14th Street Shooting Suspect Arrested
The suspect in a shooting yesterday evening on South 14th Street is now in custody.
Richmond Police First Precinct officers arrested Joseph Osborne, 54, earlier this morning.
He is charged with felonious assault and use of a firearm in the commission of a felony.
Osborne is a suspect in the shooting of a man who was accosted as he walked along the 500 block of South 14th Street near the 14th Street Bridge around 6:15 p.m. Friday, May 28. The victim was taken to VCU Medical Center. His injuries are not life threatening.
The shooting resulted from an argument between the two men, who knew each other. This was not a random act.

BB&T Bank Robbery
Richmond Police needs the public’s help identifying and locating the man responsible for this morning’s robbery of the BB&T bank at 200 E. Belt Blvd.
Around 10:30 a.m. May 28, a man approached a teller, indicated that he had a gun and demanded money. After taking the money, the man walked away from the bank.
The suspect was last seen wearing a black baseball cap with a white insignia on it, an oversized black T-shirt, jeans and black tennis shoes.

UPDATE: Homicide Suspect Turns Himself In
Andre Russell Harvin has surrendered to Richmond Police. Harvin, 51, turned himself in around 10:45 a.m. at Police Headquarters.
Harvin, of 5500 Euclid Ave., is charged with murder in the shooting death last night of Jameal Smith.
Richmond Police were called to a residence at 5500 Euclid Ave. around 11:25 p.m. May 27 for a person shot. Officers found Smith, 18, of the 200 block of West Baker Street, deceased from gunshot wounds.
Richmond Police have determined Smith’s murder was the result of an argument that escalated in violence.
Family Dollar Robbery - Williamsburg Road
Richmond Police detectives are investigating a robbery that occurred yesterday at the Family Dollar store at 1720 Williamsburg Road.
Around 12:34 p.m. Thursday, May 27, a man with a gun entered the store and demanded money from the registers. The suspect took the money and fled the scene on foot.
The robbery suspect is a black male, 5 feet 11 inches tall, weighing 175 pounds. He wore dark sunglasses, a black baseball cap, a black Dickies shirt over a white T-shirt and jeans. The suspect had a small goatee and wore an earring in his right ear.

Suspect Wanted in Euclid Avenue Homicide
The Richmond Police Department is looking for Andre Russell Harvin, 51, of 5500 Euclid Ave. Harvin is wanted for the murder of Jameal Smith late last night.

Officers Make Big Drug Bust
Richmond Police Fourth Precinct Officers Robert Jamison and Toney Waldorf stopped a vehicle for speeding Saturday night, but found more than just a heavy foot.
When they approached the vehicle just after 10 p.m. in the 400 block of West Main Street, they immediately smelled a strong odor of marijuana coming from the car.
After searching the vehicle, the officers found more than 25 pounds of bagged marijuana as well as more than $10,000 in cash. The driver of the vehicle, William L. Bowman, 33, of the 200 block of South Mulberry Street, was arrested and charged with possession of marijuana with intent to distribute.

Mother’s Day Robbery Leads to Multiple Arrests
On May 9, Mother’s Day, a motorist and a passenger were stopped and robbed at gunpoint by a group of individuals in the 1300 block of Garber Street in the city’s Fulton neighborhood. A subsequent investigation by officers of First Precinct’s Focused Mission Team led to the recent arrests of several juveniles and adults and the seizure of a quantity of drugs and several firearms.
On May 19, FMT officers executed a search warrant at 1308 Garber St. looking for several juveniles involved in the Mother’s Day robbery. There they arrested one adult and two juveniles and seized marijuana, packaging material and three firearms; a .380 caliber Cobra, a 9mm Glock and a 9mm Ruger semi-automatic – all semiautomatic handguns. Dwayne Phillips, 22, 601 South St., was charged with possession of a firearm by a felon.
The following day, May 20, FMT officers arrested another individual, Jerome D. “Jack” Smith, 22, 5304 Euclid Ave. for the same Mother’s Day robbery. Smith attempted to flee down the 1300 block of Garber Street and, during a foot pursuit and struggle, attempted to throw away a .38 caliber Smith & Wesson revolver. Officers also recovered 30 grams of crack cocaine and 15 grams of marijuana. Smith was charged with multiple offenses, including conspiracy to commit robbery, possession with intent to deliver cocaine and marijuana and possession of a firearm by a felon.
“These arrests are the result of good police work,” said First Precinct Commander Captain Odetta Johnson. “The FMT officers just wouldn’t quit. They spent about 40 hours interviewing the victims, following leads, obtaining search warrants and arresting the suspects. I’m very proud. I’m sure the residents of Fulton are relieved.”

Assault Suspect Captured
Acting on a Crime Stoppers tip, Richmond Police tonight captured a man wanted for assaulting a police officer earlier this month in Gilpin Court.
Willie Clayborne Coley Jr., 34, of the 8800 block Midway Road, was wanted for striking an officer in the head and face with a gun May 15. The officer was treated at a local hospital for minor injuries.
Tonight, shortly after 9 p.m., officers arrived at the Chamberlayne Motel on Azalea Avenue. Coley was taken into custody as he attempted to flee a room in the motel through a back window. Although he was armed with a handgun, Coley was taken into custody without incident.
Participating in Coley’s capture was the officer he had assaulted.
The Crime Stoppers tipster will now be eligible for a $1,000 reward from Crime Stoppers and an additional $1,000 reward from the Richmond Police Department.
An updated photo of Coley and additional details will be available tomorrow.

North 20th Street Homicide Update
Richmond Police have identified the man found shot to death late last night as William D. Peet, 29, of the 1700 block of North 20th Street.
At approximately 10:50 p.m. Sunday, officers were called to an apartment at 1714 N. 20th St. for a report of a person down inside a residence, and found Peet dead at the scene.
Investigators believe this homicide was not a random act.
Investigators are also following up on several leads, but ask anyone with any information about this incident to call Crime Stoppers at 780-1000.

Missing Teen Found
With the assistance of Henrico Police, the Richmond Police Department has located Stephanie Houchens, 16, who was last seen Friday afternoon at a GRTC bus station at Seventh and West Broad streets.
Henrico Police found Houchens in the 1700 block of Michaels Road around 1 a.m. and later turned her over to Richmond Police.

Warwick Traffic Fatality Identified
Richmond Police have identified the man killed in a vehicle crash early Sunday morning on Warwick Avenue as Jorge Ernesto Garcia, 24, of the 2200 block of Chateau Drive.
Garcia died at the scene of a single-vehicle accident at approximately 2:30 a.m. Sunday in the 5000 block of Warwick Avenue near Alaska drive.
Investigators believe speed and alcohol were factors in the crash.
Though investigators have identified Garcia and one of the other men, the Department needs the public’s help in identifying the third man since little identification was found at the scene.

Three-Vehicle Accident
Just after 2:00 a.m. today a Richmond Police Department vehicle was involved in a three-car collision in the intersection of South Ninth and East Canal streets.
A Chevrolet Blazer and a Toyota 4 Runner were the other vehicles involved.
Richmond Ambulance Services treated two people for minor injuries at the scene. The Department officer was not injured.
The accident is under investigation.

Arrest Made in East Grace Street Homicide
The Richmond Police Department has arrested Franklin Wayne Taylor, 21, 2200 block of North 27th Street, Richmond for the murder of Reshawn Devon Thurman earlier this month.
Officers received a call for shots fired at 2 a.m., May 9th in a parking lot in the 1600 block of East Grace Street. There they found Thurman, 28, 1100 block of Hinton Street, Petersburg shot to death.
Taylor was identified as a suspect in the case that night. He was served today with a grand jury indictment for murder.

Reward Offered in Officer Assault
Metro Richmond Crime Stoppers in conjunction with the Richmond Police Department is offering an additional $1,000 reward for any information leading to the arrest of a man who assaulted a Richmond Police officer Saturday.
Willie Clayborne Coley Jr., 34, of the 8800 block Midway Road, is wanted for striking an officer in the head and face with a gun. The officer was treated at a local hospital for minor injuries.
On Saturday, two officers were patrolling in Gilpin court around 9:45 a.m. when they noticed Coley acting suspiciously. As they approached Coley, he ran away. When they attempted to detain him, he assaulted one of the officers.
Coley is known to frequent the Gilpin Court area. Anyone with information about Coley’s whereabouts is asked to call Crime Stoppers at 780-1000.

Richmond Police and RRHA Police Make Quick Arrests
Just before 4 p.m. yesterday, a motorist and his two children stopped their car in the 1200 block of St. Paul Street to ask for directions.
However, several individuals tried to steal the man’s car and shot the vehicle at least twice when the man drove away.
No one was injured. The Richmond Redevelopment and Housing Authority Police worked quickly with Richmond Police to identify and arrest two juvenile males in connection with the shooting.
The juveniles were charged with conspiracy to commit robbery, possession of a firearm by a juvenile and shooting into an occupied vehicle.

The Torch Run Kick-Off ceremony will bring more than 100 law enforcement officers from all over Virginia to Richmond, including the 2010 State Chairman and Sheriff Don Farley of the Rockingham County Sheriff's Office, who also will announce the funds raised for Special Olympics during the last year. Attorney General Ken Cuccinelli will speak during the ceremony as well.
But for the more than 2,000 officers involved in the Law Enforcement Torch Run, Special Olympics’ largest grassroots fundraiser and public awareness vehicle, it’s about more than carrying the torch for Special Olympics Virginia. At approximately 8:32 p.m. last night, Richmond Police Department officers conducted a traffic stop on a vehicle carrying three individuals in the 2200 block of Chateau Drive. The driver fled the vehicle on foot and seconds later fired one round at the officers. One officer returned fire. No injuries were sustained by the officers or suspect.
Officers arrested the driver, Bryan J. Taylor, 22, of the 4300 block of Folsom Road and charged him with attempted capital murder.
The two passengers were also arrested. Jeremy L. Venable, 22, of the 1600 block of Boston Avenue was charged with possession of a firearm by a convicted felon, and Donte L. Green, 23, of the 1200 block of Richeson Avenue was charged with a probation violation.
Two firearms were recovered at the scene.

Libbie Terrace Fatal Accident
Richmond Police have identified the man who died in a car crash Friday night as Sam Hillard Jr., 84, of Tallahassee, Florida.
At approximately 10:45 p.m. Friday, police and emergency crews responded to Libbie Terrace and 29th Street for a report of a vehicle going over the hill.
According to witness statements, Hillard, driving his Cadillac El Dorado, sideswiped a parked vehicle and then a retaining wall before driving off the hill of Libbie Hill Park. He died at the scene.

Play Ball: Richmond Police, Steelers Team Up for Good Cause
Richmond Police officers will trade their police uniforms for athletic uniforms tomorrow to take on current and former members of the Pittsburgh Steelers football team in a friendly game of softball.
Game time is 1 p.m. Saturday, May 15, at The Diamond. Tickets are $10 for adults and $5 for children 12 and under and will be available at The Diamond ticket office.

Farrior is an inside linebacker for the Steelers and started the foundation to offer a variety of enrichment programs for young people, including academic scholarships, mentoring opportunities and sports camps.
Chief Bryan T. Norwood will, of course, be the head coach for the Richmond Police team, whose roster features Assistant Chief Dave McCoy and those in the ranks from patrol officers to majors.
Farrior has put together a team of Steelers including Lamaar Woodley, Larry Foote, James Harrison, Jerome Bettis, Casey Hampton, Max Starks, Chris Keomatu, Heath Miller, Ryan Clark, Ike Taylor and Willie Parker. An autograph session with the pro ballers for game attendees will be held after the softball game.
Major Sydney Collier, an avid Steelers fan, worked with the Farrior Foundation to put the game together. “The Farrior Foundation is about community and youths and Richmond Police is about community policing. The two entities working together on this cause is a natural fit,” Collier said. “I’ll just have to root for both teams. Fortunately, with a charity game like this, everyone wins.”
Game time is 1 p.m. Saturday, May 15, at The Diamond. Tickets are $10 for adults and $5 for children 12 and under and will be available at The Diamond ticket office.

Westover Hills Boulevard Homicide
At 12:48 a.m. today, Richmond Police were called to investigate a shooting at 434 Westover Hills Blvd.
When officers arrived, they found Carlos Markel Funn, 21, suffering from gunshot wounds inside a Westover Hills apartment. Funn, who lived in the 2100 block of Cedarhurst Drive, was taken to VCU Medical Center, where he later died.
Rodney Samuel Nutall, 43, of 434 Westover Hills Blvd., is charged with murder in this incident. He was arrested this morning at the scene.
The initial investigation indicates the murder was the result of a domestic altercation.

Bike for Blue
As part of recognizing National Police Week, members of the Richmond Police Department will join others in law enforcement tomorrow to pedal in a pilgrimage to Washington, D.C., in honor of officers who died in the line of duty.
This year’s Bike for the Blue memorial ride takes off tomorrow, Thursday, May 13, at 6 a.m. from the State Capitol. A contingent of about 60 officers representing Richmond and jurisdictions from Virginia and North Carolina and local and Washington ATF agents will participate.
Bike for the Blue participants will ride the 117 miles up Route 1 to the nation’s capital to meet their colleagues from across the country for the Law Enforcement Memorial ceremony. Richmond Police will remember the officers who gave their lives for the city as it participates in the ride for the 15th year.
“I just returned from the International Police Mountain Bike Association meeting in St. Louis,” said Sgt. Danny Rhodenizer. “Many officers from around the country told us they look on with pride as we ride to the nation’s capitol in remembrance every year. We ride for those who cannot make it here – and for those who have gone before us.”
The media is encouraged to attend.

Suspicious Package Investigation
Richmond Police and its Bomb Squad investigated a report of a suspicious package at 13th and Main streets around 10:30 a.m. today.
In the course of that investigation, bags of a similar description also were discovered at 13th and Cary and 12th and Main.
Main Street between 14th and 10th streets and Cary Street between 14th and 12th were closed as the Bomb Squad investigated.
The Bomb Squad first checked the black plastic trash bag at 13th and Main and found it to be discarded refuse left by a cleaning crew. It was determined the bags at the other locations also contained trash.
The investigation did not require the evacuation of any buildings in the area.
Main and Cary were open to traffic again at noon.

HVAC Theft Suspect Sought
The Richmond Police Department needs the public’s help in finding the suspect pictured in the attached photo.
The man is wanted in connection with thefts of HVAC units in Richmond’s Northside neighborhoods recently.
Larnell Z. Berry, 32, is 5’11” and weighs approximately 170 pounds. He may be driving a red full-sized Ford pick-up truck or a white or dark green Dodge Caravan.
Anyone with any information is asked to call Crime Stoppers at 780-1000.

East Grace Street Homicide
Richmond Police investigators have identified the man found shot to death early this morning as Reshawn Devon Thurman, 28, of the 1100 block of Hinton Street in Petersburg.
Officers received a call for shots fired at 2 a.m. and found Thurman at 2:01 a.m. in a parking lot in the 1600 block of East Grace Street.
Investigators are in the early stages of this homicide investigation and ask anyone with any information about this crime is asked to call Crime Stoppers at 780-1000.

Second Arrest in Midlothian Homicide
Kevin Antoine Alert, the second suspect wanted in connection with last week’s homicide at the Host Inn, is in police custody.
Alert was arrested this afternoon in the 1600 block of Rosecrest Avenue in the Hillside Court neighborhood.
The other suspect, Craig Butler, was arrested two days after the murder in White Sulphur Springs, W.Va.
On April 28, Brandon Justin-Louis Webb, 24, of the 1400 block of Georgia Avenue, was found shot to death at 10:48 a.m. inside at the Host Inn, 6621 Midlothian Turnpike.

Second Precinct officers will join forces tomorrow with members of the Orlando Broad Rock Civic Association to focus on blighted properties in the area.
The group will meet 9:30 a.m. Saturday, May 8, at the Evangelical Assembly of God Church, 2013 Broad Rock Boulevard, to tour the Hickory Hill neighborhood and note any instances of blight along McKay, Leake and South Kinsley avenues.
“Blight is one of the problem neighborhood issues that can contribute to crime in an area,” Sector 212 Lt. Angela Greene said. “Vacant houses can be havens for those who aren’t looking to contribute to a community in a positive manner.”

Arrests, Indictments Clear All But Two April Homicides
In the month of April, Richmond experienced nine homicides. Of those nine homicides, seven have been cleared and two have very strong leads.
“Because of the great cooperation we received from community members and the hard work of our officers and detectives, we’ve been able to develop these leads and make these arrests,” Chief Bryan T. Norwood said.
Investigators have very strong leads in the April 1 homicide of Tyree Jerard Jefferson Jr. in the Oakwood Cemetery at 3101 Nine Mile Road as well as the April 24 homicide of Jeremy Uzzle in the parking lot at 11 S. 18th St.
In the April 1 homicide of Devin L. Morse at 1820 Creighton Road, Clinton L. Johnson, 19, of the 1800 block of North 21st Street, was indicted Tuesday for murder.
Additionally, Brian K. Butts, 30, of the 1100 block of Aldwell Drive, was indicted Tuesday in the April 11 murder of Christopher J. Mackin at 5005 Pine Crest Ave.
The April 2 homicides of Tarchelle Nicole Daniel and Charles Jackson were cleared by the suicide of the offender.

Race for the Cure Street Closings
The Richmond Police Department would like for drivers and citizens to be alert and prepared for the following no parking areas and street closings for this Saturday’s Susan G. Komen Race for the Cure 5K.
The following streets will be closed on Saturday during the listed time period:

Police, Lowe's Plant Idea to Benefit Food Bank
The Plant a Row for the Hungry campaign grew nationally as an idea from the Garden Writers Association of America in 1995. Citizen and community gardens were asked to plant an extra row during gardening season to donate fresh vegetables to area hunger-relief organizations.
More than a decade later, the idea has blossomed with a group of officers from the Richmond Police Department’s Third Precinct, with tremendous support from Lowe’s, into not just planting a row but an entire garden. The yield from the garden’s crops will go to the Central Virginia Foodbank.
“I suggested the Plant a Row campaign as a project for our precinct and the idea took off like wild weeds,” Third Precinct Sgt. Chris Jernigan said. “I took the idea to Lowe’s to see if they could just help us build it and they agreed to donate everything we needed to get the garden off the ground – from soil to plants. It’s the best example of community spirit I’ve seen in a long time.”
Third Precinct officers will pick up the materials for the garden 3 p.m. Wednesday, May 5, from their community partner in this effort – the Lowe’s at 2501 Sheila Lane. Representatives from Lowe’s and the Central Virginia Foodbank will be on hand to greet the gardeners.

Midlothian Turnpike Crash Investigation
Richmond Police are investigating a one vehicle crash that occurred about 2 a.m. in the 3800 block of Midlothian Turnpike.
A car, driven by Michael Anthony Dillard, 28, Richmond, was traveling east bound on Midlothian Turnpike when it wrecked, rolling onto its roof.
Dillard and a passenger, Michael Shantel Baker, 33, Richmond, were transported to VCU Medical Center with serious injuries.
The department’s Crash Team is continuing its investigation.
Speed was a contributing factor.
Midlothian Turnpike was closed for several hours but has now reopened.

West Main Street Crash Investigation
The Richmond Police Department is investigating a crash involving two vehicles that occurred at 12:59 a.m. today in the 1500 block of W. Main St.
A private passenger bus was stopped in a travel lane of W. Main St. in front of the Baja Bean Company restaurant when it was struck from behind by a vehicle driven by Thomas S. Burt, 31, 600 North Boulevard.
A passenger in Burt’s vehicle suffered non-life threatening injuries.
Burt has been charged with Driving Under the Influence and No Operator’s License.
The investigation is continuing.
