 p.m., VCU Police notified Richmond Police that a shooting victim was transported to a local hospital with non-life threatening injuries.

The person of interest is described as a black male in his mid-30s with a light complexion and a stocky build. He has short dark hair, a dark mustache, and a dark beard. Photos of the person of interest are attached.

Suspect Sought in Breaking and Entering

Richmond Police detectives need the public’s help to identify the suspect in the attached photo who is suspected of breaking into two businesses this week.

At approximately 5:10 a.m., on Wednesday, police responded to a business in the 6800 block of Forest Hill Avenue for the report of a burglar alarm. Surveillance video shows an unknown male breaking into the business by kicking in the glass door. The suspect is seen opening up a drawer inside. Nothing was reportedly taken from the business.

While on scene investigating, officers heard glass breaking from another business in the 6800 block of Forest Hill Avenue. When police arrived, the front glass door of the business had been shattered. Change was reported stolen from the business.

The suspect fled on foot and was last seen running from the parking lot toward Gravel Hill Road. He is described as a black male with a medium complexion. He was last seen wearing a gray head cover, a dark blue T-shirt, dark pants and brown shoes.

RPD Plans Release of Body-Worn Camera Video after Family Views It

Continuing its commitment to transparency, the Richmond Police Department plans to release the body-worn camera video of the police-involved shooting last Monday. Chief Alfred Durham has offered the first opportunity to show the video to the family of Marcus-David Peters.

“My primary concern during this difficult time has been for the family and for my officer,” said Chief Durham. “They remain greatly affected by this tragic loss of life. Showing the complete, unedited video to the family will allow us to provide a greater understanding of the circumstances that led to the use of deadly force.”

After the family has viewed the video, the Department will hold a news conference to share it with the media and review the Department’s policies and training covering the use of deadly force.

“I want to clear the air and set the record straight,” said Chief Durham. “There is so much misinformation out there right now. The facts are what should matter, here.”

“The Richmond Police Department has worked hard to develop trust with the community,” said Chief Durham. “I hope that by releasing this video we can maintain that positive relationship.”

A date and time for the news conference will be scheduled after meeting with the family.

Dominion Riverrock Street Closures



The nation’s premier outdoor annual sports and music festival, Dominion Riverrock, will take place tomorrow, May 18 through Sunday, May 20. The event, hosted by Richmond Sport Backers, is expected to bring over 3,500 participants to Browns Island during the weekend.

The following streets will be CLOSED for the event
·   Brown's Island Way and 2nd Street Connector between Tredegar and South 2nd Streets;
·   South 5th Street between Bragg and Tredegar Streets;
·   Tredegar Street between the Dominion Resource Entrance and South 7th Street.

Friday, May 18th, road closures will go into effect at 2 p.m. On Saturday and Sunday, road closures will go into effect at 10 a.m. Streets will re-open each day once the event is over.

Officer Identified in Officer-Involved Shooting on I-95 Corridor

The Richmond Police Department
is continuing to investigate an officer-involved shooting that occurred Monday evening on the Interstate-95 corridor at the Chamberlayne Avenue on-ramp.

The RPD officer involved in that incident has been identified as Officer Michael Nyantakyi.

Officer Nyantakyi, a black male, is a ten-year veteran of the Richmond Police Department. He remains on administrative leave while the investigation is continuing.

Suspect Sought in Church Hill North Stabbing

At approximately 2:18 a.m. on Tuesday, May 15, police responded to the intersection of Tulip and Carrington Streets for a report of a stabbing. Shortly afterward, an adult male victim arrived at 1
st Precinct suffering from multiple stab wounds. He was transported to a local hospital where his condition remains life threatening.

The suspect is described as a black male with a dark complexion. He is in his late-20s to early-30s with a thin build and short dark hair. He may have a scarred right retina.

Arrests Made in Alvis Avenue Homicide

The Richmond Police Department, with the assistance of the U.S. Marshal’s Regional Fugitive Task Force, have made two arrests in connection to last week’s homicide on Alvis Avenue.

Octavis Green, 17, no current address,
was arrested yesterday. Green is charged with first-degree murder, use of a firearm in the commission of a felony (x2), and robbery. Nicholas L. Thomas, 20, of the 4300 block of North Avenue was also arrested yesterday and charged with conspiracy to commit murder and use of a firearm in the commission of a felony. Additional charges are pending. Their booking photos are attached.

At approximately 1:58 a.m., on Friday May 11, officers were called to the 3100 block of Alvis Avenue for the report of a person shot. Officers arrived and found Russell J. Long, 22, of the 1300 block of Greenmoss Drive in the roadway suffering from an apparent gunshot wound. He was transported to a local hospital where he succumbed to his injury.

Officer-Involved Fatal Shooting / Detectives Seek Eyewitness Accounts

The Richmond Police Department is conducting an investigation into an officer-involved shooting yesterday that resulted in the death of a Henrico man, Marcus-David L. Peters, 24, of the 6700 block of Dartmouth Avenue. RPD detectives are asking eyewitnesses to contact them to share their accounts and any photographs or videos they may have taken.

Chief Alfred Durham has spoken with the family today to offer his condolences.

“We are all deeply affected by what happened here – by the loss of life,” said Chief Durham. “Our officers do not take the use of deadly force lightly. I think it’s important to remember that being naked does not remove a threat. So far, the eyewitness accounts we’ve heard have been consistent: our officer tried using verbal commands, then used non-lethal force first by deploying his Taser before using his service weapon.”

The shooting took place near the I-95 northbound on-ramp from Chamberlayne Avenue in Richmond following a short pursuit that began following a hit-and-run.

Shortly after 5:30 p.m., Monday, May 14,
an RPD officer observed Peters driving a sedan that struck another vehicle at the intersection of W. Franklin and N. Belvidere Streets. Peters fled the scene in his vehicle. The RPD officer pursued Peters northbound and onto the I-95 on-ramp.

Peters lost control of his vehicle after striking two other vehicles on the on-ramp. Peters emerged from his disabled vehicle and ran into the northbound lanes of I-95. He was not wearing any clothes.

Peters then ran back towards the on-ramp and charged the RPD officer who deployed his Taser in an effort to disable Peters. It proved ineffective, so the officer fired his service weapon, striking Peters, who was unarmed.

Peters was transported to a local medical center where he died shortly after midnight.

The RPD officer, a male with ten years of service, has been placed on administrative leave which is standard procedure while the Department’s Force Investigation Team (FIT) conducts its investigation. The FIT detectives will interview the officer and any other eyewitnesses that can be located. They will review the officer’s body-worn-camera video and any other video or photographs that can be located. Such images can be submitted to the RPD using the Crime Stoppers P-3 app which has its own category labeled “95 Incident.”

Once completed, the final FIT report will be presented to Chief Durham and the Commonwealth’s Attorney’s Office.

The officer’s name will be released once risk assessment has been completed.

Victim Identified in Peter Paul Boulevard Homicide

The Richmond Police Department has identified the female victim of a fatal shooting this morning on Peter Paul Boulevard as Desiree S. Fletcher, 21, of the 2300 block of Rosetta Street.

Shortly before 10:15 p.m. last night, police were called to the 2500 block of Peter Paul Boulevard for the report of a person down. While en route, the call was upgraded to a possible person shot. When officers arrived, they found Fletcher in an alley in the 1900 block of Peter Paul Boulevard suffering from gunshot wounds. She was pronounced dead at the scene.

The Medical Examiner will determine the cause and manner of death.

No suspect information is available at this time. Police are still investigating this incident.

At approximately 1:58 a.m., officers were called to the 3100 block of Alvis Avenue for the report of a person shot. Officers arrived and found Long in the roadway suffering from an apparent gunshot wound. He was transported to a local hospital where he succumbed to his injury.

Bike for the Blue Remembers Fallen Officers

BACKGROUND:   As part of National Police Week, over 20 members of the Richmond Police Department join others in law enforcement to pedal in a pilgrimage to Washington, D.C. in honor of officers who have died in the line of duty.

A contingent of over 100 officers representing jurisdictions from Virginia and federal law enforcement agencies will participate.

“We organize this ride every year to honor those who lost their lives protecting the citizens and making the communities safer,” said Richmond Police Lietenant Anthony Papaleo.
                           
Bike for the Blue participants will ride 117 miles on Route 1 to the nation’s capital to meet their colleagues from across the country for the Law Enforcement Memorial ceremony. Richmond Police will remember 29 RPD officers who have given their lives for the city as the Department participates for the 23rd year.

Cold Case: Investigation of 2013 Peter Paul Neighborhood Homicide Remains Open

The Richmond Police Department is still seeking information related to the homicide of
LeSean L. “Sean” Cosby, who was found dead in the Peter Paul neighborhood nearly five years ago.

Around 3:48 a.m. on Aug. 5, 2013, a call was received for shots fired in the 1700 block of North 22nd Street. Police units soon arrived to the area of North 22nd and W Streets where an officer found a male in the middle of the street. The victim, later identified as Cosby, was not conscious or breathing and suffering from multiple gunshot wounds. He later succumbed to his injuries at a local hospital. He was 31 years old at the time of his death.

Officers were told at the time of the murder, a dark-colored 4-door sedan approached Cosby on North 22nd Street. Two individuals exited the vehicle, shot Cosby and quickly fled the scene. Police don’t believe the suspects were known to the victim.

“Mr. Cosby was a hardworking federal employee with a devoted family whose life was taken from him,” said Major Crimes Det. D. Burt. “It has been five years with no leads or suspects in this case. I strongly urge someone in the community who may have information to come forward so his family can close this painful chapter and find justice for their loved one.”

Second Arrest Made in Series of Larcenies at Shockoe Liquor Store

The Richmond Police Department has identified a second suspect in a series of larcenies that have occurred over the past month in Shockoe Bottom as Alice S. Thompson, 27, of the 4000 block of Midlothian Turnpike (Booking photo attached).
Thompson
was seen on March 25, April 2 and 3 taking items from the Virginia Alcoholic Beverage Control (Virginia ABC) store located at 2026 E. Main St. She has been charged with petit larceny (x4). Thompson was also arrested on larceny charges out of Henrico County.

On March 28 and 29, Michael A. Connor, 55, 2400 block of Burton Street (Booking photo attached) was seen on security cameras taking items from the same Virginia ABC store. Upon further investigation, it was found on March 5, Connor also took several items from the ABC Store at 6504 Hull St. He has been charged with two counts of petit larceny.

Detectives believe these are a series of isolated incidents.

Community Walk in the Swansboro Neighborhood

BACKGROUND:     Chief Alfred Durham, Second Precinct Sector 211 Lt. Kelly O’Connell and other Richmond Police Department officers will participate in a walk through in Richmond’s Swansboro neighborhood at 5:30 p.m. today. During the walk, RPD officers will speak with community members about safety concerns they may have and what they would like to see from the Richmond Police Department.

Sector 211 Lt. O’Connell said there has been a focus on preventing property crimes in this neighborhood.
“Right now, we’re concerned with the increase in thefts of HVAC units,” said Lt. O’Connell. “This walk will give us a great opportunity to make the community aware of this growing trend, and what to look out for.”
This event is the latest in a series of walks conducted by the Richmond Police Department in neighborhoods throughout the city.

Suspect Sought in West Grace Street Robbery

Richmond Police detectives need the public’s help to identify the male in the attached photos who is the suspect in a robbery that occurred early yesterday morning.

At approximately 1:43 a.m., Thursday, May 3, officers responded to the 1100 block of West Grace Street for the report of a robbery of three individuals. The victims stated they were walking through a parking lot when an unknown black male approached them and demanded money. No weapon was displayed, however, the suspect stated he had a gun.

The victims gave the suspect cash and he fled on foot. The suspect was last seen heading north on Lombardy Street. No injuries were reported.

Suspect Sought in Convenience Store Larceny

Richmond Police detectives need the public’s help to identify the individual in the photo who is suspected of larceny at a convenience store in the city’s south side.

On Monday, April 23, police were called to the 2500 block of Broad Rock Boulevard for the report of a larceny. The individual stated that on Saturday, April 14 and Tuesday April 17, an unknown male entered the store and stole lottery tickets.

The suspect is described as a black male who was seen wearing blue jeans, a white T-shirt with yellow writing, and a dark-colored hat during the first incident. The suspect was seen on April 17 wearing a black hooded sweatshirt, blue jeans, and the same dark-colored hat he wore during the first incident.

The suspect fled the store and was seen leaving in a red Lexus vehicle.

Statement regarding possible Monument Avenue event

The Richmond Police Department is experienced in crowd control and maintaining public safety during demonstrations. Should an assembly occur on Monument Avenue this Saturday, even though no group has applied for a permit, the department will have enough resources in place during the event to keep the neighborhood safe.

Unlawful activity will not be tolerated and will quickly be met by a proactive police response.

Monument Avenue will be open as usual this weekend, without restrictions.

We ask anyone who comes to Monument Avenue to be cooperative and non-confrontational. They should stay out of the roadway, remain on the sidewalks and cross in the crosswalks.

October 2017 Death Investigation Reclassified as a Homicide – Arrest Made

The Richmond Police Department has made an arrest in the death last October of Barbara A. Brown, 25, of the 4200 block of Old Brook Road.

Matthew G. Shea, 30, of the same address, has been charged with first-degree murder. Shea is currently incarcerated in Henrico County on unrelated charges. A booking photo will be released once it becomes available.

“This investigation presented some challenges,” said Major Crimes Captain James Laino. “While we knew early on that Ms. Brown died of blunt force trauma, we needed to pinpoint how and why that occurred and who might be responsible for her injuries. It took patient collaboration between my detectives, the Medical Examiner’s Officer and the Commonwealth’s Attorney’s Office to determine she died as the result of an assault.”

On October 25, 2017, RPD detectives were notified of Brown’s death. Earlier, paramedics found her unresponsive in her residence in the 4200 block of Old Brook Road. She was transported to a local hospital where she later died.

Victim Identified in Creighton Road Homicide

 The Richmond Police Department has identified the victim of this morning’s homicide on Creighton Road as Lorenzo L. Dinkins, 26, of the 3300 block of Nine Mile Road.

At approximately 12:06 a.m., officers were called to the 2000 block of Creighton Road for the report of a person shot. Officers arrived and found Dinkins in a common grassy area down and unresponsive suffering from an apparent gunshot wound. He was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

Victim Identified in Broad Rock Homicide

The Richmond Police Department has identified the victim in Saturday afternoon’s homicide in the Broad Rock neighborhood as Johnny R. “Mr. Johnny” Battle, 80, of the 3100 block of Decatur Street.

Around 3:38 p.m. Saturday, April 28, several calls were received regarding a male who was assaulting multiple people near the intersection of Hull Street and East 32nd Street. Initial calls stated a 62-year-old man was assaulted in the 00 block of 32nd Street. A few minutes later, additional calls were received that the same suspect was assaulting Battle in the 3100 block of Decatur Street.

When Richmond Police units arrived in the area, they encountered the two victims and the male suspect.

Michael Kevin McReynolds, 43, of the 9800 block of Coalboro Road
, Chesterfield, was taken into custody and charged with aggravated malicious wounding. Additional charges are pending. His booking photo is attached.

Upon evaluation from Richmond medical personnel, the 62-year-old man suffered non-life threatening injuries and did not seek medical attention treatment. Battle was transported to a local hospital with life-threatening injuries where two days later he died.

“We would like to thank the community members who called police and aided the two victims of this crime. Your response helped us make a quick arrest, bringing us one step closer to getting justice for the victims and their loved ones,” said Major Crimes Detective Sergeant Anthony Jackson
