Below are the three booking photos of the suspects who were arrested for the Monday shooting of a juvenile male.

Keon C. Anderson, 18, of the 1100 block of St. Paul Street, Corey L. Cosby, Jr., 19, of the 2100 block of Selden Street, and Todd W. Jones, Jr., 18, of the 2000 block of Creighton Road, have each been charged with attempted murder and use of a firearm in the commission of a felony.

At approximately 5:15 p.m., Monday, March 28, officers were called to the 2200 block of North 25th Street for the report of a person shot. Officers arrived and found a 16-year-old male suffering from a gunshot wound. He was transported to a local hospital with injuries that were not considered life threatening.

Three Arrested for North 25th Street Shooting

The Richmond Police Department has arrested three suspects for the shooting of a juvenile male on Monday.

At approximately 5:15 p.m., Monday, March 28, officers were called to the 2200 block of North 25th Street for the report of a person shot. Officers arrived and found a 16-year-old male suffering from a gunshot wound. He was transported to a local hospital with injuries that were not considered life threatening.

The shooting occurred near the Fairfield community Easter Egg Hunt event.

Department officers and detectives, with assistance of the U.S. Marshal’s Regional Fugitive Task Force, today arrested Keon C. Anderson, 18, of the 1100 block of St. Paul Street, Corey L. Cosby, 19, of the 2100 block of Selden Street, and Todd W. Jones, Jr., 18, of the 2000 block of Creighton Road. They have each been charged with attempted murder and use of a firearm in the commission of a felony. Their booking photos will be released when they are available.

“The arrest of these three individuals is the result of the public and the Department working together to share information with the goal of ridding our neighborhoods of individuals who are intentionally using firearms to inflict harm on others,” Chief Alfred Durham said.

James River Death Investigation – Apparent Drowning Victim Identified

Richmond Police detectives have identified the victim of an apparent drowning yesterday morning in the James River as Amy Sue Briscoe, 36, with no permanent address.

At approximately 10:38 a.m., RPD officers were called to the 400 block of West 6th Street for a report of body in the James River under the south end of the Manchester Bridge.

Members of the Richmond Fire Department’s Swift Water Rescue Team recovered the body and brought it to shore.

Several eyewitnesses have told RPD detectives that Briscoe and another man were wading in the water along the south shore of the James River when they were apparently swept away by the current and carried over a low-head dam near the Manchester Bridge.

The man was able to make it to shore but Briscoe was trapped by the hydraulic current immediately below the dam. Her body eventually floated free and came to rest on a rock downstream.

The Medical Examiner’s Office will determine the exact cause and manner of death.

“As warmer weather approaches, the James River will become a busy place, but people need to be aware of the dangers,” said Chief Alfred Durham. “Everyone needs to respect the power of the river with its cold, swift-moving water. A moment’s inattention or a bad decision can be a life-threatening mistake. Be mindful out there.”

Larchmont Lane Homicide

Richmond Police detectives are investigating a homicide that occurred last night as the result of a shooting near Midlothian Village.

At approximately 2:08 a.m., RPD officers were called to the 3900 block of Larchmont Lane, near Midlothian Village, for a report of random gunfire. When they arrived a minute later, they were unable to find any victims or determine the exact location of the shooting. Minutes later, they received a call for assistance at the Circle Shopping Center on Hull Street. In the parking lot, they located two shooting victims inside a car.

One victim, Chantel Norville, 25, of Henrico County, was pronounced dead at the scene. The second victim, a male in his twenties, was transported to a local hospital with non-life-threatening injuries.

RPD detectives have determined both persons were shot in the 3900 block of Larchmont Lane then drove to the Circle Shopping Center where they called for help.

The Richmond Police Department Asks for Help with Two Homicide Investigations

Richmond Police detectives are asking for help as they investigate two homicides that occurred yesterday in the east end of the city.

The identities of the victims have been confirmed and their next of kin notified. The victims are:

  • Eric A. Banks, 35, of No Permanent Address. Banks was shot shortly before 5:30 p.m. yesterday, outside a residence in the 1900 block of Raven Street.
  • Kemberly A. M. Williams, 49, of the 1800 block of North 29th Street was shot shortly before 11:00 p.m., yesterday, inside another residence in the 1800 block of North 29th Street. The shot was fired from outside the residence.

RPD detectives returned to both locations today to hand out fliers and speak to residents about the fatal shootings. They do not believe the homicides are linked.

North 29th Street Homicide

Richmond Police detectives are investigating a homicide that occurred last night in the east end of the city.

At approximately 10:53 p.m., Thursday, March 24, RPD officers were called to the 1800 block of North 29th Street for a report of a shooting. Inside a residence near the intersection of North 29th and Y Streets they found a woman who had been shot.

She was transported to a local hospital where she was pronounced dead at 11:42 p.m.

Her identity will be released once next of kin have been notified.

Richmond Police detectives are investigating a homicide that occurred this evening in Mosby Court.

At approximately 5:29 p.m., RPD officers were called to the 1900 block of Raven Street for a report of a shooting. They quickly located a man who had been shot lying on the ground outside one of the residences.

He was transported to a local hospital where he was pronounced dead at 6:17 p.m.

His identity will be released once next of kin have been notified.

Suspect Charged for Thorndale Lane Homicide, Death Investigation Ruled Justifiable Homicide

The Richmond Police Department has charged a Henrico man with homicide for the shooting on Thorndale Lane in February.

Yesterday, Japell L. Christian, 34, of the 5700 block of Yates Lane was charged with murder, attempted robbery, abduction, use of firearm in commission of a felony (x3) and possession of a firearm by a felon. He has been in custody since Feb. 17 on an unrelated charge. His photo is attached.

At approximately 9:52 p.m., Feb. 9, officers were called to 5748 Thorndale Lane for a report of a shooting. Officers arrived and located two males in the residence that were suffering from apparent gunshot wounds.

Veka “Shawn” Chham, 30, of the 300 block of South Dearing Avenue, Fresno, California, was located in an upstairs room. Christian has been charged for his murder.

The other male, Akeem J. Williams, 30, of the 300 block of East 11th Street, Richmond, was found dead on the first floor of the building. Originally classified as a death investigation, it has been ruled a justifiable homicide after a thorough investigation and consultation with the Commonwealth’s Attorney’s office.

Third Arrest Made in Old Brook Road Homicide

The Richmond Police Department has arrested a Chesterfield man in connection to the death of Amiya Moses.

Detectives arrested Davarn M. Hancock, 22, of the 4800 block of Burnt Oak Drive, Chesterfield, and charged him with homicide. His photo is attached. Hancock was served with the homicide warrant on March 13 while in custody for a separate offense.

At approximately 9:28 p.m., December 19, 2015, officers were called to the 4900 block of Old Brook Road for a report of a person shot. Upon arrival, they located Amiya Moses, 12, of the 1400 block of Treehaven Drive, at the rear of the building suffering from an apparent gunshot wound. She was transported to a local hospital where she later succumbed to her injuries.

Suspects Sought in Credit Card Fraud

Richmond Police detectives need the public’s help to identify two suspects in the attached photos who used a stolen credit card last week in several stores across the city.
At 10:16 a.m. on Tuesday, March 8, officers responded to a call from the 4100 block of West Franklin Street regarding a stolen purse from a vehicle. The victim believes the event occurred the night of March 7. There was no sign of forced entry.

The two suspects, a male and female, were caught on video on March 8 in a GameStop on the 1500 block of West Broad Street making a purchase with one of the stolen credit cards. They also used the card at a Family Dollar on the 1900 block of West Main Street, a convenience store on the 2000 block of West Cary Street, and a gas station in the city.

Arrest Made in Gilpin Court Shooting Incident – Weapons Recovered

Richmond Police detectives have arrested a Richmond man following a shooting incident in Gilpin Court.

Luke R. McCutchen, 20, of the 1200 block of St. Peter Street, has been charged with Possession of a Firearm by a Convicted Felon, Possession of Cocaine with Intent to Distribute, and Trespassing.

At approximately 2:20 p.m. yesterday, RPD officers were called to the 1000 block of Hickory Street for a report of random gunfire. Acting on tips from the community, RPD detectives arrested McCutchen a short time later and recovered five firearms.

“The recovery of so many weapons is a big step in our on-going effort to deal with gun violence in the city,” said RPD Chief Alfred Durham. “I want to personally thank the people who called in with tips. We can’t do it alone. We need help. We need more tips.”

The detectives recovered three .40 caliber handguns, a 9mm handgun, and a 7.62mm assault weapon.

Detectives are looking into what, if any, links there may be with this shooting incident and some recent gun-related violence in Gilpin Court.

Help Needed to Identify Human Remains

Richmond Police detectives need the public’s help to identify skeletal remains found earlier this month along the James River.

At approximately 2:40 p.m. on March 7, officers responded to the 5000 block of Riverside Drive for a report of skeletal remains found in the woods between the roadway and the river. Several items of clothing were found near the remains.

The remains have been examined by an anthropologist at the Office of the Chief Medical Examiner. The examination indicates the remains have been in the area for an extended period of time. A biological profile for the remains has also been developed.

The individual is believed to have been a black male, age 33-49, standing 5’9” to 6’3” tall. He had several previously healed bone fractures on the leg, ribs and skull. These fractures may have caused him to walk with a limp and suffer hearing loss in the left ear. There was also extensive tooth loss believed to result from poor oral hygiene.

Photos below show examples of the items of clothing found near the remains. They include:
·         A blue “Thermosoft” knit hat.
·         A “Faded Glory” ¼ zip fleece coat size 2XL that was dark in color.
·         A “Champions” football jersey size 2XL for the Minnesota Vikings with the #84 & MOSS on the jersey. 
·         A pair of “New Balance” men’s walking shoes size 12 that were white in color with green trim.
·         A “Geneva” quartz wrist watch, with a black band.  The watch had a distinct (24 hour) time piece and a 360 degree compass marking band.

Arrest Made in Sheila Lane Shooting

Richmond Police detectives have arrested a Richmond man in connection with a shooting this morning on the city’s south side.

Randall C. Hicks, 26, of the 1400 block of Hull Street, was arrested this evening and charged with malicious wounding and use of a firearm in the commission of a felony. Both charges are felonies. A booking photo is not yet available.

Shortly before noon today, officers responded to the 2400 block of Sheila Lane for a report of a shooting. They arrived on scene to find an adult male suffering from an apparent gunshot wound. He was transported to a local hospital with life-threatening injuries.

Citizens in the area acted quickly, calling 911 and sharing information with officers and Major Crimes detectives. This led to strong leads in the case and a swift arrest.

The case remains under investigation, and detectives are not prepared to release additional details about the case at this time.

Suspects Sought in Car Vandalism

Richmond Police detectives need the public’s help to identify the suspects in the attached photo and video (video sent separately), who vandalized several cars in the Fan earlier this month.

On March 6 and March 7, four victims reported parking their cars in the 2300 block of West Cary Street and returning later that day or the following morning to find their vehicle damaged. They reported the driver’s side mirrors had been broken off the car. One victim noted there was similar damage to several other cars on the street.

Suspect Sought in Theft of Wallet

Richmond Police detectives need the public’s help to identify the person who is a suspect in a larceny that occurred March 2.

On the evening of March 2, the victim reported that her wallet had been taken from her purse earlier that day while she was at work in the 6700 block of Forest Hill Avenue. Around 10:30 a.m. that day, she saw someone leaving her office, but nothing appeared to have been tampered with inside the room. She later noticed her wallet was missing from inside her purse.

The suspect is described as a tall black male wearing a black hoodie and baseball hat. He was seen leaving the area in a silver car.

Parents Charged with Death of Infant

Following a six month investigation, Richmond Police detectives have arrested the parents of a young child and charged them in connection with his death.

Sabrina A. Malick, 29, of the 7800 block of Wistar Village Drive, Henrico and Walter E.  Newton, 46, of the 4800 block of Caldwell Avenue, Richmond, have been charged with Second Degree Murder and Felony Child Neglect.

They were arrested Wednesday, March 9.

On September 12, 2015, RPD officers were called to the 1800 block of Jefferson Davis Highway for a report of an unresponsive infant in a recreational vehicle. The infant, Brendan Newton, less than one year old, residing in the 1800 block of Jefferson Davis Highway at the time, was transported to a local hospital where he was pronounced dead.

Newton’s death will be recorded as the 41st homicide of 2015.

Teacher Arrested on Assault Charges

Richmond Police detectives have arrested a Richmond Public Schools teacher and charged her sexually assaulting an underage male student.

Courtney B. Stewart, 24, of the 3600 block of W. Broad St., has been charged with two counts of Taking Indecent Liberties while in a Supervisory Role, both felonies.

Stewart was taken into custody yesterday.

RPD detectives are investigating whether there may be additional victims.

Arrest Made in Mandalay Drive Double Shooting

Richmond Police detectives have arrested a man involved in a shooting this morning on the city’s south side.

At approximately 12:53 a.m., RPD officers were called to the 2200 block of Mandalay Drive for a report of a person shot. They located a man with a non-life-threatening gunshot wound. He was taken to a hospital for treatment.

Minutes later, at approximately 1:04 a.m., a second call was received about an injured person in the parking lot of McGuire VA Medical Center, 1200 Broad Rock Blvd. RPD officers responded and located a man with a non-life-threatening gunshot wound. He was taken to a hospital for treatment.

After speaking with several witnesses, RPD detectives quickly determined both men were shot in the 2200 block of Mandalay Drive. They have arrested and charged Aaran M. Capek, 25, of the 500 block of W. Grace St. with Attempted Murder and Use of Firearm during the Commission of a Felony.

At this early stage of the investigation, detectives are not prepared to release additional details about this case.

Suspect Sought in Exxon Robbery

Richmond Police detectives need the public’s help to identify the suspect who robbed a gas station shop this morning.

At approximately 1:50 a.m., the suspect entered the Exxon convenience store, located at 1701 E. Broad St., grabbed a can of beer and approached the counter. He presented a plastic bag, threatened the employee and demanded the employee give him the cash from the register. The suspect did not display a weapon. There were no injuries.

He was seen leaving the area on foot towards the intersection of East Broad and North 18th streets.

The suspect is described as a black male, approximately 30-40 years of age and approximately 6’3” tall. He wore a black t-shirt, blue jeans, black sneakers and a grey cap.

Armfield Road Homicide

The Richmond Police Department is conducting a homicide investigation as a result of a shooting in the Town and Country Apartment complex.

At approximately 2:12 a.m., officers were called to the 1400 block of Armfield Road for a report of a person down. Officers arrived and found a Latino male down and unresponsive in the parking lot of the apartment complex suffering from an apparent gunshot wound. He was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

The Richmond Police Department has identified the victim from last night’s homicide as Thomas Jones, 54, of the 1300 block of North 29th Street.

At approximately 8:19 p.m., officers were called to 1307 N. 29th St. for a report of a person down. Officers arrived and found Jones inside the residence suffering from an apparent gunshot wound. He was pronounced dead at the scene.

The Medical Examiner will determine cause and manner of death.

Appeal for Tips in Foxwood Apartments Shooting Investigation

Richmond Police detectives are asking for help from the public as they investigate a shooting last month that severely wounded a resident of the Foxwood Apartments on the city’s south side.

Information that results in an arrest could earn the tipster a Crime Stoppers reward.

At approximately 5:49 p.m., Tuesday, February 23, RPD officers were called to the apartment complex in the 5000 block of Snead Road for a report of a shooting. They located an 18 year old male who had been shot. The victim remains hospitalized.

As a result of their investigation, RPD detectives believe this was not a random shooting. They say if they receive the right tip, they could make a quick arrest in this case.

They ask anyone willing to identify the shooter to call Major Crimes Detective Jay Brissette at (804) 646-3867 or contact Crime Stoppers at 780-1000 or at www.7801000.com. Tips about persons in possession of illegally-held guns by can be submitting by texting Crime Stoppers at 274637, then using the keyword “GUN250” followed by the tip. Rewards will be paid up to $250. All the Crime Stoppers methods are anonymous.

RPD Invites Public Comment for CALEA Re-accreditation

WHAT:                        Public Comment Opportunity during CALEA Visit

BACKGROUND:          As part of Richmond Police Department’s international accreditation by the Commission on Accreditation for Law Enforcement Agencies, Inc., (CALEA), a meeting will be held to gather comments from the general public. The media and members of the community are encouraged to attend.
                                    The CALEA assessors will examine all aspects of the RPD’s policy and procedures, management, operations and support services. They encourage input from agency employees and community members at the public meeting.
