Identification Made in Fatal Pedestrian Crash in North Richmond.

The Richmond Police Department’s Crash Team investigators have identified the pedestrian who was killed in the fatal crash that occurred on Wednesday in the 2900 block of Chamberlayne Avenue as William Miller Carter, 62, of Richmond, VA.  

At approximately 6:44 p.m., Wednesday, October 26, 2022, officers were called to the 2900 block of Chamberlayne Avenue for a report of pedestrian who had been struck by a Commercial Street Sweeper. Officers arrived and found an adult male, Carter, who was crossing from the east side of the street to the west, unresponsive after being struck by the Street Sweeper which was traveling south on Chamberlayne Avenue. 

Williams was transported to a local hospital where he succumbed to his injuries.  The driver of the Street Sweeper remained at the crash site.

Arrest Made, Victim Identified in Thorndale Lane Homicide

Richmond Police detectives have identified the victim in the homicide that occurred last Friday on Thorndale Lane as Davon Twitty, 31, of Richmond. 

At approximately 11:09 p.m., October 21, RPD officers responded to the 5700 block of Thorndale Lane for the report of a shooting. Once on scene officers located an adult male, Twitty, suffering from an apparent gunshot wound. He was transported to a local hospital for treatment where he later succumbed to his injuries. 

The Medical examiner will determine the cause and manner of death. 

Charles Vick, IV, 28, of Chesterfield was charged with this murder, use of a firearm in the commission of a felony and shooting into an occupied vehicle. His booking photo is attached.

Victim Identified in Q Street Homicide

Richmond Police detectives have identified the victim in the homicide that occurred last Thursday on Q Street as Isiah Coles, 33, of Richmond. 

At approximately 8:54 p.m., October 20, RPD officers responded to the 1900 block of Q Street for the report of shots fired. Once on scene officers located two adult males with apparent gunshot wounds. One male was transported to a local hospital with life threatening injuries. The second male, Coles, was pronounced dead at the scene. 

The Medical Examiner will determine cause and manner of death.

Richmond Police Officer Arrested

Yesterday Richmond Police Officer Jean Assad was arrested after the Multi-Jurisdictional Grand Jury issued two true bills of indictment for the following felony charges: 1) one count of Rape and 2) one count of Aggravated Sexual Battery. 

Presently, Assad is being held without bond. His arraignment is scheduled for 9:00 a.m. Friday morning in Richmond Circuit Court. 

Assad has been with the Richmond Police Department since June 2017. 

Assad remains in a leave without pay status as the Department continues its administrative process.

Arrest Made in April 2022 Homicide on Bainbridge Street

Following a lengthy investigation, Richmond Police Department detectives have re-classified a death investigation, involving Michelle Manuel, 59, of Richmond, that occurred on Bainbridge Street last April, to a homicide and have charged the suspect. 

Detectives, with the assistance of the U.S. Marshal’s Regional Fugitive Task Force, today arrested Carl Williams, 69, of Richmond, after he was recently indicted for murder. He was arrested without incident. His booking photo is attached. 

At approximately 8:09 a.m., Friday, April 1, officers were called to the 2100 block of Bainbridge Street for the report of a stabbing. RPD officers located an adult female, Manuel, in a residence suffering from apparent stab wounds. She was transported to a local hospital where she succumbed to her injuries. Detectives have now determined this was a domestic incident and have charged Williams.

National Drug Take Back Day

 

Richmond, Virginia - Expired and unused medications in a household can pose a threat to individuals in the home – and can harm the ecosystem if disposed of improperly, that’s why the Richmond Police Department is partnering with the Drug Enforcement Administration for the annual National Drug Take Back Day set for this Saturday, October 29.

From 10:00 a.m. – 2:00 p.m., representatives from the RPD Community Care Unit will accept medications in the free Drug Take Back event at the Richmond Police Training Academy (front parking lot) located at 1202 W. Graham Road.

“This is an excellent opportunity to dispose of unused or expired medications in a proper way,” said Commander Dan Minton of RPD Community, Youth and Intervention Services. “These medications should be properly disposed of and bringing them to the National Drug Take Back Day event could save a life.”

All prescription medications collected will be incinerated according to federal and state environmental guidelines. Richmond Police ask that you do not bring syringes or illegal narcotics for disposal. Medical waste or bulk commercial medications will also not be accepted. E-cigs and vapes without batteries will be accepted. Those disposing of medications may remain anonymous.

Disposal bins are also located in the lobby of all four RPD precincts and the headquarters building to collect medications throughout the year.

Last night at approximately 10:30 p.m., officers were called to the 3500 block of Chamberlayne Avenue for a report of shots fired and for a report of a person shot. Officers arrived and found an adult male, Wayne, in a courtyard of an apartment building, down and unresponsive, suffering from an apparent gunshot wound. He was pronounced dead at the scene. 

The Medical Examiner will determine the cause and manner of death.

Suspect Sought in Commercial Robbery on Richmond Highway

Richmond Police Department detectives are asking for the public’s assistance in identifying the suspect in the attached photos who committed an armed robbery earlier this week. 

On Monday at approximately 9:50 a.m., officers were called to a business in the 3600 block of Richmond Highway for a report of a commercial robbery. Officers arrived and took a report of an adult female, shown in the images captured by a security camera, who attempted to walk out of the shop without paying for items. When questioned by an employee, the suspect brandished a knife and threatened the employee before leaving the area on foot southbound on Richmond Highway.

Chamberlayne Avenue Homicide

Wednesday, October 26, 2022, at approximately 10:30 p.m., officers were called to the 3500 block of Chamberlayne Avenue for a report of shots fired and for a report of a person shot. Officers arrived and found an adult male in a courtyard of an apartment building, down and unresponsive, suffering from an apparent gunshot wound. He was pronounced dead at the scene. 

The Medical Examiner will determine the cause and manner of death.

Fatal Collision Involving Pedestrian on Chamberlayne Avenue

The Richmond Police Department Crash Team is investigating a fatal collision involving a pedestrian and a truck in the 2900 block of Chamberlayne Avenue. 

Wednesday, October 26, 2022. at approximately 6:44 p.m., officers were called to the 2900 block of Chamberlayne Avenue for the report of a collision. Officers arrived and found an adult male down and injured in the right lane of the southbound lanes of Chamberlayne Avenue after being struck by a truck. He was transported to a local hospital where he succumbed to his injury. The driver of the truck remained on scene. 

The RPD Crash Team responded to the scene and determined the pedestrian was crossing from east to west midblock when he was struck by the truck. The investigation continues.

Arrest Made in South Belvidere Commercial Armed Robbery

The Richmond Police Department has made an arrest in the armed robbery that occurred on October 13, 2022, in the 100 block of South Belvidere Street. Charles Turner, 41, of Glen Allen has been apprehended and charged with the following; 

  • Robbery (felony)
  • Use of a firearm in the commission of a felony. 

On October 13, 2022 at approximately 2:00 a.m., officers were called to the 100 block of South Belvidere Street for the report of an armed robbery. The offender entered the business and demanded money and items from the store employees. The offender threatened the employees by indicating he had a firearm concealed in his clothing. He fled on foot in an unknown direction with an undisclosed amount of cash and items.

Thorndale Lane Death Investigation

Friday, October 22, 2022, at 11:09 p.m. RPD officers responded to the 5700 block of Thorndale Lane for the report of a shooting. Once on scene officers located one adult male suffering from an apparent gunshot wound. He was transported to a local hospital for treatment where he later succumbed to his injuries. Detectives are not looking for any suspects at this time.

Additional Charges in Jahnke Road Homicide

Richmond Police detectives, after consultation with the Office of the Commonwealth’s Attorney, yesterday charged the juvenile involved in the Jahnke Road shooting last week with murder. 

The juvenile male, 17, charged earlier this week with malicious wounding, possession of a firearm by a juvenile and possession of a firearm on school grounds, has now been charged with murder, attempted robbery, and use of a firearm in the commission of a felony x2 for his involvement in the shooting of Imani Hill, 26, of Richmond. 

Last Friday at approximately 2:17 p.m., officers were called to Westover Hills School in the 1200 block of Jahnke Road for reports of armed individuals and shots fired. 

Detectives have determined three family members, Hill, the juvenile male and another family member, confronted an adult male in front of the school. Following an altercation involving the four persons and where the adult male was assaulted by the juvenile, shots were fired injuring Hill. She was transported to a local hospital in a personal vehicle where that same day she succumbed to her injury.

Five Charged in North 1st Street Homicide of 15-year-old

Richmond Police detectives, following a widespread and meticulous investigation which began the evening of the shooting, have charged five individuals in the homicide of a 15 year-old-girl in September in the Gilpin Court neighborhood. 

  • Rarmil Coley-Pettiford, 25, of Richmond, has been charged with first degree murder, use of a firearm in the commission of a felony, discharge of a firearm in a public place, and discharge of a firearm from a moving vehicle.
  • Tyree Coley, 20 of Richmond has been charged with conspiracy to commit murder.
  •  Savonne Henderson, 23, of Henrico, has been charged with first degree murder, use of a firearm in the commission of a felony, discharge of a firearm in a public place, and discharge of a firearm from a moving vehicle.
  • Mitchell Hudson, Jr., 20, of Richmond, has been charged with conspiracy to commit murder.
  • Rashard Jackson, 21, of Richmond, has been charged with conspiracy to commit murder.

On Monday, September 12 at approximately 7:27 p.m., officers were called to the 900 block of North 1st Street for the report of shots fired. Officers arrived and located a juvenile female down and unresponsive on a sidewalk. She had suffered an apparent gunshot wound and was pronounced dead at the scene. 

“This was a senseless act of violence which resulted in the heartbreaking death of a young lady,” said Chief Gerald M. Smith. “We all have a role to play when it comes to stopping gun violence. We must act now to prevent more tragedies from ruining more lives and families.”

Partnership launches to combat catalytic converter theft as law enforcement brings deterrent to residents 

Community call to action to help crackdown on theft of vehicle parts


Richmond, VA, October 19, 2022 — As catalytic converter thefts rise in central Virginia, law enforcement agencies are partnering with local stakeholders to help combat this crime. Midas Auto Repair stores of Richmond, NAPA Auto Parts, the National Insurance Crime Bureau (NICB), and the Virginia Department of Motor Vehicles (DMV) are assisting law enforcement in launching operation "Catalytic Converter Crackdown (CCC)."  The operation is designed to deter thieves from stealing catalytic converters from vehicles.

The law enforcement agencies hosting the regional effort include: 

  • Chesterfield County Police Department
  • Colonial Heights Police Department
  • Hanover County Sheriff’s Office
  • Henrico County Police Division
  • Richmond Police Department
  • University of Richmond Police Department
  • Virginia Commonwealth University Police Department
  • Virginia State Police (HEAT Program) 

Residents within the region have the opportunity to have their catalytic converters spray-painted and marked for free, at one of five Midas locations on Nov. 13, Dec. 11 and Jan. 8, 2023. The free painting will be hosted by law enforcement agencies at participating Midas locations between the hours of 10 a.m. and 2 p.m. Registration is required to have your catalytic converter marked and is now open https://converter.midasofrichmond.com. Reserve your time slot and choose from various locations in Richmond, Henrico, Chesterfield and Colonial Heights.

The goal of the operation, inspired by efforts in other regions, is to reduce the number of catalytic converter thefts by making the parts less attractive to thieves and scrap metal dealers. Most catalytic converters do not have serial numbers, making it difficult for law enforcement to prove a catalytic converter is stolen. Overtly marking your catalytic converter with paint associates it with a jurisdiction and proactively aids in deterring theft. The markings also alert scrapyard and recycling businesses the catalytic converter may have been stolen. 

"We believe we'll see a reduction in thefts by adding a level of deterrence," said Commander Faith Flippo, Richmond Police Department. "The idea of adding these markings is to quickly identify converters that may have been stolen. Then, if the converter is taken to a metal yard or the culprit is stopped by police in any surrounding jurisdiction- we literally may catch thieves ‘red-handed.’"

As catalytic converter theft is on the rise nationwide, Virginia ranks twenty third in the country with 917 thefts in 2021. Thefts have increased because the car parts contain precious metals that have skyrocketed in value in recent years. Replacing a catalytic converter can cost between $945 and $2,500. 

“This type of crime can create a financial dent in our community members’ wallets,” said Officer Doug Smart, Henrico County Police Division. “We urge all community members to take active steps to avoid becoming a victim.” 

In Henrico County, between Jan. 1 and Sept. 30 of this year, there have been 683 vehicles targeted for catalytic converters. That number is up from last year during the same period which had 504 catalytic converter thefts. In the city of Richmond, reports of theft will surpass the total number of incidents reported in 2021. As of September 30, Richmond reported 566 incidents of catalytic converter theft with 559 reports total in 2021. In Hanover County, there have been 60 reported catalytic converter thefts in the community through September 2022. As a result of the Sheriff’s Office’s investigative work, five individuals have been arrested in connection to multiple thefts. 

Catalytic converters are part of a car’s exhaust system and convert toxic gases into less dangerous gases. Unfortunately, vehicles with missing converters often pollute more and have excessively loud engine noise, which worsens when drivers speed up. Law enforcement agencies announce partnership to engage the community in deterring catalytic converter theft.

DETAILS:      As catalytic converter thefts rise in Central Virginia, law enforcement agencies are partnering with local stakeholders to help combat this crime.

The operation is designed to deter thieves from stealing catalytic converters from vehicles while educating the public as to the rise in theft of the auto vehicle part. Residents of Central Virginia can have their catalytic converters marked with paint, free of charge through Midas locations.

Suspect Sought in Commercial Burglary on Williamsburg Road

Richmond Police detectives are asking for the public’s assistance in identifying the individual in these photos who is a suspect in a commercial burglary on Williamsburg Road last month. 

Between the hours of 2:20 – 4:30 a.m. on Sunday, September 25, the suspect entered a closed business in the 1600 block of Williamsburg Road and stole several items. The suspect used a City of Richmond supercan to carry the items, leaving in an unknown direction.

Suspect Indicted in St. Paul Street Homicide

The suspect in the homicide on August 13 on St. Paul Street, in custody since that evening, was recently indicted by a grand jury. 

Delmontae Lewis, 19, of Richmond, has been indicted for murder, malicious wounding, use of a firearm in the commission on a felony and shooting into an occupied structure. He was arrested near the scene of the shooting by RPD officers and initially charged with possession of a concealed weapon and possession of a weapon with an extended magazine. At approximately 9:37 p.m. on Saturday, August 13, officers were called to the 900 block of St. Paul Street for a report of a shooting. One adult male, Jessie Crumble-Bullock, 18, of Richmond, and one adult female were located, each having suffered a gunshot wound. Both were transported to a local hospital, where that same night Crumble-Bullock succumbed to his injury. The female’s injury was not considered life threatening.



Suspects Sought in Westover Hills Boulevard Robbery

Richmond Police detectives are asking for the public’s assistance in identifying the individuals in the photos who are suspects in the robbery of a convenience store on Westover Hills Boulevard last week. 

At approximately 9:11 p.m. on Tuesday, October 11, the males entered a gas station convenience store in the 1200 block of Westover Hills Boulevard, brandished firearms and demanded cash from an employee. They stole cash and left the scene on foot towards Dunston Avenue. There were no injuries.

Woman Identified in Jahnke Road Death Investigation

Richmond Police detectives have identified the woman who died in the death investigation on Friday on Jahnke Road as Imani Hill, 26, of Richmond. 

On Friday at approximately 2:17 p.m., officers responded to a call of armed individuals and shots fired at Westover Hills School in the 1200 block of Jahnke Road. 

Officers arrived and determined an altercation had occurred outside the school involving Hill and others. During the altercation, a firearm was produced and shots were fired. Hill suffered an apparent gunshot wound and was transported to a local hospital in a personal vehicle. On Friday she succumbed to her injury at the hospital. Another individual, an adult male, was struck in the head by a firearm. As a result of this assault, a juvenile male has been charged with malicious wounding, possession of a firearm by a juvenile and possession of a firearm on school grounds. 

The investigation of the shooting continues. 

After the altercation, the school was immediately locked down. At NO time did this incident involve students, faculty, or staff of this school, and NO students were injured. Detectives have determined the school was not a target.

Statement: Chief Gerald Smith on Weekend Gun Violence

Richmond Police Department worked throughout the weekend following up on numerous leads and investigating the crimes of violence perpetrated within our community this weekend. 

Between Friday and Sunday, Richmond reported eight (8) shooting incidents two fatal with another 10 adults injured as a result of senseless gun violence.

South 22nd Street Death Investigation / Aggravated Assault Shooting

Sunday, October 16, 2022, at approximately 8:49 p.m., RPD officers responded to the 00 block of South 22nd Street for the report of a shooting. Officers located an adult male inside of a vehicle with an apparent gunshot wound. He was pronounced dead at the scene. 

Shortly after, an adult male arrived in a private vehicle at a local hospital suffering from gunshot wounds. His injuries are considered to be non-life threatening. 

Detectives have determined that these two incidents are related. 

The Medical Examiner will determine cause and manner of death of the male who died at the scene.

Driver Identified in Fatal Crash on Buford Avenue

The Richmond Police Department Crash Team has identified the driver who died after crashing a van into a home in the 2400 block of Buford Avenue yesterday as John Johnson, 59, of Cartersville, Virginia. 

Thursday, October 13, 2022, at approximately 4:25 p.m., officers were called to the intersection of Buford and Lynhaven avenues for the report of a collision. Officers arrived and found a van that had crashed through a fence on one property and continued to a second property and collided with a house at that location. An adult male, Johnson, the sole occupant of the van, was transported to a local hospital where yesterday he succumbed to his injury. The house was unoccupied at the time of the crash. 

The RPD Crash Team responded to the scene. The investigation continues.

Suspect Sought in West Grace Street Commercial Robbery

Richmond Police detectives are asking for the public’s help to identify the individual in the attached photo who is a suspect in a commercial robbery at a business on West Grace Street earlier this week. 

At approximately 11 p.m., Wednesday, October 12, a male suspect wearing a black hooded jacket entered the business, located in the 500 block of West Grace Street, and demanded cash from an employee. The suspect stole cash from the register and fled on foot in an unknown direction. 

This suspect is also a person of interest in other property crimes in the downtown area.

Richmond Police Respond to Armstrong High School During Football Game

Thursday, October 13, 2002,  at approximately 9:15 p.m., Richmond Police officers responded to multiple reports of random gunfire being heard near Armstrong High School during a football game. RPD officers immediately responded with support from Henrico Police and Virginia State Police. Officers determined that no one was injured on scene and assisted as everyone was evacuated from the stadium area. 

After searching the immediate and surrounding area, officers determined there was no viable threat and cleared the area. 

After further investigation there was no evidence of shots fired at the Armstrong High School stadium. Officers believe that the gunfire that was heard during the football game was from the nearby Fairfield Court apartment complex. 

During this incident the players on the field and residents in the stands took cover and we are thankful that this was not an active shooter situation and that no one was injured as a result.

Jahnke Road Death Investigation

At approximately 2:17 p.m., officers responded to a call of armed individuals and shots fired at Westover Hills School in the 1200 block of Jahnke Road.

Officers arrived and determined an altercation had occurred outside the school. During the altercation, a firearm was produced, and shots were fired. An adult female, involved in the altercation with other individuals, suffered an apparent wound and was transported to a local hospital in a personal vehicle. She later succumbed to her injury at the hospital.

After the altercation, the school was immediately locked down. At NO time did this incident involve students, faculty, or staff of this school, and NO students were injured. Detectives have determined the school was not a target.

Once the lockdown was lifted, the school held an orderly dismissal in the parking lot of the Family Dollar, located behind the school at 1208 Westover Hills Boulevard. For questions about the dismissal, call Richmond Public Schools at (804) 780-5002.

New Video of Suspect from East Main Street Homicide in May – Reward Offered

Richmond Police detectives have released new video of the suspect in a homicide that occurred on East Main Street in May. The video also shows the suspect’s companions and two unidentified females near the homicide scene that night. Detectives are hoping the public can identify the suspect and those that were with him. A link to the video is below and screen captures from the video are attached. 

At approximately 2:10 a.m., Saturday, May 21, officers were called to the 1500 block of East Main Street for the report of a person down. Officers arrived and found an adult male, Xavier Brown, 23, of Richmond, down and unresponsive in a parking lot. He had suffered a gunshot wound and was pronounced dead at the scene. 

The family of Brown has offered a $3,500 reward for information that leads to the identification and conviction of the person in the photo and video who is suspected of shooting Brown.
